AND THE CITIZENS COMMITTEE REALLY DID YEOMAN'S JOB OF GOING THROUGH THAT DETAIL.

ANDREW, THANK YOU. THE DISCUSSION ON THE CONVENTION AND VISITORS COUNCIL.JARED. RIGHT, WE HAVE BEEN WORKING WITH THE CONVENTION AND VISITORS COUNCIL, ALONG WITH THE CHAMBER OF COMMERCE, TO ADDRESS IMPACTS, FUNDING IMPACTS AND OTHER THINGS FROM CORONA VIRUS.
ONE OF THE CHALLENGES WE HAVE IS THAT THAT HAS HAD A SIGNIFICANT IMPACT ON HOTEL OCCUPANCY, TAX REVENUE.
SO AS WE LOOKED TOWARD NEXT YEAR'S BUDGET TO MAKE SURE THAT THE CDC CAN BE AS EFFECTIVE AS POSSIBLE. ONE OF THE THINGS WE ALSO DID WAS RESEARCH OTHER CITIES AND HOW THEY HANDLE CONVENTION AND VISITORS ALONG WITH THEIR CHAMBERS OF COMMERCE.
WE HAVE GREAT CHAMBER OF COMMERCE HERE.
WE'VE HAD GREAT WORK WITH THEM. THEY'VE BEEN MANAGING THE CONVENTION VISITORS COUNCIL SINCE 1982.
I BELIEVE IT COULD HAVE BEEN 84 EITHER WAY IT'S BEEN A LONG TIME.
ONE OF THE THINGS THAT'S CHANGED IN THAT PERIOD OF TIME IS THAT ALL OF THE CITIES OUR SIZE, THEY HAVE THEIR CONVENTION AND VISITORS COUNCILS AS A STANDALONE ENTITY.
SO WE WERE LOOKING TO USE THIS AS AN OPPORTUNITY TO, ONE, SET THE CONVENTION VISITORS

COUNCIL UP TO BE ABLE TO TAKE ADVANTAGE OF THE ECONOMIES OF SCALE THAT THE CITY CAN PROVIDE FROM AN ADMINISTRATIVE STANDPOINT IN ORDER TO BE ABLE TO MAXIMIZE THEIR FINANCIAL EFFECTIVENESS, ESPECIALLY AS THEY GO THROUGH THIS NEXT YEAR.THAT'S GOING TO BE CONTINUED TO SHOW A VERY LIKELY AT LEAST OUR PROJECTIONS SHOW IT'S GOING TO CONTINUE TO PROVIDE DIMINISHED REVENUES ON THE HOTEL OCCUPANCY TAX SIDE.
WE HAVE PLENTY OF REVENUE TO TAKE CARE OF THE OPERATIONS THAT WE HAVE TO, INCLUDING CVC, THE CIVIC CENTER AND ALL DEBT SERVICE ASSOCIATED WITH DOWNTOWN PROJECTS.
THAT SAID, WE WANT TO MAKE SURE TO SET THEM UP AS EFFECTIVE AND PRODUCTIVE AS THEY CAN POSSIBLY BE GOING FORWARD.
SO WE'RE WORKING ON ON DOING THAT.
WE'VE NOTIFIED THE CHAMBER OF COMMERCE AND GARY MOLBERG AND THE REST OF THE TEAM OVER AT THE CHAMBER HAVE BEEN GREAT PARTNERS THROUGH THIS PROCESS, EVALUATING OUR OPTIONS.
SO WE'RE GOING TO CONTINUE TO HAVE A VERY PRODUCTIVE RELATIONSHIP WITH THE CHAMBER OF COMMERCE AND DON'T WANT ANYBODY TO MISUNDERSTAND WHAT WE'RE WORKING ON HERE.
BUT AS WE MOVE FORWARD, WE WILL BE WORKING THROUGH ORGANIZING, STANDING UP THE CVC , THE CONVENTION VISITORS COUNCIL AS A STANDALONE ENTITY, INCORPORATING THEM AS A STANDALONE ENTITY.
AND PUTTING TOGETHER THEIR BYLAWS, SETTING UP HOW THE BOARD IS APPOINTED, THINGS LIKE THAT . AND ALSO WORKING THROUGH THE FINANCES OF HOW THEY'RE GOING TO PAY FOR THEIR STAFF AND PAY FOR THEIR, YOU KNOW, ALL THE OTHER THINGS THAT ARE GOING TO BE A PART OF BEING A STANDALONE ENTITY. SO WE ANTICIPATE GETTING ALL THAT DONE PRIOR TO THE OCTOBER 1, BEGINNING OF THE FISCAL YEAR.
AND WE'RE STILL WORKING THROUGH THAT THOSE ISSUES, THOUGH.
SO I WANTED TO MAKE SURE THAT COUNCIL HAD AN OPPORTUNITY TO ASK ANY QUESTIONS, MAKE ANY STATEMENTS THEY WANTED IN REGARD HERE, STILL WORKING THROUGH THE ORGANIZATIONAL STRUCTURE. WE HAVE A COUPLE OF OPTIONS THERE, EITHER HAVING THE CVC VIA CITY DEPARTMENT, OR STANDING IT UP AS A STANDALONE ENTITY.
EITHER WAY, THEY WILL BE INCORPORATED AS AN ENTITY THAT IS WHERE THE BOARD MEMBERS ARE APPOINTED BY COUNCIL, SIMILAR TO THE AMARILLO ECONOMIC DEVELOPMENT CORPORATION AS FAR AS THAT GOES. BUT WE'RE WORKING WITH OTHER CITIES TO GET THEIR ORGANIZATIONAL STRUCTURES, TO MAKE SURE THAT WE'RE NOT UNNECESSARILY REINVENTING THE WHEEL.
WE WANT TO TAKE ADVANTAGE OF THE VERY BEST MODELS THERE ARE OUT THERE OR EFFICIENT, EFFECTIVE OPERATIONS OF CONVENTION OF VISITORS COUNCILS IN COMMUNITIES OUR SIZE WITH THE AMOUNT OF HOTEL TRAFFIC THAT WE HAVE AND THE NEED FOR MARKETING OUR ATTRACTIONS.
OUR UTILITY HAS A PLACE FOR PEOPLE TO STAY AND AND SPEND THE NIGHT.

BUT THAT WOULD FALL UNDER THAT TYPE OF EXAMPLE AS WELL.

THE LANGUAGE ACCOMPLISHES BOTH OF THOSE.
WE HAD PREVIOUSLY DISCUSSED THOSE AS TWO SEPARATE ITEMS. HOWARD MADE THE COMMENT OR COUNCIL MEMBER SMITH MADE THE COMMENT THAT WHY ARE WE ASKING THEM AS TWO SEPARATE ITEMS. BECAUSE WE DON'T WANT ONE IF WE DON'T HAVE THE OTHER.
SO THE CHALLENGE TO LEGAL WAS, IS THIS SOMETHING THAT IT LOGICALLY IT GOES TOGETHER.
SO IS THIS SOMETHING THAT BY THE RULES OF HOW WE SET UP OUR CHARTER AND HOW CHARTER ELECTIONS ARE DONE CAN BE COMBINED.
SO WE DID THAT RESEARCH BRYAN MCWILLIAMS AND HIS LEGAL TEAM DID A GREAT DEAL OF WORK ON THAT. AND THE SOLUTION IS VERY SIMPLE AND VERY ELEGANT.
YES, WE CAN COMBINE THOSE TWO AS ONE ITEM.

SO PROPOSITION 2 ASKS THE QUESTION ABOUT WHETHER OR NOT WE SHOULD EXTEND OUR TERMS AND MOVE TO STAGGERED ELECTIONS.SO THE TERMS WOULD GO FROM TWO YEAR TERMS TO 4 YEAR TERMS AND TWO OF THE COUNCIL MEMBERS AND THE MAYOR WOULD BE ELECTED IN ONE OF THOSE ELECTIONS THAT OCCUR EVERY TWO YEARS FOR A FOUR YEAR TERM. AND THE OTHER TWO COUNCIL MEMBERS WOULD BE ELECTED IN THE OTHER ELECTION THAT OCCURS EVERY TWO YEARS FOR FOUR YEAR TERMS. THE OTHER ITEM WAS THE PROPOSITION NUMBER THREE DEALS WITH THE FREQUENCY OF COUNCIL MEETINGS, AND IT JUST ASKS THE QUESTION IF THE COUNCIL SHOULD MEET A MINIMUM OF 24 TIMES PER YEAR. WHAT THIS DOES IN PRINCIPLE IS ALLOW THE COUNCIL TO MEET EVERY OTHER WEEK INSTEAD OF EVERY WEEK.
SO IT WOULD ALLOW THE COUNCIL TO HAVE ON AVERAGE TWO MEETINGS A MONTH.
THERE WILL BE MONTHS WHERE WE HAVE MANY MORE MEETINGS THAN THAT.
FOR EXAMPLE, WHEN WE HAVE BUDGET HEARINGS AND THINGS LIKE THAT AND THERE COULD BE MONTHS WHERE WE HAVE LESS, WE ONLY HAVE ONE MEETING, FOR EXAMPLE, CHRISTMAS.
IF THE WEEK OF CHRISTMAS FALLS NEAR A OTHERWISE SCHEDULED COUNCIL MEETING.
SO WHEN WE'RE MEETING ON THE SECOND AND FOURTH TUESDAYS OF EVERY MONTH, THAT WOULD BE VERY LIKELY, ALMOST CERTAIN THAT YOU WOULD HAVE A CONFLICT WITH CHRISTMAS AND WITH THANKSGIVING. BUT THAT WOULD STILL ALLOW US TO MEET A MINIMUM OF TWENTY FOUR TIMES PER YEAR. THAT IS A VERY HIGH LEVEL AND VERY BRIEF EXPLANATION.
IS THERE ANY QUESTION COUNCIL HAS OR ANYTHING THAT BRYAN CAN EXPLAIN ON PROPOSITION NUMBER TWO OR THREE WITH REGARD TO THE CHARTER AMENDMENTS? AND DURING THAT DISCUSSION, IT WAS THE CONSENSUS OF THE GROUP WAS THAT THIS IS NOT THE RIGHT TIME TO DO IT BECAUSE WE'RE ABOUT TO HAVE A CENSUS.
AND IF WE'RE GOING TO LOOK AT THAT ITEM AND THEY DIDN'T SAY THAT, WE SHOULDN'T EVER LOOK AT THAT ITEM. THEY JUST SAID IF WE'RE GOING TO LOOK AT THAT, WE NEED TO BE WELL INFORMED WITH THE CENSUS DATA, THE UPDATED CENSUS DATA THAT'S TAKING PLACE RIGHT NOW.
SO WE'LL HAVE THAT DATA BY THE END OF 2021 OR SO.
SO THEY FELT THAT IT WOULD BE APPROPRIATE IF WE'RE GOING TO LOOK AT THAT, TO LOOK AT IT ONCE WE HAVE FRESH CENSUS DATA.

THE REASON WE WOULD NEED THESE INTERIM APPOINTMENTS TO CONSTITUTE THIS PARTICULAR COMMITTEE IS THERE ARE SOME WORK RELATED TO THE APPROVAL OF SOME OF THE CDBG GRANTS THAT WILL TAKE PLACE PRIOR TO THE NORMAL CYCLE OF APPOINTMENTS THAT WOULD TAKE PLACE IN THE OCTOBER NOVEMBER TIMEFRAME.

AND SO STAFF DID RECOMMEND AT THE TIME NOT NOT RECOMMENDING GENERAL RETAIL.
THEY DID RECOMMEND SOMETHING LIKE NEIGHBORHOOD SERVICES OR OFFICE, BUT P&Z DID FEEL COMFORTABLE JUST BASED ON THE SURROUNDING USES, THE UNIQUENESS SIZE OF THE TRACT AND WHAT'S DEVELOP IN THAT AREA THAT MOST LIKELY WOULDN'T HAVE A MAJOR IMPACT IF WE DID MOVE FORWARD WITH GENERAL RETAIL FOR THIS SITE.

AND THAT PROJECT SHOULD BE COMPLETED BY THE END OF THE YEAR.

AND SO AS APPRAISAL VALUES RISE, YOU DON'T NEED QUITE AS MUCH OF A TAX RATE TO SUPPORT THE SAME SIZE OF AN ISSUANCE.

SEVERAL OTHER THINGS WERE HAPPENING THAT WAS POTENTIALLY GOING TO DRY UP THE CITY OF AMARILLO WAS EVEN WHAT WAS EVEN SPOKEN AT THAT POINT IN TIME.
AND IN THE FACE OF THAT, THEY REALIZED THAT THEY HAD TO DO SOME THINGS TO GET AMARILLO KICK STARTED AND BACK GOING AGAIN.
AND IT WAS A VERY CRUCIAL, IMPORTANT MOVE THAT HAS HAD SIGNIFICANT REPERCUSSIONS ON THE CITY OVER THE PAST 50 YEARS.
AND NONE OF THOSE HAVE BEEN BAD REPERCUSSIONS.
AND I WOULD SAY AT THIS POINT IN TIME THAT WE ARE FACING THE SAME TYPE STRING OF HEADWINDS. AND AMARILLO NEEDS THIS JUST AS BADLY AS AMARILLO NEEDED IT BACK THEN.
AND THEIR DIFFERENCE WAS THEY TORE DOWN MUNICIPAL AUDITORIUM.
THEY DIDN'T HAVE ANYTHING AT ALL FOR THAT PERIOD OF TIME.
CURRENTLY, WE WILL HAVE THE CIVIC CENTER THAT WE WILL STILL BE ABLE TO FUNCTION OUT OF FOR THE NEXT THREE YEARS AS WE GET THIS ONLINE.
AND SO ACTUALLY, WE'RE IN A MUCH BETTER POSITION IF YOU EVEN WANT TO CONSIDER IT THAT WAY. BUT IT IS AS CRUCIAL TO US NOW IN MOVING FORWARD AS IT WAS CRUCIAL TO THEM 50 YEARS AGO. AND I THINK IT'S REAL IMPORTANT THAT WE DO EVERYTHING WE CAN TO HELP SEE THIS COME TO FRUITION.

STATE REVOLVING FUND, AGREEMENT OF PRINCIPAL FORGIVENESS, AGREEMENT WITH THE CLEAN WATER STATE REVOLVING FUND.MAYOR Y'ALL WILL RECALL THAT EARLIER THIS YEAR WE DISCUSSED A 29.5 DOLLARS MILLION ADVANCED METERING INFRASTRUCTURE PROJECT.
WE HAVE WORKED FOR ABOUT A YEAR NOW OVER ACTUALLY TO WORK WITH TEXAS WATER DEVELOPMENT BOARD TO SECURE THE FUNDING FOR THAT.
AS FOR THAT PROCESS, ASSISTANT CITY MANAGER FLOYD HARTMAN REPORTED SOME TIME AGO THAT THE TEXAS WATER DEVELOPMENT BOARD HAD DECIDED THAT WE WERE ELIGIBLE FOR A FORGIVENESS AGREEMENT THAT WOULD EQUAL A MILLION DOLLARS OFF THAT PROJECT.
SO THE PROJECT IS NOW GOING TO BE 28.5 MILLION DOLLARS THAT WILL FINANCE THROUGH THE TEXAS WATER DEVELOPMENT BOARD AT ZERO PERCENT INTEREST WITH A MILLION DOLLARS BEING FORGIVEN. THIS IS THE RESOLUTION THAT MAKES THAT FORGIVENESS HAPPEN.
SO REALLY, WE'VE TALKED ABOUT IT.
THIS IS THE ACTUAL DOCUMENT THAT PUTS THE AGREEMENT IN PLACE, ALLOWING THEM TO [INAUDIBLE] THE FUNDS THAT MILLION DOLLARS OF FUNDS.

JUST WANTED TO MENTION THAT THE ONLY REASON THAT WE ARE BRINGING THIS SEPARATE TO COUNCIL. WE HAD TO FINALIZE THE WORDING OF THE AGREEMENT THROUGH THE TEXAS WATER DEVELOPMENT BOARD, AND IT WAS NOT QUITE FINISHED BY THE TIME WE BROUGHT THE ISSUANCE OF THE DEBT TO COUNCIL.
AND SO THIS IS JUST THE FINAL PIECE TO ALLOW THAT ENTIRE PROJECT TO MOVE FORWARD AND TO ALLOW THE MILLION DOLLARS IN PRINCIPAL FORGIVENESS.
AND THIS SHOULD BE THE LAST ACTION FROM THE FINANCING SIDE FOR COUNCIL.

YEAH, I WOULD SAY WITH A LITTLE BIT OF NOSTALGIA THAT WE'VE BEEN WORKING SO HARD ON THE TEXAS TECH VET SCHOOL OPPORTUNITY AND ALL ALONG, WHEN IT FIRST CAME TO OUR CITY, WHICH WAS BACK IN 15, MAYBE THE FIRST TIME THAT THE TECH ADMINISTRATION CAME AND MET WITH THE EDC ABOUT IT.
THE CONCEPT WAS THAT WE WOULD DEVELOP SOME TYPE OF BUSINESS PARK OUT THERE AND THAT IT WOULD BE GREAT FOR PHARMACEUTICAL COMPANIES, GREAT FOR MEDICAL RESEARCH.
AND SO YOU GUYS HAVE BEEN DILIGENTLY WORKING TOWARD THAT, NOT ONLY WORKING TO OPEN THE DOOR FOR THAT VET SCHOOL OPPORTUNITY TO HAPPEN IN THE TEXAS PANHANDLE.
YOUR INVOLVEMENT IN THAT WAS PIVOTAL, BUT JUST CONTINUING WITH DILIGENCE TO EXECUTE ON THAT PLAN, EXECUTE ON THAT VISION.
