TWO WEEKS AGO TODAY GARY [INAUDIBLE] FROM THE CHAMBER OF COMMERCE AND MICHAEL [INAUDIBLE] AND KEVIN CARTER FROM THE AMARILLO ECONOMIC DEVELOPMENT CORPORATION A ND I SPENT THE DAY IN FORT WORTH TOURING THE BELL FACILITIES, AND WE WERE ABLE TO VISIT FOR OVER AN HOUR WITH THE GOVERNMENT RELATIONS AND COMMUNICATIONS TEAM ABOUT TWO PROJECTS THAT THEY HAVE IN THE WORKS THAT WOULD GREATLY AFFECT THE FUTURE OF OUR FACILITY HERE IN AMARILLO. THEY HAVE TWO PROJECTS THAT THEY'RE WORKING ON, POTENTIAL MILITARY CONTRACTS. ONE IS THE V280. AND THEY HOPE TO KNOW IN THE NEXT TWO YEARS WHETHER OR NOT THE GOVERNMENT. AND THAT'S FULLY ANTICIPATED TO BE THE BELL VEHICLE AND THE SIKORSKY VEHICLE. SO THAT'S PROGRESSING. AND IF THEY WERE TO WIN THAT CONTRACT, THEN THAT WOULD BE 15 HUNDRED TO THREE THOUSAND VEHICLES ASSEMBLED HERE IN AMARILLO. THEY WOULD ASSEMBLE 120 A YEAR. SO IF YOU DO THE MATH ON THAT, THAT'S A GOOD 10 TO 30 YEAR PIECE OF WORK FOR OUR AMARILLO FACILITY. AND THEN THEY REVEALED THAT THERE'S A SECOND HELICOPTER PROJECT THAT THEY ARE WORKING ON A MILITARY CONTRACT FOR. THAT WOULD ALSO BE ASSEMBLED HERE IN AMARILLO. IT'S A LONGER TIMEFRAME. AND SO THAT'S EXCITING FOR US TO KEEP OUR EYE ON. BUT THAT'S TWO POTENTIAL LARGE GOVERNMENT CONTRACTS THAT WOULD BE ASSEMBLED HERE IN AMARILLO. SO WE JUST HAD A WONDERFUL RELATIONSHIP BUILDING. SPECIFICALLY, THIS ORDINANCE WILL CREATE ACCOUNTABILITY FOR PERSONS WHO CHOOSE TO HOST A PARTY OR AN EVENT WHERE MINORS ARE ALLOWED TO FREELY ACCESS ALCOHOL AND CONSUME ALCOHOL. WE'RE NOT TALKING ABOUT JUST A BACKYARD BARBECUE OR A VISIT TO THE RESTAURANT OR TO THE BALLPARK, ALTHOUGH IN SOME CIRCUMSTANCES WE STILL HAVE TO MAKE SURE THAT MINORS DON'T HAVE ACCESS TO ALCOHOL IN THOSE SITUATIONS. WE'RE SPECIFICALLY LOOKING AT TEENAGE PARTIES WHERE PEOPLE SPECIFICALLY HOST A PARTY, ALLOW TEENAGERS TO DRINK AND ARE NOT CURRENTLY HELD ACCOUNTABLE OTHER THAN THROUGH [00:15:02] SPECIFIC STATE LAWS THAT ARE SOMETIMES DIFFICULT TO ENFORCE AFTER THE FACT. SO WE'RE NOT TRYING TO REMOVE RESPONSIBILITY FROM MINORS FOR THERE PART IN THIS. WE STILL WILL WRITE TICKETS OR MAKE ARRESTS AS APPROPRIATE FOR MINORS WHO POSSESS ALCOHOL. BUT WE WANT TO HOLD THE HOST ACCOUNTABLE FOR THESE EVENTS AS WELL. SO HERE'S THE PROBLEM FROM THE POLICE PERSPECTIVE. UNDERAGE DRINKING CONTRIBUTES TO SEVERAL THINGS. IT CONTRIBUTES TO FIGHTS AND ASSAULTS. IT CONTRIBUTES TO SEXUAL ASSAULTS. IT CONTRIBUTES TO ALCOHOL POISONING. IT CONTRIBUTES TO ALCOHOL RELATED VEHICLE CRASHES AND TO ALCOHOL RELATED VEHICLE DEATHS. SO SOME EXAMPLES THAT WE HAVE FOR LIKE DUI ACCIDENTS EVERY YEAR. UNFORTUNATELY, OVER THE PAST FIVE YEARS, WE'VE AVERAGED ABOUT 25 DEATHS PER YEAR IN AMARILLO FROM VEHICLE CRASHES. THIS IS NOT JUST DUE TO MINORS, BUT MINORS ARE A PART OF THE PROBLEM HERE. WHEN WE TALK ABOUT DUI, FATAL CRASHES ON THE NEXT SLIDE, THE ONES IN THE YELLOW, FULLY A THIRD OF OUR DUI CRASH OR OF OUR FATAL CRASHES ARE RELATED TO DRIVING WHILE INTOXICATED EVERY YEAR CONSISTENTLY AT LEAST A THIRD. AND SOMETIMES ALMOST HALF OF THOSE CRASHES ARE RELATED TO SOMEBODY BEING INTOXICATED, HAVING A CRASH AND CAUSING DEATH. WHEN WE TALK ABOUT SPECIFICALLY MINORS INVOLVED IN THIS AND THIS IS JUST FOR THE LAST THREE YEARS AND UNFORTUNATELY IN THE LAST THREE YEARS, WE'VE HAD SEVEN CRASHES INVOLVING FATALITIES WHERE A MINOR WAS INTOXICATED AND CAUSED THAT CRASH. AND IN SOME CASES, THE MINOR WAS THE ONE WHO DIED. AND THEN IN OTHER CASES, IT WAS SOMEBODY ELSE THAT DIED AS A RESULT OF THAT. SO IN OUR OPINION, EVEN ONE PERSON ON THIS CHART IS TOO MANY. WE CAN TALK ABOUT ALCOHOL OVERDOSES AND YOU CAN SEE THIS CHART ACTUALLY SHOWS ALL OF THE ALCOHOL OVERDOSES AMONG THE AGE RANGE. BUT IN THE LAST TWO YEARS, 21 KIDS UNDER THE AGE OF 20 HAVE BEEN SENT TO THE HOSPITAL FOR ALCOHOL OVERDOSES BY AMBULANCE. AND WE KNOW THIS BECAUSE OUR E.M.S. SERVICE TRACKS OVERDOSE CASES FOR US AND THEY REPORT THAT DATA BACK TO US. AND 21 CASES WHERE A CHILD WAS IN LIFE THREATENING CONDITION. AN AMBULANCE WAS CALLED. SO AND THAT'S PRETTY MUCH WHAT THIS ORDINANCE WOULD BE ABOUT IS ACCOUNTABILITY. THE ORDINANCE IS DESIGNED TO CREATE A SYSTEM WHERE WE CAN MAKE SURE THAT UNDERAGE DRINKING DOES NOT OCCUR IN PREMISES UNDER SOMEBODY'S CONTROL, WHETHER IT'S MY PROPERTY OR YOUR PROPERTY. AS PROPERTY OWNERS, WE HAVE THE RESPONSIBILITY TO MAKE SURE THAT DOESN'T HAPPEN AGAIN. WE'RE TARGETING THINGS WHERE THERE'S LIKE A HOUSE PARTY OR A WAREHOUSE PARTY OR STREET PARTY WHERE SOMEBODY IS HOSTING THAT AND MAKING THAT AVAILABLE. AND ALMOST HALF OF HIGH SCHOOL SENIORS, WHICH IS 46 PERCENT, SAY ALCOHOL IS MOST OF THE TIME OR ALWAYS USED AT PARTIES. AMONG UNDERAGE TEXAS COLLEGE STUDENT 78 PERCENT OBTAINED ALCOHOL FROM A FRIEND WHO WAS OVER 21. MR. MCWILLIAMS, THAT'S EXACTLY WHAT YOU'RE TALKING ABOUT, 17, 18, 19, 20 YEAR OLD KIDS HOSTING PARTIES. AND THEN. SO STUDIES SHOW THAT SOCIAL HOST ORDINANCES REALLY DO REDUCE UNDERAGE DRINKING. A SOCIAL HOST IS AN INDIVIDUAL WHO PROVIDES ALCOHOL TO MINORS IN A HOME OR IN ANY OTHER PRIVATE PROPERTY LIKE THEIR APARTMENT COMPLEX. AND LET'S SEE. A LOCAL SOCIAL HOST ORDINANCE IS A LOCAL LAW THAT WILL HOLD ADULTS LIABLE, SO IT DOESN'T HOLD THAT KID LIABLE. IT DOES HOLD THE ADULT LIABLE FOR UNDERAGE DRINKING ON THEIR PROPERTY AND OR FOR PROVIDING ALCOHOL TO MINORS. SO THERE'S FOUR COMPONENTS TO THIS. THE FIRST ONE IS THE CIVIL PENALTY. THAT'S THE FINANCIAL PENALTY THAT IS IMPOSED BY A GOVERNMENTAL AGENCY LIKE YOURSELVES. THE COST RECOVERY. AGAIN, WHAT MR. MCWILLIAMS WAS SAYING WAS THAT A COST RECOVERY COMPONENT ALLOWS POLICE, FIRE DEPARTMENTS AND OTHER EMERGENCY SERVICES TO RECOVER THE COSTS THAT WERE INCURRED FROM RESPONDING TO AN UNDERAGE DRINKING PARTY. TYPICALLY, AFTER RESPONDING TWO OR MORE TIMES TO THE SAME LOCATION AND THEN DUE PROCESS. SOCIAL HOST ORDINANCES MUST ALLOW FOR DUE PROCESSES IN ORDER TO ENSURE FAIRNESS AND RESPECT INDIVIDUAL'S LEGAL RIGHTS. SO THAT'S A BIG COMPONENT OF THIS AND WE DEFINITELY RESPECT THAT. AND THEN THE NUISANCE VIOLATION, A SOCIAL HOST ORDINANCE CATEGORIZES PARTIES WHERE UNDERAGE DRINKING OCCUR AS A PUBLIC NUISANCE AND SUPPORTS LAW ENFORCEMENT WHO ROUTINELY HAVE TO RESPOND TO CALLS REGARDING LOUD OR UNRULY PARTIES WHERE UNDERAGE DRINKING IS OCCURRING. SOME PARENTS MAY ALLOW UNDERAGE DRINKING PARTIES BECAUSE THEY THINK THAT IT KEEPS THEIR KIDS SAFE. IF I TAKE THE KEYS OF ALL THESE KIDS, NONE OF THESE KIDS ARE GOING TO DRINK AND DRIVE. AND THAT'S NOT THE CASE. WE'VE SEEN THAT QUITE A FEW TIMES. I WAS A AN EMT FOR 13 YEARS AND I FINALLY QUIT BECAUSE I GOT TIRED OF SEEING SOMETHING THAT COULD HAVE BEEN AVOIDED. AND IT WAS A CRASH WITH TWO TEENS THAT HAD BEEN USING ALCOHOL AND THEY HAD BEEN AT A PARTY AND THEY HAD AN EXTRA SET OF KEYS BECAUSE THEY KNEW THAT THAT WAS GOING TO BE THE RULE. I PUT MY KEYS IN THIS BIG THING AND THEY BROUGHT THEIR EXTRA KEYS SO THAT THEY COULD LEAVE. CURRENT TEXAS LAW. A LITTLE BIT OF HISTORY. JUST REMIND YOU WHERE WE'RE AT. WE ENTERED INTO A CONTRACT WITH SYNOVIA SOLUTIONS BACK IN FEBRUARY OF 19 BEEN ABOUT A YEAR AGO WHEN WE STARTED THAT CONTRACT. AT THAT TIME, WE INSTALLED HARDWARE INTO FOUR HUNDRED AND EIGHT UNITS WITH THE CITY OF AMARILLO 'S EQUIPMENT AND THEIR FLEET. THAT'S ROUGHLY A THIRD OF OUR ENTIRE FLEET. AND THEN WE ALSO STARTED A PILOT PHASE IN SEPTEMBER OF 2019. THIS WAS JUST A PERIOD OF TIME WHERE WE WANTED TO EVALUATE THE SYSTEM GET IT UP AND RUNNING. TAKE A GOOD LOOK AT IT. MAKE SURE THAT WE HAD ALL OF THE SOFTWARE AND THE COMPONENTS IN PLACE THAT WE NEEDED TO REALLY START DOING AN EVALUATION. WE ALSO HAD A PILOT MONTH IN THERE THAT YOU'RE GOING TO HEAR ABOUT THROUGHOUT THE STATISTICS IN THIS REPORT. THAT MONTH IS IDENTIFIED AS AUGUST OF 2019. AND REALLY WHAT THAT IS, THAT PILOT PERIOD WAS WHERE WE JUST ALLOWED EVERYONE TO DRIVE NORMAL. WE HADN'T IMPLEMENTED THE SYSTEM. WE ALSO WANTED TO ELIMINATE OUR OVERLAPPING SERVICES AND ROUTES, BE ABLE TO BETTER SERVICE OUR CUSTOMERS AND ELIMINATE SOME OF THE MILEAGE. AND WE HAVE MADE A GREAT REDUCTION IN THAT AS WELL. WE'LL BE TALKING ABOUT AND OF COURSE, INCREASE OUR EMPLOYEE ACCOUNTABILITY. ANY TIME YOU PUT A G.P.S. SYSTEM IN A VEHICLE, WE RECENTLY PUT THOSE IN OUR VEHICLES AT HOME FOR INSURANCE PURPOSES. AND OUR KIDS IMMEDIATELY SAID, YOU MEAN WE'VE GOT TO WATCH WHAT WE'RE DOING? SO WE HAD TWO HUNDRED AND TWENTY FIVE THOUSAND FOUR HUNDRED AND SIXTY THREE EVENTS IN OUR PILOT MONTH, WHICH WAS THAT AUGUST MONTH THAT WE'RE TELLING YOU ABOUT. WE REDUCED THAT DOWN TO EIGHTY THREE THOUSAND SEVEN HUNDRED THIRTY TWO. WE'RE NEVER GOING TO BE ABLE TO ELIMINATE THOSE EVENTS. WE'RE NEVER GONNA BE ABLE TO TAKE THEM COMPLETELY AWAY BECAUSE A LOT OF THE VEHICLES HAVE PTOS. AND YOU CAN SEE IN THE DIESEL FUEL, WE WENT DOWN 8 PERCENT AND IN REGULAR UNLEADED WE WENT DOWN 10 PERCENT. SO THE BOX TO THE RIGHT SHOWS YOU THAT'S A COST SAVING OF SEVENTY SEVEN THOUSAND DOLLARS. TWO HUNDRED THIRTY NINE IN THAT FOUR MONTH PERIOD. AND THERE'S STILL ROOM FOR IMPROVEMENT IN SOME OF THE DIVISIONS. AND WE'RE GOING TO START WORKING HARD ON MAKING SURE THAT HAPPENS.
