[00:00:03] OK, JARED, WOULD YOU BE WILLING TO JUST SAY AN INVOCATION FOR US. [INVOCATION] YES MA'AM. [INAUDIBLE] WE'LL GET HIM SIGNED UP FOR ANOTHER WEEK COMING. BECAUSE I CAN TELL HE'S TRYING. YEAH, I CAN TELL YOU I WILL OFFER AN INVOCATION BUT IT'S GOING TO BE A POOR, POOR SUBSTITUTE FOREVERMORE. LET'S PRAY. FATHER IN HEAVEN. THANK YOU FOR THIS BEAUTIFUL, BEAUTIFUL DAY. GOD. THANK YOU FOR ALL THE WAYS YOU BLESS THIS COMMUNITY OVER THE RECENT MONTHS. GOD I ALSO PRAY AT THE SAME TIME FATHER, YOU WOULD GUIDE OUR HANDS AND OUR DECISIONS AS YOU WORK THROUGH, ALONG WITH OUR GOVERNOR AND OUR PRESIDENT, HOW TO BEST RESPOND AND AND SAFEGUARD OUR COMMUNITY WITH REGARD TO THIS NEW THREAT. THIS COVID 19. GOD, I PRAY THAT YOU WOULD CONTINUE TO SHOW TO HELP US AS WE GO THROUGH THIS EMERGENCY, AS WE CONTINUE TO WORK TO TRANSITION INTO THE NEXT PHASE AS WE'RE GOING TO DISUCSS THIS EVENING. IN JESUS NAME. AMEN. AMEN. SIMPLE AND SINCERE. THAT WAS PRETTY GOOD. THANKS, JARED. WE DO HAVE A PROCLAMATION TO START WITH TODAY. [PROCLAMATION] AND I UNDERSTAND THAT OUR CITY SECRETARY ASKED IF COUNCIL MEMBER SMITH WOULD READ THIS PROCLAMATION TODAY. GLAD TO DO THAT. YOU MIGHT SEE, I HAVE A MASK ON TODAY BECAUSE I'VE HEARD WHAT THE DOCTORS HERE LOCALLY SAY, THEY RECOMMEND YOU WEAR A MASK. AND I WENT TO THE GROCERY STORE YESTERDAY AND WORE MASKS, GOT GASOLINE THE DAY BEFORE AND WORE A MASK. OH, I JUST WANTED TO DEMONSTRATE. IT'S NOT THAT BAD. I APPRECIATE THAT. THANK YOU. YOU'RE WELCOME. I DON'T KNOW THE AGE OF ANY OF THE OTHER COUNCIL MEMBERS, BUT I'M PROBABLY THE OLDEST. SO IT'S AN HONOR TO BE ABLE TO PRESENT THIS AWARD TO OLDER AMERICANS MONTH, WHICH IS MAY. I'M NOT WEARING THIS MASK ALL THE TIME, I TAKE IT OFF BECAUSE I'M INSIDE MY OFFICE AND OTHER COUNCIL MEMBERS ARE PROBABLY IN AN OFFICE OR CITY HALL. I DON'T KNOW WHERE THEY ARE, BUT THEY COULD BE ANYWHERE. SO THIS IS NOT THE USUAL THING. USUALLY WE'RE IN THE COUNCIL CHAMBERS AT CITY HALL, SO I'M GOING TO TAKE THE MASK OFF NOW. SO YOU CAN MAYBE HEAR ME BETTER. I'D LIKE TO READ A PROCLAMATION. SAYS, WHEREAS OUR CITY INCLUDES A GROWING NUMBER OF OLDER AMERICANS WHO MAKE COUNTLESS CONTRIBUTIONS TO OUR COMMUNITY EVERY DAY. WHEREAS AMARILLO IS STRONGER WHEN PEOPLE OF ALL AGES, ABILITIES AND BACKGROUNDS ARE INCLUDED AND ENCOURAGED TO MAKE THEIR MARK. AND WHEREAS WE RECOGNIZE THE IMPORTANCE OF THE PHYSICAL, MENTAL, SOCIAL AND EMOTIONAL WELL-BEING OF OUR CITIZENS. AND WHEREAS OUR CITY CAN ENHANCE THE LIVES OF OLDER AMERICANS IN OUR COMMUNITY BY PROMOTING INDEPENDENCE, INCLUSION, PARTICIPATION ENGAGING OLDER ADULTS EDUCATION, RECREATION AND SERVICE. CONNECTING PEOPLE WITH OPPORTUNITIES TO SHARE THEIR TIME, EXPERIENCE AND TALENTS. NOW, THEREFORE, WE, MAYOR AND CITY COUNCIL MEMBERS, CITY OF AMARILLO, TEXAS DO HEREBY PROCLAIM MAY 2020 IS OLDER AMERICANS MONTH IN AMARILLO AND ENCOURAGE EVERY RESIDENT TO TAKE TIME DURING THIS MONTH TO RECOGNIZE OLDER ADULTS AND THE PEOPLE WHO HAVE SERVEE THEM AS ESSENTIAL AND VALUABLE MEMBERS OF OUR COMMUNITY. GIVEN UNDER OUR HANDS AND SEAL OF OFFICE THIS 28TH DAY OF APRIL SIGNED BY GINGER NELSON AND COUNCIL MEMBERS ELAINE HAYS, FREDA POWELL, EDDIE SAUER AND MYSELF. WELL, LET ME SAY WHILE I DON'T CONSIDER MYSELF AN OLDER AMERICAN, I AM OVER 65. I WON'T TELL YOU HOW MUCH OLDER. BUT I'VE BEEN FEELING GREAT. I'VE STAYED IN HAVEN'T GONE MANY PLACES. I DO EXERCISE, GOING OUT AND RODE A BIKE SUNDAY AFTERNOON WHEN POWDER CANYON WAS OPEN WENT AND RODE A BIKE THERE LIKE AN HOUR AND A HALF. AND IT'S WONDERFUL EXERCISE. SO I ENCOURAGE EVERY OLDER PERSON AS THE GOVERNOR SAYS HE'S GOT A SPECIAL GUIDANCE PROTECTIONS OVER 65. GET THAT AND READ IT AND FOLLOW THE DIRECTIONS WEAR THE MASKHEN YOU'RE OUTSIDE. SO DON'T KNOW HOW MANY AMERICANS MIGHT BE WATCHING THIS. THERE'S PROBABLY SOME. [00:05:01] SO, THAT'S ALL I HAVE TO SAY. AND THAT'S THE KIND OF LEADERSHIP THAT MAKES ME PROUD TO SERVE WITH EACH AND EVERY ONE OF YOU. BUT HOWARD SMITH, I HOPE WHEN I GROW UP I GET TO BE LIKE YOU. OK. AT THIS TIME, I'LL ASK THE CITY SECRETARY IF WE HAVE ANYONE SIGNED UP FOR PUBLIC ADDRESS. FRANCIS. OR STEPHANIE. IT TAKES A MINUTE FOR THEM TO CHECK AND MAKE SURE. MAYOR, GIVE ME JUST ONE SECOND I'M GOING CHECK. THANK YOU. I JUST CHECKED WITH FRANCIS. WE DO NOT HAVE ANYBODY SIGNED UP. THANK YOU, STEPHANIE. I APPRECIATE YOUR CHECKING. SO WE'LL MOVE ON. I'LL MAKE A COMMENT BEFORE WE MOVE ON TO THE FIRST ITEM ON OUR AGENDA. YOU HAVE A PUBLIC HEARING LATER ON IN OUR AGENDA UNDER AGENDA ITEM THREE A. SO JUST BE WATCHING AND BE PREPARED IF YOU WANT TO COMMENT ON THAT PUBLIC HEARING. THERE'S A PHONE NUMBER AND INSTRUCTIONS IN THE AGENDA ON HOW TO DO THAT. OK, AGENDA ITEM 1A. [A. Review agenda items for regular meeting and attachments; (Part 1 of 2)] ANYTHING IN THE ATTACHMENTS COUNCIL THAT YOU HAD QUESTIONS OR WANTED FURTHER FEEDBACK ON BEFORE WE START MOVING THROUGH THE AGENDA? NOT SEEING ANYTHING. LET'S MOVE TO ITEM ONE B, WHICH IS A CORONA VIRUS UPDATE. [B. Coronavirus Update; and] MR. CITY MANAGER. WE ARE GOING TO YOU MAY HAVE ALREADY RECEIVED AND IF YOU HAVEN'T RECEIVED, I'LL ASK STEPHANIE TO GO AHEAD AND E-MAIL TO ALL OF YOU A A VERY ABBREVIATED SUMMARY. EXECUTIVE ORDER GA 18. AS YOU KNOW, YESTERDAY, THREE NEW EXECUTIVE ORDERS WERE SIGNED GA 18, WHICH REPLACES GA 16, WHICH REPLACED GA 14, WHICH IS THE ONE THAT IS THE SHELTER IN PLACE ORDER FOR FOR LACK OF A BETTER WORD FROM THE GOVERNOR. GA 19 SPEAKS TO HOSPITAL CAPACITY. AND THEN FINALLY, GA 20 SPEAKS TO EXPANDING TRAVEL, EXPANDING THE TRAVEL RESTRICTIONS. SO JUST REMOVING SOME OF THE RESTRICTIONS FOR PEOPLE TRAVELING TO FROM LOUISIANA AND FROM OTHER PLACES. [INAUDIBLE] STEPHANIE, WILL YOU MUTE THOSE CALLERS, I THINK THEY DON'T REALIZE THAT THEY, FOR WHATEVER REASON, ARE IN OUR PANEL AND THEY HAVE BACKGROUND NOISE. YES, THAT ONE RIGHT THERE. RIGHT. SO YOU READY FOR ME TO GO? I THINK SO. THANK YOU. OK. WHAT I'D LIKE TO DO IS JUST GO OVER. I'M GOING TO KIND OF BLEND THE TWO OF THESE. I'M GONNA GIVE A LITTLE MORE DETAIL ON SOME OF THESE ITEMS AND ON SOME OF THEM. I'LL STICK WITH SOME VERY HIGH LEVEL JUST DESCRIPTIONS SO WE DON'T HAVE TO GET INTO TOO MUCH DETAIL ABOUT HOW DO WE CALCULATE TWENTY FIVE PERCENT OF OCCUPANCY IN ESTABLISHMENT, THINGS LIKE THAT. BUT JUST A START. EXECUTIVE ORDER GA 18, IS THE ONE THAT MOST DIRECTLY AFFECTS THE CITY, THE COUNTIES AND REALLY EVERY JURISDICTION ACROSS THE STATE. GA 18 IS VERY CLEAR THAT ANYTHING THAT A CITY OR COUNTY CANNOT BE LESS RESTRICTIVE OR MORE RESTRICTIVE THAN THIS ORDER. THIS ORDER IS THE LAW OF THE STATE OF TEXAS RIGHT NOW. IN FACT, INSIDE THE PREAMBLE OF GA 18, IT SAYS THE GOVERNOR MAY ISSUE EXECUTIVE ORDERS HAVING THE FORCE AND EFFECT OF LAW. SO UNTIL THE UNTIL THE GOVERNOR CHANGES THIS ORDER OR UNTIL THE EXPIRATION OF THE STATE OF DISASTER EXPIRES, THIS HAS THE EFFECT OF LAW. SO I WANT TO GO OVER THE DETAILS OF IT. THE GUIDANCE STILL DIRECTS PEOPLE TO MINIMIZE SOCIAL GATHERINGS AND MINIMIZE IN-PERSON CONTACT WITH PEOPLE WHO ARE NOT IN THE SAME HOUSEHOLD. IT DOES GO INTO SOME DETAIL ABOUT, PARTICULARLY WITH REGARD TO RESIDENTS OVER THE AGE OF 65, ENCOURAGING THEM TO STAY HOME. AND THE REASON FOR THIS, I SHOULD ALSO SAY, IN ADDITION TO THE THREE EXECUTIVE ORDERS, THE GOVERNOR ALSO PUT OUT, KIND OF SHOW IT TO PEOPLE. BUT THIS IS ALSO GOING TO BE POSTED ON OUR WEB SITE. BUT THIS IS THE TEXANS HELPING TEXANS, THE GOVERNORS REPORT TO OPENING TEXAS. AND THERE'S A LOT OF SPECIFIC GUIDANCE IN HERE FOR HOW ALL OF THIS IS GOING TO WORK. AND I'M GOING TO TALK ABOUT THAT IN JUST A MOMENT. BUT SPECIFICALLY WITH REGARD TO RESIDENTS OVER 65 IN TEXAS, PERSONS OVER 65 REPRESENTS 76 PERCENT OF THE FATALITIES. [00:10:01] SO IT'S VERY CLEAR THAT WE DO HAVE A MORE A MORE AT RISK POPULATION THAN OTHERS. SO IN HIS ORDER, HE GOES IN SOME DETAIL TO SAY THAT PEOPLE OVER 65 ARE ENCOURAGED TO STAY HOME AS MUCH AS POSSIBLE TO MAINTAIN APPROPRIATE DISTANCE FROM ANY MEMBER OF THE HOUSEHOLD WHO HAS BEEN OUT OF THE RESIDENCE WITHIN THE PREVIOUS 14 DAYS. AND IF LEAVING THE HOME, OBVIOUSLY, TO IMPLEMENT SOCIAL DISTANCING, PRACTICE GOOD HYGIENE. SO IT IS YOU KNOW, I THINK IT IS INTERESTING AND SIGNIFICANT THAT THE GOVERNOR GOES OUT OF HIS WAY TO POINT OUT SOME GUIDANCE FOR PEOPLE OVER 65. ESSENTIAL SERVICES ARE THE SAME AND THEIR ABILITIES TO OPERATE ARE EXACTLY THE SAME AS THEY WERE BEFORE. AND THE DEFINITION OF WHAT IS AN ESSENTIAL BUSINESS IS EXACTLY THE SAME. THEY DO, HOWEVER, GIVE A WEB SITE FOR PEOPLE TO GO IF THEY WANT TO ARTICULATE OR LOBBY THAT THEIR BUSINESS BE CONSIDERED ESSENTIAL. SO THAT'S INCLUDED INSIDE THE DOCUMENT. REOPEN SERVICES. THE RETAIL SERVICES THAT WERE ALREADY BEING PROVIDED CAN CONTINUE TO BE PRIVATE. WHAT I MEAN BY THAT IS THROUGH PICKUP DELIVERY, BY MAIL DELIVERY TO THE CUSTOMER'S DOORSTEP. STARTING ON FRIDAY, MAY 1ST. AND HERE'S WHERE THE THE THE CHANGES TAKE PLACE IN STORE RETAIL SERVICES FOR RETAIL ESTABLISHMENTS THEY CAN OPERATE UP TO TWENTY FIVE PERCENT OF THE TOTAL LISTED OCCUPANCY OF THE RETAIL ESTABLISHMENT. SO AND THIS IS THE DOCUMENT WAS TALKING ABOUT EARLIER. IT IS IT IS A VERY HIGH LEVEL DOCUMENT THAT YOU'LL SEE WE'RE RIGHT IN THE MIDDLE, RIGHT AT THE FIRST BULLET FOR IN-STORE RETAIL SERVICES SO THEY CAN OPERATE UP TO TWENTY FIVE PERCENT. AND I SHOULD SAY AND I'M GOING TO GO AND JUST GO THROUGH THIS. DINE-IN RESTAURANT SERVICES. THIS APPLIES TO NOT TO BARS. THIS ONLY APPLIES TO RESTAURANTS THAT DO MORE THAN 50 PERCENT OF THEIR BUSINESS SALES FROM FOOD. SO DINING RESTAURANT SERVICES CAN HAVE UP TO 25 PERCENT OF THEIR CAPACITY. MOVIE THEATERS, AGAIN, UP TO 25 PERCENT OF THEIR CAPACITY. AND THIS IS ONE OF THE AREAS WHERE I WANTED TO POINT OUT IN THE GUIDANCE FROM THE GOVERNOR ON THE REPORT TO OPEN AND OPEN TEXAS, THEY DO GIVE A LOT MORE SPECIFIC GUIDANCE FOR HOW THAT'S GOING TO BE ACCOMPLISHED INSIDE A MOVIE THEATER. SO MORE THAN SIX FEET, YOU NEED TO HAVE AT LEAST SIX FEET DISTANCE OR AT LEAST TWO SEATS VACANT BETWEEN PATRONS UNLESS THEY'RE FAMILY MEMBERS. THEN THEY CAN SIT NEXT TO EACH OTHER. YOU HAVE TO HAVE EVERY OTHER ROW VACANT INSIDE THE THEATER. SO THERE'S A LOT OF GUIDANCE THAT'S GOOD FOR BOTH PATRONS AND FOR BUSINESSES AND FOR OPERATORS OF RETAIL ESTABLISHMENTS AND RESTAURANTS. ALL OF THOSE THINGS ARE INCLUDED AND THEY'RE VERY DETAILED CHECKLISTS. ALSO, SHOPPING MALLS CAN REMAIN OPEN. HOWEVER, THE FOOD COURT AND OTHER AREAS THAT HAVE COMMON TOUCH SPACES AND EXHIBIT SPACES HAVE TO BE CLOSED. ONE OF THE AREAS WHERE THESE CITIES HAVE A LITTLE BIT OF FLEXIBILITY IS TO DECIDE IF THEY WANT TO OPEN THEIR LIBRARIES. SO THIS IS THEIR ONLY OPEN IF THEY'RE PERMITTED BY THE LOCAL GOVERNMENT AND ANY EXHIBITS AND SHOPPING AREAS THAT REMAIN CLOSED IN THOSE SITUATIONS, TOO. IN OUR SITUATION, I WILL POINT OUT THAT OUR LIBRARIES ARE GOING TO CONTINUE OPERATING WITH CURBSIDE SERVICE AS WE WORK THROUGH THE PROCESS OF OF REOPENING THE INSIDE OF THE LIBRARIES. WE ANTICIPATE THAT TO HAPPEN SOMEWHERE AROUND MAY 11TH. BUT WE WILL COMMUNICATE THAT BOTH TO COUNCIL AND TO THE PUBLIC THE CLOSER WE GET TO THAT DAY. THE WE HAVE INCLUDED A LINK IN THIS DOCUMENTS GOING TO BID ON OUR CORONA VIRUS WEB PAGE. I'M SORRY, ON AMARILLOALERT.COM, THIS VERY DOCUMENT THAT WE'RE LOOKING AT RIGHT NOW. AND THESE LINKS ARE HOT. SO WHEN YOU CLICK ON TEXANS HELPING TEXANS, THE GOVERNORS REPORT TO OPEN TEXAS. YOU'RE GONNA GO STRAIGHT TO THAT DOCUMENT THAT I WAS HOLDING UP A MOMENT AGO. FROM AN ENFORCEMENT STANDPOINT, AS I SAID EARLIER. THIS DOCUMENT DOES HAVE THE FORCE OF LAW AND IT DOES HAVE PENALTIES UP TO A THOUSAND DOLLARS FINE. AND UP TO 180 DAYS CONFINEMENT OR BOTH. SO THAT IS GOING TO BE EVALUATED. THE ENVIRONMENTAL HEALTH DEPARTMENT AND THE FIRE MARSHAL'S OFFICE ARE GOING TO MONITOR FOR COMPLIANCE TO THIS ORDER. IT ALSO REQUIRES SOME OF THE COMMON SENSE GUIDELINES TO FOLLOW THE HEALTH PROTOCOLS BY THE DSHS AND BY THE PRESIDENT AND THE CDC, THE GOVERNOR. NOW, THIS IS ONE AREA THAT IS IS UNIQUE. THE GOVERNOR HAS RETAINED THE AUTHORITY TO IDENTIFY SPECIFIC COUNTIES WHERE REOPEN SERVICES WOULD BE PROHIBITED. IN OTHER WORDS, THEY WOULD DEFAULT BACK TO ESSENTIAL SERVICES. BUT THE GOVERNOR AND THE GOVERNOR ONLY CAN MAKE THAT DECISION. NO ONE ELSE CAN MAKE THAT DECISION. NO COUNTY JUDGE. NO MAYOR. NO. ANYBODY ELSE CAN REVERT BACK TO ESSENTIAL SERVICES ONLY EXCEPT FOR THE GOVERNOR. SO THE THINGS THAT ARE IN THIS ORDER, BARRING ANY ACTION FROM THE GOVERNMENT, ARE GOING TO TAKE PLACE STARTING NOW. FINALLY, PEOPLE SHOULD AVOID CONTINUE TO AVOID VISITING BARS, GYMS, PUBLIC SWIMMING POOLS, INTERACTIVE AMUSEMENT VENUES, MASSAGE PARLORS, TATTOO STUDIOS, PIERCING STUDIOS OR COSMETOLOGY SALONS AND SCHOOL WILL BE OUT AT LEAST UNTIL THE END OF THIS SCHOOL YEAR. [00:15:02] SO IS THERE ANY QUESTIONS THAT I OR ANY OF OUR TEAM CAN ANSWER REGARDING GA 18 OR 19 AND 20? DID THEY ADDRESS CHILD CARE? NO, IT IS NOT WRITTEN. THERE IS NOTHING ADDRESSING CHILD CARE IN GA 18. HOWEVER, I BELIEVE THAT'S AN ESSENTIAL IT'S IN THE ESSENTIAL SERVICES CATEGORY. OK. ONE THING IT ALSO TALKS ABOUT IN IS THAT GOLF CAN OPEN AGAIN. AND WE ARE OPENING WE HAVE ALREADY OPENED GOLF FOR WALKER'S IN THE CITY OF AMARILLO. ON FRIDAY, WE WILL OPEN UP GOLF CARTS AS WELL. WE'RE GOING TO STAY COMPLIANT WITH THE GOVERNOR'S ORDERS AND WITH THE GUIDELINES INSIDE THE LARGER DOCUMENT. AND GOLF CARTS WILL BE ALLOWED FOR ONE PERSON UNLESS YOU'RE IN THE SAME FAMILY GROUP, IN WHICH CASE YOU CAN FULLY OCCUPIED THE GOLF CART. SO IN SUMMARY, COUNCIL, THE GOVERNOR HAS TAKEN IT OUT OF OUR HANDS AND IN IT IS COMPLETELY IN HIS CONTROL. AND WE WILL FOLLOW THE GOVERNOR'S ORDERS. AND SO IT'S THAT SIMPLE. STARTING FRIDAY, SOME BUSINESSES, THOSE LISTED WILL BE ABLE TO OPEN AT 25 PERCENT CAPACITY RETAIL STORES, RESTAURANTS, MOVIE THEATERS, SHOPPING MALLS, MUSEUMS, LIBRARIES. IF YOU WORK ALONE IN AN OFFICE AND GOLF COURSES, THOSE ARE THE THINGS THAT YOU CAN OPEN AT TWENTY FIVE PERCENT CAPACITY. IF YOU'RE AN ESSENTIAL SERVICE AND YOU'RE CURRENTLY OPEN, YOUR OPERATIONS AREN'T CHANGING. CORRECT, JARED? THEY'RE NOT LIMITED TO THIS OCCUPANCY RESTRICTION. I THINK IT'S IMPORTANT TO NOTE THAT WE NEED TO CONTINUE TO HAVE A DECLARATION OF DISASTER. AND IT SHOULD, MIRROR, IT WILL MIRROR THE GOVERNORS PROVISIONS. EXACTLY. BUT WE NEED THAT IN ORDER TO QUALIFY FOR ANY STATE OR FEDERAL FUNDING TO REIMBURSE US FOR THE COSTS THAT WE'RE BEARING TO ADDRESS THE COVID SITUATION. YOU KNOW, I THINK IT'S INTERESTING THAT AMARILLO HAS BEEN UNIQUE IN HOW THEY'VE SUPPORTED BUSINESS DURING ALL OF THIS. WE HAD OUR LOW RISK BUSINESS CATEGORY IN OUR FIRST TWO ORDERS. AND TO MY KNOWLEDGE, WE WERE THE ONLY CITY IN THE STATE THAT TRIED TO PROVIDE A WAY FOR LOW RISK BUSINESSES TO STAY OPEN. SO I THINK WE'VE BEEN AS BUSINESS FRIENDLY OR CERTAINLY WE'VE BEEN VERY BUSINESS MINDED IN OUR RESPONSE TO THIS. OUR LOW RISK CATEGORY WENT AWAY WHEN THE GOVERNOR WENT ON FURTHER RESTRICTIONS THAT WENT INTO EFFECT ON APRIL 17. BUT I HAVE A COUPLE OF CONCERNS THAT I JUST WANT TO MAKE THE COUNCIL AWARE OF. AND I WANT TO MAKE CITIZENS AWARE OF THE CONCERNS. OUR NUMBERS ARE CLIMBING. AND DR. MELTON, AND CASEY CAN SPEAK TO THAT HERE IN JUST A MINUTE, BUT WE WENT UP 63 CASES IN POTTER COUNTY YESTERDAY, AND THAT WAS OUR BIGGEST JUMP IN CASES YET. SO OUR CITY IS CERTAINLY SURGING IN POTTER COUNTY. AND OUR GRAPH HAS NOT LEVELED OFF IN RANDALL COUNTY. THEY'RE GONNA GIVE US SOME DATA ON OUR HOSPITAL CAPACITY AS WELL AS WHAT OUR CASES ARE DOING. BUT I'M WORRIED THAT IF WE AS INDIVIDUALS IN OUR CITY, AS WE REOPEN, WE DON'T MAKE THE RIGHT CHOICES. WE COULD HAVE A DANGEROUS SITUATION HERE IN OUR CITY. ANOTHER CONCERN I HAVE THAT I WANT TO MAKE YOU ALL AWARE OF BEFORE CASEY AND DR. MILTON TALK ABOUT THE NUMBERS. STEPHANIE, DO YOU MIND PUTTING THAT LANGUAGE THAT I SENT YOU FROM GA 18? SO THIS IS ONE OF THE ORDERS THAT THE GOVERNOR PUT UP YESTERDAY. AND IT HAS SOME SPECIFIC LANGUAGE IN IT THAT I WANT US TO LOOK AT. AND IF YOU'RE A BUSINESS OWNER IN POTTER COUNTY, ESPECIALLY, I THINK A RESTAURANT OWNER, I THINK THIS LANGUAGE IS SOMETHING YOU NEED TO BE AWARE OF. WAIT TILL STEPHANIE GETS IT UP THERE. I HAVE HAD AND I'M SURE THE OTHER COUNCIL MEMBERS HAD RESTAURANT OWNERS REACHING OUT TO THEM LAST NIGHT SAYING, IS THIS TRUE? CAN WE OPEN ON FRIDAY? SHOULD WE BEGIN TO STAFF UP? SHOULD I START PURCHASING GROCERIES? BECAUSE THEY CAN'T JUST OPEN THEIR DOORS ON FRIDAY. THERE'S A LOT OF WORK THAT NEEDS TO BE DONE IN ORDER TO GET THEIR DOORS OPEN. MAYOR, I'M SORRY, BIT OF CLARIFICATION, DO YOU WANT ME TO PULL UP THE DOCUMENT I HAD SHARED EARLIER? OH, NO. I HAD SENT YOU JUST A LITTLE BRIEF QUOTE OUT OF THE GA 18 PAGE 4. WOULD YOU MAYBE NOT RE SENDING THAT? I DON'T KNOW THAT IT ATTACHED. OK. IT'S OK. I'M JUST GONNA GO. I'M JUST GONNA READ IT. IT SAYS, NOT WITHSTANDING ANYTHING HERE INTO THE CONTRARY. [00:20:03] SO IT STARTS WITH THAT VERY SERIOUS LANGUAGE. THE GOVERNOR, MAY BY PROCLAMATION, IDENTIFY ANY COUNTY OR COUNTIES IN WHICH REOPEN SERVICES ARE THEREFORE PROHIBITED. SO IT'S COMPLETELY UP TO HIM TO IDENTIFY ANY COUNTY THAT HE CAN PROHIBIT REOPENING. AND IT SAYS IN HIS SOLE DISCRETION, BASED ON THE GOVERNOR'S DETERMINATION, IN CONSULTATION WITH MEDICAL PROFESSIONALS, THAT ONLY ESSENTIAL SERVICES SHOULD BE PERMITTED IN THAT COUNTY. SO. WHAT THAT IS SAYING TO ME IS THAT AT ANY TIME, IF HE WERE TO GET UNCOMFORTABLE WITH ANY COUNTY'S NUMBERS, HE COULD BACK THEM DOWN TO BEING OPEN TO ESSENTIAL SERVICES ONLY. WELL, IN OUR SITUATION RIGHT NOW, OUR NUMBERS ARE CLIMBING. AND SO I REACHED OUT TO THE GOVERNOR'S OFFICE LAST NIGHT AND SPOKE TO HIS CHIEF OF STAFF. AND I SAID WE HAVE RESTAURANTS WHO ARE PURCHASING GROCERIES AND THEY ARE REHIRING STAFF. AND IT WOULD BE VERY HELPFUL TO KNOW IF YOU IF THE STATE MEDICAL TEAM THINKS THAT POTTER COUNTY IS ON THE PRECIPICE OF QUALIFYING WERE THE GOVERNOR TO CLOSE THEM BACK TO ESSENTIAL SERVICES ONLY. WE REALLY NEED SOME VISIBILITY ON THAT. WE NEED TO KNOW NOW, NOT ON FRIDAY, NOT ON NEXT MONDAY, AFTER OUR RESTAURANTS HAVE FILLED THEIR PANTRIES AND REHIRED ALL THE WORKERS. SO HE AGREED THAT THAT WAS A VERY FAIR QUESTION. AND HE TOLD ME LAST NIGHT THAT HE WOULD ASK THE STATE MEDICAL TEAM TO LOOK AT IT OVERNIGHT AND THAT THEY WOULD GET US AN ANSWER SOMETIME TODAY. I STILL HAVE NOT HEARD FROM HIM. I WANT TO THANK MARK BIVENS. HE IS A LOCAL BUSINESS OWNER WHO SERVED ON THE GOVERNOR'S TASK FORCE FOR REOPENING TEXAS AND HE JOINED ME ON THAT PHONE CALL LAST NIGHT. THE FACTORS THAT IT SAYS THE GOVERNOR WILL CONSIDER AND WHETHER OR NOT HE WOULD BACK UP REOPENING THE COUNTY. IS WHAT ARE OUR POSITIVE TESTS? IF THERE'S BEEN AN INCREASE IN THE POSITIVE TEST COUNT AND. WHAT ARE OUR COVID HOSPITALIZATIONS? WHAT KIND OF INCREASE HAS THERE BEEN? SO I WONDER IF CASEY WOULD MIND STARTING WITH JUST CASEY. MAYBE YOU COULD COMPARE FOR US WHAT OUR POSITIVE TESTS WERE ON APRIL 20TH COMPARED TO YESTERDAY, WHAT OUR POSITIVE TESTS WERE ON APRIL 27. WE COULD JUST SEE THOSE TWO NUMBERS TO SEE WHAT THE GOVERNOR'S MEDICAL TEAM MIGHT CONSIDER WITH REGARD TO OUR POSITIVE TESTS. SURE. SO OUR POSITIVE TESTS THAT WERE REPORTED TO PUBLIC HEALTH ON APRIL THE 20TH, WE HAD TWO HUNDRED AND SEVENTY FIVE CASES OF COVID 19 REPORTED. AND ON APRIL THE TWENTY SEVENTH WE HAD FIVE HUNDRED AND EIGHTY SEVEN CASES OF COVID 19 REPORTED. SO I CAN DO A LITTLE MATH HERE. I GET THREE HUNDRED AND TWELVE, IS THAT WHICH YOU GET? YES, MA'AM. OK. SO IN ONE WEEK, THAT'S A JUMP OF THREE HUNDRED AND TWELVE CASES AND. AND IT'S A DOUBLING. SO THAT'S CONCERNING TO ME. I DON'T KNOW WHAT KIND OF CRITERIA THEY WOULD USE TO BE CONCERNED ABOUT, BUT SEEMS CONCERNING TO ME. AND THEN CASEY, IF WE JUST TOOK THE SECOND CRITERIA IS THE AMOUNT OF COVID 19 RELATED HOSPITALIZATIONS. DO YOU HAVE THOSE NUMBERS FOR APRIL 20TH AND APRIL 27? YES, MA'AM. SO ON APRIL THE 20TH, I'M GOING TO GIVE YOU KIND OF TWO SETS OF NUMBERS HERE. ON APRIL THE 20TH, BOTH HOSPITALS COMBINED HAD 54 PUIS, AND THAT'S PATIENTS UNDER INVESTIGATION. SO THEY HAD FIFTY FOUR PUIS AND 28 POSITIVES. AND CASEY, I'M GOING TO PAUSE YOU. I'M GOING TO TAKE YOUR CALL FROM THE GOVERNOR'S OFFICE RIGHT NOW. SO FREDA I'M GOING TO HAND OVER TO YOU. SO 54 PATIENTS UNDER INVESTIGATION AND 28 POSITIVES. ON APRIL THE 20TH. AND ON APRIL THE TWENTY SEVEN. THERE WERE TWENTY FOUR PATIENTS UNDER INVESTIGATION AND 64 POSITIVES IN THE HOSPITALS THAT THE TIME THAT IT TAKES TO TURN AROUND A PERSON UNDER INVESTIGATION IS A LITTLE QUICKER RIGHT NOW. BOTH OF THE HOSPITALS HAVE A LITTLE BIT OF CAPACITY TO DO SOME IN-HOUSE TESTING. AND SO THAT TIMEFRAME HAS TURNED AROUND A LITTLE BIT QUICKER. AND SO THAT'S THAT'S GOOD. IT DOES MEAN THAT THE NUMBER OF PUIS IS IS SMALLER JUST BECAUSE THEY CAN TURN THOSE PEOPLE AROUND FASTER AND KNOW WHETHER OR NOT THEY'RE GOING TO BE A POSITIVE OR THEY'RE RULING THEM OUT. SO THAT'S GOOD. GO AHEAD AND FINISH, THEN I'LL ASK MY QUESTION. I WAS GOING TO SAY. THAT'S THAT'S NEARLY TRIPLE THE NUMBER OF PATIENTS THAT ARE IN THE [00:25:05] HOSPITAL. SO, CASEY, HELP ME UNDERSTAND HOSPITALIZATION RATE, BECAUSE THE GOVERNOR DID IDENTIFY THAT AS ONE OF THE MEASURING STICKS THAT HE WOULD BE CONCERNED ABOUT, AND SO IS HOSPITALIZATION RATE, THE NUMBER OF INDIVIDUALS OUT OF CASES THAT HAVE TESTED POSITIVE THAT HAVE HAD TO BE HOSPITALIZED VERSUS THOSE THAT ARE RECOVERING AT HOME? IS THAT THE RATE OF HOSPITALIZATION, A PERCENTAGE OR IS THERE A DIFFERENT DEFINITION FOR HOSPITALIZATION RATE? SO WE PROBABLY NEED TO DO A LITTLE MORE ANALYSIS. THIS IS JUST THIS IS A SNAPSHOT IN TIME OF THE TWO SPECIFIC DAYS AND THE NUMBER, THE RAW NUMBER OF CASES THAT WERE IN THE HOSPITAL ON THOSE TWO DATES. RIGHT. AND SO, AGAIN, MY UNDERSTANDING AND DR. MILTON, FOR FREE TO JUMP IN AND CLARIFY IF I'M ON THE WRONG TRACK HERE, BUT IT'S BASED ON THE PERCENTAGE OF TOTAL CASES. THAT'S THE CONCERN. IT'S LIKE WE EXPECT THE NUMBER OF CASES TO BE GOING UP. THE MORE TESTS WE'RE DOING SO THAT NUMBER, WE'RE NOT. WE DEFINITELY HAVE SOME HOT SPOTS HAPPENING. BUT THE TOTAL NUMBER, WE'RE NOT SURPRISED. BUT OUT OF THOSE CASES, WHO'S HAVING TO GO TO THE HOSPITAL? WHO'S GOING HOME? THAT'S IF MOST PEOPLE ARE RECOVERING AT HOME. WE'RE STILL NOT DIPPING INTO A CONCERN ON OUR HOSPITALIZATION RATE, BUT IT WOULD BE THE TOTALS WOULD BE IMPACTING OUR HOSPITAL CAPACITY. BUT THOSE ARE TWO DIFFERENT TWO DIFFERENT NUMBERS. I THINK THAT'S FAIR TO SAY. IT'S HARD TO ME. TO UNDERSTAND THE RATE AS WELL. THE CAPACITY IS A LITTLE BIT MORE CONCRETE. WHAT RESOURCE TO LOOK AT? BECAUSE THAT HAS TO DO WITH THE NUMBER OF BEDS THAT ARE AVAILABLE. THE NUMBER OF PERSONNEL THAT WE HAVE AVAILABLE. THE NUMBER OF VENTILATORS WE HAVE AVAILABLE, ET CETERA, AND PPE. AND FROM THAT POINT OF VIEW, I THINK WE'RE WE'RE HOLDING OUR OWN THERE, EVEN THOUGH THESE NUMBERS HAVE INCREASED. AND THAT'S CONCERNING. WE STILL HAVE EXCESS CAPACITY. YOU KNOW, IN TERMS OF HOSPITALIZATION RATE, THERE'S DIFFERENT WAYS TO LOOK AT THAT. KNOW, YOU MENTIONED HOTSPOTS. AND THE REASON THOSE PLACES ARE HOT SPOTS IS BECAUSE THOSE PEOPLE ARE AT INCREASED RISK OF GETTING ILL AND THEREFORE BEING HOSPITALIZED. I THINK YOU COULD LOOK AT IT THAT WAY. AND SO WE. YOU KNOW, AS EVERYONE KNOWS, A LOT OF THOSE. WELL, AT LEAST ONE OF THOSE HOT SPOTS IN DUMAS HAS BEEN. IT'S NOT WHAT NOT IN OUR JURISDICTION, BUT IT CERTAINLY IMPACTS US BECAUSE IT'S IT'S ONE. IT'S IN THERE, OUR REFERRAL AREA. AND. SO WITH A LOT OF EFFORTS HAVE BEEN MADE TO TRY TO MINIMIZE THAT. I THINK THERE'S SOME THERE'S SOME HOPE AT LEAST THAT MAYBE THAT'S STARTING TO PLATEAU A LITTLE BIT. I'M NOT. I DON'T KNOW THAT YOU CAN HOLD ME TO THAT. BUT BUT IN TERMS OF THE NUMBER OF CASES THAT WE'RE SEEING REFERRED INTO THE HOSPITAL, IT'S NOT THAT THEY'RE NOT COMING, BUT THEY'RE COMING AT A LESSER RATE. I THINK THEY'RE NOT. NOT LIKE IT WAS THE WEEKEND BEFORE LAST. I COULD SAY THAT. BECAUSE THAT'S, YOU KNOW, IF WE'RE GOING TO LOOK AT. AGAIN, WHAT THE GOVERNOR IS MEASURING, IF ONE OF HIS MEASURING PARAMETERS IS THAT HOSPITALIZATION RATE JUST ONE OF THE PIECES OF INFORMATION THAT'S MISSING IS HOW MANY PEOPLE ARE IN OUR HOSPITALS OUT OF OUR TOTAL NUMBERS. HE SPECIFICALLY MENTIONED IN HIS PRESS CONFERENCE YESTERDAY THAT HE WAS NOT AS CONCERNED ABOUT TOTAL NUMBERS GOING UP BECAUSE OF THE PUSH FOR MORE TEST. THAT HE KIND OF ANTICIPATED THAT THAT THAT ALONE WOULD NOT NECESSARILY BE A RED FLAG TO HIS OFFICE. RIGHT. AND I WOULD AGREE WITH THAT, THAT, YOU KNOW, AND I THINK YOU CAN ARGUE THAT THAT WE'VE CERTAINLY MADE A BIG EFFORT TO TEST AS MUCH AS POSSIBLE HERE AND AND AS IF AT LEAST A FEW DAYS AGO, WHEN CASEY AND I TALKED ABOUT THAT WE WERE ABOVE THE STATE RATE IN TERMS OF HOW MANY OF OUR OF OUR TESTING AND WHAT WE'VE DONE. WE WERE TESTING MORE ON AVERAGE THAN THE STATE. SO WE WOULD EXPECT TO FIND MORE CASES. [00:30:05] THAT'S TRUE, I THINK. I THINK THAT I THINK THE EXPECTATION IS THERE. I ALSO THINK THAT, YOU KNOW, THERE BECOMES A POINT WHERE WE HAVE TO WATCH WHAT'S OCCURRING IN THE HOSPITALS AND WE HAVE TO PLAN FOR BECAUSE THAT IS A FINITE RESOURCE. AND SO IT'S IMPORTANT THAT WE WATCH BECAUSE WHEN WE KNOW WHEN WE GO FROM 28 TO 64 TO WHATEVER, YOU KNOW, TO THE NEXT NUMBER, WHILE THERE IS WELL, THAT IS MAYBE AN EXPECTED OCCURRENCE. THERE IS ONLY YOU KNOW, THERE ARE ONLY SO MANY BEDS. THERE ARE ONLY SO MANY. SO WE HAVE TO WATCH AND MAKE SURE THAT WHEN WE TALK ABOUT THAT HOSPITALIZATION RATE AND WE WATCH THE THOSE THE RAW NUMBERS ALSO MATTER BECAUSE THERE ARE BEDS THAT THOSE PATIENTS HAVE TO FILL AND RESOURCES THAT THEY THAT THEY USE. AND SO THOSE ARE THOSE ARE CRITICAL RESOURCES THAT WE HAVE. AND THAT'S THE HOSPITAL CAPACITY. RIGHT. SO IF WE CAN BE REAL CLEAR ON THOSE TWO DIFFERENT MEASUREMENTS OF. FOR US TO KNOW HOW MANY BEDS WE HAVE TOTAL. HOW MANY WE'RE USING TO KIND OF KNOW WHERE WE'RE GETTING ON OUR MAXIMIZING AND THEN. BUT IF WE CAN GET THAT HOSPITALIZATION RATE PERCENTAGE SEPARATELY TO KNOW OUT OF THE PEOPLE WE'RE FINDING OUT THAT ARE SICK. ARE WE TRACKING WITH THE REST OF THE NATION WHERE THE VAST MAJORITY OF PEOPLE WHO HAVE IT DON'T HAVE TO GO TO HOSPITAL. SO, YOU KNOW, IF WE'RE NOT TRACKING WITH THAT, THAT'S A BIG CONCERN. IF WE'RE IF WE'RE GETTING LARGER PERCENTAGES OF VERY ILL INDIVIDUALS THAT HAVE TO BE HOSPITALIZED HERE, THAT'S A RED FLAG. SO JUST WANTING TO BE SURE THAT WE'RE GETTING BOTH, YOU KNOW, THAT SEPARATION BETWEEN THAT, TO BE SURE WHERE WE'RE TALKING THE SAME LANGUAGE. AND I'M UNDERSTANDING WHAT THE INFORMATION IS IN WHAT IS BEING REQUIRED. SURE. AND JUST I JUST QUICKLY JOTTING DOWN A LITTLE BIT OF MATH AND SO ON 4/20. SO TWENTY EIGHT CASES OUT OF 275 IS ABOUT 10 PERCENT AND 64 CASES OUT OF 587 IS ELEVEN PERCENT. I'M SORRY, CASEY, WOULD YOU SAY THAT AGAIN? SO YOU WERE SAYING FIRST APRIL 20TH? WAS 10 PERCENT AND THEN 11 PERCENT ON THE TWENTY SEVENTH. OK. AND CASEY, WHAT ARE THOSE NUMBERS AGAIN? ARE THOSE THAT THE PERCENTAGE OF POSITIVES. IT'S THE PERCENTAGE OF PEOPLE IN THE HOSPITAL VERSUS OUT OF THE POSITIVES. OUT OF THE TOTAL POSITIVES. I WANT TO ADD ONE MORE THING TO THIS HOSPITAL CAPACITY ISSUE, BECAUSE THAT HAS TO BE BROKEN DOWN AS WELL, BECAUSE WHAT'S MOST PRECIOUS IN TERMS OF CAPACITY IS OUR VENTILATORS WITH THIS TYPE OF ILLNESS. AND AND, YOU KNOW, FOR EXAMPLE, YOU KNOW, THE TEXANS AT THE TEXAS TECH MEDICINE RESIDENCY PROGRAM HAS PULLED ANOTHER RESIDENT OR TWO TO STAFF THE ICU TEAM BECAUSE OF THE RISING NUMBER OF CASES. SO SO THEY'RE THEY'RE TRYING TO SHIFT MANPOWER TO WHERE THE HOSPITAL HOSPITALS BEING MOST AFFECTED BY THIS AND THIS ILLNESS. WHEN YOU START LOOKING AT THE NUMBERS OF PEOPLE BE IN THE HOSPITAL, THIS ILLNESS. IF PEOPLE GET REALLY SICK, THEY HAVE RESPIRATORY FAILURE SOMETIMES FOR WEEKS AND THEY ARE ON THE VENTILATOR FOR WEEKS. AND AND SO IF YOU JUST IF YOU HAVE PEOPLE THAT ARE KIND OF THERE ALL THE TIME, EVEN IF YOUR RATE OF HOSPITALIZATION IS FALLING, IF YOU IF YOU CAN'T MOVE THOSE PEOPLE OUT. THEN YOU COULD STILL YOU COULD STILL RUN OVER CAPACITY THAT WAY. RIGHT. AND AND SO, YOU KNOW, THOSE THINGS HAVE TO BE CONSIDERED AS WELL. NOW, HOW ARE WE DOING IN TERMS OF VENTILATORS? WE'RE RUNNING ABOUT STILL JUST A LITTLE OVER 50 PERCENT CAPACITY ON THE VENTILATOR'S NETWORKS AT NORTHWEST. I THINK THERE'S FORTY ONE VENTILATOR'S TOTAL AND THERE ARE SOME AROUND 22 OR SO ARE BEING OCCUPIED RIGHT NOW AND SEVENTY FIVE PERCENT OF THOSE ARE COVID PATIENTS. SO THOSE ARE REALLY IMPORTANT NUMBERS THAT THEN I WATCH EVERY DAY. SO, CASEY, YOU SAID THAT THE 10 PERCENT NUMBER IN HOSPITAL VERSUS TOTAL POSITIVE CASES WAS A WEEK AGO MONDAY AND THEN YESTERDAY IT'S 11 PERCENT. YOU KNOW, THAT ONE PERCENT DOESN'T SOUND LIKE MUCH UNTIL YOU LOOK AT THE NUMBER. [00:35:03] WE WENT FROM 28 TO 65. THAT'S MORE THAT THAT'S LIKE DOUBLE AND A HALF. THAT'S LIKE ONE HUNDRED AND FIFTY PERCENT ALMOST INCREASE IN THE HOSPITAL. SO IT'S ALMOST LIKE YOU'RE 10 PERCENT. 11 PERCENT IS INCONSEQUENTIAL. WHENEVER YOU LOOK AT THE ACTUAL NUMBERS AND THAT ACTUAL NUMBER JUMPING FROM 68 TO I MEAN 28 TO 65 IS HUMONGOUS. ESPECIALLY IF THOSE PEOPLE HAVE TO BE THERE FOR TWO OR THREE WEEKS. SO HOW BIG IS THE STRAIN ON? OK, SO DR. MILTON, YOU SAID THE STRAIN IS NOT REAL BAD. WHAT IS OUR CAPACITY TO HANDLE OF PATIENTS AGAIN? BECAUSE I CAN'T REMEMBER THE CAPACITY BETWEEN THE HOSPITALS TO HANDLE VENTILATED PATIENTS RIGHT NOW. YEAH. SO. SO NORTHWEST HAS FORTY ONE VENTILATORS AVAILABLE AND THOSE ARE THEY'RE MORE THAN 50 OF THOSE ARE BEING UTILIZED. AND 75 PERCENT OF THOSE UTILIZED VENTILATORS ARE SECONDARY TO COVID. SO THERE'S 41, BUT THEY'RE USING 50. NO, NO. THEY'RE USING MORE THAN 50 PERCENT OF THOSE. SO THEY'RE USING ABOUT 22 OR SO. I CAN'T REMEMBER THE EXACT NUMBER. AND AT THAT, 20 TO 75 PERCENT OF THOSE 22 ARE FROM COVID PATIENTS. OK. SO JUST TWENTY FIVE PERCENT NON COVID PATIENTS THAT ARE UTILIZING VENTILATOR. DR. LAMANTEER SAID YESTERDAY THEY HAD 18 TOTAL VENTILATORS OCCUPIED WITH 14 AVAILABLE. AND HE DIDN'T GIVE ME A BREAKDOWN OF HOW MANY OF THOSE WERE PATIENTS. BUT HE SAID THAT THERE WERE TWENTY FIVE COVID PATIENTS IN HOUSE. SO THAT SIXTYISH NUMBER. SIXTY FIVE. NO, THAT CASE YOU MENTIONED, 25 OF THOSE WERE AT BSA. ELEVEN OF THOSE WERE IN THE ICU. NINE OF THEM WERE THERE. THERE'S NINE OF THOSE ARE ON VENTILATORS. SO THERE WERE NINE. NINE OUT OF TWENTY FIVE PATIENTS WITH COVID WERE OCCUPYING A VENTILATOR, SO WE'RE KIND OF BEGINNING TO FEEL THE SQUEEZE AT LEAST. OH, YES. OF ESPECIALLY WITH THESE PATIENTS THAT ARE BEING VENTILATED, YOU'RE VENTILATING THEM FOR TWO, THREE, MAYBE EVEN FOUR WEEKS AT A TIME AND NOT GETTING THAT VENTILATOR AVAILABLE FOR ANOTHER PATIENT. YES. BUT WE'RE NOT NECESSARILY EVEN FOUR WEEKS INTO VENTILATING THEM YET. BUT WE'RE GOING TO IN THREE WEEKS PRETTY COMMONLY. IT'S A PROLONGED ILLNESS, IT TAKES A LONG TIME, MANY TIMES TIME FOR THEM TO RECOVER. IF THEY DO. I MEAN, CLEARLY, I THINK IN TERMS OF. IN RELATION TO WHAT HAPPENED YESTERDAY WITH THE ORDER, I MEAN, WE ARE NOT WE ARE NOT DECLINING AS THE AS THE STATE, RIGHT? WE ARE NOT DECLINING. SO AT THE VERY LEAST, WE'VE GOT TO BE VERY CAREFUL WHEN WE'RE OUT. YES, VERY LEAST. YES. YOU NEED TO WEAR A MASK, JUST LIKE COUNCILMAN SMITH. DR. MILTON, WHAT IS YOUR OPINION ON AND MAYBE YOU'VE ALREADY ANSWERED THIS WHILE I STEPPED AWAY. BUT WHAT IS YOUR OPINION ON AND, CASEY, TOO. WE WERE DOING FINE, OUR GROWTH CURVE WAS PRETTY. WE'D LIKE THE TRAJECTORY OF IT UNTIL WE HIT THIS HOT SPOTS IN THE MEAT PACKING PLANT. WHAT IS YOUR OPINION ON HOW CONTAINED THOSE CASES ARE NOW? WELL, I CAN TELL YOU A LITTLE BIT, GIVE YOU SOME RAW NUMBERS. LAST WEEK AT THE TDC. WE HAD ABOUT NINE PEOPLE, I THINK, IN THE HOSPITAL. TODAY, WE HAVE 16 IN THE HOSPITAL AT NORTHWEST AND 13 OF THOSE ARE RELATED TO COVID. SO THAT NUMBER HAS RISEN FROM MY DISCUSSIONS WITH WITH THE PHYSICIANS OUT THERE AND SOME OF THE PERSONNEL. YOU KNOW, THEY HAVE DOZENS OF INDIVIDUALS THAT ARE BEING MONITORED FOR SYMPTOMS OF SOME SORT. AND SO IT REMAINS A CONCERN. IF THOSE INDIVIDUALS GET TOO SICK, THEY HAVE TO COME TO THE HOSPITAL. SO THAT THAT'S STILL CONCERNS ME. THE DUMAS AREA AND THE SWIFT PLANT. I MEAN, I THINK IT'S STILL PROBLEMATIC. I HAVEN'T. I HAVEN'T SEEN A HUGE INCREASE IN NUMBERS COMING FROM THERE THE LAST COUPLE OF [00:40:04] DAYS OR SO, WHICH I'M I'M I'M OPTIMISTIC THAT MAYBE THAT IMPLIES THAT SOME OF THE THE EFFORTS TO MITIGATE THAT HAVE IMPROVED OR MAYBE, YOU KNOW, MAYBE EVEN SOME OF THE. SO MAYBE THAT PLAN IS STARTING TO REACH HERD IMMUNITY LEVELS. I DON'T KNOW. BUT SO THAT I FEEL IN CASE YOU CAN COMMENT ON THAT AS WELL. SEE WHAT YOU THINK ABOUT THAT. BUT SO I'M A LITTLE BIT HESITANTLY OPTIMISTIC THAT MAYBE DUMAS IS NOT GOING TO BE AS MUCH OF A PROBLEM. I WAS HOPEFUL THAT THE CLEMENTS UNIT WAS GOING TO STOP BEING A PROBLEM, BUT THOSE NUMBERS HAVE RISEN. I THINK, YOU KNOW, ANY TIME WE GET TOGETHER IN LARGE GROUPS, IT INCREASES THAT RISK. AND IF YOU THINK ABOUT HOW IF YOU'RE INFECTED AND AND YOU HAVE THE RISK TO INFECT MAYBE ONE TO THREE OTHER PEOPLE AND THEN THOSE PEOPLE CAN INFECT ONE, TWO, THREE OTHER PEOPLE. THAT'S HOW IT GROWS EXPONENTIALLY. AND SO THAT'S KIND OF THAT'S WHAT WE'RE SEEING. WHEN IT WHEN WE HAVE THAT MORE EXPONENTIAL GROWTH, IT'S BECAUSE THE PEOPLE WHO KIND OF FURTHER DOWN THE EARLIER IN THE MONTH HAVE, YOU KNOW, THERE HAS BEEN THAT THOSE EXPOSURES AND THEN THEY'VE EXPOSED AND THEY'VE EXPOSED. AND SO IT'S GROWING MORE EXPONENTIALLY THAN LINEARLY. I DON'T KNOW IF LINEARLY IS A WORD, BUT MORE EXPONENTIALLY THAN LINEAR. AND SO THAT'S WHY, AGAIN, IT'S SO IMPORTANT TO STAY SIX FEET AWAY FROM OTHERS. WEAR A MASK. WASH YOUR HANDS, THOSE THINGS. BECAUSE IT'S WHEN WE GET INTO INTO LARGER GROUPS, AS WE'RE SEEING WITH THE HOT SPOTS AROUND. THOSE ARE JUST RISKIER PLACES. OK, SO, DR. MILTON, WHAT? THIS IS A SUMMARY, WHAT I'VE HEARD YOU SAY IS THAT THE CLEMENTS UNIT. THERE'S A PROBLEM. AND IT'S A PROBLEM WITHIN THE UNIT. IT'S A HOSPITAL CAPACITY CONCERN. AND BUT AS FAR AS BOXING IN THE EXPOSURE TO THE REST OF THE CITY, I MAYBE I'M THINKING OF IT WRONG, BUT I WOULD THINK BECAUSE THAT IS A LOCKED UNIT AND OTHER THAN THE EMPLOYEES WHO ARE LEAVING. IS IT IT OR IS IT LESS LIKELY TO EFFECT AND SPREAD IN OUR COMMUNITY THAN THE LIKE THE SWIFT PLANT DID? I THINK, LIKE YOU SAID, THE EMPLOYEES, WHEN THEY YOU KNOW, WHEN THEY COME AND GO, THAT THAT CAN AFFECT OUR COMMUNITY. IT IS NOT 3000 EMPLOYEES COMING AND GOING EVERY DAY. SURE. YEAH, I THINK YOU COULD LOOK AT IT THAT WAY. I MEAN, OF COURSE, THE 3000 PEOPLE COMING AND GOING TO THE SWIFT PLANT, THEY WEREN'T ALL COMING GOING FROM AMARILLO. NO, YOU'RE RIGHT. AND I I ASSUME THAT ALL OF THE WORKERS THAT YOU SEE ARE NOT COMING AND GOING FROM AMARILLO EITHER. CORRECT. OK, SO, COUNCIL, DO YOU HAVE OTHER QUESTIONS FOR CASEY AND DR MILTON? YES, I DO. OK. SO THIS IS THIS ONE REALLY PROBABLY IS GOING TO BE MORE FOR YOU, DR. MILTON. I KIND OF WANT A LITTLE UNDERSTANDING. I'VE HEARD A COUPLE OF DIFFERENT THINGS, AND I WOULD REALLY LIKE FOR YOU TO WEIGH IN IT KIND OF AN EXPLANATION IF IT'S TRUE OR IF IT'S NOT TRUE. SO I HAVE HEARD AND READ AND SEEN AND TALKED TO SEVERAL DIFFERENT PEOPLE THAT THE COVID VIRUS IS HIGHLY ASYMPTOMATIC IN KIDS, THAT THEY DON'T HAVE A TENDENCY TO GET NEARLY AS SICK. IT'S ALMOST LIKE THE OPPOSITE OF RSV. THEY'RE HIGHLY CONTAGIOUS AND THEY GET REALLY SICK AND HAVE LOTS OF PROBLEMS, BUT IT RARELY AFFECTS ADULTS WHENEVER THEY'RE AROUND IT. BUT THAT THE COVID THAT THEY CAN GO, A LOT OF KIDS CAN GO ASYMPTOMATIC AND IT'S NOT PROBLEMATIC FOR THEM AT ALL. AND THEN THE PROBLEM IS YOU GET A BUNCH OF KIDS AROUND EACH OTHER AND THEY SPREAD IT FROM ONE KID TO ANOTHER AND THEN IT GOES TO THE OTHER FAMILY. AND NOW THEN WE'VE GOT THIS INCREASE OF EXPOSURE IN FAMILIES. SO I DON'T I DON'T WANT TO SINGLE OUT DAY CARE, BUT I JUST WONDER, IS THAT POTENTIALLY GOING TO BE A PROBLEM AS WE OPEN BACK UP? AND KIDS ARE GOING BACK TO DAY CARE AND THEY. IS IT TRUE THAT THEY DO HAVE A TENDENCY TO BE A LOT MORE ASYMPTOMATIC THAN THE ADULTS? I THINK THAT THE DATA IS SHOWING THAT ON AVERAGE, CHILDREN HAVE USUALLY A MILD ILLNESS. [00:45:02] AND AND SO THAT'S THAT'S FAIR TO SAY IN TERMS OF DAY CARE. AND CASEY CAN CERTAINLY COMMENT ON THIS, BUT WE CAN ADD THAT TO A LONG LIST OF THINGS THAT YOU CAN CATCH FROM A DAYCARE CENTER THAT WE TRACK ALL THE TIME. THAT IS HEADACHES FOR EVERYBODY. BUT, YES, YOU'RE RIGHT. AND SO SO, YOU KNOW, IT JUST DID. WHAT WE'VE SAID ALL ALONG IS THAT THE STRATEGY IS TO TRY TO PROTECT THE MOST VULNERABLE POPULATIONS THAT WE HAVE IN OUR COMMUNITY. AND AND CHILDREN, YOU KNOW, CAN BE CERTAINLY A VECTOR FOR THAT. SO, I MEAN, I DON'T WANT TO SINGLE THEM OUT, BUT I THINK PARENTS NEED TO KIND OF UNDERSTAND IT. THAT IS A POSSIBILITY. AND I THINK THE WE HAVE TO BE CAREFUL WITH OUR CHILDREN BEING VECTORS. AND THERE'S THERE'S A LOT OF GUIDANCE FOR DAYCARES. AND WE WE WORK WITH THE DAYCARES, THE MENTAL HEALTH WORKS WITH THE DAYCARES TO MAKE SURE THAT THEY HAVE A CLEAR UNDERSTANDING OF WHAT THEY CAN DO TO LOWER THOSE RISKS. BUT AGAIN, ANY TIME YOU GET INTO LARGER GROUPS, THAT RISK INCREASES. AND THEN ONE OTHER THING ABOUT THOSE GROUPS THAT I THINK IS CLEAR WITH OUR EXPERIENCE AND THERE'S BEEN SOME SUGGESTIONS IN THE LITERATURE, IS THAT THE CONFINEMENT SEEMS TO BE WORSE INDOORS THAN OUTDOORS. I MEAN, IN OTHER WORDS, THE VIRUS DOESN'T SEEM TO BE ABLE TO INFECT AS MANY PEOPLE IN AN OUTDOOR SETTING THAN AN INDOOR SETTING. SO, YOU KNOW. YOU KNOW, MAYBE THERE'S A STRATEGY. IF IF SOME OF THESE THINGS THAT WE'RE GOING TO OPEN UP IN TERMS OF CHURCHES AND WHATNOT, MAYBE THAT WOULD BE SOME WAY OF AN ALTERNATIVE IF THEY COULD HAVE. SOME ACTIVITIES OUTDOORS. I THINK THAT WOULD BE LESS RISKY. I SEE I HAVE A FOLLOW UP QUESTION TO DR. SAUERS QUESTION, BECAUSE THIS VIRUS IS A LOT OF TIMES ASYMPTOMATIC IN INDIVIDUALS THAT ARE POSITIVE. ON THE CONTACT TRACING THAT YOU HAVE DONE SO FAR. HOW MANY CASES HAVE BEEN TRACED BACK TO CATCHING IT FROM AN INDIVIDUAL WHO HAD NO SYMPTOMS VS. THEY WERE AROUND SOMEBODY WHO WAS DISPLAYING SYMPTOMS? SO. THERE'S WE DON'T WE DON'T REALLY HAVE A LOT OF DATA THAT WAY JUST BECAUSE MOST OF OUR CONTACT, MOST OF OUR POSITIVES ARE POSITIVES BECAUSE THEY WERE SYMPTOMATIC. AND THAT'S WHY THEY WERE TESTED EITHER THROUGH THE DRIVE THROUGH OR THROUGH THE THROUGH THEIR DOCTOR'S OFFICE. AND SO WE JUST WE DON'T REALLY HAVE A LOT OF THAT DATA. I MIGHT BE ABLE TO PULL A LITTLE BIT. BUT I DON'T HAVE THOSE NUMBERS JUST BECAUSE MOST OF OUR CONTACT TRACING IS RELATED TO SOMEONE WHO IS WAS ALREADY SYMPTOMATIC BEFORE THEY WERE TESTED. AND I DON'T KNOW, MAYBE IN THE LITERATURE, THAT MIGHT BE SOMETHING THAT WE COULD LOOK FOR, FOR YOU. BUT LOCAL DATA, I JUST DON'T THINK WE'RE GOING TO HAVE MUCH BECAUSE THAT REALLY ADDRESSES I THINK WHAT DR. SAUERS CONCERN IS, IS LIKE HOW MUCH OF THE VIRUS, HOW MANY OF THE CASES WE'RE SEEING ARE BEING TRANSMITTED THROUGH SOMEBODY WHO'S ASYMPTOMATIC, WHETHER THEY'RE 60 OR WHETHER THEY'RE SIX. AND WHAT I HEAR MORE REPORTS ABOUT OR IS THAT WELL I WAS AROUND SOMEBODY AND THEY WERE COUGHING, THEY WERE SNEEZING. THEY KNOW WHERE THEY GOT IT. AND THAT PERSON DID HAVE SYMPTOMS. AND SO IT MAKES ME LESS CONCERNED FOR EVEN THOUGH IT'S POSSIBLE TO BE TRANSMITTED WHEN SOMEONE IS ASYMPTOMATIC, IT SEEMS LIKE THE MUCH LARGER RISK IS HAS BEEN WHEN PEOPLE WHO WERE SYMPTOMATIC AND STILL GOT OUT, GOT AROUND, OTHER PEOPLE WENT TO WORK. I DON'T THINK WE CAN SAY IT OFTEN ENOUGH. IT'S LIKE IF YOU'RE SICK, DO NOT GO INTO WORK. AND IT SEEMS LIKE A BASIC INSTRUCTION. BUT I, I HEAR IT FREQUENTLY. AND IT'S YOU KNOW, IT'S NOT JUST NOW. IT'S JUST NOW WITH THIS VIRUS. IT'S IT'S REALLY, REALLY IMPORTANT. BUT IT'S ALWAYS IMPORTANT TO STAY HOME. PLEASE, IF YOU'RE SICK. I HAVE I HAVE A COMMENT ABOUT THAT. SO. YOU KNOW WHAT, I THINK ONE THING THAT'S ALSO IMPORTANT. AND I'VE SAID THIS BEFORE, IT'S. IT HAS TO DO WITH PEOPLE'S BEHAVIOR, TOO. IN OTHER WORDS, YOU KNOW, ONE OUTBREAK THAT WE HAD WAS AT A BASKETBALL GAME. OK, SO WHAT? WHAT? SO THAT'S AN INDOOR ACTIVITY. YOU COULD ARGUE THAT THAT'S INDOOR. JUST LIKE GO INTO HOME DEPOT, ET CETERA. BUT WHAT DO PEOPLE DO WHEN THEY'RE AT A BASKETBALL GAME? THEY THEY SIT CLOSE TO EACH OTHER. THEY YELL AND SCREAM AND HUG, ET CETERA. [00:50:03] AND SO SO IT'S VERY IMPORTANT, I THINK, THAT WHEN PEOPLE ARE YELLING AND SCREAMING OR IF THEY'RE SINGING AND THERE WAS THERE WAS AN EVENT THAT HAPPENED IN WASHINGTON STATE WHERE A CHOIR GOT TOGETHER AND THERE AND EVEN THOUGH THEY WERE TAKING PRECAUTIONS, FROM WHAT I READ, THE FACT THAT THEY WERE A IN A KIND OF A CONFINED AREA AND THEN STARTED SINGING, MANY, MANY OF THEM GOT SICK. SO SO I THINK THOSE THINGS ARE IMPORTANT TO REMEMBER AS WELL. THAT'S LESS RISK. I MEAN, THAT'S MORE RISKY, OBVIOUSLY, TO DO THOSE THINGS THAN IT WOULD BE TO BE WITH A MASK ON IN HOME DEPOT SIX FEET APART. NOT SPEAKING TO ANYONE. I MEAN. I'LL GIVE YOU GUYS A REPORT ON WHAT THE GOVERNOR'S OFFICE SAID. SO CLEARLY, THIS IS STILL IN THE GOVERNOR'S HANDS. WE ESTABLISHED THAT. AND HE'S NOT BACKING UP FOR US WITH REGARD TO, YOU KNOW, OPENING ALL OF TEXAS ON FRIDAY. WHAT WE DO HAVE GOING ON, THOUGH, IS AN OPEN DIALOG WITH HIS OFFICE. SO IF THERE ARE THINGS THAT YOU WANT US TO COMMUNICATE TO HIM, WE HAVE THAT DIALOG OPEN NOW. SO, YOU KNOW, AS I'M ONE OF THE THINGS THAT THEY REFERENCED, MIKE TOOMEY WAS ON THE CALL AS WELL AS [INAUDIBLE] AND A COUPLE OF OTHER PEOPLE FROM THE GOVERNOR STATE MEDICAL TEAM. THEY REFERENCED THE CRITERIA IN THE SMALL RURAL COUNTIES. THERE'S THREE THINGS THAT IF YOU HAVE A SURGE IN THE RURAL COUNTY, IT WOULD BE TRIGGERED BY ANY OF THESE THREE THINGS. IT'S I HAVEN'T SAT DOWN AND LOOKED AT THOSE CRITERIA AS TO WHAT OUR CURRENT SITUATION IS. BUT WHAT I HEARD FROM THEM WAS. THEY AT THIS POINT IN THE GOVERNOR'S HANDS AND THEY ARE NOT PLANNING ON TELLING US TO OPEN ON FRIDAY AND THEN NOT NOT OPENING US AS A RESULT OF THAT LANGUAGE IN GA 18. I HAD A I HAD A QUESTION FROM WATCHING THAT NEWS CONFERENCE THEY STATED FAIRLY ELOQUENTLY THAT THEY WERE GOING TO BE SUPPLYING CONTACT TRACERS. AND I WOULD THINK THAT WE OUGHT TO BE ON THE TOP OF THE LIST TO HELP CASEY TRACK CASES SINCE OURS ARE STILL GOING UP. I THINK THE DOOR IS WIDE OPEN. WE ARE IN A DIRECT CONVERSATION WITH THE GOVERNOR'S OFFICE. IF THERE'S WHAT THEY SAID, WHATEVER, HELP ME THERE TO WORK ON THOSE HOT SPOTS. WE WANT TO HELP YOU WORK ON THAT. SO I THINK THAT COMMUNICATING THAT TO THEM IS THEIR TOP PRIORITY. WELL, AS WELL AS ANYTHING ELSE THAT WE THINK IS A PRIORITY. SORRY, ELAINE. THAT'S WHAT I HEARD, THAT SAME THING, DR. MILTON. I THINK HE HAS SAID, LIKE A THOUSAND NATIONAL GUARD INDIVIDUALS, THAT THEY WERE REDEPLOYING TO HELP. AND I THOUGHT, HELLO, YOU KNOW, DEFINITELY, WE WANT TO. AND THAT WAS ONE OF MY QUESTIONS ACTUALLY THAT I HAD FOR TODAY, CASEY, IS HE HAD BEEN OFFERED ANY OF THOSE INDIVIDUALS YET. BUT WHAT I'M HEARING IS, IS IS NO. AND IT SOUNDS LIKE MORE ON THAT. WE HAVE TO REQUEST IT. NO, BUT I HAVE A LIST NOW. OK, THAT'S GOOD. WE WE NEED TO PRESENT THAT LIST TO THE GOVERNOR'S OFFICE. CASEY, OF THE THINGS THAT WE THINK WE NEED AND TESTING KITS, TESTING SUPPLIES SHOULD BE ON IT AT THE TOP OF IT. THE WHOLE APPROACH HERE IS THAT WE'RE TRYING TO PROTECT OUR BUSINESSES, THE ONES THAT ARE TRYING TO REOPEN ON FRIDAY. IF THEY'RE REOPENING, WE WANT THEM TO STAY OPEN. AND THAT, I THINK, HAS BEEN A LOT OF THE DEMEANOR OF Y'ALL'S CONVERSATION EVEN WHILE I STEPPED AWAY IS IF WE'RE OPENING, HOW DO WE ADVISE AND SUPPORT PEOPLE TO REOPEN IN THE SAFEST WAY POSSIBLE? WELL, WHAT WE DON'T WANT TO DO IS SAY THIS, SAY THAT, SAY THIS, SAY THAT, AND HAVE THE YOU KNOW, THE CONFUSION AND THE CHAOS OF FRIDAY. YOU'RE OPEN. BUT THEN WE'RE SURGING MORE ON MONDAY. YOU'RE CLOSED IN. SO BEING ABLE TO GIVE CLEAR GUIDANCE, I THINK THIS WAS REALLY HELPFUL. I REALLY DO APPRECIATE THE GOVERNOR'S OFFICE GETTING BACK TO US ON THIS. YOU KNOW, THE QUICK TURNAROUND IN A ONE DAY TURNAROUND TO SAY WE DO NOT ANTICIPATE CLOSING YOUR OPENING ON FRIDAY. SO WHAT DO YOU NEED FROM US IN A DIALOG OR IN SUPPLIES OR WHATEVER WE HAVE THAT WE CAN HELP YOU WITH TO WORK ON THESE HOT SPOTS? [00:55:01] THAT DIALOG IS NOW OPEN. AND I THINK WE NEED TO GET OUR LIST. WE NEED TO GET IT PRESENTED. AND SO, CASEY, I THINK, JAREDD, THAT'S PROBABLY SOMETHING WE NEED TO GET RIGHT ON THIS AFTERNOON AS SOON AS WE FINISH COUNCIL MEETING. I AGREE. YES MA'AM. ANYTHING ELSE FROM COUNCIL? MAYOR, I JUST I JUST WANT TO FOLLOW UP ON A STATEMENT. I DON'T I DON'T KNOW WHERE OUR COMMUNITY IS ON WANTING TO GO FORWARD, WANTING TO STAY BACK. BUT IT IS LIKE THERE WAS JUST A COUPLE THINGS THAT JUMPED OUT TO ME ON WHEN WE TALK ABOUT THE HOSPITALIZATION RATE OF BEING AROUND 10 AND 11 PERCENT. THAT ALSO MEANS THAT 90 PERCENT OF THE PEOPLE WHO TEST POSITIVE RECOVER AT HOME. I MEAN, I THINK WE NEED TO LOOK AT THAT SIDE OF THE GLASS THAT THAT IS THE POSITIVE SIDE OF IT WITHIN THE LIMITATIONS OF OUR HOSPITAL AND CAPACITY AND AND HOSPITAL STAFF. AND THE OTHER PART WAS THE STATEMENT, I THINK, THAT THE CITY MANAGER READ EARLIER ON ONE OF THE STATEMENTS FROM THE GOVERNOR AND MAYBE IT WAS FROM HOWARD, BUT THAT SEVENTY SIX PERCENT OF THE DEATHS THAT HAVE OCCURRED IN THE STATE OF TEXAS HAVE BEEN WITH INDIVIDUALS 65 YEARS OR OLDER. THAT'S A LARGE PERCENTAGE. IT DOESN'T MEAN THAT THE OTHER AGE GROUPS ARE NOT VULNERABLE TO ANY DEGREE. BUT, I MEAN, THAT IS A CLEARLY DEFINED POPULATION THAT'S AT RISK. AND I THINK THAT WE CAN FOCUS ON PROTECTING THAT GROUP AS WELL AS PEOPLE WITH UNDERLYING HEALTH CONDITIONS. AND I PERSONALLY DON'T FEEL THAT MOVING FORWARD, EVEN WITH THESE HOT SPOTS, WHEN THEY ARE NOT FROM THE BEHAVIOR WITHIN THE ACTIVITIES OF OUR COMMUNITY. I AM NOT CONCERNED ABOUT US MOVING FORWARD. AND I'M VERY ENCOURAGED TO HEAR SOME OF THE REPORTS THAT THE HOTSPOTS THAT HAVE BEEN IDENTIFIED OR POSSIBLY BEGINNING TO PEAK AND THEN LEVEL OFF THAT THAT MAYBE WE'RE CLOSER THAN I MIGHT HAVE THOUGHT BEFORE COMING INTO THIS MEETING. THANK YOU. ANYBODY ELSE? WELL, TWO OTHER QUESTIONS AND IF IF THAT'S WHAT'S HAPPENING, HOW ARE WE ON PPE? HOW ARE WE ON TESTS? ONE OF THE TOPICS THAT CAME UP VERY ADAMANTLY ON LAST FRIDAY OF WHAT OUR LOCAL BUSINESSES WERE NEEDING WERE HELP ON THAT. HAVE WE HAD ANY CONVERSATIONS, MADE ANY PROGRESS? AND HOW, IF AT ALL, WE CAN HELP OUR LOCAL BUSINESSES GET THE EQUIPMENT THEY'RE GOING TO NEED? SO WILL YOU ASK HIM A QUESTION ABOUT PPE AT THE HOSPITALS OR FOR OTHER BUSINESSES? I'M THINKING MORE FOR BUSINESS IS DR. MILTON, BUT TO BE SURE, FIRST OFF, THAT OUR HEALTH CARE WORKERS HAVE ADEQUATE AND THEN. BUT BEYOND THAT, THE BUSINESSES THAT WE'RE ALSO ASKING FOR THE CITY, IF THERE WAS ANY POSSIBILITY OF LOGISTICAL HELP FROM US. I MEAN, CASEY YOU CAN PROBABLY COMMENT ON ON THE CAPACITY OF PPE AT THE HEALTH DEPARTMENT. I THINK IT'S LIMITED. IT'S LIMITED. I THINK WE'RE OK RIGHT NOW, BUT IT'S LIMITED. SO ON OUR LIST WITH THE GOVERNOR. FROM A FROM A PPE STANDPOINT, WITH REGARD TO THE BUSINESSES AND TO CITIZENS AND ALSO WORKERS. WELL, THE RECOMMENDATION OF THE GOVERNOR'S ORDER IS TO USE A CLOTH NONMEDICAL FACEMASK. THAT DOESN'T EXACTLY ANSWER THE QUESTION, BUT IT'S THE PPE THAT WE USE OR THAT FIRST IT'S THAT THE PUBLIC HEALTH USES AND THE HOSPITALS USE IS DIFFERENT FROM WHAT THE BUSINESSES AND THE CUSTOMERS ARE GOING TO USE OR SHOULD BE USING. ALTHOUGH I THINK THE GOVERNOR MADE A POINT TO THAT, HE WAS NOT MAKING IT A MANDATE. IT WAS JUST A RECOMMENDATION. YEAH, ABSOLUTELY. IT'S A STRONG RECOMMENDATION. BUT HE DOES GO OUT OF HIS WAY. I THINK IN LIGHT OF MAYBE WHAT HOUSTON OR HARRIS COUNTY OR SOMEBODY DID MANDATING THE USE OF FACEMASKS. BUT HE SAID THAT NO JURISDICTION CAN IMPOSE IT SO SO CRIMINALLY OR PENALTY FOR FAILURE TO WEAR FACE COVERING. HOWEVER, HE ALSO SAYS INDIVIDUALS ARE STRONGLY ENCOURAGED, WHERE APPROPRIATE, FACE COVERINGS. SO ITS RECOMMENDATION, NOT A MANDATE. YOU'RE RIGHT. AND AS FAR AS THE BUT THE GUIDANCE TO BUSINESSES IS NOT A RECOMMENDATION. YOU KNOW, THE WORKERS INSIDE THE BUSINESSES, I THINK THOSE ARE INSIDE THE GOVERNOR'S [01:00:06] REPORT TO OPEN TEXAS. AND I DON'T RECALL THE DETAILS OF MY HEAD RIGHT NOW AND WHAT THAT SAYS ON FACE COVERINGS FOR EMPLOYEES OF THOSE BUSINESSES. AND THEN WHAT ABOUT TEST SUPPLIES AND SPECIFICALLY WITH, LIKE, THE ABBOTT CARTRIDGES? I KNOW SEVERAL LOCATIONS HAVE THE PLATFORMS THAT THEY HAVEN'T BEEN ABLE TO GET THE CARTRIDGES AND HAVE SAID THAT THAT IS IS BEING DISTRIBUTED THROUGH FEMA. SO IS THAT ALSO SOMETHING WE HAVE TO ASK FOR THE GOVERNOR'S OFFICE? WELL, WE GO DIRECTLY TO FEMA. I THINK WE ASK. I THINK WE TAKE THIS OPEN DIALOG WITH THE GOVERNOR'S OFFICE AND WE PUT OUR LIST TOGETHER, WE GO THROUGH THAT DOOR. HE'S VERY CONCERNED ABOUT THE MEATPACKING PLANTS, BOTH IN HOW THEY'RE AFFECTING OUR LOCAL CITY AND THE SPREAD IN OUR COMMUNITY. BUT IT'S A GIGANTIC ECONOMIC TOUCHPOINT FOR THOSE PLANTS TO STAY OPEN AND KEEP PRODUCING. SO I THINK IT'S IMPORTANT FOR US TO TAKE HIM UP ON HIS OFFER. HOWEVER, HE CAN HELP. HE'S CONCERNED ABOUT THOSE MEATPACKING PLANTS AND HE WANTS THEM TO STAY OPEN. SO I THINK EVEN AS WE SPEAK, PRESIDENT TRUMP IS DOING SOME WORK ON KEEPING OUR MEAT PROCESSING PLANTS OPEN. SO I THINK. USING THEIR OFFERS TO HELP US WOULD HELP OUR CITY AS A WHOLE. AND SO THAT'S YOU KNOW, WE'RE LOOKING FOR SILVER LININGS ON THAT. BUT I THINK THAT IS THE SILVER LINING. DR. MILTON'S LAUGHING THAT I THINK WHAT WE NEED TO DO IS ASK. WE NEED TO ASK FOR TESTING SUPPLIES. WHEN YOU'D ASK FOR EVERYTHING THAT'S ON CASEY'S LIST AND WE NEED TO KEEP THOSE PLANTS OPEN. THEY SUPPLY A GOOD PERCENTAGE OF THE NATION'S BEEF SUPPLY. IT'S IMPORTANT TO US REGIONALLY FOR OUR ECONOMICS, TO OUR FARMERS AND OUR RANCHERS. AND SO I THINK WHERE IT FALLS TO US RIGHT NOW AS LEADERS IS TO GET THAT LIST IN THEIR HANDS AND TELL THEM THIS IS WHAT WE NEED. WHAT DO WE NEED IN ORDER TO KEEP THEM OPEN, IN ORDER TO KEEP OUR COMMUNITY SAFE. THEY'RE OFFERING TO HELP. AND NOW IT'S ON US TO GET THEM THE LIST, SHOWING THEM WHAT WE NEED TO HELP. AND I DON'T KNOW IF WE WOULD OUR NUMBERS WOULD QUALIFY US AS A HOT SPOT, BUT I KNOW WITH MOORE COUNTY, BECAUSE OF THEIR NUMBERS AND AS A PERCENTAGE, THEY ALSO QUALIFY FOR CERTAIN GRANTS. AND SO THAT IS POSSIBLY SOMETHING FOR US, TOO. Y'ALL MAY ALREADY BE ON TOP OF THAT, BUT JUST FOR US TO POSSIBLY BE ABLE TO QUALIFY FOR SOME ADDITIONAL DOLLARS TO HELP. IF WE'RE IDENTIFIED AS PART OF THAT. YOU MAY HAVE TALKED ABOUT THIS WHEN I WAS AWAY. BUT JUST WHAT WE'RE ASKING FOR AMARILLOIANS RIGHT NOW FROM AMARILLOIANS. I THINK WE'RE ASKING FOR EVEN MORE. COOPERATION AND PERSONAL RESPONSIBILITY IF YOU OWN A BUSINESS. I THINK YOU'VE GOT TO BE WATCHING THE NUMBERS ALONG WITH ALL OF US AND DECIDING WHAT'S BEST FOR YOUR EMPLOYEES AND YOUR CUSTOMERS. IF YOU'RE THINKING ABOUT YOUR BUSINESS OPERATIONS, YOU'VE GOT TO HAVE. PLEASE DON'T EXPECT THE FIRE MARSHAL TO BE ABLE TO ENFORCE AND INSPECT EVERYONE. WE HAVE TO HAVE PERSONAL RESPONSIBILITY AT THE BUSINESS OWNER LEVEL. AND THAT MEANS PLEASE OPERATE YOUR BUSINESS IN THE SAFEST WAY POSSIBLE. I WANT TO SPECIFICALLY SPEAK TO CITIZENS ABOUT CINCO DE MAYO. WE'VE ALL BEEN APART AND WE'VE ALL BEEN WISHING WE COULD SPEND TIME WITH EXTENDED FAMILY AND FRIENDS. AND I'M A LITTLE BIT WORRIED ABOUT THE TIMING OF THIS. I WANT PEOPLE TO UNDERSTAND THAT THE GOVERNOR SAID THIS IS A DIRECT QUOTE FROM HIS ORDER. EVERY PERSON IN TEXAS SHALL EXCEPT WHERE NECESSARY TO PROVIDE OR OBTAIN ESSENTIAL SERVICES OR REOPENED SERVICES, THEY SHALL MINIMIZE SOCIAL GATHERINGS AND MINIMIZE IN PERSON CONTACT WITH PEOPLE WHO ARE NOT IN THE SAME HOUSEHOLD. SO WE HAVE TO KEEP DISTANCING. WE HAVE TO KEEP CHOOSING TO BE AT HOME AS MUCH AS POSSIBLE, OR AT LEAST SEPARATED, NOT GATHERING IN GROUPS FOR A WHILE. AND I WANT THAT EXPECTATION TO BE VERY, VERY CLEAR TO OUR CITIZENS. AND I WANT TO ASK FOR YOUR HELP. THAT'S WHAT'S GOING TO AFFECT OUR NUMBERS. THE MOST PRODUCTIVE MEETING SAY THAT MEETING AFTER MEETING AFTER MEETING CASEY, TOO. SO IF YOU'RE A STORE OWNER AND YOU'RE GOING TO BE OPEN, PLEASE HELP US CONSIDER HOW PEOPLE ARE GONNA COME IN AND OUT OF YOUR STORE SAFELY. IF THERE'S A NARROW ENTRANCE OR A HALLWAY, THE THING HERE IS HOW PEOPLE ARE NOT GOING TO BE STACKING UP AND BEING GROUPED UP IN THAT CONFINED AREA IS REALLY THE MOST IMPORTANT CONSIDERATION. SO WHAT WE NEED IS A LOT OF WISE LEADERS IN OUR CITY, AND I BELIEVE THAT [01:05:03] WE HAVE THAT. AND I BELIEVE THAT WE'RE GOING TO HAVE COOPERATION FROM CITIZENS. BUT PLEASE DON'T PROVE US WRONG. MAYOR, I WANTED TO TAKE JUST ONE SECOND. AND I KNOW KIND OF GO IN DIVERTING BACK TO ABOUT FIVE MINUTES AGO TO JUST CLARIFY EVERYTHING THAT I SAID ABOUT THE FACEMASK. YES, THE GOVERNOR'S GUIDANCE DOES RECOMMEND RESTAURANTS AND OTHER BUSINESSES TO HAVE THE EMPLOYEES WEAR CLOTH BASED COVERINGS OVER THE NOSE AND MOUTH AND IF AVAILABLE IN PLACE, SHOULD CONSIDER NOT WEARING MEDICAL GRADE FACE MASKS. SO CONSIDER WEARING NONMEDICAL GRADE FACEMASKS. SO IT'S IT'S NOT A REQUIREMENT. IT IS A RECOMMENDATION ON THE FACE MASKS FOR FOR FOR EMPLOYEES OF BUSINESSES. NOW, THAT'S ONLY FOR NON-ESSENTIAL REOPENING BUSINESSES. THE THERE IS NO GUIDANCE LIKE THAT OTHER THAN RECOMMENDATIONS AGAIN FOR US. SO THERE'S NO REQUIREMENT FOR ESSENTIAL BUSINESSES, EVEN ON FACEMASKS. MR. CITY MANAGER IN THE DID THE GOVERNOR PROVIDE SOME SPECIFIC GUIDELINES FOR BUSINESS OPERATIONS IN THAT IN THAT BROCHURE? YES, MA'AM. FOR ALL OF THE DIFFERENT CATEGORIES THAT ARE IN SECTION 2 A THROUGH J OF THE GOVERNOR'S EXECUTIVE ORDER, GA 18 THERE ARE VERY DETAILED CHECKLISTS FOR WHAT HOW TO HOW TO GO ABOUT GOING. IF YOU'RE A CUSTOMER, WHAT DO YOU NEED TO DO TO MAKE SURE THAT YOU'RE SAFE FOR YOU AND FOR OTHERS IF YOU'RE A CUSTOMER? HOW DOES THE BUSINESS OWNER MAKE SURE THAT THEIR ESTABLISHMENT IS SAFE? HOW DOES THE EMPLOYEE MAKE SURE THAT THEY ARE SAFE? SO THERE'S A CHECKLIST FOR ALL THOSE DIFFERENT CATEGORIES FOR FOR WHETHER WE'RE TALKING ABOUT GOLF COURSE OPERATIONS OR RESTAURANTS OR DINING AND RESTAURANT SERVICES OR SHOPPING MALLS, MOVIE THEATERS, THEY ALL HAVE THEIR OWN CHECKLIST OR MINI CHECK LISTS ACTUALLY. I'M GUESSING THEN THERE IS SOMETHING THAT ADDRESSES IF AN EMPLOYEE TESTS POSITIVE WHAT THE RESPONSE IS, BECAUSE I'VE HAD SOME BUSINESSES ASK ME ABOUT THAT OVER THE WEEKEND. JUST CLARIFICATION, TRYING TO GET PREPARED FOR BEING OPEN. YOU KNOW, WHAT HAPPENED? WHAT ARE THE PROTOCOLS? AND WE SURE IT'S CONSISTENT BUSINESS TO BUSINESS. RIGHT. AND IF AN EMPLOYEE IS POSITIVE, THEY TEST POSITIVE. THEY DEFAULT OVER INTO THE PUBLIC HEALTH PROCESS. BUT THE HOSPITAL'S DR. MILTON, CASEY AND THE REST OF THEM, IF THEY FEEL SICK, THOUGH, AND IF THEY HAVE A WHOLE LOT OF DIFFERENT CONDITIONS OR SYMPTOMS, THEY'RE DIRECTED TO STAY HOME OR GO SEE THEIR DOCTOR. SO IT'S VERY EXHAUSTIVE WITH REGARD TO THE CONDITIONS OR SYMPTOMS THAT THEY MIGHT BE FEELING. THAT MAY BE NOTHING, BUT THEY DON'T WANT TO TAKE A CHANCE. GOVERNOR DOESN'T WANT US TAKING A CHANCE WITH PEOPLE IN THE IN THE WORKPLACES THAT HAVE THOSE SYMPTOMS. WE TALKED LAST WEEK WITH JORDAN, ESPECIALLY ABOUT ALL OF THIS INFORMATION THAT WE TOOK AWAY FROM OUR TASK FORCE, STRATEGIC ROUNDTABLES, AND HOW WE WERE GATHERING ALL OF THAT INPUT FROM THOSE ROUNDTABLES, ANTICIPATING THAT WE MIGHT BE ABLE TO MAKE THOSE DECISIONS HERE LOCALLY. AGAIN, THE GOVERNOR HAS TAKEN ALL OF THAT OUT OF OUR HANDS. SO THE DATA THAT WE COLLECTED LAST WEEK THAT WE WERE PUSHING INTO THAT TYPE OF CHECKLIST, THAT TYPE OF INFORMATION INDUSTRY BY INDUSTRY, THE GOVERNOR IS TAKING ALL OF THAT OUT OF OUR HANDS. AND SO, YOU KNOW, WE'RE WE'RE NOT GOING TO SPEND CITY RESOURCES TO PRODUCE THOSE CHECKLISTS WHEN THE GOVERNOR IS SAYING YOU NEED TO ABIDE BY MINE. AND HERE ARE THE CHECKLISTS. SO I AM STILL VERY PLEASED BY THE TIME AND THE ENERGY THAT WE SPENT DURING THOSE ROUNDTABLES. I'M VERY PROUD OF YOUR LEADERSHIP. AND I'VE HAD NOTHING BUT POSITIVE FEEDBACK FROM WITHIN THE COMMUNITY ABOUT PEOPLE THAT PARTICIPATED IN THOSE ROUNDTABLES. BUT THE GOVERNOR IS TAKING IT OUT OF OUR HANDS. SO WE'LL BE FOLLOWING HIS CHECKLISTS AND BE OPENING ON HIS TIMEFRAME. AND LET YOU KNOW IF OUR NUMBERS DON'T. HOPEFULLY, DR. MILTON IS RIGHT AND I BELIEVE THAT. I BELIEVE THAT THE COMMUNICATION TACTICS THAT WE PUT IN PLACE AND I I AM PRAYING THAT OUR CITY IS PLATEAUING. BUT. YES. IF WE WEREN'T IF WE DID IT, SOMETHING COULD CHANGE. BUT AS OF NOW, WHAT WE KNOW IS IT'S IN THE GOVERNMENT'S HANDS AND THOSE BUSINESSES LISTED WILL BE REOPENED ON FRIDAY. MAYOR, IS WE'RE THINKING OF OUR OR OUR REQUEST OF THE GOVERNOR'S OFFICE. I WOULDN'T EVEN KNOW ANY THINGS TO ASK RELATED TO MOORE COUNTY. BUT AGAIN, BACK TO BACK TO CASEY AND AND DR. MILTON, ON ANYTHING RELATED TO I KNOW THE STATE HAS ALREADY BEEN INVOLVED. BUT IF THERE ARE ANY SPECIAL REQUESTS, BECAUSE IT DOES IMPACT US. IT MIGHT BE A GOOD PLACE TO PUT IT ON A LIST. [01:10:06] PROBABLY WE NEED TO WORK ON THOSE CONVERSATIONS RIGHT AFTER THE MEETING. YEAH. IF YOU'RE AVAILABLE. RIGHT. ANYTHING ELSE THEN ON COVID? I'D LIKE TO COMMENT. WHILE WE SPENT A LOT OF TIME IN THOSE MEETINGS. IT WASN'T A WASTE OF TIME. I FEEL LIKE EACH GROUP ACCEPTED THE THINGS WE WERE TRYING TO DO. SO WHILE IT'S TURNED OVER TO THE GOVERNOR, IT'S ACCOMPLISHING THE SAME THING WE WOULD HAVE BEEN DOING. AND FROM A CONSUMER STANDPOINT, IT GAVE ME GREAT CONFIDENCE TO HEAR ALL OF THE PROTOCOLS THAT BUSINESSES WERE PUTTING IN PLACE IN PREPARATION, ARE THEY? THEY KNOW THEIR OWN INDUSTRIES. THEY THEY KNEW THERE THEIR DIFFERENT RISK AND WAYS TO TRY AND MITIGATE THE RISK. AND I WAS VERY IMPRESSED WITH SO MANY OF THE PLANS THAT WERE SHARED. THEY WERE THEY WERE ON IT. THE OTHER COMMENTS. OK. YES. IS THAT A YES OR NO FREDA? OH, SHE HAS COMMENTS WHICH DOESN'T HAVE AUDIO. CAN YOU WALK IN A COMMENT BY FRANCIS? CAN WE GET HER A PHONE. SHE'S GONE OVER TO FRANCIS. I'M TAKING I'M TAKING MY PHONE IN THERE RIGHT NOW. OK. TAKE YOUR HAND SANITIZER, TOO. I KNOW, FREDA. SHE HAS HAND SANITIZER ON HER PERSON AT ALL TIMES. I THINK WE'RE HEARING HER. THERE SHE IS, THERE SHE IS. JEREMY. CAN YOU HEAR ME NOW? YES, I HEAR YOU. OK, SO I DID HAVE SOME COMMENT, AND I JUST WANT TO SAY IN THE GOVERNORS, IT IS IN THE OPEN TEXAS, THE GOVERNORS REPORT TO OPEN TEXAS. SO THE CHECK IN THERE ARE VERY WELL SPELLED OUT. SO, FOR EXAMPLE, FOR RESTAURANTS, THERE'S A CHECKLIST FOR RESTAURANT. AND THEN THERE'S A CHECK LIST FOR RESTAURANT CUSTOMERS. SO THEY'VE DONE A GREAT JOB ON ON EVERY AREA FOR CHECK LIST. SO I THINK THIS IS GOING TO BE A VALUABLE DOCUMENT FOR US TO USE WHEN WE GET THE PHONE CALLS FROM HOUSTON OR FROM DIFFERENT GROUPS. AND THEN THE OTHER THING I WANTED TO MENTION IS THAT THE DATA FOR A REPORT CARD HAS CHANGED. I SEE THAT CASEY HAS WORKED ON THAT. CAN WE TALK ABOUT THAT A LITTLE BIT? OR CAN SHE GIVE SOME INSIGHT ON THAT, I LIKE I LIKE THE WAY IT LOOKED. I GUESS, CASEY, WHEN YOU TALK TO US ABOUT THE REPORT CARD AND THE OTHER CHANGES THAT ARE COMING THIS WEEK. YES, MA'AM. SO WE TOOK FEEDBACK FROM THE COUNCIL MEETING LAST WEEK AND SOME FEEDBACK FROM WHAT WE WERE HEARING FROM THE CITIZENS. AND WE DID UPDATE THE REPORT CARD. I THINK IT WAS SENT OUT JUST A LITTLE WHILE AGO. AND SO YOU SHOULD HAVE TODAY'S REPORT CARD IN YOUR EMAILS. BUT SO WE TOOK OFF A COUPLE OF COLUMNS, BUT WE ADDED WHAT WE HOPE IS VERY VALUABLE INFORMATION, INCLUDING THE ACTIVE CASES AND THEN THE CHANGE UP OR DOWN FROM THE PREVIOUS DAY. AND THEN WE ALSO INCLUDED THE LINE LIST ARE THE I'M SORRY, THE LINE GRAPH ON THE ON THE ON THE REPORT CARD EVERY DAY SO THAT PEOPLE DON'T HAVE TO GO TO A DIFFERENT PLACE TO VIEW THAT LINE GRAPH. AND SO I THINK THAT'S VALUABLE INFORMATION. WE DID TAKE OFF THE HOSPITALIZATION INFORMATION OR THE THE ISOLATION INFORMATION. IF SOMEONE WAS ISOLATED AT HOME IN THE HOSPITAL, AGAIN, THAT INFORMATION WAS ONLY RELEVANT TO POTTER RANDALL COUNTY INDIVIDUALS. AND WE KNOW THAT IT WASN'T A COMPLETE PICTURE BECAUSE THERE ARE PEOPLE WHO ARE IN THE HOSPITAL FROM OUTSIDE OF OUR JURISDICTION. SO WE WANTED TO MAKE SURE THAT IF WE'RE REPORTING INFORMATION, WE'RE REPORTING THE FULL PICTURE OF INFORMATION SO WE CAN WORK TO GET THAT INFORMATION OUT A DIFFERENT WAY. BUT IT WASN'T THAT WASN'T THE BEST PLACE TO PUT IT. SAME FOR TRANSMISSION TYPE LOCAL VERSUS TRAVEL. WE WANTED TO MAKE SURE THAT OUR COMMUNITY KNEW WHEN WE HAD LOCAL TRANSMISSION, AND WE DO. [01:15:03] AND SO WE FELT LIKE THERE WAS A MORE MORE VALUABLE INFORMATION THAT COULD BE COMMUNICATED ON THAT REPORT CARD. SO I THINK THAT THERE'S SOME REALLY VALUABLE INFORMATION THERE. I HOPE WE KNOW IF WE CONTINUE TO GET FEEDBACK, THEN THAT'S WONDERFUL. THE OTHER THING THAT WE HAVE IS WE WANT TO MAKE SURE THAT WE'RE CONTINUING TO PROVIDE INFORMATION THAT OUR COMMUNITY FINDS VALUABLE. SO WE'RE WORKING TO PUT A DASHBOARD OUT ON OUR CITY ON THAT EMAIL ALERTS, DOT COM WEB SITE, AND WE WILL HELP TO HAVE THAT. I DON'T WANT TO OVER PROMISE, BUT I'M HOPING TO HAVE THAT READY TO GO BY FRIDAY THROUGH. I.T. IS WORKING ON A SOLUTION FOR US. AND THEN THROUGH JORDAN'S TEAM COMMUNICATIONS. AND SO WE HAVE A REALLY GOOD TEAM AT THE CITY OF AMARILLO. SO I APPRECIATE EVERYBODY'S CONTINUED EFFORT. AND IT'S AS WE HAVE I'M REALLY PROUD TO WORK WITH A GROUP OF PEOPLE THAT WE DO. SO WE'RE WORKING TO GET A DASHBOARD UP. IT'LL IT'LL LOOK VERY CLOSELY TO DENTON COUNTY'S INFORMATION. LUBBOCK COUNTY HAS SOME INFORMATION. SO IT WILL LOOK VERY SIMILAR TO OTHER LOCAL HEALTH DEPARTMENTS AROUND THE STATE. BUT I THINK THAT I THINK THAT IT'LL BE HELPFUL INFORMATION. YOU JUST TO FOLLOW UP ON THE HOSPITALIZATIONS. THAT IS INFORMATION THAT WE'RE GOING TO PROVIDE ON THE DASHBOARD, IS THAT CORRECT? I'M ASKING IS BECAUSE THAT'S ONE OF THE STATED CRITERIA BY THE CDC FOR REOPENING, EVEN THOUGH WE'RE STARTING OUR REOPENING PROCESS. I THINK IT'S REALLY IMPORTANT FOR CITIZENS TO HAVE SOME INSIGHT AS TO WHAT THE CAPACITY IS AT OUR HOSPITALS. AGAIN, THE TRICK FOR US IS WE ONLY GET DATA FOR AMARILLO RESIDENTS, AND THERE'S THAT WHOLE GOAL OF OUR HOSPITAL FULL OF PEOPLE WHO AREN'T AMARILLO RESIDENTS. AND SO HOW DO WE REPORT THAT? THAT I UNDERSTAND WHY IT CAME OFF OF THE REPORT CARD? BECAUSE THE REPORT CARD IS FOR OUR HEALTH DISTRICT. BUT JUST IN A GRAPH, I THINK HOSPITAL CAPACITY IS IMPORTANT AND THAT'S GOING TO INCLUDE PANHANDLE PATIENTS. BUT IT'S ONE OF THE CRITERIA FOR REOPENING THAT I THINK CITIZENS WANT TO WATCH. AND I WANT TO WATCH. SO THAT'S I'LL JUST PASS THAT BACK ON TO YOU. YES. WE'RE WORKING TO BRING A SOLUTION TO THAT SO THAT WE CAN POPULATE THAT ON THE DASHBOARD. IT DOESN'T SOUND IT DOESN'T SEEM LIKE IT SHOULD BE A HARD ANSWER. IT'S AN EASY QUESTION, BUT A COMPLICATED ANSWER. SO THE SHORT ANSWER IS YES. WE'RE WORKING ON A SOLUTION FOR THAT. AND WE DO APPRECIATE ALL OF THE HARD WORK. AND I REALIZE THERE ARE MULTIPLE TEAMS INVOLVED. ANY TIME A CHANGE HAPPENS HERE, THIS IS ONE OF THOSE THAT HEALTH DEPARTMENT LOOKS AT, LEGAL LOOKS AT, COMMUNICATIONS LOOKS AT. SO THERE ARE A LOT OF EYES AND A LOT OF TEAMWORK HAPPENING. DID YOUR TEAM REALLY IS DOING A GREAT JOB. THANK YOU. CAN I ASK ONE MORE QUESTION? SO I SAID, SO I GOT THIS ACTUALLY FROM A CITIZEN JUST TEXTED ME THIS JUST WANTING A LITTLE CLARIFICATION, IF THERE IS CLARIFICATION. SO THIS INDIVIDUAL HAS KIDS THAT ARE TEENAGERS. AND SO EVERYTHING THAT'S BEEN TALKED ABOUT, LIMITING THE NUMBER OF GROUPS AND THAT IT'S BETTER TO BE OUTSIDE. SHE'S BASICALLY JUST SAYING THAT IT DOES SPREAD LESS OUTSIDE. SO THE ONLY THING THAT HAS BEEN SAID HAS BEEN KIND OF LITTLE NEBULOUS, MINIMIZE THE NUMBER OF GROUPS. BUT IF YOU'VE GOT A GROUP OF TEENAGERS THAT'S WANTING TO GET TOGETHER, WHAT? PLEASE KIND OF DELINEATE SOME LIMITS FOR THEM SO THEY CAN HELP DIRECT THEIR CHILDREN AND THEIR CHILDREN. WHAT'S THE BEST THING TO DO ON OUR CASE? YOU DON'T WANT TO. HOW WOULD YOU ANSWER THAT? YES. SO I THINK I'M FREE TO TALK ABOUT IT LAST WEEK. WHAT WERE YOU TALKING ABOUT? RISK ELIMINATION VS. RISK MITIGATION. AND THIS HAS NEVER BEEN ABOUT RISK ELIMINATION. THIS WHOLE THING HAS BEEN ABOUT RISK MITIGATION AND A RISK RISK REDUCTION. AND SO EVERYTHING WE DO TALKS ABOUT RISK REDUCTION. AND SO ANYTHING THAT FAMILIES CAN DO TO REDUCE THEIR RISK. AND SO WHEN WE TALK ABOUT BEING OUTSIDE, THAT'S ONE THING THAT WILL REDUCE YOUR RISK. SMALLER GROUPS REDUCES YOUR RISK. ALTHOUGH IF ONE PERSON IN THE GROUP IS SICK, THEN THAT THAT IS RISKIER. WEARING MASKS, IF EVERYONE IN THE GROUP WEARS MASKS, THAT REDUCES YOUR RISK. SIMPLY STAYING HOME IS THE VERY BEST RISK REDUCTION TOOL THAT YOU HAVE. AND SO THOSE ARE HARD QUESTIONS. AGAIN, THEY SHOULD BE. THERE SHOULD BE SIMPLE ANSWERS. [01:20:02] THERE'S NOT. SO YOU HAVE TO THINK ABOUT ALL OF THOSE THINGS THAT REDUCE YOUR RISKS WHEN YOU CHOOSE TO TO GO OUT AND TO INTERACT WITH WITH GROUPS THAT AREN'T GROUPS THAT LIVE IN YOUR HOME. DR. MILTON, DID YOU WANT TO ADD SOMETHING? I'VE RAISED THREE TEENAGERS. AND SO WHENEVER THEY GET IN GROUPS, IT'S USUALLY NOT FOR GOOD REASONS, IN MY OPINION. AND SO I WOULD SAY ONE, UNLESS IT'S A STUDY GROUP, MAYBE THEY WANT TO DO A STUDY GROUP. I KIND OF DOUBT IT. SO I JUST I JUST DISCOURAGE IT. I'VE BEEN THERE, UNDERSTAND? I'VE BEEN THERE. ME TOO. I HAVE A TWO YEAR OLD, SO I WILL JUST ADD IN TO THAT THAT I DO THINK IT DEPENDS. I LOVE THAT CASEY YOU BRING THAT UP FOR RISK REDUCTION. YOU CAN'T ELIMINATE IT. AND EVERY FAMILY IS DIFFERENT. SO IN SOME WAYS, IT IS BACK ON THE PARENTS. AS A PARENT, I WILL. AND AS THE MAYOR, I WOULD LOVE TO GIVE PARENTS IN OUR CITY COVERAGE. SO I'M GOING TO SPEAK AS THE MAYOR FOR A MOMENT. EVERY TIME YOU STAY IN, IT KEEPS OUR CITY, OUR CITY SAFER. AND SO YOU REDUCE THE RISK OF SPREADING IT AND YOU REDUCE THE RISK OF CATCHING IT EVERY TIME YOU STAY IN. SO IF YOU'RE A PARENT AND YOU'RE NEEDING COVERAGE TO KEEP YOUR TEENAGERS FROM GOING TO HANG OUT WITH THEIR FRIENDS, I HOPE THAT JUST GAVE IT TO YOU. ULTIMATELY, WE HAVE TO TRUST YOUR JUDGMENT. AS A PARENT AND YOU'RE ANALYZING THE THINGS THAT CASE YOU LISTED OFTEN ARE NOT LISTED OFF. I CAN TELL YOU THAT IN THE NELSON HOUSEHOLD, OUR TEENAGERS ARE NOT MEETING WITH FRIENDS AND THEY'RE DOING THAT A LOT TO PROTECT SOMEBODY WHO HAS A COMPROMISED IMMUNE SYSTEM HERE IN OUR HOUSEHOLD. SO IT DOES DEPEND HOUSEHOLD BY HOUSEHOLD AS TO WHAT YOUR FAMILY NEEDS. I. PARTICIPATED IN A DRIVE BY BIRTHDAY PARTY YESTERDAY, AND I WAS CONCERNED TO SEE THE TEENAGERS. THE CARS HAD STOPPED AND THEY HAD GOTTEN OUT. AND LIKE, THEY'RE SHOVING AND WRESTLING AND DOING THE THINGS YOU DO. AND I WAS LIKE, OH, I THOUGHT THIS WAS A DRIVE BY PARTY. AND SO IT IT'S IT'S HARD. THE TEMPTATION TO NOT JUST FALL BACK INTO HANGING OUT THE WAY THAT YOU ARE USED TO HANGING OUT IS CHALLENGING. AND I THINK YOU AS A PARENT HAVE TO ASSESS THAT RISK AND MAYBE YOUR PRESENT TO ACT AS THE THE CONSTANT REMINDER HANG WHERE YOU ASSIGN CHAIRS AND EVERYBODY AGREES TO SIT IN THEIR CHAIRS OR KNOW WHAT KIND OF MITIGATION STRATEGIES ARE YOU PUTTING IN PLACE. AS A PARENT, BECAUSE IT'S CHALLENGING TO KEEP THAT DISTANCE. SO IT'S NOT A HARD AND FAST RULE. DR. SAUER, I HOPE THAT CITIZEN AT LEAST HAS SOME MORE INSIGHT. BUT I THOUGHT CASEY FRAMED IT UP VERY WELL. YES, SHE DID. I THINK SHE DID, TOO. SO NO PLAYING RED ROVER. AND I MEAN, EVER SINCE THE GOVERNOR'S ORDER CAME OUT YESTERDAY, MY PHONE'S BEEN BLOWING UP WITH BUSINESS OWNERS WHO WANT TO BE GOOD COMMUNITY PARTNERS. AND THEY'RE SAYING, I KNOW WE CAN OPEN GINGER, BUT SHOULD WE OPEN? DO YOU WANT US TO OPEN? AND THERE ARE SO MANY PEOPLE WHO JUST WANT TO MAKE THE RIGHT CHOICE FOR OUR CITY. AND I'M SO GRATEFUL FOR THAT HEART, THAT HEART, THAT'S WILLING TO CONTINUE TO SACRIFICE FOR THE PEOPLE AROUND US. I HAD A CHURCH LEADER CALL JUST RIGHT BEFORE THE MEETING AND SAY, I REALIZE OUR CHURCH CAN BE OPEN. BUT HAVING WALKED THROUGH SOME OF THE PRACTICAL CHALLENGES OF OPENING, YOU KNOW, JUST BECAUSE THEY CAN MAP OUT THEIR PEWS TO SHOW THAT PEOPLE CAN SIT SIX FEET APART. YOU KNOW, THIS LEADER IS CONCERNED ABOUT HOW PEOPLE WALK FROM THE PARKING LOT DOWN THE HALLWAY AND INTO THE CHURCH WITHOUT BEING GROUPED UP IN A CONFINED SPACE TOGETHER, WITHOUT HUGGING EACH OTHER'S NECKS AND JUST BEING, YOU KNOW, COMMUNITY WITH EACH OTHER. HE HE JUST IS CONVINCED THE RISK IS STILL TOO GREAT. AND SO AS A LEADER, HE IS NOT GOING TO OPEN HIS CHURCH AT THIS TIME. AND I IT'S HIS DECISION. AND I RESPECT HIS LEADERSHIP AND HIS WISDOM. AND I VERY MUCH SO RESPECT HIS HEART, WHICH IS FOR OUR COMMUNITY AND THE SAFETY OF OUR OVERALL COMMUNITY, NOT JUST THINKING ABOUT WHAT HAPPENS INSIDE HIS CHURCH BUILDING. SO I APPRECIATED THAT AS WELL. ANY FINAL THOUGHTS ON THAT COUNCIL? MAYOR, I HAD A. GO AHEAD, I'LL FOLLOW UP TO FREDA'S QUESTION ON THE REPORT CARD. [01:25:02] I ALSO WANT TO SAY I THINK IT LOOKS GREAT. CASEY, THANK YOU SO MUCH FOR HIGHLIGHTING LITERALLY IN COLOR WHAT THE ACTIVE CASES ARE AND SUBTRACTING OUT FROM THE CUMULATIVE. THANK YOU. AND SINCE THE IF WE'RE TAKING THE HOW PEOPLE ARE ISD HOSPITAL, THEN I AM NOT GOING TO HAVE THE INFORMATION TO ACTUALLY CALCULATE THAT HOSPITALIZATION RATE. AND AS LONG AS I CAN FIND IT SOMEWHERE, THAT'S FINE. IT DIDN'T HAVE TO BE ON THIS. BUT THERE ARE TWO TWO STATISTICS THAT I'M LOOKING FOR AND IT'S THAT HOSPITALIZATION RATES. SO I'M GONNA NEED TO KNOW THE TOTAL ACTIVE. AND THEN HOW THAT HOW MANY OF THOSE ARE IN THE HOSPITAL, IF WE'RE STILL STICKING AROUND? 90 PERCENT ARE NOT HAVING TO GO THE HOSPITAL. YOU KNOW, I'M NOT CONCERNED. IF IT CHANGES, THEN THEN THAT'S A RED FLAG FOR ME. THE SECOND IS THEN THE HOSPITAL CAPACITY. I THINK WE STILL I PERSONALLY STILL STRUGGLE WITH KNOWING WHERE WE ARE. Y'ALL GAVE US A GREAT UPDATE TODAY ON A DAY BY DAY BASIS. IF I DON'T HAVE YOU SITTING IN FRONT TO ASK THOSE QUESTIONS, I'M WONDERING, YOU KNOW, BASED ON OUR NUMBERS, HOW ARE WE DOING WITH OUR HOSPITAL CAPACITY? AND SO I KNOW THAT TAKES COOPERATION FROM NORTHWEST TEXAS, FROM BSA, ALL ALL THOSE DIFFERENT PARTNERS. AND AND WE CAN'T KNOW THAT BASED JUST ON OUR RANDALL POTTER NUMBERS. SO SO ALL OF THE CREDIT TO JORDAN AND JESSE AND DAVE AND TAYLOR, THEY DO THE DESIGN FOR THE REPORT CARD. SO I REALLY APPRECIATE THEM. AND THEN WE'RE CERTAINLY WORKING ON A SOLUTION FOR THAT. HOSPITAL RATES AND CAPACITIES. SO GREAT. THANKS. AND MAYOR. [A. Review agenda items for regular meeting and attachments; (Part 2 of 2)] COULD WE GO COULD WE GO BACK TO ITEM A ON OUR AGENDA AND LOOK AT THE TALK ABOUT ITEM J. MAYBE MR. CITY MANAGER COULD SPEAK TO THAT ITEM? YES, ABSOLUTELY. WE ABSOLUTELY. WE ACTUALLY NEED TO PULL THAT BEFORE WE CONSIDER IT, BECAUSE THIS IS A AT THIS POINT. IT'S GOING TO BE HANDLING ALTERNATE CARE SITES DIRECTLY WITH THE HOSPITALS AND FUNDING THEM. SO THAT'S SOMETHING THAT WE DON'T HAVE TO CONSIDER IN THIS COUNCIL. I DIDN'T HEAR THAT, JARED, WHO'S WHO'S HANDLING THAT? THE STATE THROUGH DSHS IS GOING TO BE HANDLING THE ALTERNATE CARE SITES DIRECTLY WITH THE HOSPITALS. IT'S LOOKING LIKE NORTHWEST IS GOING TO BE DOING IT AND THEY'RE OFFERING THE OPPORTUNITY TO BE BSA AS WELL. DR. DR. MILTON, IS THAT CORRECT? CASEY? I THINK THAT'S BASICALLY CORRECT. I MEAN, IF YOU WANT AN UPDATE ON THAT AND WE HAD WE HAD A MEETING YESTERDAY WITH BOTH CEOS AT THE HOSPITAL AND AND AND GOT THEIR FEELING ON WHAT WHAT THE BIGGEST CONCERN WAS IN TERMS OF WHAT WOULD THEY ENVISION BEING THE RESOURCE THAT THEY WOULD BE MOST LIMITED THAT WOULD CAUSE THEM TO HAVE TO HAVE A FACILITY LIKE THAT. BOTH OF THEIR ANSWERS WERE PERSONNEL. ACTUALLY, IT WASN'T IT WASN'T HOSPITAL BEDS. IT WASN'T PPE NECESSARILY. IT WAS STAFF. AND SO WASN'T VIOLATORS, CORRECT? THAT'S CORRECT. IT WAS STAFF. AND THEY BOTH THOUGHT THAT THAT WAS VERY UNLIKELY AND HAVING AND ALSO THAT HAVING A FACILITY LIKE THAT IS IS ABSOLUTELY THE LAST RESORT THAT WE WOULD. THERE'S OTHER WE WOULD WANT TO USE OTHER RESOURCES, SMALLER HOSPITALS, SKILLED NURSING UNITS, ET CETERA, BEFORE WE EVER HAD TO UTILIZE SOMETHING LIKE A HOTEL. YEAH. SO WE'RE NOT GONNA BE STANDING UP LIKE TENTS IN THOMPSON PARK. AND SO IF YOU'RE WORRIED ABOUT THAT AS A CITIZEN I WANT TO PUSH THAT WORRY ASIDE FOR YOU. BUT WHAT I REALLY WANT TO DO IS AFFIRM FOR YOU HOW HARD THE CITY TEAM, THE HOSPITALS AND ALL OF OUR MEDICAL PARTNERS IN THE COMMUNITY HAVE BEEN WORKING TO MAKE SURE THAT WE DO HAVE SURGE CAPACITY. LOTS AND LOTS OF CONVERSATIONS ABOUT WHAT THAT LOOKS LIKE, HOW TO STRATEGIZE FOR IT, HOW TO IMPLEMENT IT, HOW TO PLAN, WHEN TO PULL THE TRIGGER. ALL OF THOSE CONVERSATIONS ARE HAPPENING. AND I FELT MUCH BETTER AFTER YESTERDAY'S CONVERSATION. I THINK DR. MILTON AND CASEY DID ALSO KEVIN STARBUCK, WHO'S LEADING CASEY'S TEAM. SO AS A CITIZEN, I WANT TO ASSURE YOU THAT THE PLANS ARE IN PLACE AND REALLY AT THIS TIME, WE DON'T FEEL LIKE WE'RE GOING TO NEED THEM. IT'S THE PERFECT SITUATION. [01:30:04] ANYTHING TO ADD, DOCTOR? NO, I THINK THAT'S THAT'S FAIR. I THINK IT'S IMPORTANT TO NOTE, THOUGH, THAT YOU MENTIONED KEVIN AND THE WORK THAT THE HOSPITALS HAVE DONE TO PUT THIS AGREEMENT IN PLACE SO THAT WE WOULD BE. THIS IS JUST A CONTINGENCY AGREEMENT THAT WE'RE GOING TO PUT IN PLACE SO THAT IF WE NEEDED IT, WE WERE READY TO GO WITH IT, BECAUSE THE STATES TAKING THAT OVER DOESN'T MEAN THAT WE'RE STILL NOT PLANNING FOR IT. IT JUST MEANS IT'S BEING FUNDED AND MANAGED THROUGH A DIFFERENT ENTITY. BUT WE'RE STILL MOVING FORWARD WITH PLANNING. BE PREPARED FOR AN ALTERNATE CARE SITE. DR. MILTON, BACK TO THE POINT THAT YOU STATED ABOUT THAT THEIR CONCERN WAS MORE FOR HAVING HEALTH CARE WORKERS. DO WE HAVE AN IDEA OF LIKE THE PERCENTAGE OF OUR LOCAL HEALTH CARE WORKERS THAT HAVE BECOME INFECTED? LOSING A PERCENTAGE OF OUR STAFF TO BE ABLE TO STAY FULLY STAFFED. CASEY, DO YOU HAVE ANY DATA LIKE THAT? I DON'T. I DON'T KNOW OF ANY DATA. I THINK THE SMALL NUMBER, I THINK THAT WHAT HAPPENS, IT'S NOT SO MUCH THEY BECOME INFECTED, BUT IF THEY BECOME PART OF AN INVESTIGATION, IF THERE'S A IF THERE'S A AND THEY BECOME A CONTACT WHERE THEY'RE ASKED TO NOT WORK FOR A PERIOD OF TIME, THAT THAT'S THE MOST COMMON SCENARIO IS THAT THEY MAY BE PART OF A CONTACT INVESTIGATION AND THEY ARE ASKED TO QUARANTINE. SO IT'S BEEN MORE OF A SHORT TERM INTERRUPTION. YEAH, GOOD QUESTION. SHORT TERM IS A RELATIVE TERM. SO, I MEAN, TWO WEEKS SOMETIMES IS A AN ETERNITY FOR A HOSPITAL. THEY NEED THOSE WORKERS BACK QUICKLY. AND WE DO HAVE CONTINGENCY PLANS FOR THAT. AND CASEY, SHOULD NURSES BE ONE OF THE THINGS THAT WE ASK THE STATE FOR? YES, I ACTUALLY HAVE THAT ON MY LIST. OK, GREAT. I FIGURED YOU DID, BUT I THOUGHT, WELL, WE'RE HAVING THIS WHOLE CONVERSATION. LET'S TIE IT BACK TO ASKING THE GOVERNOR FOR HELP. I APPRECIATE THAT. SO I WOULD ASK THE SAME QUESTION OF THE CITY MANAGER, FIRST RESPONDERS, IF WE'RE OR SEEING A PERCENTAGE THAT HAVE HAD TO STEP OUT DURING CASE INVESTIGATION OR ILLNESS, AND IF THAT ALSO WOULD BE A POSSIBILITY ON THE LIST. WE'VE HAD A HANDFUL OF POLICE OFFICERS, BUT THROUGH INTERACTION OR ARREST OF A PERSON WHO THEN CLAIM THEY RECOVERED POSITIVE, THEY NEEDED TO SIT OUT FOR A COUPLE WEEKS. I DON'T BELIEVE THEY BECAME POSITIVE AFTER THAT. WE HAVE ONE POSITIVE FIREFIGHTER. WE HAVE TWO THAT ARE AWAITING TEST RESULTS RIGHT NOW. I DON'T KNOW THE EXACT NUMBER ON THE POLICE SIDE, BUT WE DON'T HAVE A I MEAN, ANY POSITIVE IS SERIOUS, BUT WE DON'T HAVE A SIGNIFICANT NUMBER OF BOYS AT ALL THAT ARE POSITIVE. WE'VE GOT A SPRINKLING HERE IN THERE. WE HAVE ONE AND A COUPLE OF INTERNAL SERVICES DEPARTMENTS. THEY'RE PRETTY SMALL DEPARTMENTS. SO I'M NOT GOING TO SAY WHICH ONES, BUT WE DO HAVE A SCATTERING OF EMPLOYEES THAT ARE POSITIVE. BUT WE DON'T HAVE SIGNIFICANT NUMBERS. NOTHING MORE. AND WE HAVE A MECHANISM TO TRACK FIRST RESPONDER EXPOSURES. AND IN WORKING THROUGH THAT, WE'VE BEEN ABLE TO WORK TOGETHER WITH EACH OF THE FIRST RESPONDER AGENCIES TO MAKE SURE THAT THEY HAVE APPROPRIATE PPE WITH EACH ENCOUNTER SO THAT THEY DON'T HAVE TO. THEY DON'T HAVE TO LEAVE STAFF TO QUARANTINE WITH EXPOSURE. I'M REALLY GRATEFUL THAT OUR STAFF HAS BEEN SPARED OF THAT. I KNOW THAT THERE'S AT LEAST ONE OTHER WEST TEXAS CITY THAT'S BEEN HIT REALLY HARD IN A LOT OF THEIR FIRE DEPARTMENTS. SO I'M REALLY GRATEFUL THAT SO FAR WE HAVEN'T HAD THAT SITUATION IN THAT SAME CITY, LOST ALMOST THEIR ENTIRE UNIFIED COMMAND AS WELL BEFORE THEY KNEW SOMEONE WAS POSITIVE. OH, OK. FREDA, OTHER THINGS. OR WAS THAT IT ON THE SET? YES. THAT'S ALL I HAVE. MAYOR, THANK YOU. OK. I'M REALLY GLAD YOU WENT BACK TO REVISIT THE REPORT CARD TOO. THAT WAS AN IMPORTANT THING FOR US TO TALK ABOUT. OK. MR. CITY MANAGER. ANYTHING AS WE MOVE OFF OF CORONAVIRUS, ANY FINAL CORONAVIRUS THOUGHTS OR QUESTIONS? NO, MA'AM. NOTHING. NOT FROM THE SIDE. WE'LL CONTINUE TO BE RESPONSIVE TO ANY QUESTIONS COUNCIL HAS. AND PLEASE LET ME KNOW IF THERE'S ANYTHING I CAN GET FOR YOU, ANY INFORMATION I CAN GET FOR YOU. WE DO NEED TO REMEMBER THAT ITEM J NEEDS TO BE REMOVED FROM CONSENT WHEN WE START CONSIDERING CONSENT. BUT I KNOW WE'VE GOT AT LEAST ONE MORE ITEM BEFORE WE GET THERE. YES. OK, LET'S DO ITEM ONE C. [C. Request future agenda items and reports from City Manager.] AND I WILL SAY IT'S CASEY AND DR. MILTON. THANK YOU FOR JOINING US. I DON'T THINK WE NEED YOU GUYS ANY MORE TODAY. WE RESPECT YOUR TIME AND UNDERSTAND IF YOU NEED TO MOVE ON TO OTHER WORK. I WANT TO THANK YOU. REQUEST THE FUTURE AGENDA ITEMS IN ANY REPORTS THAT COUNCIL NEEDS FROM THE CITY MANAGER. [01:35:08] NO. MAYOR. I WOULD LIKE TO REQUEST THAT WE START GETTING MONTHLY FINANCIAL UPDATES. WE WENT FROM ONCE A YEAR TO THEN QUARTERLY AND I WOULD JUST SAY DURING ALL OF THIS VOLATILITY AND TO BE SURE THAT WE SAID IT PAST THE DATES WHEN WE WOULD GET OUR SALES TAX NUMBERS AND OUR HOT TAX COLLECTIONS SOMETIME AFTER BOTH OF THOSE ITEMS ARE IN ON A MONTHLY BASIS TO SEE WHERE WE'RE TRACKING. I DON'T I DON'T THINK THERE'S A PROBLEM WITH THAT. MR. CITY MANAGER, IS THERE A PROBLEM FROM YOUR POINT OF VIEW? ANYBODY ELSE? OK. THANK YOU. LET'S MOVE ON THEN TO EITHER THE CONSENT AGENDA IF WE PULL OFF ITEM J. [2. CONSENT ITEMS:] IS THERE ANYTHING ELSE THAT COME OFF FOR FURTHER DISCUSSION? HEARING NOTHING, I ENTERTAIN A MOTION TO APPROVE ITEM TO THE CONSENT AGENDA. MAYOR, I MOVE TO APPROVE THE CONSENT AGENDA WITH THE EXCEPTION OF ITEM J. IT'S BEEN MOVED BY COUNCIL MEMBER POWELL, SECONDED BY COUNCIL MEMBER SMITH TO APPROVE THE CONSENT AGENDA, REMOVING ITEM J. ALL OF THOSE IN FAVOR, PLEASE SAY AYE. ALL RIGHT. NOBODY OPPOSED. OK, NOW, MAYOR, DO WE NEED IT? DO WE NEED A MOTION FOR ITEM J NOW TO POSTPONE IT UNTIL A LATER DATE? IT'S REMOVED. DSHS IS TAKING THAT ONE OVER. SO THAT'S AN ITEM WE DIDN'T TAKE ACTION ON. YES, MA'AM. IT JUST GOES AWAY. OK. OK. DON'T YOU LOVE IT WHEN ZOOM CHANGES YOUR VIEW ALL OF A SUDDEN? I HAD YOU THE WAY I WANTED YOU. OK. MOVING ON TO ITEM THREE ON THE AGENDA. [A. CONSIDERATION OF ORDINANCE NO. 7849: (Contact: Cris Valverde, Assistant Director of Planning and Development Services) To participate in this public hearing please call 1-408-638-0968. When prompted for the meeting number dial: 330267295# and specify as to what ordinance you are referring to. This item is the first reading and public hearing to consider an ordinance rezoning of a 2.00 acre tract of unplatted land and a portion of Lot 1, Block 1, Ojeda's Little Acre Addition Unit No. 1, in Section 173, Block 2, A.B.& M. Survey, Randall County, Texas, plus one-half of all bounding streets, alleys, and public ways to change from Agricultural District to Residential District 3.] IF YOU ARE INTERESTED IN COMMENTING ON THE PUBLIC HEARING PORTION, THAT ITEM THREE A NOW WOULD BE A GOOD TIME FOR YOU TO GO AHEAD AND CALL THAT NUMBER. AND THAT IS 1 408 638 0968. STEPHANIE'S PUTTING IT THERE ON THE SCREEN, ONCE YOU GET THERE, THEN YOU HAVE A NUMBER, A MEETING NUMBER THAT YOU HAVE TO DIAL IN TO. AND YOU CAN SEE THAT RIGHT NOW ON THE SCREEN. AND IT'S ALSO PUBLISHED ON THE AGENDA, IF YOU HAVE THAT IN FRONT OF YOU. SO, MR. CITY MANAGER, AT THIS TIME, WE CAN HAVE THE CITIES REPORT ON CONSIDERATION OF ORDINANCE NUMBER 7849. YES, MAYOR. WE'VE GOT CHRIS VALVERDE, ASSISTANT DIRECTOR, PLANNING AND DEVELOPMENT SERVICES. THAT'S A TWO ACRE REZONING NEAR TRADEWINDS. CHRIS. GOOD AFTERNOON, EVERYONE, THANK YOU FOR BEING HERE ALLOWING ME TO SPEAK ON THIS. ORDINANCE 78 49 IS TO CONSIDER THE REZONING OF A TWO ACRE TRACT OF UNPLANTED LAND AND A PORTION OF LOT ONE BLOCK ONE OJEDA'S LITTLE ACRE ADDITION. NUMBER ONE, IT'S ALL IN SECTION 173 BLOCK 2 AB&M SURVEY. IT'S LOCATED IN RANDALL COUNTY, TEXAS. AND THE PROPOSAL IS TO CHANGE FROM AGRICULTURAL DISTRICT TO RESIDENTIAL DISTRICT THREE. THE VICINITY IS TRADEWINDS STREET AND HORNADAY STREET. THE APPLICANT IS REQUESTING REZONING IN ORDER TO DEVELOP THE LAND WITH SINGLE FAMILY DETACHED HOMES. ANALYSIS OF ANY ZONING CHANGE BEGINS WITH REFERRING TO THE FUTURE LAND USE MAP IMPACTS ON AREA ZONING AND DEVELOPMENT PATTERNS, AS WELL AS ANY NONCONFORMITY AS TO THE NEIGHBORHOOD UNIT CONCEPT OF DEVELOPMENT REGARDING THE NEIGHBORHOOD UNIT CONCEPT OF DEVELOPMENT. THE PROPOSED ZONING CONFORMS IN THAT IT IS LOCATED MID SECTION ALONG THE EASTERN EDGE OF SECTION 173. THE REQUESTED ZONING DESIGNATION ALLOWS FOR A MORE DENSE, SINGLE FAMILY DEVELOPMENT THAN THE RECOMMENDED ESTATE RESIDENTIAL. HOWEVER, SINCE THAT RECOMMENDED DEVELOPMENT TYPE WAS ESTABLISHED, THE ENTIRE SECTION, WHICH IS 173, WAS RESOLVED RESIDENTIAL DISTRICT THREE AND IS NOW THE PREDOMINANT ZONING AND DEVELOPMENT SITUATION OUT THERE. AS A RESULT, DEVELOPMENT OF MORE DENSE RESIDENTIAL DEVELOPMENT SIMILAR TO THAT PROPOSED BY THE APPLICANT HAS AND CONTINUES TO OCCUR IN THE PLANNING AND ZONING COMMISSIONERS WERE OF THE OPINION THAT CONTINUATION OF A MORE DENSE DEVELOPMENT TYPE IS APPROPRIATE AND THAT THE APPLICANTS REQUEST REPRESENTS A LOGICAL CONTINUATION OF RESIDENTIAL [INAUDIBLE] ZONING AND ESTABLISHED RESIDENTIAL PRODUCTS IN THE AREA. [01:40:04] CONSIDERING ALL THAT I JUST MENTIONED TO YOU, THE PLANNING AND ZONING COMMISSION BELIEVES THAT THE PROPOSED ZONING WILL NOT NEGATIVELY IMPACT THE ADJACENT DEVELOPMENT AND OR ZONING PATTERNS IN THE AREA, THEY ARE RECOMMENDING APPROVAL OF THIS. AS PRESENTED, WE DID SEND NOTIFICATION OUT TO EVERYBODY WITHIN 200 FEET. AT THIS TIME, WE HAVE NOT RECEIVED ANY COMMENTS EITHER FOR OR AGAINST THIS PARTICULAR REZONING REQUEST. I'LL BE HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE. QUESTIONS COUNCIL FOR CHRIS. I'M NOT SEEING ANY. THANK YOU, CHRIS. YES, MA'AM. AT THIS TIME, I WOULD OPEN THIS MATTER FOR A PUBLIC HEARING. IF THERE'S ANYONE WHO WANTS TO SPEAK FOR, ON OR AGAINST THIS ITEM, NOW'S THE TIME. THEY'LL HAVE THREE MINUTES TO DO SO. DO WE HAVE ANYONE ON THE LINE WHO WANTS TO SPEAK ON OR AGAINST THIS MATTER? JUST A NOTE FOR ATTENDEES. THOSE OF YOU CALLING IN BY PHONE, YOU ARE ALLOWED TO TALK AT THIS POINT. IF YOU DO HAVE A COMMENT, PLEASE SHARE. DOES NOT LOOK LIKE WE HAVE ANY COMMENT. OK. THANK YOU VERY MUCH, STEPHANIE. SO I'LL CLOSE THE PUBLIC HEARING ON THIS MATTER AND ENTERTAIN A MOTION. MAYOR I MADE TO APPROVE ORDINANCE NUMBER SEVENTY EIGHT FORTY NINE AS PRESENTED. SECOND. IT'S BEEN BY COUNCIL MEMBER POWELL, SECONDED BY COUNCIL MEMBER SAUER TO APPROVE ORDINANCE NUMBER SEVENTY EIGHT FORTY NINE. ANY FURTHER QUESTIONS OR COMMENTS FROM THE COUNCIL. HEARING NONE. ALL OF THOSE IN FAVOR OF THE MOTION, PLEASE RAISE YOUR HAND SAY AYE. AYE. AND THERE'S NO ONE OPPOSED TO THAT MATTER PASSES WITH THE 5-0 VOTE. MOVING NOT ITEM THREE B IS TO CONSIDER A RESOLUTION CONFIRMING AND CONTINUING THE FIRST [B. CONSIDER RESOLUTION - CONFIRMING AND CONTINUING THE MAYOR'S SECOND AMENDED DECLARATION OF DISASTER: (Contact: Bryan McWilliams, City Attorney) Discussion and consideration of a Resolution of the City Council of the City of Amarillo confirming and continuing the Mayor's Second Amended Declaration of Disaster.] AMENDED DECLARATION OF DISASTER. MR. CITY MANAGER, THIS IS A CONTINUATION OF THE ORDER THAT THE MAYOR DID, AN EXTENSION OF THE ORDER THE MAYOR DID LAST WEEK. THE ONE THING I WOULD SAY IS IN HERE, THE ORDER SAID IT'S GOING TO EXPIRE IN MAY. THIS ORDER WOULD ACTUALLY EXPIRE IN ON APRIL 30TH BECAUSE IT'S CONSISTENT WITH THE ORDER THAT WAS IN PLACE LAST WEEK GA 16. THE GA 18, WHICH MUST BE THE REQUIREMENTS FOR THAT, ARE GOING TO TAKE EFFECT ON MAY 1ST. WE WILL MAKE SURE THAT THE MAYOR HAS AN OPPORTUNITY TO SIGN AN ORDER THAT WILL BE VERY EXACTLY CONSISTENT WITH THE GOVERNOR'S GA 18 ORDER. SHE WILL SIGN THAT ON EITHER WEDNESDAY OR THURSDAY OF THIS WEEK. COUNCIL WILL HAVE THE OPPORTUNITY TO EXTEND THAT ON NEXT TUESDAY. AND THAT WILL EXTEND UNTIL MAY 15TH, WHICH IS THE SAME DATE THAT THEY GET THAT THE GOVERNOR'S GA 18 ORDER EXPIRES IS MAY 15TH. NOW, IT'S VERY POSSIBLE, EVEN LIKELY POSSIBLY THAT THE GOVERNOR IS GOING TO MAKE A MODIFICATION GA 18 AND CONTINUE THE PROCESS OF EXPANDING THE OPENING PROCESS FOR BUSINESSES ACROSS THE STATE. IF THAT HAPPENS, WE WILL HAVE ANOTHER ORDER FOR THE MAYOR, THE MAYOR WILL HAVE AN OPPORTUNITY SIGNED ANOTHER ORDER THAT WOULD THEN BE EXTENDED ON THE FOLLOWING TUESDAY BY COUNCIL. BUT AT THIS TIME, THIS WILL EXTEND THE ORDER THAT THE MAYOR DID LAST WEEK TO FRIDAY OR TO THURSDAY AT MIDNIGHT. IT WILL EXPIRE AT MIDNIGHT ON APRIL 30TH. BETWEEN NOW AND APRIL 30TH, WE WILL HAVE AN ORDER FOR THE MAYOR TO SIGN THAT IS EXACTLY CONSISTENTLY 18, WHICH IS THE GUIDING PRINCIPLE FROM MAY 1ST ON. AND THAT WAY WE'RE GOING TO BE CONSISTENT WITH ALL THE GOVERNOR'S ORDERS ALL THE TIME. AND IS THERE ANY QUESTIONS I CAN ANSWER FOR YOU? I KNOW THAT'S A VERY NOT EXACTLY THE CLEANEST EXPLANATION, BUT IT'S SOMEWHAT OF A COMPLICATED PROCESS. EVERYBODY UNDERSTANDS WHY WE DO NEED TO CONTINUE TO HAVE AN ORDER IN PLACE. I THINK THAT'S SOMETHING WE MAY GET QUESTIONS FROM CITIZENS ABOUT. YES, WE NEED TO HAVE AN ORDER IN PLACE, A DECLARATION OF DISASTER AND GUIDANCE CONSISTENT WITH THE GOVERNOR'S ORDER SO THAT WE CAN REMAIN ELIGIBLE FOR REIMBURSEMENT OF EXPENSES ASSOCIATED WITH COVID 19 RESPONSE. THAT IS ONE OF THE ONE OF THE CRITERIA, ONE OF THE COMPONENTS WE WORK TO MAKE SURE THAT WE CAN ALWAYS CHECK THAT BOX. THE REASON WE HAVE TO EXTEND THIS POINT FOR JUST TWO MORE DAYS IS THAT THE MAYOR'S ORDER WILL EXPIRE PRIOR TO THE EXPIRATION OF THE EXPIRATION OF THIS EXTENSION. I KNOW WE'RE ONLY EXTENDING FOR TWO AND A HALF DAYS, BUT THAT'S THAT'S WHY WE'RE DOING THIS EXTENSION. ALL RIGHT, MAYOR. MAYOR. I HAD A QUESTION AND I THOUGHT THAT LAST TUESDAY WE VOTED AND MIRRORED THE GOVERNOR'S [01:45:04] ORDER AT THE TIME AND WE MATCHED IT UP TO GO THROUGH APRIL THE 30TH. THAT LINED UP EXACTLY WITH HIS HIS ORDER. IT DID. WE HAD TO UPDATE OURS TO TAKE OUT OUR LOW SKILL. I MEAN, NOT LOW SKILL, LOW RISK, LOW RISK CATEGORY. AND SO I THOUGHT WE'VE ALREADY HANDLED THIS TO GET THROUGH TO MIDNIGHT, APRIL 30TH, AND THAT THE NEXT STEP IS GOING TO BE YOU NEED TO SIGN SOMETHING THAT LINES UP WITH HIS NEW ORDER. WHAT WE EXTENDED WAS A MODIFIED ORDER THAT WAS CONSISTENT WITH GA 14. GA 16 CAME OUT RIGHT AFTER WE DID IT. OK. AND SO WE DID THE MAYOR'S ORDER ON WEDNESDAY, I BELIEVE. AND I DON'T WANT TO GET THIS WRONG, BUT I KNOW WE'RE SAFE DOING THIS EXTENSION BECAUSE THIS WILL GET US TO THURSDAY AT MIDNIGHT. I KNOW WE'RE TALKING SEMANTICS, THE DIFFERENCE OF 24 HOURS A DAY, A DAY OR TWO. BUT THIS IS THE SAFEST. IT IS A LITTLE MORE WORK ON EVERYONE'S PART, BUT THIS IS THE SAFEST WAY TO MAKE SURE THAT WE ARE CONSISTENT WITH THE GOVERNOR'S ORDERS AND HAVE AN ORDER IN PLACE FOR THE ENTIRE DURATION OF THE DISASTER DECLARATION. OK. THAT MAKES SENSE. I THOUGHT WE HAD CLEANED EVERYTHING UP THAT LAST TUESDAY RIGHT BEFORE. OK. NOW, RIGHT NOW. WHAT WE ALL AGREED TO STILL HAVE THAT LOW RISK CATEGORY IN THERE. AND THEN WHEN THE GOVERNOR CAME OUT WITH OTHER RESTRICTIONS, WE HAD TO CLEAN THAT UP AND TAKE OUR LOW RISK CATEGORY LANGUAGE OUT. AND THAT WAS AFTER THAT MEETING. SO THAT WAS AN ORDER THAT I SIGNED. AND SO THAT'S WHY WE NEED TO DO THIS NEXT LITTLE PATCH TO GET US TO THE NEXT. COMPARING THAT WITH WHAT THE GOVERNOR HAS. SO, MAYOR, I MOVE TO CONFIRM AND CONTINUE THE MAYOR'S FIRST AMENDED DECLARATION OF DISASTER THROUGH APRIL 30TH 2020. SECOND. SO IT'S BEEN MOVED BY COUNCIL MEMBER PAL AND SECONDED BY COUNCIL MEMBER HAYS TO APPROVE, CONFIRM AND CONTINUE THE MAYOR'S FIRST. I THINK IT'S ACTUALLY THIS IS THE THIRD AMENDED DECLARATION OF DISASTER. JUST I THINK THIS ITEM IS HAS AN ERROR IN THE DESCRIPTION. I THINK IT'S THE THIRD AMENDED DECLARATION OF DISASTER. FURTHER DISCUSSION. I WOULD AMEND MY MOTION TO INCLUDE THAT CHANGE. THANK YOU. YES. THANK YOU. SECOND, FOR CHANGE. THANK YOU. ANY FURTHER COMMENTS OR QUESTIONS FROM THE COUNCIL? HEARING NONE, ALL OF THOSE IN FAVOR. PLEASE RAISE YOUR HAND SAY AYE. AYE. I SEE 5 HANDS SO THAT'S EVERYONE, 5 VOTES 4 AND NO VOTES AGAINST. ITEM THREE C IS TO [C. CONSIDER RESOLUTION - FEDERAL AVIATION ADMINISTRATION (FAA) GRANT OFFER TO THE RICK HUSBAND AMARILLO INTERNATIONAL AIRPORT: (Contact: Michael Conner, Director of Aviation) Federal Aviation Administration -- $7,632,380.00 This item is a resolution approving a grant offer from the Federal Aviation Administration for use by the Airport on operational expenses. This grant originates from the Federal CARES Act and is not available for use on aviation development projects.] CONSIDER A RESOLUTION ON A FEDERAL AVIATION ADMINISTRATION GRANT FOR THE AIRPORT. MR. CITY MANAGER. ALL RIGHT. WE'VE GOT MICHAEL CONNOR ON ON THE PRESENTATION TO GIVE US THE DETAILS ON THIS. BUT THIS IS A SEVEN POINT SIX MILLION DOLLAR GRANT OFFER TO RICK HUSBAND, AMARILLO INTERNATIONAL AIRPORT. AND THIS IS PART OF THE CHAIR'S FUNDING. SO THE LARGEST CHUNK OF FUNDING THAT THE CITY HAS RECEIVED FOR CAIRES FROM THE CARES FUNDING BILL IS THIS ONE RIGHT HERE. SO, MIKE, CAN YOU MICHAEL, CAN YOU GIVE US THE DETAILS AND THEN ANSWER ANY QUESTIONS? FIRST, I JUST WANTED TO SAY THAT. WELL, THANK YOU TO THE MAYOR AND COUNCIL. I'D BE REMISS IF I DIDN'T SAY THAT I WAS GRATEFUL TO CONGRESS, THE PRESIDENT, THE FAA AND THE AMERICAN ASSOCIATION FOR EXECUTIVES FOR MAKING THIS PRACTICE. THEY ALL HAD A GOOD HAND IN MAKING THIS POSSIBLE FOR US AND OTHER AIRPORTS ACROSS THE COUNTRY. BUT BASICALLY, THIS GRANT WILL ALLOW US TO MAINTAIN OUR OPERATIONAL BUDGET FOR THIS YEAR AND PUT IT TOGETHER, A MEANINGFUL BUDGET ALSO FOR NEXT YEAR. THERE'S NO REAL TIME LIMIT ON THE USE OF THE MONEY. BUT AT THIS POINT, WITH THE REALLY REDUCED NUMBER OF AIRCRAFT THAT WE HAVE OPERATIONAL AT THIS POINT AND NO REDUCED NUMBER OF PASSENGERS THAT WE HAVE, I THINK WE'RE MAYBE FIVE TO 98 PERCENT OF OUR PASSENGER LOAD. SO WE WENT FROM BASICALLY ABOUT 19 DEPARTURES A DAY ON OUR COMMERCIAL FLIGHTS TO TWO TO THREE. AND A LOT OF TIMES THERE'S FIVE TO 12 PASSENGERS ON AN AIRCRAFT. SO YOU GET A LOT OF NEEDS COMING UP. AND WE'RE GOING TO BE USING THIS MONEY FOR ALL OF OUR OPERATIONAL NEEDS FOR THE REMAINDER OF THIS YEAR AND THEN ALSO NEXT YEAR FOR NEXT YEAR. ENTERTAIN ANY QUESTIONS THAT YOU HAVE AT THIS ONE. MIKE, DO YOU SEE? [01:50:03] DO YOU ANTICIPATE ANY CHANGE IN CONSUMER DEMAND WITH THE CHANGES THAT THE GOVERNOR IS MAKING RIGHT NOW? THE CHANGES THAT ARE COMING OUT OF WASHINGTON, YOU KNOW, ANY FEEDBACK FROM INSIDE BOOTS ON THE GROUND? YOU KNOW, A POSITIVE STORY, MIKE. IT'S REALLY HARD TO SAY. BUT, YOU KNOW, WE'RE WE'RE PROJECTING SOME RELATIVELY CONSERVATIVE NUMBERS FOR THE FLIGHTS THAT START COMING BACK. PASSENGERS START COMING BACK WITHIN THE NEXT THREE TO FOUR MONTHS. WE FIGURE, YOU KNOW, DURING THIS THE SUMMER TIME, WE THINK IT'LL START RAMPING UP A LITTLE BIT AND THEN BY LATER THIS YEAR TO COME BACK, BUT MAYBE 30, 40 TO 50 PERCENT. SO HOPEFULLY BY THE START OF THIS NEXT FISCAL YEAR WILL START, YOU KNOW, MAYBE 50 OR 60 PERCENT AND THEN KIND OF RAMP UP OVER THE YEAR. WE STILL ANTICIPATE THEN FOR THE FOLLOWING FISCAL YEAR, NOT REACHING MORE THAN ABOUT 80 PERCENT OF THE NORMAL TRAFFIC. SO. IT'S SLOWER TO REBOUND. YEAH, I REALLY THINK IT IS. I MEAN, THAT'S THE THAT'S WHAT EVERYBODY HAS SEEN SOMETHING LIKE THING ACROSS THE INDUSTRY AT THIS POINT. IT'LL BE A LITTLE KIND OF A VERY SLOW RAMP UP. ANY OTHER QUESTIONS FOR MIKE? WE'RE CERTAINLY GRATEFUL FOR THOSE FUNDS. THERE'S NO ROOM IN THE GENERAL FUND TO RUN THE AIRPORT, MIKE. CONSIDERING OUR OPERATIONAL BUDGETS, ABOUT 10 MILLION DOLLARS A YEAR. THAT DOESN'T INCLUDE ALL THE CAPITAL STUFF. YOU KNOW, HAVING THIS THIS FUNDING IS CRITICAL FOR US. WE'RE ABLE TO MAINTAIN OUR STAFF, MAINTAIN MOST OF OUR PROJECTS. AND AND, IN FACT, WE'RE LOOKING AT DOING A FEW THINGS EXTRA THIS YEAR TO HELP KIND OF MAKE THE PROJECTS COHESIVE AND NOT BREAK THEM UP INTO MULTIPLE FISCAL YEAR. SO THAT'S GOING TO ACTUALLY HELP REDUCE COSTS. THE TOTAL COST OF THE PROJECTS AND I THINK IT'LL BE A REALLY POSITIVE THING FOR US AT THIS POINT. AND CERTAINLY WE WE JUST WANT TO MAINTAIN OUR STATUS OF STAYING OPEN. SO RIGHT NOW, WE'RE OPEN AND WE GOT SOME MILITARY FLIGHTS AND WE'VE GOT SOME CORPORATE JETS AND TWO TO THREE COMMERCIAL JETS PER DAY. SO WE'RE MAINTAINING OUR STATUS QUO. WE APPRECIATE THE AIRPORT TEAM. THANK YOU. DO WE HAVE A MOTION WITH REGARD TO ITEM THREE C. YES, MAYOR. I MOVE TO APPROVE THE RESOLUTION FOR THE FEDERAL AVIATION ADMINISTRATION GRANT OFFERED TO THE REQUEST AND AMARILLO INTERNATIONAL AIRPORT IN THE AMOUNT OF SEVEN MILLION, SIX HUNDRED AND THIRTY TWO THOUSAND THREE HUNDRED EIGHTY DOLLARS. MOVED BY COUNCIL MEMBER POWELL AND SECONDED BY COUNCIL MEMBER SAUER. ANY FURTHER QUESTIONS OR DISCUSSION FROM COUNCIL? ALL THOSE IN FAVOR PLEASE SAY AYE, RAISE YOUR HAND. THAT LOOKS LIKE IT HAS FIVE VOTES. SO IT WILL PASS 5-0. THANK YOU, MIKE. KEEP UP THE GOOD WORK THAT YOU'RE DOING AT THIS TIME. THAT CONCLUDES OUR AGENDA FOR OUR REGULAR SESSION ITEMS. MR.
