BOTH OF THEIR SKILL AND OF OUR MODERN DIGITAL PLATFORMS. BUT SOMETHING WAS MISSING.

AT LEAST NOW FOR THREE MONTHS, LORD, THESE WEEKLY MEETINGS OF OUR CITY COUNCIL HAVE BEEN ZOOM, OUR CITY'S CAPABLE STAFF HAVE POLISHED THEIR DIGITAL SKILLS WEEK BY WEEK TO HELP OUR COUNCIL STAY ABREAST OF OUR CITY'S NEEDS DURING THESE UNCERTAIN VIRUS DAYS.
THE RESULT HAS BEEN IMPRESSIVE, LORD, BUT SOME THING IS STILL IS MISSING.
WE MISS THE TOGETHERNESS OF FACE TO FACE MEETINGS AND SHOULDER TO SHOULDER DELIBERATIONS.

SO AS OF TODAY, THERE WERE A TOTAL OF THREE THOUSAND FIVE HUNDRED AND SIX CASES OF COVID 19 REPORTED IN POTTER AND RAINBOW COUNTIES, TWO THOUSAND SEVEN HUNDRED SIXTY SIX CASES IN POTTER COUNTY AND SEVEN HUNDRED AND FORTY CASES IN RANDALL COUNTY.
WE HAVE A TOTAL OF ONE THOUSAND THREE HUNDRED AND FORTY FOUR RECOVERIES AND THIRTY EIGHT DEATHS REPORTED IN OUR COMMUNITY.
THAT LEAVES US WITH A TOTAL OF TWO THOUSAND ONE HUNDRED AND TWENTY FOUR ACTIVE CASES.
EACH OF THE CASES REPRESENT A UNIQUE INDIVIDUAL.
IT LOOKS LIKE A 1.08 SORRY, 1.08 PERCENT HOSPITALIZATION RATE WITH TWENTY THREE COVERED CASES IN OUR TWO AREA HOSPITALS.
TOTAL ADULT BED UTILIZATIONS AT SIXTY NINE POINT FIVE PERCENT.
VENTILATOR UTILIZATION IS AT THIRTY THREE POINT FIVE PERCENT AND ICU UTILIZATION IS AT SEVENTY SIX POINT FIVE PERCENT.
THESE NUMBERS ARE FAIRLY STABLE FROM LAST WEEK.
AMARILLO PUBLIC HEALTH AND AMARILLO FIRE DEPARTMENT HAVE COMPLETED THE TESTING AT NURSING HOMES TO COMPLY WITH THE GOVERNOR'S ORDER TO TEST ALL STAFFING RESIDENT AND NURSING HOMES. THERE HAVE BEEN A TOTAL OF TWO THOUSAND ONE HUNDRED EIGHTY FIVE TESTS CONDUCTED IN NURSING HOMES. SO FAR, THE PUBLIC HEALTH DEPARTMENT HAS RECEIVED NINETY ONE PERCENT OF THOSE TEST RESULTS BACK AS NEGATIVE, SIX PERCENT POSITIVE AND THREE PERCENT ARE PENDING.
THERE ARE 14 NURSING HOMES TOTAL.
TWELVE OF THOSE NURSING HOMES HAVE COVID 19 POSITIVE CASES IDENTIFIED.
WE DO STILL ANTICIPATE AN ORDER FOR COVID TESTING AT ASSISTED LIVING FACILITIES AND GROUP HOMES. HOWEVER, WE HAVE PROACTIVELY REACHED OUT TO THOSE GROUPS.
ASSISTED LIVING HOMES AND GROUP HOMES TO SEE IF THEY WOULD LIKE TO GO AHEAD AND START THAT TESTING. MANY HAVE SAID YES.
SO FAR, ONE THOUSAND ONE HUNDRED AND FIFTY RESIDENTS OF, SORRY, RESIDENTS AND STAFF AT ASSISTED LIVING FACILITIES IN GROUP HOMES HAVE BEEN TESTED.
SEVENTY NINE PERCENT OF THOSE RESIDENTS AND STAFF ARE NEGATIVE, TWO PERCENT POSITIVE AND 19 PERCENT ARE PENDING.
THE TESTING AT JBS WAS COMPLETED A COUPLE OF WEEKS AGO.
THERE WERE A TOTAL OF EIGHT HUNDRED AND TWENTY ONE RESIDENTS FROM POTTER AND RANDALL COUNTIES TESTED. AS OF TODAY, 62 PERCENT OF THOSE TESTS HAVE RESULTED NEGATIVE, 22 PERCENT POSITIVE, AND 17 PERCENT ARE STILL REMAINING PENDING.
WE DID LAST WEEK, WE DID MOVE TO STATUS LEVEL ORANGE, WHICH MEANS THAT WE WOULD URGE OUR RESIDENTS TO USE EXTREME CAUTION WHEN MOVING ABOUT THE COMMUNITY.
WE REACHED A SUSTAINED PLATEAU, LIMITED TRANSMISSION IN OUR ACTIVE COVID CASES.
SO WE STILL WE DO ENCOURAGE PEOPLE TO AGAIN USE THAT EXTREME CAUTION WHEN MOVING MORE ABOUT THE COMMUNITY.
PRACTICE STRICT SOCIAL DISTANCING USING MASKS ARE STILL VERY IMPORTANT.
ALL OF THOSE PREVENTION TIPS PRACTICE ENHANCED HYGIENE, GOOD HAND WASHING, CLEANING ROUTINES, AGAIN, LIMITING SMALL GROUPS AND THOSE SOCIAL GATHERINGS VERY SMALL GROUPS.
TRYING TO STAY HOME AS MUCH AS POSSIBLE, BUT AGAIN, USING CAUTION WHENEVER YOU'RE MOVING AROUND. SO JUST WANTED TO LET EVERYONE KNOW THAT WE DID MOVE TO STATUS LEVEL ORANGE.

SO IT JUST HAPPENED TO BE THAT DAY THAT WE MOVED TO LEVEL ORANGE, THAT WE GOT THE BULK OF THOSE TEST RESULTS. THE WAY THAT THE REPORTING HAPPENS THROUGH THE PRISON IS THE REPORTING GOES TO THE STATE OF TEXAS FIRST AND THEN ON TO THE LOCAL JURISDICTION WHERE THAT PRISON IS. AND SO IT DOESN'T.
SO THERE'S A DELAY, A SLIGHT DELAY BECAUSE OF THE WAY THAT THAT CHAIN WORKS, THAT CHAIN OF THE CHAIN OF CUSTODY WITH THOSE RESULTS AND SO ON.
SO WE JUST HAPPENED TO GET THE RESULTS THAT DAY.
WE DO. THERE WAS TESTING THAT WAS FINISHED UP LAST WEEK AT THE [INAUDIBLE] UNIT.
SO WE EXPECTED ANOTHER SMALL SPIKE JUST DUE TO THE TESTING THAT WAS COMPLETED OUT THERE IN THE NEXT WEEK OR SO.

WE STARTED THAT LIKE I SAID BACK IN SEPTEMBER AND REALLY LISTEN TO WHAT OUR CUSTOMERS WERE SAYING AND CAME UP WITH SOME PRETTY GOOD SOLUTIONS, I THINK, TO WHERE WE'RE AT. WE'RE VERY HAPPY TO BE ABLE TO SHARE THIS WITH YOU TODAY.
SO OUR PRESENTATION TODAY, THE PURPOSE OF IT'S GOING TO BE TO PROVIDE AS MR. CITY MANAGER MENTIONED, A BRIEF HISTORY OF THE DRAINAGE UTILITY FEE, ALSO TO PROVIDE INFORMATION REGARDING CHANGES TO THE BILLING SOFTWARE FOR THE DRAINAGE UTILITY FEES.
WE'LL ALSO BE PROVIDING WITH AN UPDATE ON THE TESTING ENVIRONMENT OF THE SOFTWARE AND THE CONVERSION CHANGES THAT WE'VE BEEN GOING THROUGH AND ALSO PROVIDE COMMUNICATIONS AND IMPLEMENTATION PLAN IN THIS PRESENTATION.
A LITTLE BIT OF A BACKGROUND IS THAT THE ORDINANCE NUMBER SEVENTY THREE TWENTY THREE WAS ORIGINALLY APPROVED BACK IN 2012.
THAT'S WHEN WE ESTABLISHED THE DRAINAGE UTILITY.
NOW BACK IN 2012, WE WERE USING A SOFTWARE FROM HANSON FOR BILLING AND SERVICE REQUESTS.
IN 2018 WE HAD TO MAKE A CHANGE TO A DIFFERENT SOFTWARE VENDOR AND THAT'S [INAUDIBLE] DUE TO ISSUES WITH THE HANSON SOFTWARE THAT DISCONTINUING SERVICE SOME MAINTENANCE ISSUES THAT WERE ASSOCIATED WITH THAT.
SO MODIFICATIONS WERE MADE TO THE DRAINAGE ORDINANCE AT THAT TIME WHERE WE ADOPTED A NEW ORDINANCE THAT WOULD ACTUALLY BUILD THE OWNER OF THE PROPERTY, THE DRAINAGE PROPERTY AND RESIDENTIAL AND COMMERCIAL, RATHER THAN THE OCCUPANT OF THE RESIDENTIAL AREAS DUE TO THE LIMITS OF THE SOFTWARE AND THE CAPABILITY OF THAT SOFTWARE.
AND I MIGHT MENTION THAT THE LIMITS OF THAT SOFTWARE AND THE CAPABILITY OF SOFTWARE STILL HAVE NOT CHANGED TO THIS DATE.
BUT DUE TO THE CUSTOMER CONCERNS AND THE ISSUES THAT WERE RELATED TO THE NEW RESIDENTIAL BILLING PROCEDURES, WE FORMED A TASK FORCE BACK IN SEPTEMBER 2019 TO RESPOND TO THOSE ISSUES. THIS IS A GREAT GROUP THAT CONSISTS OF MANY DIFFERENT DEPARTMENTS, INCLUDING CITY MANAGER'S OFFICE, ALONG WITH UTILITY BILLING, THE FINANCE DEPARTMENT ALL THE WAY DOWN TO

BUILDING SAFETY, PUBLIC WORKS, I.T., OF COURSE, BEING INVOLVED IN THAT AND MANY OTHERS.BUT A GROUP THAT HAS MET CONSISTENTLY OVER THAT TIME TO COME UP WITH SOME SOLUTIONS.
OUR GOAL WAS JUST TO MAKE REVISIONS AS THE CUSTOMERS WERE RELAYING TO US IN THE WAY THAT THE SOFTWARE CALCULATES THE IMPERVIOUS SURFACE NO LONGER WOULD USE THE PRAD DATA AND THEN REVERT THAT RESIDENTIAL DRAINAGE BILL BACK TO THE OCCUPANT OF THE PROPERTY RATHER THAN IT GOING TO THE OWNER OF THE PROPERTY.
WE'VE BEEN IN A TEST ENVIRONMENT FOR QUITE A WHILE.
WE STARTED THAT IN JANUARY, ACTUALLY TESTING AND THE GROUP DECIDED THAT OUR RECOMMENDATION WAS GOING TO BE TO COMPLETE TWO FULL BILLING CYCLES PER DISTRICT, WHICH THAT'S 24 BILLINGS IN 12 DISTRICTS.
AND WE WANTED TO SEE NO ERRORS IN THAT TO BE ABLE TO BE SATISFIED THAT WE WERE READY TO GO LIVE. UTILITY BILLING ITSELF HAS BEEN CONTINUING TO COMPARE THE BILLING ACCURACY BETWEEN THE TEST ENVIRONMENT AND THE LIVE ENVIRONMENT.
AND I MENTIONED, JUST IN CASE YOU DON'T KNOW, THAT'S JUST TWO SIMULTANEOUS BILLING SYSTEM SIDE BY SIDE. IT'S NEW THE NEW CHANGES COMPARED TO THE EXISTING SYSTEM AS IT'S LIVE.
WE COMPARE THE NUMBERS, WE COMPARE THE DATA, WE COMPARE THE REVENUE AND ALL OF THE ALL THE WAY DOWN TO THE SPELLING OF NAMES IN THERE, JUST AS A SIDE BY SIDE COMPARISON TO MAKE SURE THAT WE'RE ON THE RIGHT TRACK.
THE DRAINAGE UTILITY DEPARTMENT IS CONTINUING TO PERFORM AUDIT CHECKS TO DO THIS ON DAILY BASIS, TESTING ACCOUNTS, MAKING SURE THAT ACCURACY ON THE CHARGES ARE CORRECT.
CUSTOMER INFORMATION IS CORRECT, ETC..
THEN I.T., OF COURSE, HAS PLAYED A HUGE ROLE IN THIS MONITORING ACCOUNTS AND THEY'RE COMPARING SPELLING CUSTOMER NAMES, CORRECTING ANY TOPOGRAPHIC ERRORS AND THINGS LIKE THAT. AND THEN, OF COURSE, COMPARISONS FOR ACCURACY.
WE'RE GOING TO CONTINUE TO MONITOR THOSE AND DIAGNOSE THOSE ON A MONTHLY OR AS NEED BASIS AS WE MOVE FORWARD. AND AGAIN, ALL 24 BILLINGS, ALL 12 DISTRICTS HAVE NOW BEEN COMPLETED.
AND WE HAVE FOUND NO MAJOR ERRORS OR CONCERNS IN THAT TESTING.
IN FACT, IT'S GONE. IT'S GONE VERY, VERY WELL.
AND WE'RE VERY PLEASED WITH WHERE WE'RE AT WITH THAT.
SO UTILITY BILLING STAFF IS GOING TO CONTINUE TO MONITOR THAT TEST ENVIRONMENT UNTIL WE DO GO LIVE.
SO HERE'S OUR COMMUNICATIONS PLAN.

AND AS A PERFECT EXAMPLE OF THAT HAS BEEN HOWARD'S WILLINGNESS TO SERVE IN THIS PARTICULAR ROLE AS MAYOR PRO TEM EVERY SINGLE TIME WE'VE TALKED ABOUT IT.

HOWEVER, IT DOES INCREASE SOME OF THE PERCENTAGES IN BUSINESSES THAT HAVE BEEN REOPENED.
IT ALSO ALLOWS AMUSEMENT PARKS TO OPEN EFFECTIVE JUNE 19TH AND AND EFFECTIVE JUNE 12TH, FOR EXAMPLE, TO DINE IN RESTAURANTS WITH LESS THAN 51 PERCENT ALCOHOL SALES CAN OPEN UP TO 75 PERCENT WHERE THEY'RE CURRENTLY EFFECTIVE, JUNE 3RD OPEN TO 50 PERCENT. SO IT DOES PROVIDE SOME PROGRESSION FOR SOME OF OUR BUSINESSES THAT HAVE BEEN OPENED TO CONTINUE MOVING UPWARDS WITH REGARD TO A NUMBER OF PEOPLE WHO CAN BE THERE RELATIVE TO THEIR PERMITTED OCCUPANCY, IF ANYBODY HAS ANY QUESTIONS, WE CAN CERTAINLY ANSWER THEM. BUT IT IS VERY CONSISTENT AND PROGRESSIVE AFTER GA 23.
