SO I KNOW ON THE CONSENT AGENDA WE'VE GOT THE CONSENT FOR THE CHARTER RE VISIONS THAT WILL BE ON THERE AND I JUST WANT TO SAY THAT THE CITY MANAGER COULD GIVE US SOME CLARIFICATION ON EXACTLY WHAT OCCURS IF THIS PASSES AND EXACTLY HOW IT MOVES FORWARD SO THAT IT'S REAL CLEAR. I THINK THERE'S SOME OUT THERE THAT DON'T REALLY UNDERSTAND EXACTLY THAT THERE'S A SET OF EVENTS THAT GO INTO MOTION AS SOON AS WE PASS THAT. AND SO I'D LIKE FOR US TO HAVE THAT OPPORTUNITY TO DISCUSS AND MAKE SURE THAT THOSE ARE SET INTO MOTION SO THAT EVERYBODY KNOWS THAT THERE IS A DEFINITE PATH TO EXACTLY WHEN ALL OF THIS TAKES PLACE, LIKE THE TERM WITH THE TERM LINKS AND THE ALTERNATING TERMS WHEN THAT ACTUALLY TAKES EFFECT. YEAH, SO WHAT WE HAVE IN FRONT OF US RIGHT NOW. IS THAT ALL FOUR COUNCIL MEMBER, IF CHARTER AMENDMENT ITEM B, WHICH DEALS WITH COUNCIL MEMBER TERM AS IT EXTENDS TERMS FROM TWO YEARS TO FOUR YEARS, IT WOULD ALSO STAGGER THOSE TERMS WHERE YOU'RE STILL HAVING AN ELECTION EVERY TWO YEARS IN ODD NUMBERED YEARS TO FOR TWO OF THE COUNCIL MEMBERS AND ALSO FOR THE MAYOR. SO IF THAT ITEM PASSED IN NOVEMBER, IF IT WAS ONE [INAUDIBLE] TODAY AND IT PASSED IN NOVEMBER, ALL FOUR COUNCIL MEMBERS AND THE MAYOR WOULD ALL FIVE BE UP FOR ELECTION IN MAY OF 2021. WHAT WOULD HAVE TO BE DECIDED AFTER A SUCCESSFUL ELECTION THROUGH AN ORDINANCE WOULD BE WHICH TWO COUNCIL SEATS WOULD BE UP FROM A TWO YEAR ELECTION ALONG WITH THE MAYOR, IN WHICH TWO COUNCIL SEATS WOULD BE UP FOR A FOUR YEAR TERM IN MAY OF 2021. ONE THING I WANT EVERYONE TO REMEMBER, THOUGH, IS THAT ALL FIVE SEATS WOULD BE UP FOR ELECTION AGAIN IN MAY OF 2021. AFTER THAT POINT, THEY WOULD DEVIATE. SO WHAT I PROPOSED IN THE PREVIOUS MEETING WAS THAT WE HAVE SEATS ONE AND THREE ODD NUMBERED SEATS UP FOR ELECTION WITH THE MAYOR FOR A TWO YEAR TERM IN MAY OF 2021, THEN IN MAY OF 2023 AND EVERY YEAR AFTER OR IN EVERY ELECTION AFTER, THOSE THREE SEATS WOULD BE [00:05:06] UP FOR A FOUR YEAR TERM. SO AND THEN IN MAY OF 2021, IN ORDER TO STAGGER THE OTHER TWO SEATS, TWO AND FOUR WOULD BE UP FOR A FOUR YEAR TERM CONSISTENT WITH THE CHARTER AMENDMENT TAKEN THROUGH ITEM B. SO OVER THE COURSE OF TWO YEARS, FROM MAY OF 2021, AND THEN FINALLY IN MAY OF 2023, WE WOULD GET EVERYTHING STAGGERED FOR FOUR YEAR TERMS STAGGERED WITH AN ELECTION HAPPENING EVERY OTHER YEAR. THE WHAT WE'VE DONE IN ORDER TO FACILITATE THAT CONVERSATION, UNDERSTANDING THAT THERE WAS APPARENTLY SOME CONFUSION ABOUT THINKING THE COUNCIL WAS TRYING TO NOT HAVE AN ELECTION IN MAY OF 2021 HADN'T THOUGHT OF THAT, BUT THAT WOULD BE IMPOSSIBLE. SO WE WENT AHEAD AND DRAFTED FOR Y'ALL AND FORWARDED TO Y'ALL JUST RECENTLY SOME DRAFT LANGUAGE THAT WOULD MAKE THAT MUCH MORE CLEAR. IT'S TWO OPTIONS. ONE OPTION HAS ODD NUMBERED SEATS IN MAY OF 2021 UP FOR A TWO YEAR ELECTION ALONG WITH THE MAYOR, AND THEN THOSE WOULD BE SUBJECT TO A FOUR YEAR ELECTION IN MAY OF 2023. AT THE SAME TIME, IN MAY OF 2021, THE EVEN NUMBERED SEATS WOULD BE RUNNING FOR A FOUR YEAR TERM AND THEN THEY WOULD BE UP FOR ELECTION AGAIN IN MAY OF 2025. ALTERNATIVELY, WE'VE GOT A SECOND DRAFT THAT HAS THAT EXACTLY FLIPPED WHERE SEATS TWO AND FOUR ARE UP FOR A TWO YEAR TERM ELECTION WITH THE MAYOR IN MAY OF 2021. SEATS ONE AND THREE WOULD BE A FOR A FOUR YEAR TERM ELECTION IN MAY OF 2021. SO THE TAKEAWAY AND WHAT I THINK IS IMPORTANT FOR EVERYONE TO UNDERSTAND, ALL FOUR COUNCIL MEMBERS AND THE MAYOR WILL BE UP FOR AN ELECTION IN MAY OF 2021, NO MATTER WHAT HAPPENS, WHETHER THE ITEM BE ON THE CHARTER PASSES OR WHETHER IT FAILS. SO TYPICALLY, WHAT HAD PLANNED, WHAT WE HAD PLANNED TO HAPPEN AND WHAT THE CHARTER COMMITTEE HAD RECOMMENDED WAS THAT WE WOULD GO AHEAD AND HAVE THE CHARTER ELECTION, WHICH WOULD DECIDE ARE WE GOING TO HAVE FOUR YEAR STAGGERED TERMS OR ARE WE GOING TO STICK WITH THE TWO YEAR TERMS WHERE EVERYONE'S UP FOR ELECTION EVERY TWO YEARS? IF THAT ELECTION IS SUCCESSFUL, THAT WILL REQUIRE WHETHER WE DO THIS RIGHT NOW AND MAKE IT CLEAR WHAT OUR INTENTION IS OR NOT, WE WILL STILL HAVE TO PASS AN ORDINANCE AFTER THE ELECTION THAT WILL SAY EXACTLY HOW OUR ELECTIONS ARE GOING TO HAPPEN AND WHICH SEATS ARE THE TWO YEAR TERM TO STAGGER THINGS AND WHICH SEATS ARE THE FOUR YEAR TERMS. ALL THAT DOES IS GET US TO STAGGERED ELECTIONS AND THEN WHERE EVERYBODY HAS FOUR YEARS BETWEEN THEIR ELECTIONS IF THAT ITEM PASSES. SO. I KNOW THAT THAT'S POTENTIALLY SOMEWHAT CONFUSING TO GO INTO THAT MUCH DETAIL ABOUT THAT ITEM, IS THERE ANY QUESTIONS? WAS I WAS I CLEAR ON THAT? I HOPE I WAS CLEAR ON THAT. I THINK YOU'RE QUITE CLEAR. SO YOU HAVE A COUPLE OF DRAFTS IN FRONT OF YOU AND I CAN SEE WHERE YOU GET SOME COMMENTS. LET ME BEFORE I GO INTO MORE DETAIL ON THOSE DRAFTS. YEAH WITH THIS NEW FORMAT, ALL WE HAVE TO DO IS OPEN, OPEN YOUR MOUTH AND MAKE THAT I WANT TO TALK FACE AND EVERYBODY CAN TELL YOU HAVE SOMETHING TO SAY. RIGHT. I JUST WANTED TO SAY I'VE HAD A LOT OF QUESTIONS FROM CITIZENS ABOUT THIS SAME ISSUE. AND I WANTED TO BE CLEAR EVERYONE WILL GET A CHANCE TO DECIDE IN NOVEMBER WITH THE VOTERS WHETHER OR NOT WE WILL HAVE STAGGERED TERMS AND STAGGERED TERMS ARE REALLY WHAT THE CITIZENS COMMITTEE WAS PUSHING FOR WHEN THEY MADE THE RECOMMENDATION FOR PROPOSITION 2. THE FOUR YEAR COUNCIL TERM WAS JUST THE METHOD THAT THEY CHOSE TO GET TO STAGGERED TERMS. THEY THOUGHT THAT A STAGGERED TERM HELPED CITY COUNCIL TO CITY COUNCIL TRANSITION BETTER. SO EVERY TWO YEARS WE GET A DIFFERENT CITY COUNCIL TERM. THIS COUNCIL HAS SERVED TWO TERMS TOGETHER. THAT'S VERY UNIQUE, BY THE WAY I'VE GONE BACK IN HISTORY AND THAT'S NOT EVEN THAT COMMON. USUALLY AT LEAST ONE MEMBER CHANGES EVERY TIME. BUT WHAT WE WOULD DO WITH STAGGERED TERMS IS WE WOULD INCREASE STABILITY FROM COUNCIL TO COUNCIL SO THAT YOU WOULD GUARANTEE THAT AT LEAST TWO COUNCIL MEMBERS FROM THE OLD COUNCIL WERE ON THE NEW COUNCIL. AND THAT JUST HELPS US TAKE THOSE LONG WALKS IN THE SAME DIRECTION THAT WE AS A COUNCIL HAVE WORKED SO HARD TO PUT POLICY IN PLACE FOR. THAT PROPOSITION IS ABOUT CREATING THOSE STAGGERED TERMS. THE FOUR YEAR COUNCIL TERMS ARE JUST THE WAY YOU GET THERE SO THAT YOU DON'T HAVE TO HAVE A CITY ELECTION EVERY YEAR. ANOTHER WAY OF DOING THAT WOULD BE EVERYONE KEEP THEIR TWO YEAR TERMS. [00:10:01] BUT WE HAVE ANNUAL CITY ELECTIONS AND THAT COULD ALSO STAGGER IT. BUT THAT'S NOT WHAT THE CITIZENS COMMITTEE RECOMMENDED. THEY RECOMMENDED THE EFFICIENCY OF TWO ELECTIONS EVERY TWO YEARS AND JUST PUSHING COUNCIL TERMS TO FOUR YEARS IN ORDER TO ACCOMMODATE THAT STAGGERED. SO THAT'S SOMETHING THAT I WANTED PEOPLE TO HEAR US TALK ABOUT. AND THEN AGAIN, JUST LIKE JARED SUMMARIZED, EVERYONE WILL BE ON THE BALLOT IN MAY. SO NOBODY'S TERM EVERYONE WAS ELECTED TO A TWO YEAR TERM. AND EVERYONE I'M CURRENTLY SERVING WILL FINISH THEIR TWO YEAR TERM. AND THOSE WHO CHOOSE TO RUN AGAIN WILL BE ON THE BALLOT IN MAY OR WHATEVER TERM IS DECIDED AND [INAUDIBLE]THAT MAKES A LOT OF SENSE TO ME THAT WE WOULD JUST WAIT AND SEE IF THE VOTERS WANT US TO DO THAT. AND THEN WHEN IT COMES TIME TO DO THE ORDINANCE, WE CAN TALK ABOUT HOW TO CHOOSE WHAT COUNCIL POSITIONS GO TWO YEARS AND WHAT COUNCIL POSITIONS GO FOUR YEARS FOR THE MAY 21 ELECTION. THOSE WERE MY COMMENTS. ANYBODY ELSE HAVE COMMENTS OR QUESTIONS ABOUT THAT? CAN I SAY JUST ONE MORE THING? I THINK IT'S REALLY IMPORTANT FOR US TO SAY THE FACT THAT THIS DID COME FROM COMMITTEE THAT IS REPRESENTATIVE OF OUR ENTIRE COMMUNITY FROM ALL OVER THE COMMUNITY. AND THESE WERE THE THINGS THAT THEY THOUGHT WERE THE MOST IMPORTANT THINGS FOR US TO ADDRESS RIGHT NOW. IT WASN'T A LIST OF TOTAL OF EVERYTHING THAT NEEDS TO BE ADDRESSED ON THE CHARTER, BUT IT WAS A START. I THINK THE TERM YOU'VE USED SEVERAL TIMES HAS TAKEN THE FIRST BITE OF THE ELEPHANT. BUT IT IS A START. AND WE WILL PROBABLY OR THIS COMMITTEE OR ANOTHER COMMITTEE WILL BE MEETING AGAIN TO ADDRESS OTHER ISSUES THAT STILL HAVE YET TO BE ADDRESSED, THAT NEED TO BE ADDRESSED IN OUR CHARTER. THEY CAME WITH AN ACTUAL RECOMMENDATION, KIND OF A STARTING POINT. AND THE DRAFT THAT THE CITY ATTORNEY JUST SENT BACK TO US TODAY DOES DEFINE THAT A LITTLE MORE CLEARLY. AND I THINK IT ALLOWS THE VOTERS THE OPPORTUNITY, THE CHANCE TO KNOW WHAT THEY ARE VOTING ON AS OPPOSED TO, YOU KNOW, IT'S PRETTY AMBIGUOUS OF HOW THE SYSTEM WORKS, HOW WHAT HOW IT WOULD BE DESIGNATED AND SO WE HAD THAT LANGUAGE FROM THE COMMITTEE, WE HAD THAT LANGUAGE IN OUR FIRST DRAFTS, BUT THEN WHEN WE COMBINED THOSE TWO PROPOSITIONS WITH THE LENGTH OF THE TERMS AND THE STANDARD, THEN THAT GOT TAKEN OUT. I LIKE THE WORDING THAT THE CITY ATTORNEY PUT BACK IN TODAY. AND IF I WERE CHOOSING ONE OR THE OTHER, WHETHER IT WAS PLACE PLACES ONE AND THREE THAT WENT WITH THE MAYOR THE FIRST TIME FOR THAT TRUNCATED OR TWO AND FOUR, I WOULD JUST CHOOSE WHAT THE COMMITTEE RECOMMENDED. AND IT MAY JUST PROBABLY BEEN JUST A STARTING PLACE TO CHOOSE. ALWAYS WORK LEFT OR RIGHT, AND STARTING WITH NUMBERS ONE AND THREE, THAT I WOULD SUPPORT THE LANGUAGE OF THE DRAFT THAT THAT WE RECEIVED TODAY. AND I WOULD CHOOSE THAT SEATS ONE AND THREE WENT WITH THE MAYOR ON THE TRUNCATED TWO YEAR TERM AND FOR CLARIFICATION. SO THERE WAS NO NO OPPORTUNITY FOR VOTERS TO MISUNDERSTAND WHAT THE PROPOSITION IS AND HOW IT WOULD WORK. SO ARE YOU SAYING, ELAINE, THAT YOU WOULD LIKE TO CHOOSE BEFORE THE NOVEMBER ELECTION, WHICH PLACES WOULD BE ASSIGNED A TWO YEAR TERM AND WHICH PLACES WOULD BE ASSIGNED A FOUR YEAR TERM IN THE MAY ELECTION? YES, THE CLARIFICATION THAT COMES WITH THE ORDINANCE, ALTHOUGH I DID HAVE A QUESTION FOR [00:15:02] THE CITY ATTORNEY ON THE BALLOT, IF THAT EVEN IS ON THERE, BECAUSE AS I READ IT, WHAT I THINK THE BALLOT LANGUAGE WOULD BE, I DON'T I DON'T KNOW. I DON'T THINK IT'S ON THERE. I THINK IT'S MORE OF THE DRAFT AND I'LL LET THE CITY ATTORNEY ADDRESS THAT. YES, IT'S JUST PART OF IT'S JUST AN EXPLANATION AS TO HOW THAT SYSTEM COULD WORK, COUNCIL WILL HAVE TO GO BACK AFTER IT PASSES AFTER PROPOSITION B IF IT'S TO PASS AND SET THE WHOLE THING UP WITH AN ORDINANCE. AND SO YOU'RE GOING TO HAVE TO GO BACK IN AND SET THAT PROCESS UP WITH AN ORDINANCE ANYWAY. AND THAT'S WHEN YOU WOULD TACKLE THE ACTUAL SETTING UP OF THE STAGGERED TERMS, BECAUSE THAT'S REALLY ALL IT IS. YOU'RE JUST SETTING UP THE TERMS. EVERYBODY'S GOING TO HAVE A FOUR YEAR TERM IF B PASSES. IT'S A MATTER OF STAGGERING THEM OUT. THAT'S WHAT THAT'S WHAT THE COMMITTEE WANTED. SO YOU WOULD DO THAT IN AN ORDINANCE LATER ON AND COULD DO THAT IN A NUMBER OF WAYS. THE WAYS THAT HAVE BEEN PRESENTED TO YOU TODAY ARE JUST TWO OF THE WAYS THAT IT COULD BE DONE. SO BRIAN, IS PART OF THE REASON THAT THAT WASN'T IN THERE ON THE BALLOT IS BECAUSE THIS IS THE WORDING THAT'S GOING TO GO INTO THE CITY CHARTER DOCUMENT. AND THIS IS A ONE TIME EVENT. AND THEREFORE, IT'S NOT REALLY DOESN'T NEED TO BE INCLUDED IN THE CITY CHARTER. YEAH, IT WOULDN'T BE PART OF THE CITY CHARTER BECAUSE THE CITY CHARTER PROVISION THAT YOU'RE AMENDING HAS TO DO WITH THE TERM ITSELF AND ITS DESCRIPTION. IT DOESN'T REALLY HAVE TO DO WITH THE MECHANISM BEHIND IT AND SETTING UP THE STAGGERING. SO I THINK YOUR POINT IS YOUR POINT IS I THINK YOU'RE THINKING ABOUT THIS, RIGHT COUNCIL MEMBER. IT'S JUST THE SITUATION OF SETTING THE SYSTEM UP, WHICH CAN BE DONE BY ORDINANCE PURSUANT TO THIS CHARTER AMENDMENT. SO THE CHARTER AMENDMENT WOULD ALMOST SEEM AT THIS ELECTION KIND OF AMBIGUOUS, BUT WE'RE KIND OF LAYING OUT IT'S NOT GOING TO BE AMBIGUOUS. THIS IS REALLY WHAT WE WANT. BUT WE'RE VOTING ON CHANGING THE LANGUAGE IN THE CHARTER, WHICH WOULDN'T INCLUDE THIS ONE TIME EVENT. THAT IS CORRECT. YOU WOULD COME BACK LATER IN THE ORDINANCE AND COULD DECIDE HOW YOU WANT TO SET THAT UP, HAVE PUBLIC COMMENT ON IT, HOWEVER YOU WANT TO DO THAT BEFORE THE ELECTION OCCURS IN 2021, BASED UPON THE PASSAGE OF PROPOSITION B, IF PROPOSITION B DOESN'T PASS, NONE OF THIS MATTERS. RIGHT. SO THAT'S THE REASON WHY IT READS THE WAY IT DID IN THE DRAFT THAT WE HAVE BROUGHT TO YOU THE LAST TIME WE HAD AN ACTION ITEM ON FOR IT SO. AND WHETHER THERE'S ODDS OR EVENS BEING PUT ON FOR AN ELECTION, FOR A TWO YEAR ELECTION WITH THE MAYOR AND THEN THE OTHER CATEGORY BEING UP FOR A FOUR YEAR ELECTION, NO MATTER WHAT GUIDANCE WE GET FROM COUNCIL, IF WE GET GUIDANCE NOW, WE'LL DEFINITELY DRAW WHATEVER ORDINANCE WE HAVE AFTER NOVEMBER, AFTER THE NOVEMBER ELECTION IF PROPOSITION B PASSES, WE WOULD DRAW THAT ORDINANCE UP CONSISTENT WITH WHATEVER GUIDANCE WE GET RIGHT NOW, OR WE WOULD HAVE A CONVERSATION. IF WE DON'T HAVE GUIDANCE AFTER THIS CONVERSATION, WE WOULD HAVE A WORK SESSION WHERE WE DISCUSSED IT AFTER A SUCCESSFUL CHARTER ELECTION AND THEN MAKE SURE THAT WHATEVER ORDINANCE WE BRING YOU IMMEDIATELY THEREAFTER WOULD BE REFLECTIVE OF THAT CONVERSATION. SO WHAT I'M HEARING IS THIS DRAFT LANGUAGE IS MORE LIKE AN ILLUSTRATION OF HOW THAT WORKS. YOU'RE THEN NOT TIED SPECIFICALLY TO THAT, BUT IT WOULD BE A LITTLE BIT MORE CLARIFICATION OF WHAT THAT LOOKS LIKE. AND THEN THE THE ACTUAL IMPLEMENTATION OF IT WOULD COME THROUGH AN ORDINANCE LATER. AND THAT'S JUST SO THAT THE ORDINANCE THAT WHATEVER ORDINANCE WE PASSED IS CONSISTENT WITH THE CHARTER AS IT'S BEEN REVISED. CORRECT. OK, THAT SOUNDS GOOD. SO IF WE WANTED TO, WE COULD PUT IN THERE THAT WE'RE GOING TO ARM WRESTLE FOR POSITION. I THINK WE SHOULD GO ON LOOKS VERSUS STRENGTH PERSONALLY, I THINK THE LADIES WOULD HAVE IT. WE INITIALLY PLANNED TO DO THE SECOND PHASE IN THE SPRING OF THIS YEAR, BUT OF COURSE DUE TO COVID WE'VE BEEN DELAYED. WE FEEL LIKE WE ARE READY NOW TO ROLL OUT THAT SECOND PHASE SAFELY AND WITH A GOOD COMMUNICATION PLAN FOR THOSE CUSTOMERS THAT WILL BE AFFECTED. SO THIS NEXT PHASE IS THIRTY FOUR HUNDRED HOMES. TWENTY TWO HUNDRED OF THOSE ARE HAND COLLECTION CUSTOMERS. ELEVEN HUNDRED AND EIGHTY SIX HAVE A DEAD END ALLEYS OR UNSAFE ALLEYS OR A DUMPSTER IN THE FRONT YARD. AND SO WHAT WE'RE GOING TO DO IS MOVE THOSE CUSTOMERS TO CARTS AND THEN WE'LL REALLOCATE THOSE RESOURCES. AND SO THAT IS SOMETHING THAT WE PERFORMED AN ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING AS PART OF THIS PLAN TO MAKE SURE THAT THE CITY DOESN'T NEED TO TAKE ANY ACTIONS TO IMPROVE FAIR HOUSING. AND WE HAVE TO SHOW THAT THE CITY MAINTAINS CERTAIN THINGS ON FILE LIKE POLICIES AND PROCEDURES. WE ALSO ALWAYS INCLUDE HOW PEOPLE CAN SUBMIT A FAIR HOUSING COMPLAINT BECAUSE THE SLIDES WILL BE AVAILABLE ONLINE. I'M GOING TO GO INTO JUST SOME BASIC STATISTICAL INFORMATION THAT WAS DEVELOPED AS PART OF THIS PLAN. AGAIN, A LOT OF THIS IS BASED ON WHAT HUD USES AS THEIR MAIN SOURCES. SO A LOT OF THE INFORMATION IS TAKEN FROM CENSUS DATA AND THE AMERICAN COMMUNITY SURVEY DATA. WE HAVE TO LOOK AT ANY MAJOR POPULATION CHANGES IN THE COMMUNITY, SPECIFICALLY IF THERE ARE CERTAIN RACES OR ETHNICITIES THAT HAVE INCREASED, BECAUSE WE LOOK THEN AT ANY CHANGES THAT WE MIGHT NEED TO FOCUS FUNDS. IF YOU WILL SEE THE CHART. WE LOOKED AT AMARILLO AND THE COUNTIES IN TEXAS AND DID A COMPARISON. AND WHEN WE LOOK AT THE DEMOGRAPHICS OF THE CITY, THERE HAVE NOT BEEN MAJOR SIGNIFICANT CHANGES TO THE DEMOGRAPHICS IN THE COURSE OF THE LAST 10 YEARS. SO THERE WAS NOT A NEED TO DO ANY IN PARTICULAR HIGHLIGHT ANY AREA. A BIG PORTION OF THIS IS ABOUT IMPROVING AFFORDABLE HOUSING IN THE COMMUNITY AND LOOKING AT THE EXISTING HOUSING STOCK. SO ACCORDING TO STATISTICAL INFORMATION, THE CITY HAS ABOUT SEVENTY FOUR THOUSAND TOTAL HOUSING UNITS. THIS IS A COMBINED OWNER, OCCUPIED AND RENTAL OCCUPIED HOUSING UNITS. WE LOOK AT THE NUMBER OF BUILDING PERMITS TO KIND OF INDICATE THE TYPE OF NEW [01:20:01] CONSTRUCTION THAT'S GOING ON. SO THIS INFORMATION CAME FROM THE BUILDING REPORT TO SHOW THAT THERE HAVE BEEN A NUMBER OF NEW CONSTRUCTION PERMITS PULLED IN THE LAST FIVE YEARS FOR ONE TO TWO FAMILY DWELLINGS, BUT NOT, AS YOU'LL SEE, ONLY ONE PERMIT ON FILE FOR NEW CONSTRUCTION OF FIVE OR MORE UNIT TYPE CONSTRUCTION ACTIVITIES WITHIN THE CITY IN THE LAST FIVE YEARS. ANOTHER THING THAT WE LOOK AT WHEN ESTABLISHING OUR PRIORITY NEEDS, AGAIN ALONG THIS LOOKING AT HOUSING STOCK IS WHAT HUD CALLS COST BURDEN AND IS THERE AFFORDABLE HOUSING IN THE COMMUNITY? SO HUD CONSIDERS ANY HOUSEHOLD WHO'S SPENDING 30 PERCENT OR MORE OF THEIR MONTHLY INCOME ON HOUSING, EITHER MORTGAGE RENT AND UTILITIES AS COST BURDEN. SO WE LOOKED AT THE CITY'S COST BURDEN AND AS PREDICTED AND IN LINE WITH THE US, THE HOUSEHOLDS WHO ARE 50 PERCENT OR BELOW INCOME BRACKET, MEANING VERY LOW OR EXTREMELY LOW INCOME, ARE ADVERSELY IMPACTED AND SPENDING A HIGH PERCENTAGE OF THEIR INCOME DIRECTLY FOR MONTHLY HOUSING ACTIVITIES, WHICH INDICATES THAT THERE IS A PRIORITY NEED FOR AFFORDABLE HOUSING IN THE COMMUNITY. I DID A COMPARISON TO SHOW THIS IN COMPARISON TO OTHER CITIES OF A SIMILAR SIZE, AND I'VE ALSO INCLUDED AUSTIN, TEXAS, JUST BECAUSE IT IS ONE OF THE NATIONAL HIGHEST AVERAGES WHEN WE TALK ABOUT THIS. SO THE CITY OF AMARILLO SAYS THAT FOR FOLKS WHO ARE IN THE EXTREMELY LOW INCOME BRACKET OF ZERO TO 30 PERCENT, AMI THOSE FOLKS ABOUT SEVENTY EIGHT PERCENT OF THOSE HOUSEHOLDS ARE COST BURDENED. THAT IS IN COMPARISON TO LIKE IN AUSTIN, FOR EXAMPLE. EIGHTY TWO PERCENT OF THOSE HOUSEHOLDS ARE COST BURDEN. I WILL HIGHLIGHT THAT THE CITY DOES DO WELL AS PROVIDING OR NOT BEING AS COST BURDEN. WHEN YOU GET INTO 30 TO 50 PERCENT INCOME LEVEL OR HIGHER. BUT AGAIN, THE CITY APPEARS TO BE IN LINE WITH MOST OF THE REST OF THE COUNTRY WHEN LOOKING AT THIS COST BURDEN. ANOTHER FACTOR THAT THE CITY WE LOOK AT IS HOMELESS, THE POPULATION HAS INCREASED FROM THE LAST FIVE YEAR PLAN. HOWEVER, THE CITY, AS YOU GUYS ARE WELL AWARE, HAS MADE GREAT STRIDES IN THE LAST YEAR TO DECREASING THE OVERALL POPULATION OF HOMELESS AND THE CHRONIC HOMELESSNESS. AND THIS IS SOMETHING THAT HUD ASKED US TO LOOK AT. AND SO THE NUMBER OF PEOPLE WHO ARE CLASSIFIED AS HOMELESS HAVE GONE DOWN SINCE LOOKING AT STATISTICS BETWEEN JANUARY 2019 TO JANUARY 2020. AND AGAIN, THE NUMBER OF PEOPLE SHELTERED VERSUS UNSHELTERED HAS ALSO GONE DOWN. SO WHILE THE CITY HAS MADE GREAT IMPROVEMENTS, IT IS STILL SOMETHING THAT IS A PRIORITY NEED. PUBLIC SERVICES GOES ALONG WITH THIS. SERVICES THAT CAN BE PROVIDED TO YOUTH, ELDERLY, SUBSTANCE ABUSERS, HOMELESS OR MENTAL ILLNESS CAN ALL BE CONSIDERED PUBLIC SERVICE ACTIVITIES THAT CAN BE FUNDED BY THE CITY. AND SO WE LOOKED AT THAT AND THE ONGOING NEED FOR THE CITY TO PROVIDE SERVICES TO THIS TYPE OF DEMOGRAPHIC. AND SO WE INCLUDED THAT AS A PRIORITY NEED FOR THE FUNDING. ANOTHER ITEM WE HAVE TO LOOK AT IS THE HOUSING MARKET, KIND OF LIKE WE TALKED ABOUT. THE CITY HAS A NUMBER CLOSE TO SEVENTY FIVE THOUSAND HOUSING UNITS. MOST OF THOSE ARE OWNER OCCUPIED AND MOST OF THOSE ARE BUILT BEFORE 1980 OVER SIXTY FIVE PERCENT, WHICH TELLS US THAT THERE'S AN AGING HOUSING STOCK. SO LOOKING AT WHEN WE DO CONSTRUCTION OR REPAIR ACTIVITIES THAT NEED TO INCLUDE LEAD BASED PAINT REMEDIATION OR OTHER TYPE OF ACTIVITIES TO IMPROVE THE AGE OF THE HOUSING STOCK. I'LL MOVE INTO WHAT'S CALLED THE GOAL SECTION, SO WE IDENTIFIED EIGHT GOALS FOR THE CITY, WHICH IS HUD WILL COMPARE ANNUALLY HOW THE CITY IS DOING AGAINST THESE GOALS AND WE BUDGETED ACCORDINGLY. [01:25:02] SO THE LARGEST AMOUNT OF FUNDING WILL GO TOWARDS HOUSING AND NEIGHBORHOOD DEVELOPMENT AND REVITALIZATION. YOU'LL SEE IN THIS OUR PROJECTED FUNDING GOAL TO SPEND OVER THE COURSE OF THE FIVE YEARS A LITTLE MORE THAN TWO POINT FIVE MILLION DOLLARS IN CDBG FUNDS AND A LITTLE MORE THAN THREE POINT TWO MILLION DOLLARS IN HOME FUNDS FOR A TOTAL CLOSE TO SIX MILLION DOLLARS IN HOUSING REHABILITATION. WHETHER THAT BE OWNER OR RENTER OCCUPIED OR DIRECT FINANCIAL ASSISTANCE TO HOUSEHOLDS WHICH COULD INCLUDE DOWN PAYMENT ASSISTANCE OR DEVELOPMENT OF NEW HOUSING STOCK. THE SECOND GOAL IS TO IMPROVE PUBLIC FACILITIES AND INFRASTRUCTURE. WE ANTICIPATED THE CITY WOULD SPEND A LITTLE MORE THAN ONE POINT NINE MILLION DOLLARS OVER THE COURSE OF THE NEXT FIVE YEARS IN WORKING ON IMPROVEMENTS TO INFRASTRUCTURE, PARKS AND RECREATION, TRANSPORTATION OR HOMELESS FACILITIES USING THESE FUNDS. THE NEXT ITEM, AGAIN, IS PUBLIC SERVICES. WE SAW THAT AS A NEED AND WOULD CONTINUE TO FUND THAT OVER THE COURSE OF THE NEXT FIVE YEARS FOR AN APPROXIMATE AMOUNT OF A LITTLE MORE THAN ONE POINT ONE MILLION DOLLARS. THIS IS TYPICAL NONPROFIT SERVICES, FAITH BASED SERVICES, SENIOR AND YOUTH SERVICES IN THE COMMUNITY. CODE ENFORCEMENT IS ANOTHER ACTIVITY, THE CITY OVER THE COURSE OF FIVE YEARS WOULD SPEND THREE HUNDRED AND EIGHTY ONE THOUSAND FIVE HUNDRED AND FOUR DOLLARS AND DOING CONDUCTING INSPECTIONS FOR CODE ENFORCEMENT AND AS NEEDED AND TO PAY SALARIES IF NEEDED FOR THOSE INSPECTORS. DEMOLITION AND REMOVAL OF SLUM AND BLIGHT IS THE FIFTH GOAL, A LITTLE MORE THAN FOUR HUNDRED THOUSAND DOLLARS TO CONDUCT ACTUAL DEMOLITION ACTIVITIES OR PAY THE SALARIES RELATED TO THOSE FUNCTIONS OR ACTIVITIES RELATED WITH CARRYING OUT DEMOLITION AND REMOVAL OF SLUM AND BLIGHT. THE SIXTH GOAL IS HOMELESSNESS AND POVERTY. AGAIN, WE'RE GOING TO USE SOME OF THE FUNDING IN PUBLIC SERVICES AND PUBLIC FACILITIES TO HELP THE HOMELESSNESS SITUATION AND POVERTY SITUATION. BUT WE WOULD SPECIFICALLY SET ASIDE EIGHTY FOUR THOUSAND TO TARGET DIRECT ASSISTANCE TO HOMELESS PERSONS OVER THE NEXT FIVE YEARS THROUGH PERMANENT SUPPORTIVE HOUSING, HOMELESS PREVENTION ASSISTANCE OR FACILITY ASSISTANCE. THE SEVENTH GOAL IS ECONOMIC AND WORKFORCE DEVELOPMENT. THIS IS SOMETHING THAT WE WORKED TO IDENTIFY AS A NEED IN THE CITY, THAT IS SOMETHING THAT WE WOULD PUT MONEY TOWARDS GOING FORWARD. WE IDENTIFIED A LITTLE OVER TWO HUNDRED THOUSAND DOLLARS. THIS WOULD GO TOWARDS EITHER FUNDING SALARIES OF TEACHERS WHO ARE CONDUCTING TRAINING OR PROVIDING ASSISTANCE TO COMMUNITY COLLEGE, TECHNICAL SCHOOLS OR THINGS LIKE THAT. AND THE WAY HUD JUDGES THE SUCCESS OF THESE TYPE OF PROGRAMS IS IF A GRADUATE OF A PROGRAM IS ABLE TO RETAIN A JOB AT THE COMPLETION OF THE PROGRAM. AND SO WE ARE LOOKING TO CARRY OUT AN APPLICATION PROCESS THAT WOULD BE ABLE TO CONDUCT THIS TYPE OF ACTIVITY. AS A STANDARD, THE LAST GOAL IS JUST ADMINISTRATION FUNDING, HUD ALLOWS 20 PERCENT OF THE CDBG FUNDS AND 10 PERCENT OF THE HOME FUNDS TO GO TOWARDS ADMINISTRATION ACTIVITIES. AND SO THE CITY WOULD HAVE THAT AMOUNT OF FUNDING AVAILABLE TO THEM FOR THAT OVER THE NEXT FIVE YEARS. IN TERMS OF DOLLAR AMOUNT, WHEN YOU TOTAL IT ALL UP FOR THE FY 2020 THROUGH 2021 FUNDING YEAR THE CITY IS ELIGIBLE TO RECEIVE ONE MILLION SIX HUNDRED AND NINETY FIVE THOUSAND FIVE HUNDRED AND SEVENTY TWO DOLLARS IN CDBG FUNDS AND ANOTHER SEVEN HUNDRED AND TWENTY ONE THOUSAND DOLLARS AND CHANGE FOR THE HOME PROGRAM. SO AS SOON AS HUD APPROVES THIS PLAN, THE CITY WOULD BE ABLE TO PUT OUT AN [01:30:02] APPLICATION PROCESS AND FUND ACTIVITIES IN THE AMOUNTS LISTED HERE. BASED ON THE FORMULAS AND DEMOGRAPHICS IF THE FUNDING AMOUNT STAYS THE SAME OVER THE COURSE OF THE NEXT SEVERAL YEARS, THEN THE AMOUNTS ON THE RIGHT WOULD BE THE TOTAL SPENT OVER THE COURSE OF FIVE YEARS FOR THESE TYPE OF ACTIVITIES, WHICH IS A LITTLE MORE THAN EIGHT POINT FOUR MILLION IN CDBG FUNDS AND THREE POINT SIX MILLION IN HOME FUNDS, AGAIN FOR A TOTAL OF CLOSE TO 12 MILLION DOLLARS FOR THIS TYPE OF ACTIVITY. A LOT OF INFORMATION THAT I HAVE THROWN AT YOU, BUT WHAT THIS IS, IS WE WILL SUBMIT THIS PLAN WITH WHAT THE CITY IS PROPOSING TO LOOK AT. BY AUGUST 16TH, HUD WILL REVIEW THIS INFORMATION, PROVIDE FEEDBACK, AND BASED ON THAT, THERE WILL BE A PROCESS AND THEN THE CITY CAN THEN MOVE FORWARD WITH AN APPLICATION CYCLE TO BEGIN SETTING UP FUNDING ACTIVITIES IN ACCORDANCE WITH THE PRIORITY NEEDS AND GOALS. SO, FOR EXAMPLE, WHEN WE GET THE CENSUS NUMBERS BACK THEN ARE WE ABLE TO CIRCLE BACK AROUND AND UPDATE OUR REQUEST AND OUR FUNDING GOALS AND POSSIBLY BASED ON THOSE NUMBERS REQUEST ADDITIONAL DOLLARS? SO THEY WILL PERFORM THEIR OWN ANALYSIS WITH THE UPDATED CENSUS INFORMATION, WHICH IS WHY IT IS IMPORTANT TO DO THE CENSUS AS COMPLETELY AS POSSIBLE, BECAUSE BASED ON THAT, YES, THEY WILL UPDATE THEIR FUNDING TO THE COMMUNITIES. AND OF COURSE, IF THE CENSUS INFORMATION COMES OUT AND THERE ARE ANY QUESTIONS AND THE CITY WANTS TO RAISE AN ISSUE, THEY CAN APPROACH HUD AND REQUEST A LOOK AT THE FUNDING AMOUNT. AND THEN THIS MAY BE A QUESTION FOR THE CITY MANAGER ON THE DOLLARS THAT WE HAVE ALLOCATED TO ELIMINATING SLUM AND BLIGHT IS ONE HUNDRED PERCENT OF WHAT WE DO ON AN ANNUAL BASIS COMING FROM THAT GOAL FUNDING. NO, NOT 100 PERCENT BUT ALMOST. AND WE HAVE TO FOCUS OUR DEMOS IN THE TARGET AREA, SO THE CDBG DOLLARS CAN'T BE USED OUTSIDE OF THE TARGET AREA. YOU KNOW, THAT IS AN ISSUE THAT COMES UP.
