[00:00:04] HELLO, EVERYONE. WELCOME TO TODAY'S CITY COUNCIL BUSINESS MEETING. WE'RE GOING TO START WITH AN INVOCATION BROUGHT TO US BY MR. [INVOCATION] GENE SHELBURNE. WELCOME, GENE. THANK YOU FOR BEING HERE. OF COURSE, YOU KNOW, DEAR LORD, THAT A CARPENTER WITHOUT A HAMMER WON'T BUILD MANY HOUSES. YOU KNOW THAT A COOK WITHOUT A POTATO OR A SPOON PROBABLY WON'T TURN OUT MANY BOWLS OF SOUP. AS THE MAIN PROVIDER FOR OUR WORLD, LORD, YOU'RE FULLY AWARE THAT WITHOUT THE NECESSARY TOOLS AND SUPPLIES, NO WORKER IN ANY FIELD OF LABOR CAN GET THEIR JOB DONE. THANK YOU, LORD, FOR LETTING US LIVE IN A PROSPEROUS CITY THAT CAN AFFORD TO EQUIP ITS EMPLOYEES. THANK YOU FOR MUNICIPAL LEADERS WHO SEE THE NEED TO UPGRADE EQUIPMENT AND PROVIDE ADEQUATE SUPPLIES. GRANT OUR COMMISSIONERS WISDOM TODAY LORD AS THEY APPROVE FUNDING FOR EVERYTHING FROM GARBAGE TRUCKS TO MOTORCYCLES AND UNIFORMS FOR OUR POLICE FORCE AND BLESS OUR CITY'S EMPLOYEES WHO WILL USE THE ITEMS ON OUR SHOPPING LIST TODAY IN THE NAME OF YOUR SON WHO ALWAYS GIVES US WHAT WE NEED. AMEN. WE'RE GOING TO START TODAY WITH THE PROCLAMATION, AND COUNCILMEMBER FREDA POWELL IS GONNA [PROCLAMATION] DO THE READING FOR US. COUNCILMEMBER POWELL. THANK YOU, MAYOR. AT THIS TIME, I'D LIKE TO INVITE PRESIDENT FLOYD ANTHONY TO COME UP ALONG WITH MR. DAVID MARTINEZ AND MS. [INAUDIBLE] HILL. YOU'LL COME UP AND JOIN US. AND IF YOU'LL JUST COME RIGHT AROUND THIS WAY AND YOU CAN SHAKE THE CITY MANAGER'S HAND AND THE COUNCIL MEMBERS HAND. THANK YOU. MR. ANTHONY IS REPRESENTING THE AMARILLO BRANCH NAACP. AND MR. DAVID MARTINEZ IS REPRESENTING THE AMARILLO INDEPENDENT SCHOOL DISTRICT. SO I HAVE A PROCLAMATION TODAY IN HONOR OF DR. MARTIN LUTHER KING. WHEREAS AS A HUSBAND, FATHER AND PASTOR, DR. MARTIN LUTHER KING JUNIOR IS ONE OF THE MOST DISTINGUISHED CIVIL AND HUMAN RIGHTS LEADERS IN HISTORY AND DEDICATED HIS LIFE TO PREACHING PEACE AND UNDERSTANDING AND WHEREAS IN A TIME OF DIVISION AND STRIFE, DR. KING SOUGHT UNITY. AND IN THE FACE OF DISCRIMINATION, HE FOUGHT FOR UNIVERSAL RESPECT. AND WHEREAS WE HAVE MADE TREMENDOUS STRIDES IN THE MORE THAN 50 YEARS SINCE DR. KING'S MOVEMENT AND WE HOPE OUR NATION CONTINUES TO EMBRACE UNITY IN THE NEXT 50 YEARS. NOW, THEREFORE, WE MAYOR AND CITY COUNCIL MEMBERS OF THE CITY OF AMARILLO, TEXAS, DO HEREBY PROCLAIM THE MONDAY, JANUARY 20TH, 2020, AS DR. MARTIN LUTHER KING JUNIOR DAY IN AMARILLO AND ENCOURAGE ALL CITIZENS TO MAKE A DAY ON AND NOT A DAY OFF, AND CELEBRATE DR. KING'S LEGACY BY VOLUNTEERING TO IMPROVE OUR COMMUNITY, LIVING UNDER OUR HANDS AND SEALS OF OFFICE THIS 14TH DAY OF JANUARY 2020, THE HONORABLE MAYOR GINGER NELSON, ELAINE HAYES, FREDA POWELL, DR. EDDIE SAUER, HOWARD SMITH, COUNCIL MEMBERS. I DO WANT TO SAY THAT IN HONOR OF DR. MARTIN LUTHER KING, IT IS A PLEASURE AND ALSO AN HONOR AND A PRIVILEGE FOR ME TO BE ABLE TO STAND HERE TODAY BECAUSE OF THE WORK THAT HE HAS DONE. HE WAS HE WAS CERTAINLY A PEACEFUL INDIVIDUAL. HE FOUGHT FOR CIVIL RIGHTS, FOR VOTING RIGHTS, AND MOST OF ALL, FOR RACIAL EQUALITY. IN THE MOST IMPORTANT PART WAS JOBS. BUT IT WAS NOT JUST JOBS. IT WAS DECENT JOBS. SO I'M VERY GRATEFUL TO BE HERE TODAY TO HAVE THE OPPORTUNITY TO PRESENT THIS PROCLAMATION. SO ON BEHALF OF THE AMARILLO BRANCH NAACP, I'M GOING TO ASK PRESIDENT FLOYD ANTHONY TO COME UP AND SAY A FEW WORDS AND ACCEPT THE PROCLAMATION. THANK YOU. GOOD AFTERNOON. [00:05:01] IN 1986, THE CONGRESS. THAT WAS THE FIRST TIME THAT WE CELEBRATED DR. MARTIN LUTHER KING'S DAY. THE LAW WAS PASSED IN 1983. BUT IN 1994, CONGRESS DECIDED TO MAKE THAT A DAY OF SERVICE FOR EVERYONE. AND IN THAT EFFORT WE WERE GOING TO BE HAVING OUR DAY ON AND NOT A DAY OFF. AND WE HAVE A COMMUNITY ACTIVITIES THAT HAVE BEEN STARTED THAT WE'RE GONNA START THIS YEAR IN THE NORTH HEIGHTS AREA, BUT HOPEFULLY IN YEARS TO COME, A DAY ON AND A DAY OFF IN COMMUNITY ACTIVITIES. HOPEFULLY, WE'LL GET ALL THE SCHOOLS INVOLVED. THIS IS DAVID MARTINEZ. HE'S OUR EDUCATION CHAIR. AND WE'RE GOING TO TRY AND GET ALL THE SCHOOLS TO PICK THIS UP AS A PROJECT FOR EACH MARTIN LUTHER KING DAY. LET THE SCHOOL AND THEIR COMMUNITY HAVE SOMETHING TO DO TO SERVE. WHAT WE'RE LOOKING AT IS EITHER FIX IT UP, PAINT IT UP OR WHATEVER YOU NEED TO DO OR CLEAN IT UP. BUT AS LONG AS YOU CAN FIND SOMETHING TO DO IN YOUR SERVICE. DR. KING SAYS EVERYONE CAN BE GREAT BECAUSE EVERYONE HAS THE ABILITY TO SERVE. AND THAT'S WHY WE'RE MAKING THIS DAY ON AND NOT A DAY OFF. WE START AT 9:00 IN THE MORNING AND EACH OF YOU WILL COME OVER TO THE WARFORD CENTER, THE ACTIVITY CENTER AND SIGN UP FOR A PROJECT. IT'S GOING TO BE SOME PAINTING, CLEANING, FENCE FIXING OR SOMETHING. I FORGET ALL THE ACTIVITIES THEY HAVE GOING ON. BUT COME ON OUT AND FIND YOUR PLACE AND AND JOIN US. THANK YOU. THANK YOU, MAYOR AS WELL FOR THIS OPPORTUNITY. I THINK IT'S A SIGN OF TRUE LEADERSHIP AND TRUE CHANGE YOUR ORGANIZATION EFFECTUATES CHANGE IN OUR CITY BY GIVING US AN OPPORTUNITY AND MAKING IT EASY TO SERVE AND IMPROVE THE COMMUNITY. SO THANK YOU FOR YOUR LEADERSHIP. I APPRECIATE THAT. AND WE DON'T TALK VERY OFTEN ABOUT IT BECAUSE WE JUST TALK ABOUT WHAT A GREAT JOB SHE DOES AS A COUNCIL MEMBER. BUT IT IS AN HONOR TO HAVE A PIECE OF HISTORY ON THIS COUNCIL. AND THAT IS THE FIRST AFRICAN-AMERICAN FEMALE COUNCIL MEMBER. AND WE ARE PROUD TO SERVE WITH YOU. YES, THAT'S EXACTLY RIGHT. AND THE FIRST AFRICAN-AMERICAN PRO TEM, MAYOR PRO TEM. SO SHE WOULDN'T WANT ME TO MAKE A BIG DEAL OUT OF THAT. BUT IT IS HISTORIC. AND THAT HAS HAPPENED A LOT BECAUSE OF HER LEADERSHIP, BECAUSE OF WHO SHE IS, HER MORAL CHARACTER AND HER WORK ETHIC. AND HER COMMUNITY SERVICE. BUT IT'S ALSO A PART OF YOUR ORGANIZATION, OPENING DOORS AND EDUCATING IN OUR COMMUNITY, BUILDING BRIDGES AND CREATING UNITY. SO THANK YOU FOR THE ROLE THAT YOU PLAY IN DOING THAT. ALL OF YOU. YEAH. OK. JESSE, CAN WE TAKE A PICTURE? OK. WE'RE MOVING ON IN THE AGENDA TODAY. NEXT, HIS PUBLIC ADDRESS. WE DON'T HAVE ANYONE SIGNED UP TO DO ANY PUBLIC ADDRESS TODAY. [A. Review agenda items for regular meeting and attachments;] SO WE'LL MOVE ON TO ITEM 1A, REVIEW, THE AGENDA FOR THE REGULAR MEETING, THEN ATTACHMENTS. ANYTHING COUNCIL THAT WE NEED TO TALK ABOUT BEFORE WE MOVE ON DOWN THE AGENDA? CAN I MAKE ONE COMMENT? YES. SO LOOKING AT THAT, I NOTICED THAT WE'RE GOING TO VOTE ON CONSENT ITEMS ON THE ADDITION OF SOME NEW MOTORCYCLES AND ALSO SOME EQUIPMENT FOR LOOKS LIKE THE SANITATION DEPARTMENT OR PUBLIC WORKS. AND ONE OF THE THINGS THAT I NOTICED OUT OF IT THAT I JUST WANT TO SAY KUDOS TO THE FACT IS, IS THAT IT'S MOST OF THESE THINGS ARE BEING PURCHASED LOCAL, THAT BECAUSE OF ACTIONS THAT WERE MADE BY THE CITY COUNCIL TO GIVE PREFERENTIAL TREATMENT TO THOSE THAT ARE HERE, IF THEY'RE WITHIN A FIVE PERCENT MARGIN, THAT THE CONTRACT WOULD BE AWARDED. [00:10:03] AND THAT HAPPENED WITH TRIPP'S HARLEY DAVIDSON, THAT HAPPENED WITH ROBERTS ON SOME OF THE OTHER EQUIPMENT AND ON BRUCKNER. AND I'M NOT EVEN SURE MAYBE THERE WERE OTHERS THAT WERE IN THERE, BUT THOSE THREE JUST JUMPED OFF THE PAGE AND I THOUGHT IT'S ACTUALLY DOING EXACTLY WHAT WE WERE HOPING THAT IT WOULD DO, THAT IT WOULD KEEP BUSINESS IN AMARILLO. AND I'M GRATEFUL FOR THAT. THANK YOU. THANK YOU FOR POINTING THAT OUT. YEAH. ANYTHING ELSE? OK, MOVING TO ITEM 1B, REPORTS AND UPDATES FROM CITY COUNCIL MEMBERS SERVING ON OUTSIDE [B. Reports and updates from City Councilmembers serving on outside Boards: Beautification and Public Arts Advisory Board; Environmental Task Force; Pedestrian and Bicycle Safety Advisory Committee; and] BOARDS, BEAUTIFICATION AND PUBLIC ARTS ADVISORY BOARD, DR. SAUER. YES, MA'AM. SO WE MET. WHAT DAY WAS THAT? WE MET LAST THURSDAY, THE 9TH. AND SINCE, OF COURSE, IT'S A NEW YEAR, WE REAPPOINTED OUR PRESIDENT OR THE CHAIRMAN AND THE VICE CHAIRMAN OF OUR BEAUTIFICATION COMMITTEE AND JASON BOYETT IS GONNA BE THE CHAIRMAN AGAIN. AND ANDI WARDLAW WAS MADE THE VICE CHAIRMAN. AND SO THEN REALLY, FOR THE MOST PART, WHAT IS HAPPENING WAS THINGS ARE BEING TIDIED UP ON THE MURAL GRANT PROGRAM. AND I BELIEVE IT'S SUPPOSED TO GO LIVE JANUARY THE 22ND, BUT IT'S ALREADY LIVE. YEAH, IT IS ALREADY LIVE. I JUST WANTED TO CONFIRM THAT WITH. ARE THEY WORKING? YES. CATALOGINGTHEY'RE NOT WORKING? YOU CAN'T HEAR US? IS THAT BETTER? NO, IT'S STILL NOT. HOW ABOUT THERE? CHECK CHECK CHECK. CHECK CHECK CHECK. CANWE BUY MICS LOCALLY. [INAUDIBLE] JUST TEASING. OK. SO THE MURAL GRANT PROGRAM IS ACTUALLY ALREADY AVAILABLE. IT'S A WEEK AHEAD OF TIME. AND SO YOU CAN GO TO, IT PROBABLY WON'T BE WE CAN'T PUT IT UP ON THE SCREEN, BUT GO TO AMARILLO.GOV/CITY-HALL/CITY-INITIATIVES OR YOU CAN EMAIL MURALGRANTS@AMARILLO.GOV. AND THAT WILL THE TIMELINE AS THE APPLICATIONS ARE OPEN. THE DEADLINE WILL BE MARCH THE 22ND. NOTIFICATION OF THE AWARDS WILL BE APRIL THE 13TH AND THE MURAL MUST BE COMPLETED AND REIMBURSEMENT WILL BE BY AUGUST THE 15TH. SO IT'S GOING TO BE PRETTY TIMELY. IT'LL BE REALLY GOOD. AND REMEMBER, THE MAIN THINGS ABOUT THE PROGRAM IS THE IDEA IS IT'S A MATCHING GRANT. THERE ARE FIVE AREAS IN TOWN. THERE'LL BE A NORTH SOUTH, EAST WEST, AND THERE'LL ALSO BE A CENTRAL BUSINESS DISTRICT AWARD POTENTIALLY. AND SO IT IS BUSINESSES THAT WOULD LIKE TO HAVE A MURAL ON THEIR BUILDING. AND IT'S NOT GOING TO BE IN AN ADVERTISEMENT TYPE OF A DEAL. AND SO THOSE APPLICATIONS WILL THEY'LL BRING THEM TO US. WE'LL MAKE A DECISION. HOPEFULLY WE'LL HAVE SOME IN EACH AND EVERY ONE OF THE QUADRANTS AND WE'LL SEE WHAT ENDS UP HAPPENING. IT'S VERY EXCITING. SINCE THE MURAL PROGRAM WHAT HAS ACTUALLY SPURRED IN THE CITY. TO THE POINT THAT THAT'S ANOTHER ONE OF THE THINGS THAT WE DISCUSSED IS THAT THE CDC IS GOING TO BE THERE WORKING ON CATALOGUING THAT AND MAKING THAT AVAILABLE ONLINE THROUGH AN APP AT SOME POINT IN TIME OF SO LIKE IF SOMEONE'S GOING ON A MURAL CRAWL, THEY'LL BE ABLE TO GO AND BE ABLE TO SEE THAT. AND SO CDC HAS AGREED TO WORK WITH US ON THAT, TO DEVELOP THAT. THE OTHER THING THAT WE TALKED ABOUT IS THE BEAUTIFICATION PROJECT. AND SO WE'RE STILL TRYING TO CONSOLIDATE DOWN TO GIVE AN IDEA OF WHAT WE WANT, A BEAUTIFICATION PROJECT THE FIRST ONE TO LOOK LIKE SO THAT IT INCORPORATES ART AND LANDSCAPING AND ALL OF THE OTHER ASPECTS POTENTIALLY. SO THAT ONCE THAT'S BEEN AWARDED AND THEN WE MOVE MORE TOWARDS THE SAME WAY THE MURAL GRANT PROGRAM IS WORKING THAT WE CAN SEE THAT COME TO LIFE ALSO IN THE CITY. AND WE PLAN ON BY OUR NEXT MEETING, WE'RE HOPEFUL THAT WE'LL HAVE OUR SITE NAILED DOWN AND THEN WE'LL KIND OF GO FROM THERE AS FAR AS SETTING UP WHAT THAT WOULD LOOK LIKE. SO IT'S EXCITING. THERE'S A LOT GOING ON. SO, DR. SAUER, I NOTICED THAT IN REGARDS TO THE BEAUTIFICATION AND PUBLIC ARTS, I NOTICED IN THE NEWSPAPER TODAY THAT THERE WAS A CITIZEN THAT WROTE IN THE EDITORIAL, I DON'T KNOW IF YOU SAW THAT OR NOT. I ID. BUT THERE'S ART THAT'S HANGING IN THE NEW MEXICO STATE CAPITAL, WHICH IS IN SANTA FE. AND SO THEY WONDERED IF WE COULD DO THE SAME HERE AND HAVE ART DISPLAYED LIKE HERE AT CITY HALL, POTTER COUNTY, AND RANDALL COUNTY. JUST A THOUGHT OR SOMETHING TO. I THINK IT'S A GREAT IDEA. [00:15:01] YEAH, I THINK IT WAS ANNE HICKS? ANNE HICKS, YEAH, THAT'S WHO IT WAS. I READ THAT THIS MORNING ALSO. YEAH. AND I THINK THAT'S PROBABLY A VERY GOOD IDEA. I DON'T KNOW HOW ALL OF THAT. YEAH. OF COURSE LIKE ANYTHING I DON'T KNOW HOW YOU FLESH THAT ALL THE WAY OUT, BUT I'M SURE THAT THERE'S SOME REALLY GOOD POSSIBILITIES FOR THAT. THANK YOU. YOU'RE WELCOME. AND I THINK WE WOULD ALL JUST WANT TO EXPRESS OUR APPRECIATION. THIS IS A NEW . THIS IS SOMETHING THAT THIS COUNCIL FELT STRONGLY ABOUT AND CREATED RIGHT OFF THE BAT. AND YOU GUYS HAVE DONE A TREMENDOUS AMOUNT OF WORK AND IT'S SEEDS BEING PLANTED AND IDEAS THAT ARE COMING TO FRUITION. SO AS MORE AND MORE CITIZENS BEGIN TO ASSOCIATE AMARILLO AS BEAUTIFUL AND CULTURALLY ARTISTIC. I JUST THINK IT'S GOING TO BE A BOARD THAT GETS MORE AND MORE INFLUENCE IN OUR CITY, SO THANK YOU FOR THE WORK THAT YOU'RE DOING THERE. THANK YOU. THANK YOU. OK. ENVIRONMENTAL TASK FORCE. MR. SMITH. WE HAVE NOT MET AS A STAFF MEMBER TO MAKE A TALK HERE. HI, BLAIR. HELLO. BLAIR SNOW WITH PUBLIC WORKS. THE ENVIRONMENTAL TASK FORCE IS SCHEDULED TO MEET THIS WEEK ON THURSDAY EVENING AT 6:00 RIGHT UP HERE. WE HAVE A NEW GROUP. WE HAVE FOUR NEW MEMBERS, SO PREDOMINANTLY NEW. OUR FIRST MEETING WILL BE LARGELY HOUSEKEEPING. WE'RE GOING TO ELECT A CHAIR AND A VICE CHAIR AND TAKE CARE OF THOSE ITEMS. BUT WE ALSO HAVE BRAINSTORMING ON THE AGENDA. SO WE'RE EXCITED TO HEAR NEW IDEAS AND AND GET THIS GROUP STARTED ON MAKING OUR CITY MORE ENVIRONMENTALLY FRIENDLY. WE'LL ALSO BE INTRODUCING THE IDEA OF WATER CONSERVATION AS AN INITIATIVE FOR THIS GROUP. SO WE'RE REALLY EXCITED. OK, GREAT. ANY QUESTIONS FOR BLAIR? WE HADN'T MET SINCE SEPTEMBER, BUT WE MEET THIS WEEK. GOOD. WITH NEW MEMBERS. GOOD. WELL, WE'LL LOOK FORWARD THEN TO HAVING A REPORT. THANKS, BLAIR. THE PEDESTRIAN AND BICYCLE SAFETY ADVISORY COMMITTEE. WE MET THIS LAST WEEK AND HAD A GOOD MEETING. THE NAME OF THE COMMITTEE IS PEDESTRIAN BICYCLE SAFETY ADVISORY COMMITTEE. SO WE'RE CONCENTRATING ON SAFETY. WE HAD A LADY COME, [INAUDIBL] MARTIN, LIVES IN THE [INAUDIBLE] AREA, AND SHE HAD COME MAYBE TWO OR THREE MONTHS AGO WHERE SHE WAS RIDING A BIKE IN THE NEIGHBORHOOD WITH SMALL CHILDREN AND CAME CLOSE TO HAVING AN ACCIDENT. SO SHE CAME TO AN EARLIER MEETING AND SHE CAME BACK THIS LAST WEEK AND A TRAFFIC STUDY HAS BEEN DONE TO SEE WHAT, IF ANYTHING, NEEDS TO BE DONE TO PREVENT ACCIDENTS IN THAT AREA. THE COMMITTEE ELECTED A NEW CHAIRMAN, ANGELA HARNEY, WHO'S GOING TO BE CHAIRMAN OF THE COMMITTEE. [INAUDIBLE] HAS BEEN CHAIRMAN. HE'S GOING TO BE VICE CHAIRMAN. AND THEN WE DISCUSSED MORE SAFETY ITEMS AND DIFFERENT AREAS OF TOWN. SO THAT'LL BE A CONTINUING DISCUSSION TO TRY TO ELIMINATE ACCIDENTS. THAT'S ALL I HAVE. QUESTIONS? OK. THANK YOU. THANKS FOR SERVING ON BOTH OF THOSE COMMITTEES. WE APPRECIATE IT. APPRECIATE YOUR TIME. ITEM 1C IS TO REQUEST FUTURE AGENDA ITEMS OR REPORTS FROM THE CITY MANAGER. [C. Request future agenda items and reports from City Manager] DOES ANYBODY HAVE ANYTHING? WHAT IS THE SCHEDULE REGARDING THE THOMPSON PARK POOL? WHEN WILL IT COME BACK AND WHAT PART? OKAY. WE HAD THIS FOR DISCUSSION LAST WEEK. WE'LL GET THAT WILL EITHER BE ON A UPCOMING AGENDA, BUT WE'LL GET YOU AN ANSWER. CAN'T TALK ABOUT IT RIGHT NOW BECAUSE IT'S NOT ON THE AGENDA. BUT THAT'S SOMETHING THAT WE NEED TO FOLLOW UP WITH YOU AND GET THAT INFORMATION TO YOU ON. GOOD QUESTION. I WISH I WOULD HAVE THOUGHT TO PUT UNDER ITEM 1B. YOU KNOW, TO KIND OF REPORT ON THAT, BUT I DIDN'T THINK ABOUT THAT. [INAUDIBLE]. LET'S GET IT ON. OK. WE'LL GET IT ON AN AGENDA. IT'S HARD TO GET GOOD HELP THESE DAYS. THANK YOU COUNCIL MEMBER HAYS. [LAUGHTER]. [INAUDIBLE]. OH, MAN. I THINK MY FAMILY FEELS THE SAME WAY. OK. ANYTHING ELSE ON 1C? ALL RIGHT. ITEM 2, THE CONSENT AGENDA. [2. CONSENT ITEMS] ANYTHING THERE THAT NEEDS TO COME OFF FOR FURTHER DISCUSSION OR QUESTIONS? NOT SEEING ANYTHING, THEN LET'S TAKE A MOTION ON THAT. MAYOR, I MOVE THAT THE CONSENT AGENDA BE APPROVED AS PRESENTED. SECOND, IT'S BEEN MOVED BY COUNCIL MEMBER POWELL, SECONDED BY DR. SAUER TO APPROVE THE ITEMS ON THE CONSENT AGENDA. [00:20:04] OK. THOSE IN FAVOR OF THE MOTION, PLEASE SAY AYE. AYE. ANYONE OPPOSED? OK. THAT PASSES WITH THE 5-0 VOTE. [A.
