[INVOCATION] [00:00:04] GOD I THANK YOU FOR OUR CITY. THANK YOU FOR AMARILLO AND FOR OUR LEADERSHIP. GOD, YOU'RE TRULY GIFTED US WITH JUST SOME AMAZING GODLY LEADERS AND I'M THANKFUL JUST FOR THEIR HEARTS AND FOR THEIR WISDOM TODAY. I CERTAINLY PRAY FOR YOUR BLESSING ON MAYOR NELSON AND ALL OF OUR COUNCIL AS THEY LEAD US . GOD, I PRAY FOR OUR CITY LEADERSHIP. AND I PRAY FOR WISDOM DURING THIS REALLY, REALLY CHALLENGING TIME. I CERTAINLY PRAY FOR PROTECTION OVER THEM AND FOR THEIR FAMILIES, AND I PRAY TO GIVE THEM A MENTAL AND PHYSICAL STAMINA AND GOD I ALSO PRAY THAT SAME THING OVER OUR MEDICAL COMMUNITY AND OVER OUR FIRST RESPONDERS. AND CERTAINLY GRATEFUL FOR THE CALLING. GOD FOR THOSE FAMILIES WHO HAVE LOST LOVED ONES FROM CORONAVIRUS AND THOSE THAT ARE STILL SUFFERING WITH THE DISEASE. GOD I PRAY THAT YOU WOULD JUST HELP THEM FIND PEACE AND FIND COMFORT. I GUESS MOST OF ALL, JUST FIND YOU IN THE MIDDLE OF THIS STORM AND GOD TO PRAY FOR THE DECISIONS THAT NEED TO BE MADE AT TODAY'S MEETING FOR CLEARER MINDS TO PROCESS INFORMATION WITH GREAT WISDOM AND GIVE THEM INSIGHT. GOD I PRAY THAT WE JUST ALWAYS BE OBEDIENT TO YOU IN OUR HOMES AND OUR JOBS. AND MOST OF ALL, IN OUR MINDS AND IN OUR HEARTS. AND I JUST ACKNOWLEDGE THAT WE PLACE OUR HOPE AND OUR TRUST IN YOU AND WE SUBMIT TO YOU IN ALL THINGS. AND I PRAY THESE THINGS IN CHRIST NAME. AMEN. AMEN. THANK YOU VERY MUCH, SEAN, FOR BEING WITH US TODAY AND GETTING US STARTED. STAY SAFE. ABSOLUTELY. [Additional Item] I'M GOING TO PASS IT TO OUR CITY MANAGER, JARED MILLER, RIGHT NOW JUST TO TALK ABOUT SOME PERSONNEL CHANGES WE HAVE COMING UP. YEAH, WE'VE GOT A FEW PERSONNEL CHANGES COMING UP HERE IN THE CITY MANAGER'S OFFICE. AND I WANTED TO BITTERSWEET AT THE VERY BEST, BUT I WANTED TO JUST MAKE EVERYONE AWARE AND ANNOUNCE OF COURSE IT'S BEEN ANNOUNCED PREVIOUSLY THE RETIREMENT OF MICHELLE BONNER. AND PERSONALLY, I JUST WANT TO SAY, IN MY ENTIRE CAREER, WORKING IN MANY CITIES, WORKING WITH A LOT OF DIFFERENT ASSISTANT CITY MANAGERS, I'VE NEVER HAD THE DEPARTURE OF SOMEONE THAT I COUNTED ON MORE, RELIED UPON MORE THAN MICHELLE BONNER. SHE IS THE VERY CLOSEST THING TO A A THE THE MOST DEPENDABLE EMPLOYEE I'VE EVER HAD THE OPPORTUNITY AND PLEASURE TO WORK WITH. SO I JUST WANT TO TELL HER HOW MUCH I APPRECIATE EVERYTHING SHE'S BROUGHT TO THE CITY AND HOW MUCH EVERYTHING AND WHAT SHE'S BROUGHT TO OUR TEAM. SHE'S GOING TO BE VERY MUCH MISSED IN THE ORGANIZATION. BIG HOLE IN THE ORGANIZATION, BUT ALSO A BIG HOLE FOR EACH ONE OF THE ONES THAT HAVE WORKED FOR AND KNOWN FOR SO LONG. SO BUT A LITTLE BIT ABOUT HER. SHE'S BEEN WITH THE CITY FOR OVER TWENTY NINE YEARS, FOR ABOUT TWENTY NINE YEARS, AND AND HAS WORKED HER WAY UP FROM VERY, VERY JUNIOR ACCOUNTANT ALL THE WAY UP TO ASSISTANT CITY MANAGER. FINALLY, DEPUTY CITY MANAGER. ALL THE ALL OF THOSE PROMOTIONS AND MOVES WERE IN THE FINANCE RELATED FIELDS UNTIL SHE TOOK ON ASSISTANT CITY MANAGER ROLES WHERE SHE STARTED HAVING POLICE, FIRE INFORMATION TECHNOLOGY, HUMAN RESOURCES, MUNICIPAL COURT EMERGENCY MANAGEMENT REPORT TO HER. SO ALL IN ADDITION TO FINANCE AND BUDGET AND ALL THE OTHER THINGS THAT SHE'S EXTREMELY FAMILIAR WITH. SO THAT STRETCHED HER AND ALLOWED HER TO GROW. AND I'M SURE SHE SHE APPRECIATED FOR MOST OF THE TIME THOSE OPPORTUNITIES. I'M SURE THERE WERE CHALLENGES ALONG THE WAY WITH THESE THINGS THAT SHE HAD NOT WORKED IN FOR ALL THOSE TIMES. BUT I CAN TELL YOU IN MY FEW YEARS WORKING WITH MICHELLE HOW QUICKLY I CAME TO TRUST HER. AND I'M SURE THAT'S WHY SHE'S PROMOTED ALL THE WAY UP THROUGH THE ORGANIZATION TO THE VERY HIGHEST LEVEL. SO I JUST WANT TO SHARE FOR YOU ALL, AND I'M SURE EACH ONE OF YOU IS GOING TO WANT TO SHARE A COMMENT FOR MICHELLE, JUST HOW MUCH I PERSONALLY HAVE COME TO RELY UPON AND COUNT COUNT ON MICHELLE AND HOW MUCH I WANT TO WISH HER THE VERY BEST. I KNOW IT SOUNDS LIKE I'M SAD THAT SHE'S LEAVING. I AM. BUT AT THE SAME TIME, I'M SO HAPPY FOR HER BECAUSE SHE'S EARNED IT. SHE'S EARNED SHE'S EARNED RETIREMENT. SHE AND HER HUSBAND AND HER FAMILY. IF I COULD IMPOSE UPON THEM FOR ANOTHER 10 YEARS, I WOULD. BUT SHE IF THERE'S ANYBODY THAT I WOULD WISH HAD THE BLESSING OF A GREAT RETIREMENT, IT'S HER. SO, MAYOR, IF Y'ALL WANT TO SAY SOMETHING, I'LL HAVE A LITTLE GIFT FOR HER AS SOON AS WE FINISH THAT UP. OR ANY COUNCIL MEMBERS. DON'T ALL I'LL JUMP IN AT ONCE. OKAY, I WILL. SO, MICHELLE, IT HAS BEEN A PLEASURE MEETING YOU. I SO APPRECIATE WHAT YOU DO. I DON'T KNOW THAT I EVER REALIZED EXACTLY I REALIZED EXACTLY WHAT WENT ON IN THE CITY AND HOW MANY HATS YOU HAVE TO WEAR AND HOW MANY THINGS THAT YOU HAD TO DO. AND YOU ALWAYS DO IT SO GRACIOUSLY. AND YOU ALWAYS WHATEVER YOU SAY, YOU WILL GET DONE. [00:05:04] NOT THAT IT'S BEEN THAT WAY WITH ANYBODY ELSE. BUT I'VE NEVER HAD TO QUESTION ANYTHING THAT I'VE EVER ASKED YOU. ACTUALLY, YOU'VE DONE SOME THINGS I HAVEN'T ASKED FOR YOU TO DO, WHICH WERE BEYOND WHAT I THOUGHT YOU SHOULD DO. YOU ALWAYS GO TO THE VERY NTH DEGREE. I THINK YOU'RE GOING TO BE VERY HARD TO BE REPLACED. YOU ARE VERY HIGH. AND I REALLY WISH YOU WEREN'T LEAVING, JUST HONESTLY. THANK YOU. MICHELLE, I JUST WANTED TO SAY THANK YOU SO MUCH FOR ALL YOUR SERVICE TO THE CITY FOR TWENTY NINE YEARS. THAT'S PRETTY INCREDIBLE. AND. SORRY. DID SOMEONE ELSE CHIME IN AND I JUST WANTED TO RECOGNIZE POINT OUT ONE PARTICULAR STRENGTH THAT I HAVE ADMIRED IN WATCHING YOUR YOUR MANAGEMENT AND IT'S YOUR CONSERVATIVE APPROACH OR PLANNING FOR THE RAINY DAYS AND TO HAVE THOSE RESERVES IN PLACE. AND WHEN YOU'RE CALCULATING, YOU'RE ALWAYS YOU'RE NOT JUST LOOKING AT THE MINIMUMS. YOU'RE LOOKING AT REALLY HOW TO KEEP THE CITY IN A STRONG FINANCIAL POSITION. AND IT COULDN'T HAVE BEEN MORE VALUABLE THAN THE SEASON WE'RE WALKING THROUGH RIGHT NOW. AND SO I THINK IT'S IT'S PRETTY AMAZING FOR YOU TO SEE THE FRUIT OF ALL THAT LABOR AND YOUR PROTECTION OF THOSE RESERVES AND FOR SUCH A SUCH A DAY AS THIS. AND SO JUST APPRECIATE IT AND WISH YOU THE VERY, VERY BEST. THANK YOU. YEAH, I SHOULD HAVE MENTIONED THERE'S A REASON WHY WE HAVE A TRIPLE-A BOND RATING THAT WE HAVE AND IT'S I WON'T I WON'T LAY IT ALL AT MICHELLE'S FEET. WE HAVE A A LONG HISTORY OF OF STRONG FINANCIAL LEADERS HERE IN THE CITY. BUT SHE'S DEFINITELY CARRIED ON THAT STRONG HISTORY AND LAID US IN A GOOD POSITION. GREAT ONE THAT'S GOING TO FOLLOW IN HER STEAD. HOWARD, I THINK YOU'RE MUTED. WASN'T IMPORTANT ANYWAY. LIKE TO SAY TO MICHELLE, I GOT TO KNOW HER BEFORE I WAS ELECTED. I HAD A LOT OF QUESTIONS BEFORE I WAS EVEN ELECTED. ASKED HER QUESTIONS. AND SHE ALWAYS GAVE ME AN ANSWER, STEERED ME WHERE I COULD GET AN ANSWER. AND SINCE BEING ELECTED, THAT'S BEEN TRUE ABOUT A PERSONAL CHALLENGE. MY PERSONAL CHALLENGE WAS TO ASK HER A QUESTION THAT SHE COULDN'T ANSWER. I FAILED. SHE ANSWERED EVERY QUESTION OR STEERED ME TO WHERE I COULD GET THE ANSWER. THANK YOU, MICHELLE, FOR HELPING THE CITY IT'S INCREDIBLE. TWENTY NINE YEARS. THANKS VERY MUCH. THANK YOU, HOWARD. AND MICHELLE, SO I KIND OF JOTTED DOWN A FEW THINGS THAT I WANTED TO SAY, SO OUT OF AN ABUNDANCE OF LOVE, CAUTION AND PHYSICAL DISTANCING. WE WANT TO GIVE YOU A PROPER HUG AND SEND OFF. MICHELLE, TODAY YOU'RE LEAVING, GOING ON YOUR WAY. AND WE WE HAVE GATHERED HERE TO SAY THAT YOU HAVE DONE WELL OVER THE YEARS AND COULD PROBABLY WRITE A PLAY ABOUT THE NUMBERS AND BUDGETS IN YOUR BOOK, YOU BROUGHT BAD NEWS AND GOOD NEWS. SO WHEN MICHELLE SHARED WITH ME THAT SHE WAS RETIRING AFTER 28 YEARS OF SERVICE, I WOULD SADLY MOVED. BUT, MICHELLE, YOU HAVE BEEN AN INSPIRATION AND A ROLE MODEL TO YOUNGER, SEASONED EMPLOYEES. YOU HAVE INSPIRED ME AS A MUCH, MUCH YOUNGER EMPLOYEE. IF ALL EMPLOYEES WERE HARD WORKING AND FOCUS, THEN THE WORLD WOULD BE A BETTER PLACE. SO I JUST HOPE THAT WHOMEVER REPLACES YOU IN THE ROLE IS AS HARD WORKING IN CAREER MINDED . YOUR REPLACEMENT WILL HAVE SOME EXCEPTIONALLY LARGE SHOES TO FILL. SO ON BEHALF OF THE CITY COUNCIL AND FROM ME PERSONALLY, MICHELLE, WE WISH YOU THE BEST IN RETIREMENT. WE HOPE YOU HAVE A LONG AND PEACEFUL REST, GET TO SPEND SOME TIME WITH YOUR LOVED ONES AND DO EVERYTHING YOU WANT TO DO WITH YOUR TIME OFF. HARD WORK, DEDICATION AND A POSITIVE ATTITUDE. THESE ARE ONLY A FEW OF THE MANY PRECIOUS THINGS YOU HAVE SHARED WITH US EVERY DAY. LIFE NEVER STOPS. IN RETIREMENT IS JUST THE BEGINNING OF THE NEW PHASE OF LIFE. [00:10:03] EMBRACE IT WITH JOY AND THEN HAVE COME A LONG WAY FOR THE RIDE, TOO, AS WELL. SO YOUR GREATEST THIS IS FROM ME PERSONALLY, BUT YOUR GREATEST ACHIEVEMENT IS THE PASSION THAT YOU DISPLAY EVERY DAY FOR MAYOR AND CITY COUNCIL, YOUR COLLEAGUES, YOUR TEAM AND THE AMARILLO COMMITTEE. MICHELLE, THANK YOU FOR YOUR 28 YEARS OF SERVICE TO THE CITY OF AMARILLO. AND CONGRATULATIONS ON YOUR RETIREMENT. THANK YOU, FREDA. MICHELLE, I THINK I WOULD WANT CITIZENS TO KNOW, YEAH. IT'S BEEN TWENTY NINE YEARS, BUT IT WOULD BE INTERESTING TO KNOW HOW MANY MILLIONS OF DOLLARS YOU HAVE MANAGED IN OUR BUDGET. LIKE IF YOU JUST TOOK THE ANNUAL BUDGET NUMBER OF TIMES TWENTY NINE. THAT IS A GIGANTIC NUMBER THAT YOU HAVE HELPED US STEWARD OVER THE COURSE OF THREE DECADES. AND SO WHEN YOU BEGIN TO SUM UP A CAREER AND YOU BEGIN TO, OF COURSE, TALK ABOUT TALLYING THINGS BECAUSE THIS IS YOUR LANGUAGE, RIGHT? THE IMPACT THAT YOU'VE HAD AS A LEARNER AND A LEADER IN OUR CITY TELLS A REALLY IMPORTANT STORY. AND I LOVE THAT YOU STARTED YOUNG AND YOU WERE COMMITTED TO STAYING. AND PEOPLE WERE AHEAD OF YOU WERE COMMITTED TO TRAINING YOU AND YOU WERE COMMITTED TO LEARNING HOW TO DO THE JOB AND HOW TO UNDERSTAND THE LANGUAGE OF THE CITY. SOMETHING THAT I LEARNED QUICKLY ONCE I WAS ELECTED IS THAT THE BUDGET IS ITS OWN LANGUAGE. AND IF YOU JUST SORT OF ITS OWN ANIMAL. FOR ONE THING, IT'S VERY BIG. AND FOR ANOTHER THING, IT'S VERY TECHNICAL. SO WHILE I MIGHT HAVE KNOWN HOW TO MANAGE MY HOUSEHOLD BUDGET OR AS A SMALL BUSINESS OWNER, I UNDERSTAND THE BUDGET OF MY BUSINESS, MY PAYROLL. THE CITY BUDGET HAS SO MANY TECHNICAL ASPECTS TO IT. YOU REALLY JUST HAVE TO LIVE IN IT TO UNDERSTAND. THE CITY COUNCIL WATCHES IT DRIVE BY EVERY ONCE IN A WHILE. AND WE ASK QUESTIONS AND WE WE TRY EVERY TIME IT DRIVES BY, WE GET A DEEPER LAYER OF UNDERSTANDING. BUT SOMEBODY HAS TO LIVE IN THAT WORLD. AND YOU HAVE GROWN UP PROFESSIONALLY LIVING IN THE BUDGET. THE CITY BUDGET WORLD. AND YOU HAVE NOW COACHED A TEAM OF PEOPLE TO LIVE IN THAT WORLD AND TO SPEAK THAT LANGUAGE. AND SO WHEN I THINK ABOUT THE VOLUME OF WORK THAT YOU'VE DONE FOR US OVER THOSE DECADES, IT HUMBLES ME TO EVEN BEGIN TO TELL YOU. THANK YOU. THANK YOU FOR THE NIGHTS YOU STAYED FOR COUNCIL MEETINGS INSTEAD OF GOING HOME AND HAVING DINNER WITH YOUR FAMILY. THANK YOU FOR THE WEEKENDS THAT YOU CAME UP TO WORK ON BUDGET TO CRUNCH NUMBERS, BECAUSE WE NEEDED TO CLOSE A GAP AND YOU HAD TO WORK HARD TO FIGURE OUT HOW TO MAKE THAT HAPPEN. THANK YOU FOR YOUR EXPERTIZE. AND I ECHO WHAT EVERYBODY HAS ALREADY SAID ABOUT THE HIGH LEVEL OF TRUST THAT WE HAVE. IF MICHELLE BONNER SAID IT. WE ALL KNEW WE COULD STAND ON THAT BRIDGE. WE NEVER DOUBTED IT. SO I WOULD SAY THAT THE DOOR IS WIDE OPEN FOR YOU TO ALWAYS COME BACK. THAT'S THE KIND OF ROLE THAT YOU'VE CREATED FOR YOURSELF. I JOKED WITH JARED ABOUT A WEEK OR TWO AGO. I SAID, HEY, IS MICHELLE REALLY LEAVING? BECAUSE IT'S REMINDING ME OF THAT KENNY ROGERS SONG 4 HUNGRY CHILDREN AND A CROP IN THE FIELD, YOU PICKED A FINE TIME TO LEAVE US, LUCILLE. I MEAN, WE CANNOT ABIDE BY THE THOUGHT OF NOT HAVING YOU ON OUR TEAM. BUT THAT BEING SAID, I KNOW YOU HAVE COACHED UP YOUR TREE BEHIND YOU. YOU HAVE COACHED UP YOUR TEAM. AND THEY HAVE FOLLOWED YOUR SPIRIT OF LEADERSHIP AND LEARNING. AND THEY'VE BEEN GOOD LEARNERS. AND NOW IT'S THEIR TIME. IT'S THEIR TIME TO BE GOOD LEADERS. SO WE DO WISH YOU WELL AND WE DO SPEAK A BLESSING OVER YOU. YOU WILL BE MISSED. AND IF, FOR SOME REASON, YOU DECIDE THAT LIFE AT HOME WITH SCOTT IS NOT WHAT YOU THOUGHT IT WAS GOING TO BE. AND YOU MISS ALL OF US SO MUCH. YOU JUST LET US KNOW. WE WILL MAKE SURE THERE'S A PLACE ON THE BUS ALWAYS FOR MICHELLE BONNER. SO I CAN'T HUG YOU. I'LL BLOW YOU A KISS. AND WE LOVE YOU VERY MUCH AND WE'LL MISS YOU. BUT WE WISH YOU WELL. THANK YOU. THANK YOU SO MUCH FOR EVERYBODY'S KIND WORDS. I CAN'T TELL YOU HOW MUCH THAT MEANS TO ME AND HOW MUCH THE CITY'S MEANT TO ME AND MY FAMILY. IT'S JUST BEEN A PLEASURE. AND TRULY AN HONOR TO BE A PART OF THIS AND GOING TO MISS ALL OF YOU. AND JUST KNOW THAT YOU ARE IN VERY GOOD HANDS WITH THE CITY, WITH JARED THE CITY MANAGER AND THE FINANCE STAFF. YOU ARE. YOU'RE IN VERY GOOD HANDS. I THOUGHT ABOUT IMPLEMENTING A STOP LOSS POLICY TO KIND OF. [00:15:02] YEAH, THAT'S MORE OF A MILITARY ONLY THING AS FAR AS I KNOW. WE CAN DO A HIRING FREEZE. MAYBE WE COULD DO QUITTING FREEZE. RIGHT. RIGHT. DID THAT START A FEW WEEKS AGO. YEAH, YEAH. YEAH. WITH VERY FEW EXCEPTIONS, WE HAVE FROZEN HIRING. ONE OF THE JOBS THAT WE ARE STILL HIRING FOR IS MICHELLE'S REPLACEMENT, BECAUSE IT'S A VERY KEY ROLE FOR THE ENTIRE ORGANIZATION. SO WE DO HAVE AN EMBARRASSMENT OF RICHES OF INTERNAL CANDIDATES AND ALSO EXTERNAL CANDIDATES THAT WE WILL BEGIN INTERVIEWING HOPEFULLY VERY SOON. BUT BEFORE WE JUMP OFF THIS TOPIC, I WANTED TO SHOW YOU AGAIN. MICHELLE'S ONLY 20 FEET AWAY THROUGH TWO DOORS I'D GIVE IT TO HER IN PERSON EXCEPT FOR WE'RE SOCIAL DISTANCING. BUT I THOUGHT THIS IS A NICE PARTING GIFT. VERY, VERY. THANK YOU VERY MUCH, JARED. I HAVE TO FIGHT MY HUSBAND FOR THAT ONE MAYBE WE'LL SHARE IT. WE SHOULD HAVE CALLED IT MICHELLE BONNER LANE. THAT WAY HE COULDN'T TAKE IT FROM YOU. ALL RIGHT. AS AS WITH ANY DEPARTURE, WE ALSO COME TO NEW STEPS. I ALSO WANT TO MAKE COUNCIL AND ALL OF OUR TEAM AWARE BECAUSE I'VE KIND OF KEPT IT TO MYSELF WITH THE EXCEPTION OF JUST A COUPLE OF KEY PERSONNEL. BUT YESTERDAY, I PROMOTED KEVIN STARBUCK TO DEPUTY CITY MANAGER, AND THAT WILL BE EFFECTIVE ON THURSDAY, WHICH IS THE DAY AFTER MICHELLE LEAVES. SO KEVIN'S BEEN WITH US SINCE 1996. HE HAD A SHORT GAP WHERE HE WORKED FOR PANTEX, BUT HIS WHOLE CAREER HAS BEEN EMERGENCY MANAGEMENT. AND HE IS UNIQUELY QUALIFIED FOR THE PERIOD THAT WE'RE GOING THROUGH RIGHT NOW. BUT PRIOR TO THAT, YOU SAW THROUGH THE CIVIC CENTER BOND COMMITTEE AND A VARIETY OF OTHER PROJECTS THAT HE'S LED WITH HOMELESSNESS, WITH ANIMAL MANAGEMENT, WITH OTHER THINGS, WITH DEPARTMENTS THAT HE IS RESPONSIBLE FOR. HE IS A VERY TRUSTED LEADER IN OUR ORGANIZATION. HE IS GOING TO FILL MICHELLE'S ROLE, MICHELLE'S SHOES AS DEPUTY CITY MANAGER WITH APLOMB. HE IS HIS WHOLE TIME WORKING AS AN ASSISTANT CITY MANAGER. HE'S BEEN WORKING WITH MICHELLE. SO HE'S TAKEN THOSE LESSONS JUST LIKE ALL OF US HAVE. AND I HAVE 100 PERCENT CONFIDENCE IN KEVIN. ONE THING THAT I APPRECIATE ABOUT KEVIN, IN ADDITION TO ALL HIS GREAT EDUCATION HERE, THINGS HE DID A MASTERS IN ARTS AND SECURITY STUDIES IN HOMELAND HOMELAND SECURITY AND DEFENSE THROUGH THE NAVAL POSTGRADUATE SCHOOL, WHICH IS A BIG DEAL FOR ONE THING, BUT IT'S ALSO NAVY, WHICH IS ALSO A BIG DEAL. SO ANYWAY, WE'LL PUT OUT A PRESS RELEASE REGARDING KEVIN. BUT I DIDN'T WANT YOU TO KNOW THAT WE HAVE A CONTINUITY OF LEADERSHIP. IT IS ACTUALLY A SMALL COMPONENT OF OUR CONTINUITY OF OPERATIONS PLAN. AND ANYTIME I'M OUT OF POCKET, KEVIN WILL BE SERVING IN MY STED AS DEPUTY CITY MANAGER. WE ALSO HAVE, LIKE I SAID EARLIER, WITH REGARD TO OUR CANDIDATES FOR ASSISTANT CITY MANAGER, WE ALSO HAVE AN EMBARRASSMENT OF RICHES AS FAR AS OUR CURRENT ASSISTANT CITY MANAGER. SO ALONG IN THAT IN THAT IN THAT ON THAT TEAM IS FLOYD HARTMAN, I COULD NOT TALK ABOUT MICHELLE AND KEVIN WITHOUT ALSO SAYING GREAT THINGS ABOUT FLOYD. WE DO HAVE THE VERY BEST CITY MANAGEMENT TEAM THAT I COULD HOPE TO HAVE. AND I LOOK FORWARD TO SERVING WITH KEVIN AS DEPUTY FOR FOR MANY, MANY YEARS. I TOLD HIM AT LEAST 10 YEARS YESTERDAY. SO WE'LL SEE HOW THAT WORKS OUT. SO WE'LL TALK MORE ABOUT THAT IN FUTURE MEETINGS. I DO WANT THE FOCUS OF THIS TIME TO BE ON THE SHOW, BUT I DID WANT YOU TO KNOW WE HAVE SOLID LEADERSHIP IN PLACE TO FOLLOW UP AFTER MICHELE'S DEPARTURE. THANK YOU. FRANCIS, DO WE HAVE ANYBODY OR STEPHANIE ON THE LINE FOR PUBLIC ADDRESS AT THIS TIME? I DO NOT SHOW ANYONE I DON'T KNOW IF STEPHANIE DOES. NO, MAYOR. OK. [A. Review agenda items for regular meeting and attachments;] THANK YOU. THEN LET'S MOVE ON TO AGENDA ITEM ONE. SINCE OUR PACKET IS PRETTY SHORT TODAY, I DON'T THINK WE HAVE ANYTHING, BUT ANYBODY HAS SOMETHING IN THE REVIEW OF THE ATTACHMENT. THEY NEED FURTHER QUESTIONS ANSWERED OR. LET'S MOVE ON TO OUR CORONAVIRUS UPDATE. [B. Coronavirus Update;] AGENDA ITEM 1B. ALL RIGHT. WE HAVE A AS WE'VE HAD WITH ALL OF OUR RECENT MEETINGS, WE HAVE CORONA VIRUS UPDATE ON THIS. NORMALLY WE LEAD OFF WITH CASEY STOUGHTON AND DR. MILTON TODAY THEY AS AS AS MANY PEOPLE KNOW, WE HAVE A GROUP OF FEDERAL AGENCIES THAT HAVE COME IN TO ASSIST WITH SOME OF THE CHALLENGE WE'RE HAVING WITH CORONA VIRUS. SPECIFICALLY, THEY'RE FOCUSED ON MEAT PACKING PLANTS ALL ACROSS THE PANHANDLE. SO THEY ARE WORKING WITH THEM RIGHT NOW AT ONE OF THE MEAT PACKING PLANTS. THEY'RE WORKING WITH A TEAM OF CDC DOCTORS, WITH A TEAM OF DHS DOCTORS AND NATIONAL INSTITUTE OF OCCUPATIONAL SAFETY. SO THEY ARE NOT GOING TO BE PROVIDING A BRIEFING TODAY. SO WHAT I'M GOING TO DO IS GIVE YOU A VERY BRIEF OVERVIEW OF WHAT'S GOING ON WITH THAT [00:20:05] TASK FORCE. AND THEN I'M GOING TO HAVE KEVIN STARBUCK FLESH THAT OUT WITH SOME ADDITIONAL DETAIL AND THEN WE CAN BOTH ANSWERING QUESTIONS THAT COUNCIL MIGHT HAVE ABOUT WHAT'S GOING ON THERE. LAST NIGHT WE MET WITH A GROUP, THAT GROUP, AS THEY WERE GETTING ON THE GROUND AND GETTING PREPARED TO BEGIN OPERATIONS TODAY. SO IT WAS A VERY INFORMAL AND INTRODUCTORY BRIEFING SETTING OUT THE SCHEDULE OF WHAT WAS GOING TO TAKE PLACE, BUT ALSO WORKING ON SOME OF THE THINGS THAT WE HOPE TO HAVE COME OUT OF THIS WEEK OF OPERATIONS. ONE OF THOSE THINGS IS GOING TO BE A REPORT, AND IT SHOULD BE A THOSE REPORTS SHOULD MATCH. IN LARGE PART WITH VERY FEW DEPARTURES AND THOSE DEPARTURES WOULD BE RELATIVE TO THE DIFFERENCES IN WHAT EACH ORGANIZATION'S FOCUS IS. SO DSHS, CDC AND NIOSHA OR NATIONAL INSTITUTE OF OCCUPATIONAL SAFETY, IS GOING TO PREPARE REPORTS THAT ARE GOING TO PROVIDE RECOMMENDATIONS TO THE PLANTS, TO THE MEAT PACKING PLANT SO THAT THEY CAN HOPEFULLY OPERATE AS HEALTHY AND SAFE AND EFFICIENTLY AS POSSIBLE THROUGH THIS TIME. KEVIN, IF YOU HAVE, CAN YOU GO AHEAD AND FLESH OUT THE DETAILS THERE? I KNOW HE'S GOT A LOT MORE DETAILED INFORMATION ON THOSE MEETINGS AND HOW THAT WENT LAST NIGHT. ALSO, WHAT'S GOING ON TODAY AND THROUGHOUT THE REST WEEK. YEAH, THANK YOU JARED. CITY COUNCIL. APPRECIATE THE OPPORTUNITY TO JUST GIVE A QUICK UPDATE ON THAT. JARED'S KIND OF HIT THE HIGH LEVEL PARTS OF THAT. CDC HAS A TEAM OF SIX THAT INCLUDES REPRESENTATIVES FROM NIOSH AND THEN THEIR COMMUNICATIONS AND THEN OBVIOUSLY EPIDEMIOLOGICAL AND THEN THEIR TEAM LEAD, WHICH IS A MEDICAL PROFESSIONAL. EVERY ONE OF THESE MEMBERS OF THE TEAM WORKED ON ON SIMILAR ISSUES AT THE MEAT PROCESSING PLANT IN GREELEY, COLORADO. SO THEY THEY BRING A WEALTH OF KNOWLEDGE OF WHAT THEY'VE ALREADY SEEN IN ACTION IN OTHER PARTS OF THE COUNTRY WHERE WHERE SOME OF THESE SIMILAR CHALLENGES CAME INTO PLAY. WE MET WITH THEM YESTERDAY. AND THROUGH THAT INITIAL MEETING, THERE WAS AN AGREEMENT TO FORM A UNIFIED COMMAND BETWEEN THE CDC, TEXAS DEPARTMENT, STATE HEALTH SERVICES AND THE CITY OF AMARILLO PUBLIC HEALTH DEPARTMENT, AT LEAST RELATED TO THE FACILITY HERE IN POTTER RANDALL COUNTY. SO, SO PRIMARILY RELATED TO THE TYSON FACILITY. AND THEN LOOKING AT UNIVERSAL RECOMMENDATIONS THAT THEY MAY MAKE ACROSS THE BOARD AS THEY VISIT THE OTHER THREE MAJOR MEAT PROCESSING PLANTS IN THE PANHANDLE. THEY WILL COORDINATE WITH THOSE LOCAL JURISDICTIONS SPECIFICALLY WHEN THEY GO AND VISIT THOSE FACILITIES. SO OUR ROLE IS PRETTY MUCH FOCUSED ON ITEMS RELATED TO THE TYSON PLANT HERE IN AMARILLO. AND THE ACTIVITIES HERE IN THE LOCAL AREA IS FROM THAT PERSPECTIVE THAT THEIR FOCUS IS LOOKING AT ASSESSING THE INFECTION CONTROL AND DISEASE CONTAINMENT AT THOSE FACILITIES AND LOOKING BEYOND THOSE FACILITIES IN WHAT MAY BE FEEDING INTO THE CHALLENGES THAT IT'S TIED TO THE COMMUNITY. SO SO THEY'RE GOING TO BE LOOKING VERY GLOBALLY AT THAT. BUT BUT IT IS GOING TO BE A FOCUSED EFFORT, LOOKING ONLY AT THE MEAT PROCESSING INDUSTRY HERE IN THE AMARILLO AREA IN THIS IN THE TEXAS PANHANDLE REGION. SO THAT'S THAT'S REALLY WHERE THEIR FOCUS WILL BE. IN ADDITION, A LOT OF FOCUS IS BEING APPLIED TO HOW DO WE ENSURE THAT WE HAVE EFFECTIVE COMMUNICATION, EDUCATION IN THE LIGHT WITH THE POPULATIONS THAT ARE IMPACTED? I THINK THAT IS A FACTOR THAT WE WE ALL REMAIN VERY CONCERNED. IF YOU'RE A OF A NON ENGLISH SPEAKING EMPLOYEE OR FAMILY MEMBER AND YOU'RE GETTING INFORMATION ABOUT HAVING ISOLATE OR QUARANTINE AT HOME, THINGS THAT YOU NEED TO DO IS ENSURING THAT THAT'S COMMUNICATED VERY CLEARLY SO THAT THERE AREN'T MISUNDERSTANDINGS OR BARRIERS THAT ARE CREATING. ADDITIONAL CHALLENGES TO THE CONTAINMENT OF THE DISEASE IN THE COMMUNITY. SO THOSE ARE THOSE THOSE ARE THE TWO MAJOR ELEMENTS THAT THIS GROUP IS LOOKING AT. THEIR GAME PLAN IS THEY'RE VISITING THAT FACILITY HERE IN THE AMBULATORY TODAY. AND THEN THEY WILL OVER THE NEXT THREE DAYS, WE'LL BE VISITING THE OTHER THREE MEAT PROCESSING PLANTS IN IN THE REGION TO TO GAIN A BETTER PERSPECTIVE GLOBALLY ON THOSE FACILITIES. AT THE SAME TIME, THE STATE IS STEPPED UP AND IS EXTENDING A LOT OF SUPPORT AND COORDINATION HERE DIRECTLY TO THE LOCAL COMMUNITY. TEXAS MILITARY FORCES DEPLOYED HAS REALLY BEEN DEPLOYED TO THE PANHANDLE FOR QUITE SOME TIME. BUT STARTING ON SATURDAY AND SUNDAY, THEY CONDUCTED TESTING AT OUR DRIVE THROUGH TESTING OPERATION AT FAIRGROUNDS. AND THEN STARTING TOMORROW, WE'LL HAVE A FOCUSED EFFORT TO DO MASS TESTING AT THE TYSON PLANT. SO OVER THE REMAINDER OF THIS WEEK, THEY WILL BE TESTING ALL THE EMPLOYEES AND STAFF AT THE PLANT TO GAIN THAT PERSPECTIVE ON WHAT IS THE POTENTIAL FOR THE DISEASE SPREAD IN THE PLANT AND HOW THAT MAY IMPACT OR JUST THE MITIGATION MEASURES THAT ARE PUT IN PLACE AT THE PLANT. SO THAT'S SOMETHING THAT WE REMAIN VERY APPRECIATIVE OF THE STATE SUPPORT. THEY HAVE DEPLOYED A LARGE CADRE OF PERSONNEL FROM TEXAS MILITARY FORCES TO ASSIST WITH [00:25:02] THAT IN COORDINATION WITH DHS, CDC AND THEN CERTAINLY THE LOCAL PUBLIC HEALTH DEPARTMENT ALSO COULD NOT BE DONE WITHOUT THE COOPERATION OF THE PLANT MANAGEMENT AT THE PLANT. THEY HAVE BEEN VERY MUCH ON BOARD TO WORK WITH US AND TRY TO IDENTIFY STRATEGIES THAT CAN IMPROVE THE MANY MITIGATION MEASURES THAT THEY'VE ALREADY PUT INTO PLACE. UP TO THIS POINT. SO ALL OF THOSE THINGS ARE IN PLAY. ONCE AGAIN, THEIR ROLE IS TO DO AN ASSESSMENT, PROVIDE RECOMMENDATIONS, AND THEN FROM THOSE RECOMMENDATIONS. HAVE THE PLANTS ADDRESSED THOSE RECOMMENDATIONS, MOVE THOSE ACTIVITIES FORWARD. IF THERE ARE THINGS FROM A LOCAL COMMUNITY PERSPECTIVE THAT WE NEED SUPPORT TO ADDRESS AND TO HELP THEM WITH THOSE ACTIVITIES. WE WILL BE DOING THAT. AND WE ARE IN CLOSE COORDINATION WITH THE HIGHEST LEVELS OF STATE EMERGENCY MANAGEMENT, STATE PUBLIC HEALTH. WE WERE ON THE PHONE WITH CHIEF KIDD, WITH DR. HELLERSTEDT THROUGHOUT THIS PROCESS. THEY ARE VERY MUCH DEEPLY INVOLVED IN COMMUNICATING RELATED TO THAT. OBVIOUSLY, THE MAYOR HAS BEEN IN CONTACT WITH THE GOVERNOR'S OFFICE. SO WE HAVE THE FULL SUPPORT AND ATTENTION OF THE STATE OF TEXAS, FULL SUPPORT OF THE FEDERAL GOVERNMENT TO TRY TO STEM THE TIDE AND TURN THE TIDE RELATED TO SOME OF THE CHALLENGES WE'RE EXPERIENCING HERE LOCALLY. SO WITH THAT, I'LL JUST KIND OF TURN IT BACK OVER TO JARED OR ANY QUESTIONS THAT YOU MAY HAVE. AND THE ONLY THING I WOULD ADD IS THE OTHER AGENCY THAT'S GOING TO BE INVOLVED OUT HERE IN THE PANHANDLE WE UNDERSTAND IS USDA OR THE DEPARTMENT OF AGRICULTURE. THEY WERE NOT A PART OF THE MEETING LAST NIGHT, BUT THEY ARE THEY HAVE BEEN LEADING SOME OF THESE EFFORTS AS FAR AS COORDINATION LEADING IN THE LEAD UP TO THIS WEEK'S EFFORTS. COUNCIL HAVE ANY QUESTIONS ON WHAT WE'VE BEEN TALKING ABOUT WITH REGARD TO THE COORDINATED TASK FORCE AND THE FEDERAL GOVERNMENT, AS WELL AS THE STATE EFFORTS AND LOCAL EFFORTS. SO, KEVIN, WHEN DID THE [INAUDIBLE] FORCE ARRIVE IN AMARILLO? FOR THE MOST PART, THEY ARRIVED YESTERDAY. SO THE TEAM FROM CDC WAS FLYING IN YESTERDAY. WE HAD A SEVERAL COORDINATION CALLS WITH THEM ON SATURDAY AND SUNDAY. SO SO THE BALL WAS MOVING WITH THEM. MATTER OF FACT THE CDC TEAM IN PARTICULAR COMMENTED THAT THAT HAVING A WORD ON SATURDAY WAS MAYBE THE MOST LEAD TIME THAT THEY'VE BEEN PROVIDED ON A DEPLOYMENT SO FAR IN THE CO VID RESPONSE NATIONALLY. SO THEY ARRIVED ON THE GROUND YESTERDAY AND IMMEDIATELY MET WITH US AT DSHS REGIONAL OFFICE HERE IN AMARILLO TO START THE DISCUSSIONS ON WHAT ACTIVITIES THEY WANTED TO LOOK AT AND HOW THEY WOULD APPROACH IT. AND BASED ON THAT, OUR OUR FIRST OPPORTUNITY WAS TO SEND THE TEAM OUT TO THE TYSON PLANT TO IMMEDIATELY START EVALUATING WHAT MITIGATION MEASURES ARE DOING, WHAT WHAT OPPORTUNITIES THERE ARE FOR POTENTIAL IMPROVEMENT OUT THERE. OK, SO KEVIN, IS THE INTENT TO TEST ALL OF THE EMPLOYEES AT THE TYSON PLANT. CORRECT. BASED ON THAT, THAT IS. THAT IS THE GAME PLAN THE TEXAS MILITARY FORCES WILL BE SETTING UP STARTING TOMORROW MORNING. AND FOR THE NEXT FOUR DAYS, WE'LL BE DOING A FOCUSED MASS TEST AT THE TYSON PLANT TO TEST ALL PERSONNEL AT THE PLANT. FROM THAT, WE WOULD ANTICIPATE THAT WE WILL OBVIOUSLY HAVE AN EXPANDED CONTACT INVESTIGATION AS WE GO THROUGH ABOUT 4000 EMPLOYEES OUT AT THE PLANT. AND SO THAT THAT WILL CREATE ITS OWN CHALLENGES AS WE MOVE PAST THAT FOR PUBLIC HEALTH AND WITH THE ASSISTANCE WITH THE STATE TO START CONDUCTING THOSE CONTACT INVESTIGATIONS WITH FAMILY MEMBERS AND THE LIKE. SO FROM THAT, WE'RE LOOKING AT WHAT MITIGATION MEASURES THAT MAY BE NECESSARY TO HELP US WITH FAMILIES. I'VE BEEN IN CONTACT WITH CHIEF KIDD RELATED TO THAT. BOTH OF US HAD SOME VERY GOOD CONVERSATIONS ABOUT SOME ALTERNATIVES RELATED TO POSSIBLY UTILIZING HOTELS AND THE LIKE TO NOT SEPARATE FAMILIES, BUT PUT PEOPLE WHO WHO MAY BE ISOLATED, ET CETERA, IN A HOTEL AND LIKE TRY TO MITIGATE THAT TO TO CHANGE THAT DYNAMIC AND PREVENT IT FROM SPREADING FURTHER. SO WE'RE LOOKING AT ALL ALTERNATIVES RELATED TO THAT AND WORKING CLOSELY WITH OUR STATE FEDERAL PARTNERS. OK, SO THAT'S 4000 EMPLOYEES AT THE TYSON PLANT. SO ARE WE GOING TO BE TESTING ALL OF THE PERSONNEL AT THE JDS PLANT IN MOORE COUNTY? THE SAME OFFER THAT WAS MADE RELATED TO TYSON HAS BEEN MADE TO THE OTHER PLANTS. SO THE STATE HAS FULLY COMMITTED THAT THEY ARE THEY ARE HERE TO HELP US AND STEM THE TIDE ACROSS THE BOARD SO THAT THAT'S GOING TO BE LEFT TO DIRECT COORDINATION BETWEEN DSHS AND THE PLANT MANAGEMENT, ALONG WITH THE MOORE COUNTY REPRESENTATIVES. SO SO THAT OFFER IS BEING MADE AND HAS BEEN MADE TO THEM TO TO TAKE ADVANTAGE OF THAT OPPORTUNITY TO TO GAIN THAT TOTAL PERSPECTIVE ON WHAT'S POTENTIAL SPREAD HAS BEEN IN PLANT. OK. AND THEN DO DO WE KNOW HOW MANY EMPLOYEES ARE AT THE MOORE COUNTY PLANT? I WANT TO SAY THAT WAS ROUGHLY THIRTY TWO HUNDRED. IT'S SLIGHTLY SMALLER IN EMPLOYEE NUMBERS FROM THE TYSON PLANT, BUT VERY COMPARABLE IN [00:30:02] SIZE AND OPERATION. OK. AS FAR AS THE TESTING THAT'S GONNA TAKE PLACE OUTSIDE OUR HEALTH DISTRICT, WE HAVE ZERO ROLE IN THAT AS FAR AS THE CITY OF AMARILLO OR THE AMARILLO AREA PUBLIC HEALTH DISTRICT. BUT THE DSHS WILL BE MANAGING THOSE EFFORTS AND COORDINATING WITH CDC AND OTHERS ON THAT AND WITH THE STATE STATE GUARD. ALL RIGHT. OK. THANK YOU. SO WE DON'T KNOW IF WHAT THEY DECIDED TO DO ON TESTING INSIDE OF A PLANT AS OF YESTERDAY, WE DID NOT HAVE VISIBILITY ON ON IF THEY WERE ACCEPTING THAT OFFER FROM THE STATE OR NOT. KEVIN, DID DID THEY INDICATE A TIMEFRAME FOR THE STEPS OF ASSESSMENT AND THEN RECOMMENDATIONS? IS THAT A ONE WEEK PROCESS? IS IT A THREE DAY? BECAUSE THAT SOUNDS LIKE THAT IS GOING TO BE ONE OF THEIR KEY FUNCTIONS OF ASSESSING AND COMING UP WITH THOSE RECOMMENDATIONS FOR US LOCALLY, FOR BUSINESSES INDIVIDUALLY. ANY IDEA ON THE TIMEFRAME? SO BOTTOM LINE, WHAT THEY'RE DOING IS THEY WILL BE VISITING ALL FOUR PLANTS THE REMAINDER OF THE WEEK. SO THEY'RE THERE BASICALLY EACH DAY. THEY'VE GOT ONE PLANT SCHEDULED. SO TODAY AT TYSON TOMORROW JBS SWIFT. ON THURSDAY AT CARGILL AND THEN ON FRIDAY AT [INAUDIBLE]. SO SO THEY'VE GOT THOSE FOUR DAYS. NOW, THE TOURS DON'T NECESSARILY TAKE ALL DAY. SO AT AFTER THE TOURS, THEY'RE GONNA GO BACK AND BASICALLY START PUTTING THAT TOGETHER IN A JOINT EFFORT TO BASICALLY GET EVERYBODY'S INPUT FROM BOTH THE STATE, THE FEDERAL AND THE LOCAL PERSPECTIVES ON WHAT WAS WAS IDENTIFIED AND POTENTIAL CHALLENGES. THEY'RE ALSO WORKING CLOSELY WITH PLANT MANAGEMENT AND EACH OF THOSE FACILITIES AND THEIR LEADERSHIP TO LOOK AT THAT. SO I WOULD ANTICIPATE THAT THAT EVEN ON IN REAL TIME, IF THEY IDENTIFY CRITICAL THINGS, THAT THEY CAN BE ADJUSTED OR ADDRESSED, THOSE WILL BE COMMUNICATED. BUT ULTIMATELY, WHAT THEY'LL BE DOING IS DOING A DEBRIEF THAT EACH DAY AND I WOULD GUESS THAT A TOTAL REPORT OF ALL ACTIVITIES WOULD BE AVAILABLE SOMETIME PROBABLY NEXT WEEK. THIS IS NOT SOMETHING THAT THEY'RE LOOKING TO DRAG OUT. THEY'RE LOOKING TO COME IN, TRY TO GET THESE MEASURES IN PLACE AS QUICKLY AS POSSIBLE, TO START TO TURN THE TIDE AND ADDRESS THE SITUATION GLOBALLY AS THEY AS THEY WORK THROUGH THESE CHALLENGES. AND WOULD YOU CLARIFY WHO IS GOING TO BE SITTING AT THAT TABLE REPRESENTING THE CITY OF AMARILLO SO RELATED TO AT LEAST THE ASSESSMENTS TODAY AT TYSON? IT IS CASEY STAUGHTON, OUR PUBLIC HEALTH DIRECTOR, AND DR. SCOTT MILTON, BOTH OF SERVING ON THAT COMMITTEE AND WORKING DIRECTLY WITH THEM ONCE AGAIN AS THEY GO TO THE OTHER JURISDICTIONS. OUR ROLE WILL BE VERY MINIMAL AND IT WILL BE PRIMARILY DSHS WORKING WITH EITHER MOORE COUNTY OR [INAUDIBLE] COUNTY OR DESMET COUNTY RELATED TO THOSE THREE OTHER FACILITIES. KEVIN, HOW QUICK HOW QUICKLY WILL WE RECEIVED THE TEST RESULTS? DO WE. DO WE HAVE A TIMEFRAME? WELL, ONCE AGAIN, THESE ARE GOING TO BE DONE AS PCR TESTS. SO THE NASAL SWABS, THEY'RE NOT A RAPID TEST. THEY'RE SIMPLY JUST IS NOT A LOT OF THE RAPID TESTS AVAILABLE NATIONALLY. THIS IS NOT SOMETHING THAT'S A THAT'S AN ISSUE JUST LOCALLY. IT'S A NATIONAL ISSUE OF JUST TRYING TO GET ENOUGH RAPID TESTS IN THE SYSTEM. SO THIS WILL BE THE PCR TEST. THE STATE OF TEXAS IS COMMITTING TO FLYING THOSE TO TWO LABS. THE STATE OWNS AND OPERATES THAT HAVE A HIGH THROUGHPUT FOR DOING THE RUNNING OF THOSE TESTS. VERY SIMILAR TO WHAT WE WOULD SEE. YOU KNOW, GENERALLY, I'VE HEARD THAT RESULTS COULD BE AVAILABLE AS QUICKLY AS 48 HOURS AND IN SOME CASES CAN TAKE UP TO FIVE DAYS TO GET THOSE RESULTS BACK. SO THE STATE IS COMMITTING TO TRY TO MOVE THAT THROUGH AS QUICKLY AS POSSIBLE, BECAUSE OBVIOUSLY THE SOONER WE HAVE PERSPECTIVE ON THE IMPACTS GLOBALLY AT THOSE FACILITIES, THE SOONER WE CAN LOOK OUT WHAT STRATEGIES WE NEED TO PURSUE TO START TO ADDRESS THOSE IMPACTS. ALL RIGHT. THANK YOU. THAT WAS MY QUESTION, KEVIN, WAS WHAT WOULD WE DO WITH THAT INFORMATION? SO ONCE WE'VE TESTED ALL OF THE EMPLOYEES AND LET'S JUST PICK A NUMBER, LET'S SAY 400 OF THEM, TEST POSITIVE, ROUGHLY 10 PERCENT. WALK US THROUGH WHAT A SCENARIO MIGHT REQUIRE FOR WHAT WE DO WITH THAT INFORMATION. YOU KNOW, THE BOTTOM LINE IS THAT WE NEED TO LOOK AT DEPENDING ON WHAT THAT NUMBER IS, WHAT KIND OF STRATEGIES WILL WE'LL BE MOST EFFECTIVE AT THAT. YOU TAKE THAT WORKFORCE AND OBVIOUSLY WE WOULD QUARANTINE THEM FOR THE PERIOD OF TIME RELATED TO THAT. SO THE 14 DAYS PLUS THE POST SYMPTOMATIC PERIODS OF TIME AND THE LIKE, THAT MAY CREATE A OPPORTUNITY WHERE WE HAVE A HEALTHY WORKFORCE THAT WE COULD THEN EITHER SEQUESTER AND OR TAKE THE ALTERNATIVE APPROACH AND SEQUESTER THOSE THAT ARE IN ISOLATION. SO THERE'S A COUPLE OF DIFFERENT OPTIONS THAT HAVE BEEN PUT ON THE TABLE THAT HAVE BEEN [00:35:02] DISCUSSED WITH US FROM THE STATE PERSPECTIVE, FROM THE FEDERAL PERSPECTIVE, HOW THEY'VE SEEN THAT DONE. THERE'S EVEN BEEN SOME APPROACHES THAT WERE VERY UNIQUE, FOR EXAMPLE, IN PENNSYLVANIA. THEY SHUT THE PLANT DOWN FOR TWO WEEKS, PUT A GROUP OF EMPLOYEES IN QUARANTINE FOR TWO WEEKS. AND AT THE END OF THAT TWO WEEKS, THEY WENT INTO ROTATION WORKING AT THE PLANT. AND THEN THE SECOND SHIFT BASICALLY WENT INTO QUARANTINE FOR TWO WEEKS. AND THEY HAD THREE DIFFERENT GROUPS OF EMPLOYEES THAT THEY ROTATED THROUGH THE PLANT TO ENSURE THAT THEY CONSTANTLY HAD A HEALTHY GROUP THAT THEY COULD CONFIRM WAS WAS CLEARED OF ANY DISEASE SPREAD IN THAT GROUP. SO THAT WAS SOMETHING THAT WAS DISCUSSED. THAT CERTAINLY IS A VERY AGGRESSIVE APPROACH. AND IT MAY NOT BE WHAT'S APPROPRIATE FOR OUR OR OUR SITUATION HERE IN AMARILLO. AND I THINK IT'S FROM THAT PERSPECTIVE THAT AS THEY GET THAT INFORMATION, WE'VE GOT THE DOCTORS AND PROFESSIONALS FROM THE CDC, THE DSHS, THAT WILL HELP US FORMULATE WHAT IS THE RIGHT APPROACH, WORKING WITH THE PLANT MANAGEMENT TO TRY TO MANAGE THAT WITH A COMMITMENT FROM THE STATE AND FROM THE FEDERAL GOVERNMENT TO PROVIDE WHATEVER RESOURCE OR RESOURCES ARE NECESSARY FOR US TO IMPLEMENT THOSE STRATEGIES. DO YOU THINK IT'S POSSIBLE WE WOULD CONTINUE TESTING THAT THIS MIGHT BE A LONG TERM TESTING STRATEGY WHERE WE WOULD TEST MULTIPLE TIMES IN THAT SAME WORKFORCE POPULATION? VERY POSSIBLE. I THINK THE REALITY IS, IS ANYTIME WE DO TESTING, IN MANY WAYS THAT'S A SNAPSHOT, ESPECIALLY WHEN WE'RE DOING A FOCUSED MASS TESTING ON ON A CONGREGGATE GROUP WHERE WE KNOW AND FEEL THAT THERE ARE SIGNIFICANT CHALLENGES. YOU DO IT ONCE. THAT'S GOING TO GIVE US A GOOD FRAMEWORK TO WORK FROM. BUT THINGS CAN CHANGE VERY RAPIDLY. AND TWO WEEKS LATER, WE MAY BE IN A VERY DIFFERENT SITUATION. SO I THINK IT'S FROM THAT PERSPECTIVE, WE CAN'T JUST DO IT ONCE AND WALK AWAY. BY THE SAME TOKEN, WE NEED TO MANAGE THOSE RESOURCES AND LOOK AT MORE GLOBALLY. WHAT IS THE POTENTIAL FOR THAT TO SPREAD INTO THE COMMUNITY AS FAMILY MEMBERS ARE INVOLVED AND THE LIKE. SO THIS GIVES US AN OPPORTUNITY TO ADDRESS IT AT THESE CRITICAL FACILITIES, BUT IT ALSO GIVES US THE OPPORTUNITY TO GAIN A FRAMEWORK OF HOW DO WE ADDRESS IT MORE GLOBALLY THROUGHOUT THE COMMUNITY. SO KIND OF BASED ON THAT. I'VE GOT ONE QUESTION FOR YOU ABOUT TESTING, THOUGH. YOU KNOW, IT DOES OCCUR THAT WHENEVER SOMEBODY DOES GO THERE, THEY DO TEST POSITIVE FOR THE VIRUS. AND THEN LATER ON, THEY'RE SUPPOSEDLY THAT THEY'RE WELL AND HEALTHY AND THEY TEST POSITIVE FOR THE ANTIBODIES LIKE THEY'RE SUPPOSED TO, BUT THEY TEST THEM AGAIN AND THEY'RE STILL THROWING OFF THE VIRUS. SO I WOULD THINK IT WOULD BE IMPORTANT, ESPECIALLY IN THIS CLOSED ENVIRONMENT, AS THESE ARE TOGETHER AT A MEAT PACKING PLANT. I KNOW AND I KNOW WE DON'T NORMALLY OR THOSE THAT ARE COMPLEX THING WHEN WE ALL THEM HEALTHY HERE. BUT THERE I WOULD HOPE THAT THEY WOULD BE FOLLOWING UP WITH TESTING TO MAKE SURE THAT THEY'RE NO LONGER TESTING POSITIVE FOR THE ACTIVE VIRUS. IS THAT A POSSIBILITY? I WOULD AGREE WITH YOU ON FROM THAT PERSPECTIVE. THIS IS SOMETHING THAT DR. MILTON, WORKING CLOSELY WITH THE PROFESSIONALS AT THE STATE LEVEL, ON THE FEDERAL LEVEL, FROM FROM A MEDICAL PERSPECTIVE, ARE WORKING HARD TO MAKE THOSE DETERMINATIONS. ONE OF THE SIGNIFICANT CHALLENGES RELATED TO THAT WOULD I'VE HAD CONVERSATIONS WITH WITH DR. LAMANTEER, DR. WISE, RELATED TO THIS, IS THAT SOMEBODY WHO TESTS POSITIVE TENDS TO TO SHOW A POSITIVE TEST FOR AN EXTENDED PERIOD FOR WHATEVER REASON. EVEN ONCE THOSE ANTIBODIES DEVELOP AND THE LIKE, IT SEEMS THAT THAT PCR TEST CONTINUES TO REPEAT THOSE THAT YOU'RE STILL CARRYING THE DISEASE FOR A PERIOD OF TIME. WOULD THAT MAKE IT VERY DIFFICULT FOR THAT TO BE A CONFIRMATORY TOOL THAT YOU ARE NO LONGER CONTAGIOUS TO TO OTHERS KIND OF THING. SO THAT'S REALLY MORE DYNAMICS THAT ARE BEING WORKED BY MEDICAL PROFESSIONALS ON HOW BEST TO ADDRESS THAT AND TO EFFECTIVELY DO THAT. BUT BUT THAT IS ONE OF THOSE CHALLENGES THAT WE'VE HEARD A LOT OF FRUSTRATION ON. HOW DO WE BEST CLEAR PERSONNEL TO COME BACK TO A WORKPLACE, WHETHER IT'S AT A HOSPITAL OR A MEATPACKING PLANT OR ANYWHERE, WHEN WHEN WHEN THIS DISEASE KIND OF HAS THIS DYNAMIC OF SEEMING TO CONTINUE TO SHIFT FOR A PERIOD OF TIME MAY NOT BE A SITUATION WHERE CONTAGIOUS STILL, BUT THE TESTING WILL STILL PICK IT UP AS YOU ARE A CARRIER OF THE DISEASE. INTERESTING. DOES THAT MEAN YOU'RE SHEDDING VIRUS. OR DO THEY NOT? I DON'T. I DON'T BELIEVE SO. AND THAT'S THAT'S WHERE I THINK DR. MILTON BETTER ADDRESS IT. ALL THE ALL THE RESEARCH AND DATA IS CONFIRM IS BASICALLY STATE STATING THAT THAT PERIOD OF TIME WAITING ONCE YOU ARE ASYMPTOMATIC, AFTER YOU'VE KIND OF EXPERIENCED DISEASE, PROVIDES THAT FRAMEWORK THAT GENERALLY SPEAKING, YOU'RE NOT SHEDDING DISEASE ABD NO LONGER CONTAGIOUS. BUT THAT'S REALLY MORE OF A MEDICAL QUESTION THAT I'M SURE DR. MILTON COULD FURTHER ADDRESS. [00:40:06] ANY TALK OF CLOSING THE PLANT, KEVIN, THAT YOU'VE HEARD OF? NO, MA'AM. EVERYBODY'S FOCUS IS ON HOW DO WE MAINTAIN THE PLANTS OPERATING AS PART OF THE CRITICAL INFRASTRUCTURE OF THE NATION. AND FOR EVERYONE INVOLVED IN THE PROCESS FROM THE CITY TO CDC TO DSHS. AND USDA, PROBABLY THE PERSON THAT SUMMED IT UP THE BEST WAS DR. [INAUDIBLE] WITH USDA WHEN SHE SAID HER GOAL, AT LEAST WITH REGARD TO USDA, IS TO HELP ADDRESS THESE CHALLENGES BEFORE THEY HAVE TO SHUT DOWN A PLANT, NOT AFTER. SO THAT'S WHAT THIS WHOLE EFFORT IS FOCUSED ON. SO AS FAR AS I'M AWARE, THERE HASN'T BEEN ANY CONCRETE CONVERSATION ABOUT SHUTTING DOWN ANY PLANTS. AND WHEN THE CDC IS LOOKING, I KNOW, I KNOW THEY'RE FOCUSED ON THE PACKING PLANTS, BUT WHEN THEY WHEN THEY LOOK AT PACKING PLANTS AROUND THE NATION, STRATEGIES THAT HAVE WORKED THERE, AND THEN THEY COME TO AMARILLO AND THEY START CUSTOMIZING THOSE STRATEGIES TO WORK IN OUR COMMUNITY. SO THEY WILL BE LOOKING AT WHERE IT'S SPREADING IN OUR COMMUNITY AND HOW IT RELATES POSSIBLY TO THE PACKING PLANTS. ONE PIECE OF DATA THAT I THOUGHT WAS INTERESTING. I WANT TO MAKE SURE WE BRING BACK TO THEM IS CASES SEEM TO BE ABOUT FORTY ONE PERCENT RELATED TO EMPLOYEES THAT WORK IN THE PACKING PLANTS, BUT THAT THAT ONLY REPRESENTS ABOUT FIVE PERCENT OF OUR WORKFORCE. SO I'M I'M JUST REALLY CURIOUS FOR THEM TO DIG IN AND FIGURE OUT. WHY? I MEAN, IT IS POSSIBLE THAT IT IS JUST THEIR COMBINED CONFINED WORKING CONDITIONS. BUT NOW THAT THE PLANTS ARE TRYING SO HARD TO FOLLOW THE CDC. WHAT'S THAT DIFFERENTIAL? YOU KNOW, WHY IS IT TIED TO THAT INDUSTRY? IF THEY'RE FOLLOWING THE CDC GUIDELINES, SO MANY SUCH A HIGH PERCENTAGE OF OUR CASES IS TIED TO PEOPLE WHO HAVE RELATIONSHIP TO A PACKING INDUSTRY. BUT YET IT'S SUCH A LOW NUMBER OF OUR WORKFORCE. YOU SEE WHERE I'M GOING WITH THAT? I JUST I WANT THAT PIECE OF INFORMATION PRESENTED TO THE CDC SPECIFICALLY SO THAT THEY ARE LOOKING AT OUR COMMUNITIES SPREAD. WHAT WE WANT IS TO PULL TOGETHER AS A TEAM AND FIGURE OUT HOW WE ALL DO THIS BETTER. I THINK IT'S JUST IN WATCHING SOCIAL MEDIA A LITTLE BIT, THERE'S SOME TEMPTATION TO GO BACKWARDS AND SAY, WELL, HOW DID THIS GET STARTED? AND I JUST THINK THAT IS NOT PRODUCTIVE CONVERSATION. WHAT WE WANT TO DO IS GOING FORWARD TO TALK ABOUT HOW WE WORK TOGETHER TO CREATE STRATEGIES THAT WE CAN PARTNER IN AND THAT WE CAN START ADDRESSING AND KEEPING PEOPLE SAFE EVEN BETTER. I KNOW THEY'VE BEEN ADDRESSING THAT, BUT. OUR POSITIVE CASE COUNT DOESN'T INDICATE THAT WE'VE FIGURED OUT WHAT'S DIFFERENT ABOUT THE AMARILLO COMMUNITY IN COMBINATION WITH THAT INDUSTRY AND WHY. WHAT WORKED FOR OTHER PACKING PLANTS DOESN'T SEEM YET TO BE WORKING HERE. I AGREE AND THAT THAT WAS A TOPIC OF CONVERSATION YESTERDAY WITH THE CDC TEAM AND THE DSHS TEAM. YOU KNOW, THERE THERE IS RECOGNITION THAT THIS IS NOT SOMETHING THAT THAT'S PROBABLY DIRECTLY ATTRIBUTABLE, ATTRIBUTABLE TO ACTIVITIES IN THE PLANT, THAT IT HAS A CONNECTION TO HOW FAMILIES AND GROUPS CONGREGATE OUTSIDE OF THE PLANT THAT HAVE A CONNECTION TO THE PLANT. SO WE HAVE ASKED THEM THAT, THAT IN THEIR ASSESSMENT OF ACTIVITIES AND WHILE THEY CERTAINLY ARE FOCUSED ON LOOKING AT INTERNAL PLANT OPERATIONS. SOME OF THAT INCLUDES WHAT IS THE LIFESTYLES OF THE FAMILY MEMBERS, THE PEOPLE THAT WORK THERE, HOW THEY INTERACT WITH THEIR LIVING CONDITIONS ARE IN THE LIGHT THAT MAY BE ATTRIBUTING TO GREATER GROWTH IN THAT PARTICULAR SEGMENT THAT THAT THEN HAS A CONNECTION TO THE PLANT. SO CDC'S INDICATION DOES IS THEY'RE VERY MUCH ON BOARD WITH THAT. THEY'RE VERY MUCH GOING TO WORK WITH US TO TRY TO LOOK AT IT. IN TOTAL. IN THE PAST, WE'VE DONE BUSINESS CONTINUITY REVIEWS OF THE MEAT PACKING INDUSTRY, OF THE BEEF INDUSTRY IN GENERAL. AND EVERY BIT OF THOSE ASSESSMENTS FROM FROM A HOMELAND SECURITY STANDPOINT LOOKED AT THE TOTAL INDUSTRY, RECOGNIZING EVERYTHING FROM THE POWER COMPANIES, PROVIDING POWER TO THE PLANTS, TO THE TRUCKING INDUSTRY THAT'S MOVING THE PRODUCTS AROUND THE PANHANDLE AND THE LIKE, THAT THAT IF YOU BREAK ANY POINT IN THAT CHAIN, YOU'RE GOING TO IMPACT THE INDUSTRY. AND I THINK THIS IS NO DIFFERENT RELATED TO THESE MEAT PACKING PLANTS AS WE NEED TO LOOK AT IT IN TOTAL AND AND NOT JUST FOCUS PURELY ON WHAT'S HAPPENING IN ONE PARTICULAR SET OF OPERATIONS AT THE PLANT, BUT LOOKING AT WHAT IT WHAT WHAT TAKES PLACE ONCE THEY LEAVE THE PLANT AND GO HOME AT THE END OF THE DAY. [00:45:01] AND IS THAT CONTRIBUTING TO SOME ACTIVITIES RELATED TO THIS? SO IT WAS FROM THAT THE CDC REMAINED VERY COMMITTED TO WORKING WITH US ON WHY, ALONG WITH DSHS AND LOOKING THAT IN TOTAL. I'VE HAD QUITE A FEW QUESTIONS TO JUST ABOUT WHAT SOCIAL SERVICES ARE AVAILABLE TO FAMILIES WHO, IF THEY HAD A POSITIVE TEST, COME BACK AND MAYBE THEY HADN'T GONE TO THE GROCERY STORE. THEY LIVE PAYCHECK TO PAYCHECK AND, YOU KNOW, THEIR PANTRY LOOKS LIKE A WEEK'S WORTH OF GROCERIES AND NOW THEY CAN'T. NO ONE IN THEIR HOUSE CAN LEAVE TO GO TO THE GROCERY STORE BECAUSE THEY'RE ALL QUARANTINED. SO WHAT ARE WE DOING TO ADDRESS THE NEEDS OF PEOPLE THAT NEED FOOD AND WHO NEED ACCESS TO GROCERIES? MAYOR. WELL, I THINK ONE THING THAT'S A DON'T KNOW IF YOU ASK THAT QUESTION ON PURPOSE. BUT THERE IS SOMETHING THAT'S GOING ON THIS WEEK. LET ME THINK. YES, I DID ASK THAT QUESTION ON PURPOSE. OK. WELL, IT DOES LEAD IN VERY GOOD TO THIS. THIS WEEK ON FRIDAY, WE'RE GOING TO HAVE A POP UP FOOD PANTRY. IT'S NOT THE CITY DOING IT. WE'RE FACILITATING IT. WE'RE PROVIDING A LOT OF SUPPORT FOR IT. BUT IT'S BECAUSE OF A LOT OF COMMUNITY PARTNERS THAT ARE MAKING THIS POSSIBLE. SO OUR AGRICULTURE COMMUNITY, I'M GOING TO MENTION A LOT OF COMPANIES BY NAME. IT'S OUR HIGH PLAINS FOOD BANK. IT'S HILLSIDE CHURCH. AND AND THERE'S ALSO PARTNERS IN THIS THAT DON'T WISH TO BE NAMED, BUT THEY'RE MAKING SIGNIFICANT CONTRIBUTIONS. I THINK THAT'S IMPORTANT TO NOTE THAT THIS IS MUCH LARGER THAN ANY ONE ENTITY. BUT OUR HIGH PLAINS AREA AGRICULTURE COMMUNITY, OUR HIGH PLAINS FOOD BANK AND HILLSIDE CHURCH, CAN COME TOGETHER AS PART OF A FOOD PANTRY. THAT'S GOING TO BE MAY 8 FRIDAY THIS FRIDAY AT THOMPSON PARK. PEOPLE ARE GOING TO ENTER THOMPSON PARK OFF OF HASTINGS AND [INAUDIBLE] AND RECIPIENTS ARE ASKED TO WEAR MASKS AND PRACTICE SOCIAL DISTANCING GUIDELINES. ALSO ASKED THAT THEY NOT SHOW UP UNTIL 1:00. WE'RE GOING TO START AT ONE O'CLOCK. AND WHAT WE NEED TO NOT HAPPEN IS FOR HUNDREDS, IF NOT THOUSANDS OF CARS TO QUEUE UP BEFORE THEN. WE'RE GONNA HAVE PLENTY OF TIME TO ADDRESS EVERYBODY THAT COMES BY. BUT WE ASK YOU TO COME AFTER ONE, START AT ONE, AND DON'T COME BEFORE THAT, BECAUSE QUEUING UP THAT THAT LARGE AMOUNT OF QUEUING IS GOING TO BE A CHALLENGE FOR US. SO WE HAVE PLENTY OF FOOD AND WE'LL BE OPEN FOR A LONG TIME. PACKS ARE GONNA BE GIVEN ON A FIRST COME, FIRST SERVE BASIS. I DON'T KNOW THAT'S TRUE. BUT LIKE I SAID, WE HAVE A LOT OF FOOD COMING AND IT'S GONNA BE LIMITED. ONE PER VEHICLE. THERE'S TWO THOUSAND PACKS AVAILABLE TO FAMILIES IN NEED. SO THAT'S A LOT OF FOOD. SO WHEN YOU CONSIDER WE HAVE TWO HUNDRED THOUSAND PEOPLE THAT ARE GOING TO BUILD TO TWO THOUSAND, FULLY ONE PERCENT OF EVERYTHING, EVERYONE, EVERYONE THAT WE HAVE NO VERIFICATIONS CAN BE REQUIRED TO RECEIVE FOOD. WE PLEASE SHOW UP AT 1:00 OR LATER. YOU CAN ARRIVE. YOU HAVE TO RIDE IN A VEHICLE. SO NO BICYCLE'S, NO PEDESTRIANS. EVERYONE NEEDS TO WEAR A MASK. SO THAT'S WHAT WE'RE ASKING. BUT THAT'S GONNA BE A BIG DEAL. WE'RE GONNA RUN OVER TWO THOUSAND ROUND TWO THOUSAND CARS THROUGH THERE IN A HANDFUL OF HOURS. SO WE WANT TO MAKE SURE THAT EVERYONE KNOWS THAT WE HAVE THAT GOING ON THIS WEEKEND OR ON FRIDAY. BUSINESSES THAT ARE SUPPORTERS INCLUDE AFFILIATED FOODS, BAPTIST COMMUNITY SERVICES, CACTUS CARES, [INAUDIBLE] MAINE FOODS, [INAUDIBLE] BEEF PACKERS, CITY OF AMARILLO, HIGH PLAINS FOOD BANK, HILLSIDE CHRISTIAN CHURCH, [INAUDIBLE] CHEESE COMPANY, JACKS TRANSPORT, LARSON FARMS, NUTRI BLEND, SARAH FARMS, SOUTHWEST DAIRY FARMERS AND THE TEXAS CATTLE FEEDERS ASSOCIATION. BUT IT'S IMPORTANT TO NOTE THERE'S THERE'S OTHER GROUPS AND THEY'RE NOT BEING NAMED. AND THAT'S BECAUSE IT'S THEIR CHOICE. BUT THIS IS A BIG DEAL. IT'S GOING TO IT'S GOING TO SERVE A LOT OF PEOPLE. SO, MAYOR, I THINK THAT'S WHAT YOU'RE LOOKING FOR. ACTUALLY, I'M REALLY GLAD TO HEAR THAT REPORT, BUT ACTUALLY WHAT I WAS LOOKING FOR ARE PEOPLE THAT ARE MORE HOMEBOUND, YOU KNOW, BECAUSE IF THEY'VE BEEN TESTED POSITIVE, THEN THEY'RE NOT SUPPOSED TO LEAVE THEIR HOUSE. HOW HOW ARE WE PLUGGING THEM INTO SOCIAL SERVICES? ARE WE EXPECTING THAT EMPLOYERS TO DO THAT? IS THAT SOMETHING CDC CAN STEP IN AND HELP WITH? JUST IS THERE SOME HOTLINE THAT SAYS WE'RE QUARANTINE AND WE DON'T HAVE GROCERIES? I MEAN, CLEARLY WORRIED ABOUT FOLKS THERE ALONG THOSE LINES. AND I THINK IF YOU GOT A LITTLE BIT OF THAT INFORMATION YESTERDAY AND THE OTHER DAY THAT IN MANY CASES. PUBLIC HEALTH IS IN CONTACT WITH ALL OF OUR ARE OUR POSITIVES ON A DAILY BASIS. SO THEY HAVE A GROUP OF PROFESSIONALS OR INDIVIDUALS THAT ARE BASICALLY CONTACTING EVERY POSITIVE CASE AND JUST VISITING WITH THEM, CHECKING IN WITH THEM AS THEY WORK THROUGH THEIR QUARANTINE PERIOD. NOW, AS THE NUMBER GROWS, THAT THEY HAVE INCREASING CHALLENGES TO CONTINUE TO MEET THAT DEMAND. BUT THAT IS A COMMITMENT THAT THEY CONTINUE TO MAKE TO TRYING TO DO THAT, THAT REACH OUT EVERY DAY. AND IN MANY CASES, THEY HAVE HAD INDIVIDUALS COMMENT TO THEM THAT, [00:50:01] YOU KNOW, THEY THEY ARE STRUGGLING TO GET FOOD AND THE LIKE. AND REALLY JUST AT A GRASSROOTS LEVEL, THAT THE GREAT STAFF THAT WE HAVE OVER IN PUBLIC HEALTH HAS JUST GONE OUT OF THEIR WAY TO JUST TAKE CARE OF THAT, HELP THOSE INDIVIDUALS IN THE LIFE WHERE WE ARE TAKING A STEP BACK. WITH THAT, AS WE'VE BEEN MADE AWARE OF IT, AND BASICALLY PUBLIC HEALTH IS GOING TO START COORDINATING WITH OUR IS IT A MANAGEMENT TEAM? AND WE HAVE SOME PARTNERS HERE IN THE COMMUNITY THAT ARE SOME OF THE SAME PARTNERS THAT ARE WORKING ON THIS COMMUNITY FOOD BANK THAT ARE STEPPING UP AND ARE GOING TO WORK WITH US ON TRYING TO CREATE AN AVENUE TO WHERE WE CAN DO SOME SOME FOOD DELIVERIES TO THOSE THAT ARE IN ISOLATION AND QUARANTINE ORDERS AND THE LIKE. SO THAT THAT'S THAT'S IN PROCESS. THEY'VE BEEN KIND OF JUST HANDLING IT UNDER THE RADAR. SO I. I COULDN'T BE PROUDER OF OUR PUBLIC HEALTH TEAM. THEY'VE JUST KIND OF TAKEN IT UPON THEMSELVES AS AS THEY WERE MADE AWARE OF ISSUES. BUT THAT WILL NOW BE ONE OF THE THINGS THAT THEY WILL BE INQUIRING ABOUT IS, IS ARE YOUR NEEDS BEING MET? IS THERE SOMETHING WE CAN DO? AND THEY KIND OF HIT THAT ALREADY, BUT MAYBE A MORE INTENTIONAL EFFORT. AND THEN FROM THAT, CREATING A MECHANISM WHERE WE CAN GET SOME SOME FOOD STAPLES DROPPED OFF TO THOSE INDIVIDUALS, THOSE FAMILIES THAT THEY MAY BE IN ISOLATION AND DON'T HAVE THE MEANS TO GET OUT AND GET THOSE ITEMS. HOW MANY PHONE CALLS ARE THEY MAKING A DAY NOW, KEVIN? THERE ARE CURRENTLY, AS FAR AS INTAKE THERE, THEY'RE GETTING SOMEWHERE AROUND 280 TO 300 CALLS A DAY. AS FAR AS I'LL TAKE THEY'RE CONTACTING EVERY ONE OF THEIR POSITIVES SO THAT THEY'RE WELL OVER A THOUSAND A DAY THAT THEY'RE CALLING OUT. AND THEY'RE DOING THAT WITH THE TEAM NOW. AND THEN WE CONTINUE TO WORK TO EXPAND THAT. PART OF THAT IS AS WE CONTINUE TO EXPAND TESTING, THOSE NUMBERS ARE GOING TO GROW. SO THAT TEAM CONTINUES TO DO THE YEOMAN'S EFFORT OF REACHING OUT AND TRYING TO MAINTAIN A REGULAR CONTACT WITH INDIVIDUALS. I KNOW WE GOT SOME FEEDBACK THAT THAT FROM A COUPLE OF INDIVIDUALS THAT SAID, HEY, I GOT TESTED, BUT I HAVEN'T GOTTEN A CALL BACK AND SOME OF THAT. AND THERE ARE SOME CHALLENGES RELATED TO THAT. IF YOU WERE TESTED THROUGH A PRIVATE HEALTH CARE PROVIDER, THE PRIVATE HEALTH CARE PROVIDER SHOULD BE PROVIDING THAT INFORMATION TO PUBLIC HEALTH. BUT SOMETIMES THOSE THINGS ARE DELAYED, MAYBE DON'T HAPPEN AS QUICKLY AS THEY NEED TO. SO THERE'S ALWAYS THAT OPPORTUNITY IF ANYBODY HAS ANY QUESTIONS OR CONCERNS OR OR, YOU KNOW, HAS GONE TO THE DOCTOR AND HAS TESTED AND GOTTEN INFORMATION BACK, THEY SHOULD CONTACT THREE SEVEN EIGHT SIX THREE ZERO ZERO AND CONTACT PUBLIC HEALTH AND COMMUNICATE THAT WITH THEM IF THEY HAVE THOSE CONCERNS. AND WE CERTAINLY WILL WORK WITH THEM TO TRY TO IDENTIFY ANY CHALLENGES THAT WE HAVE ON INFORMATION FLOW. MOST OF OUR DOCTORS AND PROFESSIONALS IN THE COMMUNITY HEALTH CARE HAVE DONE A GREAT JOB, ARE COMMUNICATING VERY EFFECTIVELY WITH US THAT THAT'S BEEN SOMETHING THAT WE WORKED ON FROM DAY ONE. BUT OCCASIONALLY SOMETHING WILL FALL THROUGH THE CRACKS AND MAYBE SOMEBODY DOES IT HERE FOR A COUPLE OF DAYS. AND THOSE ARE THE THINGS WE WANT TO KNOW ABOUT AS QUICKLY AS WE CAN AND GET THOSE ADDRESSED QUICKLY. I MEAN THERE ARE GROUPS IN THE COMMUNITY THAT ARE STEPPING UP AND DOING SOME OF THIS AS WELL. JUST THROUGH SOCIAL MEDIA AND DIFFERENT FORMS OF COMMUNICATION. SO TO BE ABLE TO UTILIZE SOME OF THOSE GRASSROOTS GROUPS, HOW WOULD WE PLUG THEM IN TO TALK TO SOME OF THIS INFORMATION? WOULD THERE BE A PARTICULAR CONTACT THAT SOMEONE FROM THOSE GROUPS COULD CONTACT AT THE CITY TO SAY, YOU KNOW, SO WE HAVE A GROUP OF PRIVATE CITIZENS WITH THE RESOURCES AND TIME AND A DESIRE AND A HEART TO BE HELPING. AND SOMETIMES THE CITY KNOWS BETTER, POSSIBLY THROUGH WHAT YOU'RE DESCRIBING, SOME OF THOSE PEOPLE IN NEED. SO HOW DO WE MATCH THEM UP? THERE'S A LOT OF MECHANISMS. BOTTOM LINE IS THAT THAT INFORMATION GETS TO THE CITY MANAGEMENT OFFICE AND WE CAN REALLY ROLL THAT OUT TO THE INCIDENT MANAGEMENT TEAM. LIKE I SAID, RELATED TO EACH OF THESE OPERATIONS, THAT INCIDENT MANAGEMENT TEAM IS HELPING TO COORDINATE AND FACILITATE ACTIVITIES. SO IT'S NOT NECESSARILY THAT WE'RE TAKING CHARGE OF THAT, BUT WE PROBABLY KNOW THE PERSON WHO IS LEADING THOSE EFFORTS. SO, FOR EXAMPLE, THERE THERE'S A LOCAL GROUP IS WORKING HARD ON TRYING TO ADDRESS SOME OF THESE FOOD CHALLENGES SO WE CAN GET THAT INFORMATION TO OUR COMMUNITY DEVELOPMENT DEPARTMENT, WORKING VERY CLOSELY WITH OUR SERVICE PROVIDERS RELATED TO THE HOMELESS. MATTER OF FACT ON THURSDAY, THEY'RE LOOKING FOR SOME NEW OR GENTLY USED FURNITURE TO HELP US POPULATE SOME OF THE APARTMENTS THAT WE'RE MOVING SOME OF OUR HOMELESS POPULATION INTO. SO SO THERE WILL BE SOME INFORMATION THAT'LL COME OUT ON THAT. SO THERE'S A LOT OF THOSE TYPES OF OPPORTUNITIES WHERE IF SOMEBODY HAS AN INTEREST OR WILLINGNESS, OBVIOUSLY, IF THEY CONTACT ONE OF YOU, THEN YOU CAN FORWARD THAT INFORMATION TO US. BUT BY THE SAME TOKEN, IF THEY CAN'T CONTACT THE CITY MANAGER'S OFFICE, IT WILL EITHER GET THEM IN TOUCH WITH THE INCIDENT MANAGEMENT TEAM OR THE RIGHT ORGANIZATION TO GET THEM PLUGGED IN TO DO THAT. I KNOW PLAINS FOOD BANK IS DOING A LOT. SOME OTHER GROUPS THAT DO SIMILAR TYPE ACTIVITIES ARE VERY FOCUSED ON WORKING HARD ON THAT. JARED MADE IT, GAVE US A LAUNDRY LIST OF COMPANIES AND BUSINESSES ARE STEPPING UP [00:55:04] AND HELPING WITH THAT IN OUR HOMELESS SERVICES. WE'VE HAD JUST TREMENDOUS OUTREACH AND SUPPORT WORKING WITH US ON TRYING TO ADDRESS SOME OF THE CHALLENGES WITH OUR HOMELESS POPULATION AND DISPERSING THAT TO TRY TO MAXIMIZE THE POTENTIAL FOR FOR SOCIAL DISTANCING IN THOSE CHALLENGING ENVIRONMENTS. IT'S BEEN VERY EFFECTIVE. SO SO WE'VE IT'S HUMBLING TO SEE THE OUTPOURING OF SUPPORT. AND REALLY OUR ROLE IS TO JUST SIMPLY PLUG THEM IN WITH WHEREAS THE RIGHT THING. AND TO BE HONEST, WE MAY NOT ALWAYS HAVE THE ANSWER RIGHT AWAY, BUT WE'RE ALWAYS LOOKING FOR THOSE OPPORTUNITIES AND THOSE ANSWERS SO THAT WE CAN GET THAT PLUGGED IN. AND, YOU KNOW, MAYBE FOUR INDIVIDUALS THAT THEY HAVE AN IDEA THAT WAS THAT SOMETHING YOU WOULD RUN WITH? AND IF WE GOT TO THE RIGHT PEOPLE WITH THE RIGHT CONNECTIONS. SO SO WOULD IT BE THE PHONE NUMBER YOU MENTIONED EARLIER? NOW, THAT WOULD BE PUBLIC HEALTH. I APOLOGIZE. I DON'T KNOW FRANCIS'S PHONE NUMBER. I USUALLY JUST WALK DOWN THE HALLWAY AND I CAN VISIT WITH HER. BUT, YOU KNOW, THEY CALL THREE SEVEN EIGHT THREE THOUSAND, WHICH IS THE MAIN CITY SWITCHBOARD NUMBER. JUST ASK FOR THE CITY MANAGER'S OFFICE AND WE CAN FRANCIS WOULD BE HAPPY TO TAKE THAT INFORMATION. WE CAN GET IT FORWARDED TO THE RIGHT INCIDENT MANAGEMENT TEAM MEMBER OR THROUGH THE RIGHT, THE ASSISTANT CITY MANAGER, ET CETERA. OK, THANK YOU. FRANCIS. DO YOU WANT TO TELL US YOUR DIRECT DIAL? YES, MA'AM. IT'S 378 3014. THANK YOU. I WOULD JUST SAY I WAS VERY TOUCHED OVER THE WEEKEND AS I WAS HEARING STORIES COMING OUT OF PUBLIC HEALTH AND I WANTED TO SPECIFICALLY HEAR HOW MANY PHONE CALLS THEY'RE MAKING EVERY DAY. I WANTED OUR CITIZENS TO HEAR THAT THIS IS A LARGE TEAM. HOW MANY PEOPLE? 40 PLUS TEAM. KEVIN? YEAH. THE DEPARTMENT NORMALLY IS ABOUT THIRTY SEVEN. THEY'VE EXPANDED THAT. OBVIOUSLY, WE'VE GOT STAFF FROM THE CIVIC CENTER, FROM THE LIBRARIES, FROM OTHER DEPARTMENTS THAT ARE OVER THERE AUGMENTING THEM. THEY BROUGHT IN SOME TEMPORARY STAFFING FROM FROM A NURSING AGENCY HERE IN TOWN. SO, SO THAT THAT TEAM IS NOT AS BIG AS YOU WOULD THINK IT IS. BUT THEY ARE DOING A TREMENDOUS AMOUNT OF WORK. AND I COULDN'T BE PROUDER OF OUR PUBLIC HEALTH DEPARTMENT, CASEY AND HER ENTIRE TEAM STEPPING UP A MEETING CALL AS WE CONTINUE TO WORK THROUGH THIS. YES. AND WHILE I WAS GLAD TO GET A PHONE CALL FROM THE GOVERNOR AND HE WAS THE ONE WHO SAID THERE'LL BE A STRIKE TEAM COMING IN FROM THE CDC TO HELP US WITH STRATEGIES THAT HAVE WORKED AT OTHER MEATPACKING PLANTS. WE'RE VERY GRATEFUL FOR THAT QUICK RESPONSE FROM THE GOVERNOR FOR HIS LEADERSHIP. AND I DIDN'T WANT IN ANY WAY FOR THAT TO REFLECT NEGATIVELY ON THE WORK THAT OUR PUBLIC HEALTH DEPARTMENT HAS BEEN DOING BECAUSE THEY HAVE BEEN WORKING AROUND THE CLOCK, LITERALLY. THEY'RE NOT TAKING DAYS OFF. THEY ARE WORKING TO SAY THEY'RE WORKING EXTRA HOURS, DOESN'T EVEN BEGIN TO DESCRIBE IT. AND SO JUST HEARING THE NUMBER OF PHONE CALLS THEY'RE MAKING EVERY DAY BEGINS TO PAINT THE PICTURE FOR THE VOLUME OF WORK, THE PACE OF WORK THAT THEY'RE DOING. THEY'RE A VERY DEDICATED TEAM. THEY'RE VERY HIGHLY TRAINED BECAUSE THIS IS NOT JUST SOMETHING THAT ANYBODY CAN STEP IN AND PICK UP THE REINS ON. SO I REALLY RESPECT AND APPRECIATE WHAT THEY'RE SACRIFICING TO WORK ON THE FRONT LINES FOR OUR CITY RIGHT NOW. AND I JUST WANTED TO BE VERY INTENTIONAL ABOUT SAYING THAT TODAY. JARED, YOUR LEADERSHIP OVER THAT TEAM. KEVIN, YOUR LEADERSHIP OVER THAT TEAM. YOU KNOW, OF COURSE, CASEY IS OUT WORKING AS WE SEE HER LEADERSHIP OVER THAT TEAM. IT IS IMPRESSIVE. AND THAT DOESN'T MEAN WE DON'T PRESS FOR. CAN WE GET THIS DATA? CAN WE SEE THIS CHANGE? CAN WE. BUT YOU GUYS RESPOND ALWAYS WITH. WE'LL MAKE THAT HAPPEN. LET'S FIGURE THAT OUT. WE'LL KEEP WORKING. YES. WE'RE SPENDING THINGS, SPINNING PLATES, AND WE'RE GONNA ADD THAT PLATE TO SPIN, TOO. SO I JUST APPRECIATE THE ATTITUDE AS WELL AS THE DEDICATION THAT THIS TEAM IS BRINGING TO OUR CITY RIGHT NOW. IT'S IT'S VITAL. MAYOR, THERE IS A LONGSTANDING MANTRA IN EMERGENCY MANAGEMENT THAT ALL DISASTERS BEGIN AND END LOCALLY. THE STATE AND THE FEDS COME IN AND THEY HELP US. THEY AUGMENT US. THEY BRING INVALUABLE RESOURCES TO US TO TRY TO STEM THE TIDE ON LARGE SCALE DISASTERS. BUT IN THE END, IT IS THE BOOTS ON THE GROUND. THE NURSES AT THE HOSPITAL, OUR PUBLIC HEALTH ARE FIRST RESPONDERS THAT DO THE JOB. WELL, THEY'RE DOING IT WELL IN A WAY THAT MAKES US PROUD. AND BEHIND ALL OF THAT EQUATION, OF COURSE, ARE THE PEOPLE AND SOME OF THE STORIES I HEARD THIS WEEK JUST WERE INCREDIBLY HUMBLING, LISTENING TO THE CONTACTS THAT THEY'RE MAKING AND PEOPLE DON'T EVEN WANT TO ASK FOR FOOD. [01:00:06] THEY JUST. WOULD YOU BRING A BOTTLE WITH TYLENOL? WE'LL COME TO FIND OUT. THEY HAVE PEOPLE IN THEIR HOUSEHOLD THAT NEED DIAPERS OR THEY DON'T EVEN WANT TO ASK FOR THOSE THINGS EITHER. SO I KNOW OUR COMMUNITY IS GENEROUS. I KNOW WE HAVE PEOPLE WHO WANT TO STEP FORWARD AND MEET THE NEEDS. SO I'M REALLY GRATEFUL THAT WE'RE WORKING TO PUT TOGETHER THE FRAMEWORK SO THAT PEOPLE WHO CAN MEET NEEDS CAN MEET WITH THE PEOPLE WHO HUMBLY BUT WITH HONOR AND RESPECT CAN STILL GET HELP. THE HELP THAT THEY NEED DURING THIS CRISIS FROM OUR. SO DO WE HAVE ANY OTHER QUESTIONS? IT'S A LONG REPORT, BUT. WE'LL MAKE SURE WE'VE COVERED EVERYTHING. KEVIN, I HAD A QUESTION ON CASES WITHIN OUR OUR HOMELESS COMMUNITY, ARE WE SEEING ANY MAJOR OUTBREAKS? WE HEAR A LOT ABOUT THE MEATPACKING PLANTS WE YOU'VE BEEN UPDATED ON FROM THE PRISON. BUT WITHIN OUR HOMELESS COMMUNITY. DO WE. WHAT ARE THE NUMBERS LIKE? NO, MA'AM. THERE'S THERE'S VERY FEW CASES IN THE HOMELESS COMMUNITY. THERE HAVE BEEN A NUMBER OF INDIVIDUALS WHO HAVE COME DOWN WITH VARIOUS ILLNESSES. WE'VE ISOLATED THEM. WE'VE HAD THEM TESTED IF IT WAS APPROPRIATE. AND THEN AND THEN AND THEY WORKED WITH THEM ON ON BASICALLY KEEPING THEM OFF THE STREET, UNTIL THEY GOT WELL, SO TO SPEAK. WE'VE HAD A COUPLE OF CASES WHERE SOMEBODY IS TESTED POSITIVE FOR COVID AND HAS REMAINED IN ISOLATION. AND WE'VE PROVIDED THAT TO THROUGH BASICALLY A LOCAL HOTELIER WHO'S WHO STEPPED UP AND WORKED WITH US TO TO PROVIDE SOME ROOMS RELATED TO THAT. SO OUR COMMUNITY DEVELOPMENT DEPARTMENT IS COORDINATING THAT AND CONTINUE TO WORK WITH IT. YOUR BOTTOM LINE IS A LOT OF OUR FOCUS IS TO REDUCE THE POPULATIONS IN OUR EMERGENCY SHELTERS. SO WE'VE BEEN BOTH MOVING PEOPLE INTO APARTMENTS, INTO HOTELS AND VARIOUS OTHER LOCATIONS TO TRY TO DISPERSE IT SO THAT OUR CENSUS IN THE HOMELESS SHELTERS AND THE EMERGENCY SHELTERS IS ACTUALLY VERY LOW RIGHT NOW. AND THAT ALLOWS GROUPS LIKE THE SALVATION ARMY, [INAUDIBLE] SAUNDERS RESOURCE CENTER AND OTHERS TO PROVIDE BETTER SPACING AND THE LIKE SO THAT PEOPLE CAN EXERCISE SOME OF THAT SOCIAL DISTANCING THAT WE'RE TRYING TO APPLY ACROSS THE BOARD. SO I THINK ALL OF THAT AS HAS PAID OFF IN THAT WE'RE NOT SEEING A LOT OF ACTIVITY IN THAT SEGMENT OF OUR COMMUNITY. SO WE CONTINUE TO WORK ON ON THAT AND TRY TO IDENTIFY METHODS TO TO HELP THEM WITH THAT. AND KEVIN, DO WE HAVE A STATUS UPDATE ON OUR NURSING HOMES IN AMARILLO? WELL, WE HAVE SOME POSITIVES IN A NUMBER OF THE NURSING HOMES AND WE CONTINUE TO WORK WITH THEM FOLLOWING THE DSHS JUST IN THE HHSC, WHICH IS THE OTHER STATE AGENCY THAT WORKS DIRECTLY WITH NURSING HOMES TO ENSURE THAT THEY ARE FOLLOWING PROTOCOLS AND THE LIKE IN THOSE NURSING HOMES. OH, THEY WE HAVE PUT INTO PLACE VERY SIMILAR CONTROL ORDERS THAT HAVE BEEN USED IN OTHER PARTS OF THE STATE, PROVED TO BE VERY EFFECTIVE, TRYING TO SLOW THE SPREAD OF THE DISEASE WITH STAFF AND THE LIKE. SO BASICALLY LIMITING THEIR ABILITY TO WORK IN MULTIPLE FACILITIES AND THE LIKE, WHICH IS WHICH HELPS TO CONTAIN ANY ISSUES FROM SPREADING FROM ONE FACILITY TO ANOTHER. SO THERE'S A LOT OF THINGS THAT WE PUT IN PLACE WORKING WITH OUR OUR NURSING HOMES, OUR LONG TERM CARE FACILITIES. AND WHILE WE HAVE SEEN SOME CASES AND THAT'S ALWAYS A CONCERN BECAUSE THAT'S A VERY SUSCEPTIBLE POPULATION TO MORE SEVERE IMPACTS FROM THE DISEASE. THEY ARE WORKING DILIGENTLY WITH US AND WE'RE TRYING TO CONTINUE TO EVALUATE OPPORTUNITIES AND OPTIONS TO TO MINIMIZE THE DISEASE FROM EVER GETTING IN TO THE FACILITIES AND SHOULDN'T GET INTO THE FACILITIES, MINIMIZING ITS SPREAD DUE TO ISOLATION AND QUARANTINING OF THOSE INDIVIDUALS. QUESTIONS FOR KEVIN? IF NOT, WE ALSO HAVE MICHAEL KASHUBA I NEED TO HAVE HIM GIVE A BRIEF UPDATE ON SOME OF THE THINGS THAT ARE GOING ON IN PARKS FROM A BUDGETARY STANDPOINT, BUT ALSO FROM A CORONAVIRUS STANDPOINT. THIS IS NOT TO BE CONFUSED WITH PPARKS MASTER PLAN UPDATE. SO, MICHAEL, CAN YOU GO AHEAD AND JUMP IN? YES SIR. SO OBVIOUSLY, THERE'S BEEN A LOT OF QUESTIONS ABOUT PARK FACILITIES, WHAT FACILITIES ARE OPEN, WHAT FACILITIES ARE CLOSED AT THIS POINT? WHAT WE'VE OPENED UP OUR FACILITIES WHERE WE FEEL LIKE THERE ARE ADEQUATE ABILITY TO SOCIAL DISTANCE, THINGS LIKE SKATE PARKS, TENNIS COURTS, GOLF COURSES, A LOT OF THE AMENITIES THAT WE HAVE CHOSEN TO KEEP CLOSED DON'T ALLOW FOR THAT SOCIAL DISTANCING. SO THINGS LIKE PLAYGROUNDS, PAVILION'S AREAS WHERE PEOPLE ARE MORE PRONE TO CONGREGATE. SO THOSE FACILITIES ARE STILL CLOSED. ONE OF THE CHALLENGES THAT WE FACE, OBVIOUSLY, THE TIMING OF THIS PANDEMIC IMPACTS OUR [01:05:06] HIRING FOR OUR SEASONAL PROGRAMS, THINGS LIKE AQUATICS AND RECREATION. COMBINE THAT WITH ECONOMIC IMPACTS AND ALSO THOSE SOCIAL DISTANCING CONCERNS. AND AS A RESULT, OUR AQUATICS FACILITIES FOR THE SUMMER WILL BE REMAIN CLOSED, AS WILL OUR RECREATION SITES. WE'RE CURRENTLY WORKING WITH AISD TO COME UP WITH SOLUTIONS TO MAKE SURE THAT THE LUNCH SITES REMAIN OPEN FOR THE SUMMER. SO A QUICK SUMMARY. OUR AQUATIC FACILITIES WILL REMAIN CLOSED. OUR REC SITES WILL REMAIN CLOSED, BUT WE'RE WORKING CLOSELY WITH AREAS TO COME UP WITH SOLUTIONS FOR THE LAUNCH SITES. SO WHAT DO YOU WHAT'S THE LAST WORD YOU'RE SAYING, MICHAEL? I'M NOT UNDERSTANDING THAT THE WHAT SITES. THE LUNCH SITES. WE PROVIDE LUNCH TO THE COMMUNITY. THERE'S SOME SOME COMPLICATIONS WITH AISD'S GRANT. SO WE'RE WORKING CLOSELY WITH THEM TO MAKE SURE THAT THOSE LUNCHES ARE PROVIDED OVER THE SUMMER. SO WHAT'S THE ACTION DEFINITION REC SITE? SO WE HAVE NOT MULTIPLE RECREATION SITES AND YOU HAVE A REC LEADER EACH SITE, ALONG WITH SOME RECREATIONAL PROGRAMING. OBVIOUSLY, WE'RE RIGHT IN THE MIDDLE OF OUR HIRING AND WE'VE ACTUALLY STARTED OUR HIRING BACK IN JANUARY AND WE'VE BEEN UNABLE TO FILL THOSE POSITIONS. AND SO WE WON'T BE ABLE TO OFFER THOSE PROGRAMS THIS SUMMER. SO WHAT ABOUT LIKE THE PARKS AND THE BALL FIELDS FOR LIKE WE'VE GOT LIKE KIDS INC LIKE THEY'VE GOT SOFTBALL THAT WILL GO ON DURING THE SUMMER OR WE COULD GO UNDER IN THE SUMMER. IS THAT STILL GOING TO BE AVAILABLE WHERE YOU WILL MAINTAIN IS MAINTENANCE STILL GOING TO BE THERE AND THAT KIND OF THING? YES, WE'LL BE WORKING WITH THOSE ASSOCIATIONS. ONE OF THE CHALLENGES HAS ALSO BEEN THE SEASONAL FREEZE. SO PARK MAINTENANCE RIGHT NOW, INSTEAD OF OPERATING ON A WEEKLY MOW SCHEDULE, IS ON A BIWEEKLY MOW SCHEDULES. SO WE'RE NOT ABLE TO MOW OUR PARKS EVERY WEEK WITH THE STAFFING WE HAVE. SO WE'RE REALLY MOWING PARKS EVERY TWO WEEKS. AND SO WHEN ATHLETICS DOES COME BACK ONLINE, THERE WILL BE SOME CHALLENGES AND THE LEVEL OF SERVICE WE'VE PROVIDED IN THE PAST, WE WILL NOT BE ABLE TO PROVIDE THIS UPCOMING. BUT THERE STILL THE ABILITY FOR BASEBALL, SOFTBALL, THAT KIND OF THING THIS SUMMER. IT'S NOT GOING TO BE LIKE EVERYTHING'S CLOSED AND IT'S UNAVAILABLE. AS LONG AS IT'S COVERED IN THE GOVERNOR'S PLAN FOR THE REOPENING. WE'LL BE FOLLOWING THOSE GUIDELINES. OBVIOUSLY, RIGHT NOW, IT'S LIMITED TO OUTDOOR SPORTS, LESS THAN FOUR. SO THAT'S TENNIS AND THAT'S GOLF AS THOSE ORDERS CHANGE OR AS WE GET TO A NEXT PHASE. AND OBVIOUSLY WE'LL BE OPENING UP MORE AND MORE FACILITIES, THINGS LIKE WARFORD ACTIVITY CENTER, THE ZOO AND SOME OF OUR OTHER AMENITIES. OH, SO YOU WOULD DO FORESEE OPENING BACK UP THE WARFORD CENTER THIS SUMMER. IN TUNE WITH THE GOVERNORS PHASING. SO WHEN WHEN THEY FEEL IT'S APPROPRIATE TO OPEN UP GYM FACILITIES AGAIN, THAT'S WHEN WE WOULD LOOK AT REOPENING THE WARFORD. WOULD YOU OPEN UP THE POOL THERE. THE POOL AT WARFORD WILL WILL REMAIN OPEN. IT WILL BE THE OUTDOOR POOLS. OK. YEAH, THERE'S A LOT OF DIFFERENT COMPONENTS THAT EITHER WILL OR WON'T OPEN THAT ARE NOT EXACTLY DEPENDENT ON THE GOVERNOR'S ORDERS. YES, WE CAN OPEN AND OPEN THEM, BUT A LOT OF THOSE DECISIONS ARE BUDGETARY IN NATURE. FOR EXAMPLE, HOW FREQUENTLY WE MAINTAIN THE PARKS, HOW FREQUENTLY WE MOW, YOU KNOW, DO WE HAVE THE FINANCIAL CAPABILITY, KEEP THE POOLS OPEN, PARKS WILL STAY OPEN PEOPLE WILL BE ABLE TO USE THE PARKS, BUT CERTAIN COMPONENTS WILL STAY CLOSED THROUGHOUT THE SUMMER. CAN WE GET A LIST, JARED IS JORDAN GOING TO PREPARE THAT? SO IT'S REALLY CLEAR TO THE CITIZENS ABOUT WHAT'S GOING TO BE CLOSED AND WHAT'S GOING TO BE OPEN. I THINK WHAT I'M HEARING THE MAIN IMPACT IS THE POOLS ARE GOING TO BE CLOSED FOR THE SUMMER. AND AND SAY THAT, AGAIN? OUTDOOR SPORTS WILL HAVE AN IMPACT AS WELL. SO AN AREA OF CONCERN IS I UNDERSTAND WE'RE NOT MOWING. WE'RE JUST GONNA HAVE TO HAVE THAT THIS SUMMER OR WE'RE MOWING LESS. BUT I DO WANT TO MAKE SURE WE'RE CONTINUING TO WATER OUR TREES. I DON'T WANT TO LOSE WHAT WE LOST AT THOMPSON PARK THAT YEAR THAT WE DECIDED NOT TO WATER TREES. THAT WAS. YEAH, THINGS THINGS THAT HAVE WATER, THAT HAVE IRRIGATION, WE'RE GOING GONNA CONTINUE TO IRRIGATE, REALLY THE MOWING REDUCTION IT. IT ACTUALLY HIGHLIGHTS AN ALREADY KNOWN CHALLENGE THAT WE HAD IN THE PARKS IN OUR PARKS INVENTORY. WE HAD ALREADY GROWN WELL BEYOND OUR ABILITY TO MAINTAIN THE AMOUNT OF PARKS THAT WE HAVE. WE HAD NOT REALLY HAD A PLANNED WAY OF ABSORBING NEW PARKS OR TAKING ON NEW [01:10:07] PARKS. AND WHEN PARKS WERE OFFERED, WE TOOK THEM AND WE STARTED AND WE HAD MAINTAINED THOSE ADDITIONAL PARKS. BUT IT WAS DONE REALLY WITHOUT PLANNING. SO WE HAVE FAR MORE PARK FACILITIES THAN WE CAN, QUITE FRANKLY, AFFORD TO MAINTAIN. SO THAT'S ONE OF THE OBJECTIVES OF THE PARK MASTER PLAN, WHICH WE'RE GOING TO DISCUSS IN JUST MOMENT, IS TO DECIDE HOW TO MOVE FORWARD WITH THAT SO WE CAN RIGHT SIZE OF PARK INVENTORY AND MAKE IT MATCH THE AMOUNT OF RESOURCES THAT WE HAVE AVAILABLE TO MAINTAIN IT. THIS JUST EXACERBATED THAT ALREADY KNOWN PROBLEM WITH A DRAMATIC REDUCTION IN SALES TAX REVENUE, WHICH GOES IN WHICH IS ONE OF THE LARGEST FUNDING SOURCES FOR PARKS OPERATIONS. SO THIS IS IT NATURALLY IS ONE OF THE AREAS THAT IS HARDEST HIT BY SOME OF THESE REDUCTIONS IN REVENUE. MICHAEL IS GOING TO BE JUMPING INTO THE PARKS MASTER PLAN ENGAGEMENT PROCESS HERE IN JUST A MOMENT. IT'S GONNA BE A VERY BRIEF PRESENTATION WITH AN OPPORTUNITY FOR COUNCIL TO ASK QUESTIONS ON THAT. IF WE DON'T HAVE CORONAVIRUS QUESTIONS RIGHT NOW, WE COULD MOVE RIGHT INTO THAT. MAYOR, I'M NOT TRYING TO RUSH THIS I JUST WANT TO SAY THIS IS GOING TO BE A GERMANE TOPIC TO WHAT YOU JUST READ, WHAT YOU JUST ASKED. ANY OTHER QUESTIONS ABOUT THE BUDGETARY AND CORONA VIRUS CLOSINGS OF PARKS AND REC SERVICES THIS SUMMER? MICHAEL, I THINK YOU HAVE THE COOLEST BACKGROUND I'VE SEEN YET. WE'VE GOT SOME VERY CREATIVE PEOPLE ON OUR TEAM. [C. Parks Master Plan Update; and] I THINK IT'S FINE TO MOVE TO THE NEXT THING. ALL RIGHT. SO WITH WITH THAT SAID, WE NOW HAVE A PARKS MASTER PLAN UPDATE. I SAID IT'S GOING TO BE A VERY BRIEF UPDATE. TALK ABOUT WHY A MASTER PLAN TALKS ABOUT THE TIMELINE. TALK ABOUT PROCESS SUMMARY. AND THEN GO OVER SOME OF THE PUBLIC ENGAGEMENT PLANS THERE. SO, MICHAEL, ERIC, HELPFUL. OBVIOUSLY, MY NAME IS MICHAEL KASHUBA, DIRECTOR OF PARKS AND REC. THE PARKS MASTER PLAN WAS AWARDED BACK IN JUNE OF 2019. AND REALLY WHAT WE'RE TRYING TO DO IS USE IT TO HELP US ANSWER SOME QUESTIONS AND TO DETERMINE WHAT'S IMPORTANT TO OUR COMMUNITY. SO REALLY, WE THINK THERE'S FOUR THINGS THAT THE PARKS FINANCE PLAN HELPS US DO. IT HELPS US DETERMINE WHAT OUR PARKS AND REC NEEDS ARE. THAT HELPS US TO IDENTIFY WHERE THOSE SERVICE GAPS, OPERATIONAL CONSTRAINTS, AND ALSO WHERE ACCESS IS DESIRED TO DIFFERENT OPPORTUNITIES. I THINK ONE OF THE MOST IMPORTANT THINGS AND WE'RE GOING TO TOUCH ON IT IN THIS PHASE OF THE MASTER PLAN, BUT WE'RE ALSO GOING TO COME BACK AND ENGAGE THE COMMUNITY AGAIN IS HOW DO WE PRIORITIZE THOSE VALUABLE RESOURCES? OBVIOUSLY, IF THERE ARE BUDGETARY CHALLENGES, HOW DO WE DETERMINE WHERE THOSE RESOURCES ARE ALLOCATED? AND SEGUE IS RIGHT INTO THAT LAST BULLET POINT WHERE WE'RE LOOKING AT STRATEGIC PLANNING AND IMPLEMENTATION. HOW DO WE TAKE THE INFORMATION WHERE THE COMMUNITY'S PRIORITIES ARE AND REALLY LOOK TO THE FUTURE? THOUGH THE TYPES OF QUESTIONS THAT WE ASK IN THE PARKS MASTERPLAN ARE REALLY ABOUT YOUR INDIVIDUAL PARK PARTICIPATION IN VISITATION. IT ASKS QUESTIONS ABOUT THE QUALITY OF OUR FACILITIES. WE ASK QUESTIONS ABOUT OUR REC PROGRAMS AND ACTIVITIES, WHAT WE HAVE, AND ALSO WHAT THE COMMUNITY DESIRES IN THE FUTURE. WE ALSO ASK THEM QUESTIONS ABOUT WHAT PRIORITIES DO YOU HAVE FOR OUR DEPARTMENT AS A WHOLE? AND THEN AT THE VERY END AND ASK THEM QUESTIONS ABOUT DEMOGRAPHICS. IN TERMS OF THE TIMELINE, WE'VE BEEN WORKING ON THIS IN THE BACKGROUND FOR A WHILE, WORKING ON THE EXISTING CONDITION CONDITIONS WITH OUR CONSULTANT, WE'RE CURRENTLY IN PHASE TWO, WHICH IS OUR NEEDS ASSESSMENT, WHERE WE'RE ENGAGING THE COMMUNITY TO HEAR WHAT THOSE LONG TERM NEEDS ARE IN PHASE THREE. WE'RE GOING TO TALK ABOUT STRATEGIES, AND THAT'S WHERE WE'RE GOING TO REENGAGE THE COMMUNITY ON HELPING US TO IDENTIFY WHAT THE PRIORITIES ARE MOVING FORWARD. AND THEN ONCE WE'VE GOT BACK COMMUNITY DEVELOP THOSE STRATEGIES, THEN IT WILL RESULT IN AN ACTION PLAN. SO HOW DO YOU FIND OUT ABOUT THE PARK'S MASTER PLAN WHILE IT'S ON OUR OUR FACEBOOK PAGE? YOU CAN ACCESS THE LINK FROM OUR FACEBOOK PAGE. IT'S ALSO AVAILABLE AT OUR DEPARTMENT WEB SITE. DOWN AT THE BOTTOM THERE YOU CAN SEE THE LINK TO THE PARK'S MASTER PLAN. AND WE ALSO HAVE JUST THE DIRECT LINK TO OUR CONSULTANTS PAGE WHERE THE SURVEYS ACTUALLY HOSTED. SO THERE'S THREE DIFFERENT WAYS THAT YOU CAN DO IT ONLINE, WHETHER IT'S THROUGH OUR FACEBOOK PAGE, THE DEPARTMENT'S WEB PAGE OR DIRECTLY THROUGH OUR CONSULTANTS PAGE. WE'RE ALSO GOING TO BE SENDING ON UTILITY BILLING INSERTS. WE ESTIMATE THAT'S GOING TO REACH EIGHTY THOUSAND HOMES. WE'RE ALSO GOING TO BE SHARING THAT INSERT WITH SOME OF OUR OTHER COMMUNITY PARTNERS TO MAKE SURE THAT IT'S GETTING WIDESPREAD DRUG. THE COMMUNITY, OBVIOUSLY, COVID HAS IMPACTED THE WAY WE WERE HOPING TO DO PUBLIC ENGAGEMENT. WE WERE LOOKING TO DO POP UPS AND MORE PERSONAL ENGAGEMENT WITH THE SOCIAL [01:15:03] DISTANCING REQUIREMENTS. WE WILL BE PROVIDING A PAPER COPY OF THE SURVEY IF IT'S REQUESTED FROM INDIVIDUALS. SO WHEN THEY GET THE BILLING INSERT, THEY CAN GIVE US A CALL AND WE'D BE HAPPY TO SEND THEM A MAIL, A HARD COPY OF THE SURVEY. AND THEN JUST A BRIEF SUMMARY OF ENGAGEMENT. WE OPENED THIS UP LAST MONDAY, AND SO FAR WE'VE HAD SIX HUNDRED AND FIFTY FOUR RESPONSES, FULL RESPONSES. TWO HUNDRED AND SEVENTY SEVEN INCOMPLETE ONES FOR A TOTAL OF NINE HUNDRED AND THIRTY RESPONSES ON THE SURVEY SO FAR. AND THAT'S ONE WEEK OF ENGAGEMENT ON OUR FACEBOOK PAGE. OBVIOUSLY WE'VE GOT THIRTEEN THOUSAND TWO HUNDRED EIGHTY NINE ENGAGEMENTS, ALMOST TWO THOUSAND CLICKS, AND THEN WE'VE GOT OUR ENGAGEMENTS THERE AT THE BOTTOM. SO SO FAR WE'VE HAD A VERY GOOD RESPONSE. IT'S ONLY BEEN OPEN FOR A WEEK. WE HAVEN'T HAD A WHOLE LOT OF MEDIA ENGAGEMENT. WE HAVE DONE A COUPLE OF MORNING SHOWS, ONE ON THE RADIO AND ONE ON THE TV. BUT REALLY WE'RE ENCOURAGING DIFFERENT ASSOCIATIONS, DIFFERENT GROUPS TO GET THEIR MEMBERS TO GO ONLINE TO FILL OUT THE SURVEY. WE WANT TO HEAR FROM THE COMMUNITY, AND THIS IS A GREAT WAY TO HELP GUIDE OUR DEPARTMENT FOR THE NEXT 10 YEARS. WITH THAT, I'D BE HAPPY TO ANSWER ANY QUESTIONS. MICHAEL, DID YOU SAY THAT THAT SURVEY YOU MENTIONED SEVERAL PLACES TO FIND IT WAS ONE OF THEM ON THE AMARILLOPARKS.ORG? RIGHT. OK. THAT WAS THE EASIEST ONE FOR ME TO REMEMBER. THAT'S THE ONE I'M GOING TO PROMOTE. I KNOW THERE WERE SEVERAL FACEBOOK PAGES WHERE WE TEND TO DO A LOT OF OUR UPDATES SO YOU CAN FIND THE LINK THERE, BUT ALSO ON A DEPARTMENT PAGE. AND JUST A REMINDER, THIS SURVEY IS OPEN FOR JUNE 1ST. SO WE'VE GOT ALMOST A FULL MONTH TO TRY AND GET THAT FEEDBACK FROM. STEPHANIE, WOULD YOU MIND GOING BACK TO THE TIMELINE SLIDE? OK. THANK YOU. I'M IMPATIENT, MICHAEL, AND I'M SORRY, BUT COVID HAS NOT HELPED THAT AT ALL, IT'S MADE IT WORSE, I THINK. SO OUR GOAL IS TO GO FASTER. WELL, WE'RE WORKING ON THE NEEDS ASSESSMENT AND OBVIOUSLY WE WANT TO MAKE SURE WE LEAVE A LARGE ENOUGH WINDOW TO GET GOOD FEEDBACK WOVEN THROUGH JUNE. AND THEN A LITTLE BIT OF TIME FOR A CONSULTANT TO PROCESS THAT. ONCE WE'VE GOT THAT, THEN WE'LL BE GOING BACK WITH THAT. PHASE TWO ARE THE PHASE THREE STRATEGIES IN REENGAGING ON WHERE DO WE WANT TO GO MOVING FORWARD AND HOW DO WE PRIORITIZE THE DIFFERENT NEEDS THAT. OK. JUST JUST SAYING I'D LIKE TO SEE THREE OR FOUR HAPPEN FASTER. WE'LL WORK WITH OUR CONSULTANT TO SEE IF WE CAN SPEED UP THE TIMELINE. I HAVEN'T SEEN THE EXACT SURVEY, BUT IT SOUNDED LIKE THERE WERE IT WAS SOME LIKE MINI ESSAY TYPE OPPORTUNITIES IS NOT JUST A YES NO OR CHOOSE FROM THESE FOUR OPTIONS. IT SOUNDED LIKE YOU PROVIDED SOME CONVERSATION OPPORTUNITIES RIGHT THERE. THERE ARE SOME QUESTIONS WHERE IT'S JUST PICK ONE OR TWO. THERE ARE SOME QUESTIONS WHERE WE ASK PEOPLE TO PUT THEM IN TERMS OF PRIORITIES. SO THERE MIGHT BE FOUR QUESTIONS AND WE WANT YOU TO PUT THEM IN ORDER ONE, TWO, THREE AND FOUR FOR EACH INDIVIDUAL. THERE ARE SOME OPPORTUNITIES JUST FOR AT LARGE COMMENTS. THERE'S QUESTIONS ABOUT PUBLIC ART. THERE'S QUESTIONS ABOUT CYCLING AND PEDESTRIAN ACCESS. IT'S A VERY COMPREHENSIVE SURVEY. IT TAKES ABOUT 10 MINUTES. IT'S NOT GONNA BE YOUR 30 SECOND SURVEY WHERE YOU HIT A COUPLE BUTTONS. IT'S ABOUT 10 MINUTES. BUT WE THINK IT GIVES US GOOD INFORMATION TO MOVE FORWARD AND MAKE SURE THAT WE'RE REALLY HEARING THE VOICE. ANYBODY ELSE? QUESTIONS FOR MICHAEL. OK, MICHAEL, THANK YOU. IT'S A BIG PROJECT AND WE ARE EXCITED TO SEE WHAT COMES OUT OF IT. [D. Request future agenda items and reports from City Manager.] OK. ITEM 1D. REQUEST FUTURE AGENDA ITEMS OR REPORTS. I ALSO DON'T HAVE ANYTHING. JUST JUST A FOLLOW UP ON MICHAEL'S TOPIC. MAYOR, ON JUST I JUST WANT TO REALLY ENCOURAGE OUR COMMUNITY TO TAKE THE TIME AND DO THE SURVEY. AND BECAUSE FOR ONE THING, IT'S A POSITIVE LOOKING FORWARD. YOU KNOW, THERE'S A LOT OF THINGS IN THE DAY TO DAY RIGHT NOW THAT AREN'T REAL POSITIVE. AND SO IT'S LIKE, YOU KNOW, IT'S NOT ALWAYS GOING TO BE LIKE TODAY. THIS SEASON IS GOING TO PASS. AND IT JUST HELPS US FOCUS TOWARDS TOMORROW AND THE LONG RUN AND THE. THE THINGS WE WANT TO SEE IMPLEMENTED IN OUR CITY. AND SO I THINK IT'S A GOOD REDIRECTING AND PURPOSEFUL TIME TO KIND OF CHANGE OUR THINKING FROM LOOKING LIKE MAYBE LOOKING DOWN AT TODAY AND LOOKING INTO THE FUTURE. [01:20:04] OK, LET'S MOVE ON. I'M WATCHING OUR TIME CAUSE I KNOW THE GOVERNOR IS GOING LIVE AT TWO THIRTY, BUT MAYBE WE'VE GOT JUST ENOUGH TIME TO DO THE REST OF OUR AGENDA AND THEN CATCH SOME OF HIS COMMENTS. ITEM 2A, JARED. [A. CONSIDERATION RESOLUTION - DISCUSSION AND CONSIDERATION OF A RESOLUTION CONFIRMING AND CONTINUING THE MAYOR'S THIRD AMENDED DECLARATION OF DISASTER: (Contact: Bryan McWilliams, City Attorney) This resolution allows for the renewal of the Mayor's Third Amended Declaration of Disaster for the City of Amarillo, Texas and continues the local state of disaster pursuant to Section 418.108(b) of the Texas Government Code.] OH, YOU'RE MUTED. ALL RIGHT. SUNSHINE. THIS IS A CONSIDERATION OF RESOLUTION, DISCUSSION AND CONFIRMING AND CONTINUING THE MAYOR'S 30 MINUTE DECLARATION OF DISASTER. SO THE PREVIOUS GA 16 ORDER THAT WE HAD THAT WAS COMPLIANT WITH THE GOVERNOR'S ORDER. WE MODIFIED THROUGH GOT THROUGH A MAYOR'S ORDER TO MATCH GA 18 LAST WEEK. THIS GA 18 ORDER WITH THE GOVERNOR EXPIRES MAY 15TH. WE EXPECT AND IT COULD BE THIS AFTERNOON THAT FURTHER MODIFICATIONS OF THAT ORDER COULD HAPPEN AT ANY TIME. THIS ORDER IS A. IT DIRECTLY MATCHES GA 18 SO THAT WE ARE IN COMPLETE LOCKSTEP. JUST LIKE THE MAYOR'S ORDER OF LAST WEEK. SO WE WANT TO BE IN COMPLETE LOCKSTEP WITH EVERYTHING THAT THE GOVERNOR IS ORDERING. THIS DOES NOT HAVE AN EXPIRATION DATE. AND THE REASON FOR THAT IS WE WANT TO HAVE THE FLEXIBILITY. WE WILL MODIFY THIS ORDER AT ANY TIME THROUGH THE MAYOR SO THAT WE WILL PROVIDE TO THE MAYOR. IF THE GOVERNOR PUTS OUT A REVISED ORDER, WE WILL HAVE A REVISED ORDER TO MATCH THAT THAT THE MAYOR WILL ISSUE AND THEN THE COUNCIL WILL EXTEND AT THE NEXT COUNCIL MEETING. SO THIS IS IN COMPLETE LOCKSTEP WITH GA 18. AND WE WILL, THROUGH THE MAYOR AND THEN THE COUNCIL, MODIFY THIS ORDER AT ANY TIME THAT THE GOVERNOR CHANGES HIS ORDER SO THAT WE ARE IN COMPLETE LOCKSTEP WITH THE GOVERNOR'S ORDERS. SO THIS IS THAT'S EXACTLY WHAT THIS DOES. IT EXTENDS THE ORDER THAT THE MAYOR DID LAST WEEK. ANY QUESTIONS ABOUT THAT COUNCIL. COMMENTS. I THINK WE NEED A MOTION. MAYOR, I MOVE TO APPROVE THE RESOLUTION CONFIRMING AND CONTINUING THE MAYOR'S THIRD AMENDED DECLARATION OF DISASTER. AND IN ACCORDANCE WITH GA 18. IT'S BEEN MOVED BY COUNCIL MEMBER POWELL SECOND BY COUNCIL MEMBER HAYES, TO EXTEND THE THIRD AMENDED DECLARATION OF DISASTER. ANY FURTHER COMMENTS OR QUESTIONS? ALL THOSE IN FAVOR, PLEASE RAISE YOUR RIGHT HAND. AYE. AND SAY AYE. THANK YOU THAT PASSES WITH THE FIVE OF US. THAT'S THE LAST THING ON OUR REGULAR AGENDA. [3. EXECUTIVE SESSION: City Council may convene in Executive Session to receive reports on or discuss any of the following pending projects or matters: 1) Section 551.072 - Discuss the purchase, exchange, lease, sale, or value of real property and public discussion of such would not be in the best interests of the City's bargaining position: (a) Discuss property located within the Southwest Quadrant of the City of Amarillo.] I'D ASK AT THIS TIME THAT OUR ATTORNEY READ OUR SPECIAL EXECUTIVE SESSION LANGUAGE. BE GLAD TO. PURSUANT TO THE TEXAS OPEN MEETINGS AT CLOSED SESSION. THE AMARILLO CITY COUNCIL WAS ANNOUNCED ON MAY THE 5TH 2020 AT 2:24 P.M. UNDER THE FOLLOWING AUTHORITIES, SECTION 551.072 DISCUSS THE PURCHASE EXTENDING SALE LEASE VALUABLE PROPERTY. A PUBLIC DISCUSSION OF SUCH WOULD NOT BE IN THE BEST INTEREST OF THE CITY'S BARGAINING POSITION. OK. THANK YOU AT THIS TIME, WE'RE ADJOURNED TO EXECUTIVE SESSION. * This transcript was compiled from uncorrected Closed Captioning.
