NOW. WHEREAS SEXUAL ASSAULT AFFECTS MANY PEOPLE IN AMARILLO, EITHER AS A VICTIM OR SURVIVOR OF SEXUAL ASSAULT OR AS A FAMILY MEMBER, SIGNIFICANT OTHER FRIEND, NEIGHBOR OR COWORKER. AND WHEREAS IN AMARILLO FOR 2019 FAMILY SUPPORT SERVICES ADVOCATES RESPONDED TO TWO HUNDRED AND TWENTY SEVEN VICTIMS OF SEXUAL ABUSE WITH AN ADDITIONAL ONE HUNDRED AND NINETY SECONDARY VICTIMS. ONE HUNDRED AND SIXTY OF THOSE VICTIMS WERE CHILDREN, TOTALING FOUR HUNDRED AND SEVENTEEN MEN, WOMEN AND CHILDREN DIRECTLY AFFECTED BY SEXUAL ABUSE. THE CRISIS HOTLINE AND FAMILY SUPPORT SERVICES RECEIVED SEVEN HUNDRED AND TWENTY TWO CALLS REQUESTING INFORMATION OR ASSISTANCE RELATED TO SEXUAL ABUSE AND WHEREAS FAMILY SUPPORT SERVICES, STAFF AND VOLUNTEER SUPPORT, ADVOCACY, HEALING AND PREVENTION BY OFFERING CRISIS SERVICES, EMERGENCY SAFE SHELTER, COUNSELING, SUPPORT GROUPS, AWARENESS AND EDUCATION TO SCHOOLS, THE LEGAL SYSTEM AND COMMUNITY OF PROVIDERS WITHIN THE AMARILLO AND SURROUNDING COMMUNITIES. AND. WHEREAS DURING THE MONTH OF APRIL. FAMILY SUPPORT SERVICES WILL BE INTENSIFYING EFFORTS TO PROMOTE PUBLIC UNDERSTANDING OF SEXUAL VIOLENCE AND VICTIMS OF SEXUAL VIOLENCE AND FAMILY SUPPORT SERVICES WILL BE INTENSIFYING THE NEED FOR CITIZEN INVOLVEMENT IN EFFORTS TO REDUCE SEXUAL ASSAULTS THROUGH PUBLIC EDUCATION AND CHANGING PUBLIC ATTITUDES. WE'VE HAD A LOT OF CHANGES RESULTING IN IMPROVEMENTS TO SERVICES PROVIDED BY THE CITY OF AMARILLO UNDER HIS LEADERSHIP. WE'VE BEEN RECOGNIZED AS ONE OF THE PREMIER DEPARTMENTS IN THE COUNTRY. HE WAS VALEDICTORIAN STARTED IN NINETEEN NINETY THREE AND WHEN HE WAS IN HIS FIRE ACADEMY CLASS HE WAS VALEDICTORIAN. I THINK THAT'S AN INDICATOR OF GREAT THINGS. HOW ARE THEY DOING? AND MEALS ON WHEELS HAD SAID THAT THEY'RE STARTING TO LOSE SOME VOLUNTEERS. MANY OF THEIR VOLUNTEERS ARE ALSO RECIPIENTS. AN OLDER POPULATION AND QUITE VULNERABLE. AND SO AMY DICKSON WAS ABLE TO PUT THAT REQUEST INTO OUR OFFICE OF EMERGENCY MANAGEMENT. AND THEY HAVE A TOTAL NOW OF EIGHT NEW VOLUNTEERS THAT ARE SUPPORTING THE MEALS ON WHEELS PROGRAM. THE GOVERNOR'S ORDER DOES PROHIBIT EATING OR DRINKING AT BARS, RESTAURANTS, FOOD COURTS [01:05:04] OR VISITING GYMS, MASSAGE ESTABLISHMENTS, TATTOO STUDIOS, PIERCING STUDIOS, COSMETOLOGY SALONS, THINGS LIKE THAT. BUT IT DOESN'T PROHIBIT ANY OTHER NON-ESSENTIAL BUSINESS. NOW, WHEN A POLICE OFFICER WHEN WHEN WHEN A POLICE OFFICER IS INTERACTING WITH A GROUP OF PEOPLE, SAY, AT A PARK OR SOMETHING LIKE THAT OF 20, 30, 40, WHATEVER THE NUMBER WOULD BE, WE WOULD INSTRUCT THEM WHAT THEY NEED TO DO. AND IT IS POSSIBLE THAT IF THERE IS A DISTURBANCE OF THE PEACE, IF THE OFFICER FEELS THAT THEY OR THE OTHER PEOPLE, THEY'RE IN DANGER OR SOMETHING LIKE THAT, THERE IS A VERY HIGH LIKELY HIGH PROBABILITY THAT ENFORCEMENT ACTIONS WOULD TAKE PLACE AT THAT TIME. BUT IT WOULD NOT BE BASED UPON THE CITY'S ORDER. IT WOULD BE BASED UPON FAILURE TO FOLLOW A LAWFUL ORDER OF A PEACE OFFICER OR DISTURBING THE PEACE OR SOMETHING LIKE THAT. SO WHEN WE ARE SAYING THAT WE'RE NOT GOING TO GO OUT AND JUST ARREST PEOPLE BASED ON THE CITY'S ORDER, THAT DOESN'T MEAN THAT WE'RE NOT TAKING APPROPRIATE STEPS TO ENSURE THAT IN EVERY WAY POSSIBLE OUR COMMUNITY IS BEING AS SAFE AS IT CAN POSSIBLY BE AND NOT TRANSMITTING UNNECESSARILY OR NOT PUTTING THEMSELVES IN HIGH RISK SITUATIONS WHERE CORONAVIRUS IS CONCERNED. SO I JUST WANTED TO CLARIFY SOME OF THOSE. AND ITS PEOPLE HAVE TO PRESENT A PLAN, HAVE A STRATEGY OF HOW THEY ARE GOING TO KEEP CUSTOMERS SAFE. AND THAT WAS A DIFFERENTIATION OF IT WAS A MORE MORE AGGRESSIVE INTERVENTION IN HOW OUR [01:10:08] COMMUNITY IS OPERATING AT A BUSINESS LEVEL. EVERYTHING ELSE COUNCIL, WHICH WILL WE MOVE OFF OF THIS AGENDA ITEM 1B? MAYOR, I DID JUST WANT TO HIGHLIGHT. I NOTICED WHEN COUNCIL MEMBER SMITH WAS JUST READING THE INFORMATION ABOUT HEALTH AND THAT IT YOU KNOW, IT ENCOMPASSES SEVERAL AREAS THAT IT WAS MENTAL HEALTH OR PHYSICAL HEALTH AND OUR ECONOMIC HEALTH. AND SO ALL THOSE THINGS YOU HAVE TO WEIGH TOGETHER TO HAVE GOOD, STRONG HEALTH IN THE COMMUNITY. AND IT IS IT'S PART OF THE LINE WE'RE WALKING TO TO BALANCE THOSE DIFFERENT THINGS. AND ALSO, I JUST FOUND IT INTERESTING ON THE SAME DAYS THAT WE ARE ACKNOWLEDGING AND ADDRESSING, TRYING TO HIGHLIGHT CHILD ABUSE, OTHER FORMS OF PHYSICAL ABUSE, ALL OF ALL OF THESE THINGS WAY AND SOMETIMES INCREASE THOSE THOSE STATISTICS, INCREASE THE INCIDENTS OF SOME OF THOSE THINGS. AND SO IT'S PART OF WHY WHY WE STILL ALLOW GETTING OUT AND TAKING WALKS AND BEING SURE AND GETTING FRESH AIR, NOT CLOSING THOSE THINGS, ALLOWING BUSINESSES TO HAVE OPPORTUNITIES STILL TO HAVE OPPORTUNITIES FOR AN INCOME, TRYING TO KEEP PEOPLE EMPLOYED, THAT ALL THOSE THINGS HAVE A PORTION. AND CERTAINLY OUR PHYSICAL HEALTH HAS TAKEN A HUGE PRIORITY AND HAS TO RIGHT NOW. BUT WE CAN'T IGNORE THOSE OTHER TWO ASPECTS OF THE HEALTH OF OUR COMMUNITY. THAT EXCELLENT POINT, AND IT REMINDED ME THAT THE COMMUNICATIONS TEAM HAS DONE AN EXCELLENT JOB OF PARTNERING WITH PBS AND THE PBS TEAM. [01:20:02] IT'S GOING TO PARTNER WITH THE BEHAVIORAL ALLIANCE BEHAVIORAL HEALTH ALLIANCE AND BEGAN PUTTING OUT SOME CONTENT TO CITIZENS ABOUT HOW TO MANAGE YOUR BEHAVIORAL AND EMOTIONAL HEALTH WHILE WE'RE SHELTERED IN. IF YOU IF YOU HAVE AN ADDICTION AND YOU'RE AT HOME AWAY FROM YOUR THERAPIST OR YOU'RE OUT OF YOUR NORMAL ROUTINE, THAT MAKES IT THAT MUCH HARDER TO FIGHT THAT ADDICTION?
