[PROCLAMATION]
BIBLE WEEK. AND SO IF YOU'RE HERE FOR NATIONAL BIBLE WEEK WOULD YOU BE WILLING TO JUST COME UP TO THE FRONT HERE AT THE ROPES AND JOIN US WHILE WE READ THE PROCLAMATION.[00:06:25]
JUST CONFIRMING THAT WE DON'T HAVE ANY PUBLIC ADDRESS TODAY IS THAT CORRECT. OK. SO WE'LL MOVE PAST THAT ITEM AND MOVE TO AGENDA ITEM NUMBER ONE A REVIEWING THE AGENDA FOR[A. Review agenda items for regular meeting and attachments]
ANYTHING ON THE REGULAR MEETING OR ATTACHMENTS ANY QUESTIONS ABOUT THAT COUNCIL CAME MOVING TO ITEM 1 B WE HAVE A. SPECIAL TEAM WITH US TODAY WE'RE QUITE[B. Dr. Walter Wendler, President of West Texas A&M University]
HONORED TO HAVE THE TEAM FROM WEST TEXAS AM UNIVERSITY INCLUDING THEIR PRESIDENT DR. WALTER SWINDLER HERE TODAY DR. WIMMER WOULD YOU LIKE TO TAKE YOUR PLACE AT THE PODIUM WE'RE LOOKING FORWARD TO HEARING WHAT YOU HAVE TO SAY. WELCOME YOU'RE WELCOME ANYTIME. BUT I THINK THIS IS YOU KNOW Y'ALL ARE BUSY WE'RE BUSY SO IT'S UNIQUE THAT WE GET TO HAVE YOU.I CAN HEAR MYSELF JUST FINE [LAUGHING] IT'S HARD FOR PEOPLE AT HOME ON TELEVISION TO HEAR YOU. RIGHT. AND I APPRECIATE THAT. NO NO I'M NOT GOING TO DO THAT HOWARD. I LIKE IT TOO MUCH TO START OVER AGAIN. I DON'T WANT TO DO THAT. I I DO WANT TO SAY THOUGH THAT WE ARE VERY APPRECIATIVE OF THE SUPPORT WE'VE HAD FROM THE AMARILLO COMMUNITY AND EVERY EVERY PART OF THE TEXAS PANHANDLE. WE JUST HAVE FINISHED A AN ECONOMIC IMPACT STUDY WHICH I HAVE A LOT OF CONFIDENCE IN FOR THE QUALITY OF THE WORK IT'S DONE BY A FIRM THAT DOES THIS FOR UNIVERSITIES AND VARIOUS KINDS OF ENTERPRISES TO SEE THE IMPACT ON THE COMMUNITIES. THEY'VE DONE A COUPLE OF THOUSAND OF THESE REPORTS. VERY GOOD IT'S VERY CAUTIOUS AS A MATTER OF FACT I TRIED TO GET I TRIED TO ARGUE OUR ECONOMIC IMPACT UP AND THEY WOULDN'T DO IT. I'LL JUST GIVE YOU THIS ONE EXAMPLE.
THEY THEY CHARTED ARE CONSTRUCTION SPENDING AT SOME NUMBER THAT WAS SINGLE DIGIT MILLIONS OF DOLLARS AND I SAID MY GOSH WE SPENT 200 MILLION DOLLARS IN THREE YEARS SINCE I'VE BEEN HERE. AND THEY SAID YES BUT WE WORK BY ALGORITHMS BECAUSE THOSE OTHER KIND OF HILLS AND VALLEYS IN THE PROCESSES ARE NOT CONSISTENT. SO WE FEEL SAFER WITH THE KIND OF PROJECTION THAT WE'RE MAKING WITH WHAT WE FIND AND
[00:10:07]
PROJECT IN THIS REPORT. SO I'M I'M I'M VERY PLEASED WITH IT FROM THAT FROM THAT STANDPOINT. I HAVE SOME COPIES THAT I'LL HOLD I'LL LEAVE IN LANE IF YOU CAN JUST PASS ME AROUND. I'M NOT GOING TO GO THROUGH THIS IN DETAIL BECAUSE IT'S ALL PRETTY MUCH LAID OUT BUT I WILL GIVE YOU THE BOTTOM LINE THE BOTTOM LINE IS THAT OUR IMPACT IN THE PANHANDLE IS JUST ABOUT 750 MILLION DOLLARS PER YEAR WHICH IS A SIGNIFICANT IMPACT. AND BY THE WAY THIS REPORT WHAT YOU HAVE HERE YOU HAVE TWO THINGS AND I'M GOING TO GO OVER THEM BOTH JUST BRIEFLY BUT THIS FIRST ONE THE ONE ON TOP IS IS A SUMMARY OF A REPORT THAT IS AVAILABLE ONLINE AND THE ADDRESS IS IS IN THE REPORT. IT'S AVAILABLE THERE AND IT'S ABOUT 90 PAGES IT'S MORE THAN MANY PEOPLE WOULD WANT TO READ. BUT THIS BOTTOM LINE ON THIS IS ABOUT 750 MILLION DOLLARS CREATE A LOT OF JOBS. AGAIN I'M NOT GOING TO GO THROUGH THE DETAIL OF IT RIGHT NOW BUT WE'RE PLEASED WITH IT. IN ADDITION TO THAT BECAUSE OF OUR I THINK JUSTIFIABLE PRIDE IN OUR AMARILLO CENTER AND THE HARRINGTON ACADEMIC HALL DOWNTOWN IN AMARILLO WE'RE VERY EXCITED ABOUT THAT. WE DID. WE HAD THEM BREAK OUT THE ECONOMIC IMPACT OF THE HARRINGTON ACADEMIC HALL IN THE AMARILLO CENTER AND THE IMPACT THERE IS ESTIMATED TO BE SOME HUNDRED MILLION DOLLARS PER YEAR. AND WE'RE PROUD OF THAT. AND AGAIN THE DETAILS ARE IN THIS REPORT. BUT WE WE HAVE AN IMPACT ON A SIGNIFICANT NUMBER OF JOBS AND DAY TO DAY EXPENSES OR REVENUE. THAT IS VERY HELPFUL DOWNTOWN. AND I WOULD ALSO TELL YOU TODAY THAT WE HAVE I THINK AS MANY OF YOU KNOW WE'VE STRUGGLED TO FIND THE FINANCIAL RESOURCES TO MOVE OUR NURSING PROGRAM DOWNTOWN IN TOTAL. AND WE NOW HAVE FOUND SIX MILLION DOLLARS TO BE ABLE TO MOVE THAT DOWNTOWN. SO WE WILL NOW FINISH OUT THE THE HARRINGTON ACADEMIC CALL IT WILL BE ABSOLUTELY WITHOUT AN EMPTY SPOT IN THE WHOLE THING WE'RE VERY EXCITED ABOUT IT OVER 250 STUDENTS WILL WORK OUT OF THERE EVERY DAY OVER 20 FACULTY AND STAFF. AND DEAN DIRK NELSON IS HERE WITH ME AND THE DEAN'S OFFICE WILL ACTUALLY BE DOWNTOWN.SO IT'S NOT JUST SOME CLASSROOMS WHERE PEOPLE COME AND GO BUT IT WILL BE A CENTER OF OPERATION FOR OUR NURSING PROGRAM AND WITH OUR IN A SENSE AREN'T RENEWED OR STRENGTHENED COMMITMENT TO RURAL HEALTH CARE. I THINK THAT HAVING THIS CENTER RIGHT HERE IN AMARILLO IS GONNA BE AN EXCELLENT EXCELLENT KIND OF CENTER OF GRAVITY FOR OUR NURSING PROGRAMS AND WE'RE VERY EXCITED ABOUT IT. I'M GOING TO BRAG ON OUR NURSING SCHOOL FOR A MINUTE. THERE ARE A HUNDRED DIFFERENT R.N. PROGRAMS IN THE STATE OF TEXAS 100. AND OF COURSE ONE OF THE PRIMARY MEASURES OF EFFECTIVENESS IS THE PASS RATE ON THE CLERKS EXAMINATION WHICH SOMEONE HAS TO PASS IN ORDER TO BECOME AN R.N. AND THESE HUNDRED PROGRAMS CONSIST OF TWO YEAR PROGRAMS AT COMMUNITY COLLEGES AND SOME OF THOSE ARE EXCELLENT THREE YEAR PROGRAMS THAT ARE RUN THROUGH HOSPITALS THERE'S NOT AS MANY OF THOSE ANYMORE. AND THEN THE FOUR YEAR TRADITIONAL KIND OF BSN PROGRAM. AND OF THOSE NEARLY 100 PROGRAMS ARE NURSING PROGRAM THE TOP FIVE IN THE TERM IN TERMS OF PASS RATES ON THE ANKLE LAX EXAMINATION NINETY SEVEN POINT ONE PERCENT OF OUR FIRST TIME TEST TAKERS PASSED THE EXAM ON THE FIRST TIME THROUGH WHICH IS IT'S REMARKABLY STRONG. IT'S REMARKABLY STRONG AND WE'RE PROUD TO BE ABLE TO NOW MOVE THE WHOLE. IN A SENSE THE WHOLE OPERATION TO DOWNTOWN AND WE THINK IT'S GOING TO BE QUITE COURSE CLOSER TO THE HEALTHCARE PROVIDERS WHICH WILL BE BENEFICIAL FOR US STUDENTS WHO ARE IN CLINICAL ROTATIONS AND SO ON AND SO FORTH. DEAN NELSON'S LEADERSHIP THE PROGRAM IS HERE. THESE PAST TWO YEARS IN THE COLLEGE WE'VE HAD RECORD ENROLLMENTS EACH YEAR IN THE PAST TWO YEARS SO WE'RE GROWING. WE THINK WE'RE DOING THE THINGS RIGHT AND BY THE WAY WHEN THE TOP FIVE IN TERMS OF PASS RATES AND IN TERMS OF BSN DEGREE PROGRAMS WERE IN THE BOTTOM FIVE IN TERMS OF COST YOU DON'T HAVE TO BE A ROCKET SCIENTIST TO FIGURE OUT THAT THAT'S A GOOD PLACE TO BE HIGH PASS RATES LOW COST IS EXACTLY WHERE WTI WANTS TO BE. WE'RE VERY CONSCIOUS OF IT. DIRK HAS WORKED VERY HARD WITH DEDICATED FACULTY AND STAFF TO TO BRING THAT ABOUT. SO WE'RE EXCITED ABOUT IT. WE'RE AND I'M PLEASED TO TO TO SHARE THIS REPORT WITH YOU AND I'D BE PLEASED TO TRY TO ANSWER QUESTIONS ABOUT IT AND IF HE HAD QUESTIONS ABOUT THE NURSING PRO BY THE WAY THAT WE
[00:15:06]
ANTICIPATE THAT THE MOVE WILL BE COMPLETE IN THE FALL OF 2021. BUT I AM ETERNALLY OPTIMISTIC AND I THINK THAT WE MAY ACTUALLY GET THERE BEFORE THEN BECAUSE IT'S ALL INSIDE WORK THERE'S NO WEATHER PROBLEMS IT'S BASICALLY FINISH OUT WORK AND AWAY IT'LL BE ON THE SECOND FLOOR OF THAT BUILDING WILL BE ABSOLUTELY FULL THAT WILL BE AWESOME. YEAH I THINK IT'S GONNA BE VERY NICE. WE'RE EXCITED ABOUT A LOT OF PE A LOT MORE PEOPLE DOWNTOWN DOING THINGS EVERY DAY AND IT'S IT'S A SPECIAL KIND OF LIFE IT'S DAYTIME LIFE THAT I THINK IS VERY IMPORTANT TO A TO A COMMUNITY. SO WE'RE JUST EXCITED ABOUT IT. NOT YET NOT YET. HOWARD IT'S GOING TO START PROBABLY IN THE FALL OF 21 WRITER FOR 21 WILL ACTUALLY BE THERE. BUT NURSING STUDENTS ARE NOT SO MUCH DOWNTOWN BUT THEY'RE IN THE HOSPITAL DISTRICT ALL THE TIME OF COURSE ON ROTATIONS. SO WE'RE EXCITED ABOUT IT AND THEY'LL MOVE LOCK STOCK AND BARREL ALL THE NURSING FACULTY THE DEAN'S OFFICE EVERYTHING WILL BE DOWNTOWN SO THERE'LL BE A STRONG SECOND FLOOR YES SIR SECOND FLOOR WHICH IS NOW COMPLETELY LET'S SEE THROUGH WHAT I CALL IS JUST SEE THROUGH THERE'S NOTHING THERE JUST OPEN YOU GUYS ARE PROBABLY NEED IN THAT ROOM DOWN AND KENYON FOR OTHER PROGRAMS ANYWAY AREN'T YOU. YES AND WE WE'VE GOT SOME. YEAH WE DO. WE NEED THE WHERE. YOU KNOW OUR PROGRAMS WE'VE HELD OUR ENROLLMENT STEADY WHICH WE'RE PLEASED WITH. I MEAN IT'S IT'S A CHALLENGE FOR REGIONAL INSTITUTIONS AND WE'RE WORKING HARD. YOU KNOW I VISITED ALL THE HIGH SCHOOLS IN THE TOP 26 COUNTIES. I GET TIRED TO HEAR MYSELF SAY THIS. SOMEBODY SAID GOOD BRAGGING ABOUT NOT BRAGGING IT'S JUST THE FACT. AND NOW IN THE SOUTH PLAINS ALL THE WAY DOWN TO KLONDIKE I'M ABOUT 15 SCHOOLS SHORT OF VISITING THE 70 HIGH SCHOOLS THAT ARE DOWN THERE PUBLIC PRIVATE ALL KINDS OF HIGH SCHOOLS ENTREPRENEURIAL SCHOOLS CHARTER SCHOOLS WERE VISITING ALL OF THEM. SO AND IT'S BEEN I COULD TELL STORIES ALL DAY LONG ABOUT WHAT YOU SEE WHEN YOU GO IN THESE SMALL COMMUNITIES LIKE DAWSON AND QUIETNESS COTTON CENTER AND GUTHRIE AND I JUST ONE AFTER THE OTHER REMARKABLE. I'M JUST GRATEFUL THAT YOU ARE NOT MAKING ANY DESIGNATION ON WHETHER THE SCHOOL IS PUBLIC OR PRIVATE OR CHARTER THAT YOU'RE GOING AFTER ALL OF THEM. I THINK THAT'S A THAT'S A BIG DEAL. I THINK IT IS TOO AND I. EVERYBODY CONTRIBUTES IN IN DIFFERENT WAYS TO FOR OPPORTUNITY FOR OUR YOUNG PEOPLE TO GET AN EDUCATION AND ONE OF THE THINGS I LIKE SO MUCH ABOUT WTO BOTH MY WIFE AND I APPRECIATE SO MUCH IS THAT THERE IS A VALUE SYSTEM THAT'S RESIDENT THERE. IT'S NOT PERFECT IT'S NOT PERFECT BUT IT'S A VERY STRONG VALUE SYSTEM FOR THE TRADITIONS OF HARD WORK AND FAMILY AND FAITH AND COMMUNITY AND THAT KIND OF THING. AND THIS MAKES US A VERY DISTINCTIVE UNIVERSITY. I'VE BEEN IN A LOT OF PUBLIC UNIVERSITIES NEVER SEEN ONE QUITE LIKE THIS EVER. GROWLING AND DR.MILLER YOU PROBABLY HAVE THE ANSWER IN HERE SOMEWHERE. MAYBE YOU KNOW IT OFF THE TOP OF YOUR HEAD IN LOOKING AT THE ECONOMIC IMPACT AND PROJECTIONS IN THE FUTURE. ARE YOU LOOKING AT A PERCENTAGE OF GRADUATES THAT STAY IN OUR AREA. I'D BE CURIOUS TO KIND OF KNOW BECAUSE I THINK THERE'S A LOT OF W T GRADUATES THAT STAY HERE. YOU KNOW THAT CAME FROM OTHER PLACES. I JUST WONDERED IF YOU KIND OF KNEW THAT PERCENTAGE. I DON'T KNOW OFFHAND BUT IT IS IT'S PROBABLY IN THE LONG REPORT IF NOT THIS ONE BUT IT'S IT'S WE WANT TO ENHANCE THAT WE WANT TO TRY TO KEEP JOB CREATION ALIVE. YOU KNOW IT'S A CHALLENGE ALL OVER THE PANHANDLE. IT'S A CHALLENGE HERE IN AMARILLO IT'S ALSO A VERY SIGNIFICANT CHALLENGE IN MANY OF THE SMALLER COMMUNITIES AND THEY'RE YOU KNOW THEY'RE JUST THEY'RE CLOSING HOSPITALS.
I'VE BEEN IN TWO TOWNS HAMLIN AND CROSBY 10 WHERE THE HOSPITALS HAVE CLOSED IN THE LAST COUPLE YOU ONCE CLOSED THE OTHER ONES GET READY TO CLOSE AND THE SCHOOL SUPERINTENDENT AND CROSBY THEN TOLD ME THAT THE SCHOOL POPULATION HAS STARTED TO DROP OFF BECAUSE THE HOSPITALS CLOSED AND PEOPLE ARE MOVING TO LUBBOCK AND IT'S YOU KNOW IT BREAKS MY HEART BECAUSE THOSE COMMUNITIES HAVE A KIND OF LIFE IN THEM THAT'S NOT AVAILABLE ANYWHERE ELSE. AND WE WANT TO IN A SENSE APPEAL TO THOSE PEOPLE AND WE WANT TO KEEP PEOPLE WHO WE DO A GOOD JOB AND SOME THINGS AT PAN TEX WE HAVE OVER 600 WTO ALUMNI AS THE LARGEST ALUMNI GROUP AT PENN TECH'S FOLLOWED BY TECH AND THEN TEXAS SEEING THEM. SO WE HAVE A LARGE ALUMNI GROUP AND WHERE WE WANT TO SEE MORE THAT CAUSE WE DO A GOOD JOB AT BELL TO WE PLACE A LOT OF STUDENTS AT BELL. LOT OF INTERNSHIPS AND SO ON. BUT I WANT TO TRY TO FIND A WAY TO GET INTO THE SMALLER COMMUNITIES AND LOOK AT ENTREPRENEURISM IN SMALL COMMUNITIES AND
[00:20:02]
HOW MAYBE WE CAN HELP FUEL THAT AND ENCOURAGE IT BECAUSE THE PANHANDLE IS ONLY AS STRONG AS ALL OF ITS COMMUNITIES THE LARGER ONES AND THEN THE SMALLER ONES. SO I PARTICULARLY LIKE THIS STATIC. I'M REALLY GLAD YOU DID THEM. THE VALUE FOR THE STUDENT BUT ALSO THE VALUE FOR THE DOWNTOWN INVESTMENT BECAUSE I THINK THAT'S IMPORTANT FOR TAXPAYERS TO SEE. THEY PARTICIPATED IN THAT AS LONG. AND ALSO THE STATE OF TEXAS WITH HIGHER ED FUNDING BUT ALSO YOUR STUDENT BODY AND ALL OF THAT. SO IT'S A GREAT PARTNERSHIP. IT'S GREAT TO SEE THAT ECONOMICALLY IT DOES HAVE A RETURN ON INVESTMENT IT'S SO IMPORTANT. BUT I THINK THE STATISTIC THAT JUMPED OUT TO ME THE MOST IS THAT ONE WE'VE TALKED ABOUT BEFORE COUNCIL THAT IT'S SO IMPORTANT WE'RE STANDING RIGHT HERE WITH HIGHER ED RIGHT IN FRONT OF US OVER A WORKING LIFETIME THE BENEFITS OF A BACHELOR'S DEGREE OVER A HIGH SCHOOL DIPLOMA AND REALLY THEY'RE USING BACHELORS DEGREE. BUT THE POINT IS EDUCATION POST-SECONDARY EDUCATION IT AMOUNTS TO AN UNJUST COUNTED VALUE OF ONE POINT ONE MILLION DOLLARS IN HIGHER EARNINGS PER GRADUATE. AND SO I KNOW THAT WE HAD SET A GOAL TO INCREASE OUR WORKFORCE BY 5000 PEOPLE AT A MILLION DOLLARS APIECE OVER THEIR LIFETIME. YOU KNOW THOSE NUMBERS START GETTING BIG. AND WHEN YOU COMPOUND THAT OVER THEY SPENT THAT HERE AT A COFFEE SHOP IN THAT THAT STARTS TO HAVE A BIG ECONOMIC IMPACT IN OUR COMMUNITY. SO I DON'T WANT TO TAKE A CHANCE TO SIT WITH YOU WALTER AND NOT EVER SAY TO YOU THE IMPACT THAT YOU HAVE IN OUR COMMUNITY THE PANHANDLE WIDE IS TREMENDOUSLY ECONOMIC. AND WE HAVE A VERY LONG TERM VIEW OF THE INVESTMENTS THAT YOU'RE MAKING IN OUR ECONOMY THROUGH THE PEOPLE. AND OF COURSE WE'RE GRATEFUL FOR EVERY INDIVIDUAL LIFE THAT YOU CHANGED BECAUSE IT CHANGES IN INDIVIDUAL FAMILY AND THAT CHANGES IN INDIVIDUAL BUSINESS OWNER EITHER NOW OR IN THE FUTURE. BUT JUST AS THE PANHANDLE ECONOMY AS A WHOLE YOU ARE A MAJOR SOURCE OF OUR WORKFORCE. AND THE FACT THAT YOU TAKE TIME TO GO TO THESE SMALL COMMUNITIES WE KNOW THEY ARE OUR GREATEST RESOURCE. THEY CAN'T THEY WE CONGREGATE HERE IN AN URBAN SETTING. BUT HAVING GROWN UP RURAL I KNOW THAT THOSE KIDS WANT TO LEARN THEY JUST NEED SOMEONE TO SAY YOU'RE WELCOME. YOU'RE WELCOME TO COME HERE AND BEGIN TO CREATE THE VISION FOR WHAT'S THE FIRST STEP TO GETTING THERE. AND SO THANK YOU.IT'S TIME WELL SPENT. I KNOW IT'S A TREMENDOUS AMOUNT OF TIME BUT ON BEHALF OF THE CITY THAT DEPENDS SO LARGELY ON WTOP AND AC TO RECRUIT THOSE KIDS TO JOIN THEM OUT INTO OUR WORKFORCE TO BE OUR FUTURE LEADERS IN OUR FUTURE BUSINESS OWNERS. WE CAN'T DO IT WITHOUT YOU. WELL SO WHAT YOU'RE DOING MATTERS AND WE APPRECIATE IT. WELL IT'S VERY KIND VERY FARMING AND I APPRECIATE THAT VERY MUCH. ANYWAY. WELL THANKS. QUESTIONS? I KNOW INTRODUCE WHO ELSE WITH YOU WOULD LOVE TO HEAR.
YES. DIRK NELSON IS THE DEAN OF OUR COLLEGE OF NURSING AND HEALTH SCIENCES HAS BEEN SINCE 2010. DONE A GREAT JOB. THE THING WAS ON THE ROCKS. I'M NOT KIDDING. THE THING WAS ON THE ROCKS WHEN HE GOT THERE AND IT'S NOW IT'S NOW STEAMING UPSTREAM. I MEAN WE'RE MOVING ALONG AND GETTING A LOT OF THINGS DONE.
AND THAT'S BECAUSE OF DIRK'S LEADERSHIP AND EXCELLENT FACULTY AND STAFF AND A GOOD STUDENT BODY. EVERY SCHOOL I GO TO ALL ASK HOW MANY ARE INTERESTED IN THIS OR THAT OR THE OTHER THING AND NURSING ALWAYS COMES UP THROUGH THE COURSE OF THE CONVERSATION AND ALWAYS A STRONG GROUP OF STUDENTS RAISES THEIR HANDS. THEY WANT TO STUDY NURSING AND MANY OF THEM SOME AT COMMUNITY COLLEGES SOME AT TEXAS TECH. THANKFULLY A GOOD A GOOD NUMBER AT WTC. AND I THINK IT'S BECAUSE OF THE VALUE THAT WE'RE ABLE TO OFFER LOW COST HIGH PASS RATES AND WHERE AM I. I WOULD GO THROUGH THE LIST OF SCHOOLS THAT WERE AHEAD BUT I MEAN WE'RE AHEAD OF TEXAS TECH OF THE UNIVERSITY OF TEXAS OF TEXAS SEEING THEM. I MEAN IT'S JUST THAT'S WHERE WE ARE. IT'S THOSE ARE EMPIRICAL DATA. I MEAN IT'S IT'S JUST AMAZING. WE'VE WE'VE DONE. HE'S DONE A REMARKABLE JOB. IT'S NOT BRAGGING IF IT'S EMPIRICAL DATA. IS THAT TRUE. THAT'S TRUE. BUT THE DATA SPEAK FOR THEMSELVES I JUST DIDN'T KNOW IF YOU'D SEEN IT. I WANT TO READ IT. THAT'S WHY I'M HERE. WE APPRECIATE THAT. YES MA'AM. AND TODD RASPBERRY IS HERE. TODD IS OUR VICE VICE PRESIDENT FOR DEVELOPMENT AND AND MEDIA.
AND WHAT ALL ELSE DO YOU DO TODD DRIVE ME AROUND. AND I'LL TELL YOU I REALLY LIKE TO BANG HIM BECAUSE WE GET FROM POINT A TO POINT B VERY QUICKLY. HE'S A HE'S A COUNTRY COUNTRY DRIVER. YEAH WELL THAT'S RIGHT. WE NEVER NEVER THE MAYOR NEEDS A
[00:25:03]
GUY LIKE THAT WE'VE DECIDED THAT. BENEFICIAL. YEAH IS. HERE SHE'S ON OUR FOUNDATION BOARD. ARE YOU GLAD YOU'RE HERE BECAUSE OF US OR ARE YOU JUST OK. OH WE APPRECIATE THAT AND UNDERWOOD IS HERE WHICH IS OUR EXECUTIVE DIRECTOR OF COMMUNICATIONS AND SHE DOES A GREAT JOB IN HELPING US GET THE WORD OUT AND LET PEOPLE KNOW WHAT'S GOING ON AT WEST TEXAS CNN AND OF COURSE STANLEY SCHAFFER IS HERE. WELL I JUST WANT TO MAKE SURE I DIDN'T MAKE A MISTAKE. YOU GOT A PEA SHOOTER IS GOING TO HIT ME IN THE BACK OF THE HEAD AND PERFECT DIAGNOSIS HERE AND WE APPRECIATE THEIR SUPPORT. WE ARE. THERE IS A. AND I SEE WHEN I GO OUT TO THESE SMALL SCHOOLS SAY I BUMPED INTO OUR QUARTERBACK'S FATHER WHO'S THE ASSISTANT PRINCIPAL AT LEVEL LAND YESTERDAY AND WE GOT TO TALK. I DIDN'T REALIZE WHO HE WAS AT FIRST. I SAID WAIT A SECOND. YOUR NEXT DAD AREN'T HERE. AND HE SAID YEAH. AND WE HAD A NICE CONVERSATION AND HE'S HE AND HIS WIFE BOTH WTA LOVES. SHE PLAYED VOLLEYBALL FOR US AND THERE'S A VERY GOOD SENSE IN THE COMMUNITY OF THE THINGS THAT WE DO AND TO SOME EXTENT THE VALUE THAT WE BRING PEOPLE. PEOPLE APPRECIATE IT. WE'RE NOT THE FANCIEST PLACE ON THE BLOCK BUT WE GET THE WORK DONE. SO WE'RE THANKFUL. I THINK THAT'S ONE OF THE PANHANDLERS CORE VALUES. AND SO Y'ALL ARE HITTING THAT MARK VERY WELL. AND I I WANTED TO GIVE A SHOUT OUT TO THE PATH IN THE WORK THAT THEY'RE DOING AT THE DOWNTOWN CAMPUS IT'S CHANGING SO MANY PEOPLE'S LIVES AND JUST THE OPPORTUNITY FOR FAMILIES TO GO THERE AND BE SUCH A STRONG SUPPORT. I REALLY APPRECIATE THE WORK YOU'RE DOING AND COUNCILWOMAN ESCALATOR YOU'RE ALWAYS WELCOME HERE. IT'S FUN TO SEE YOU WITH THE WTO CONTINGENT. THAT'S GREAT TO SEE. AND BY THE WAY I SHOULD HAVE SAID WHAT YOU SAID ABOUT PATH AND YOU KNOW THE OTHER THING ABOUT BEING IN THE NURSING PROGRAM THAT WE HAVE A CONCENTRATION NOW A VERY SPECIALIZED SKILLS IN AND VOCATIONS AND SERVICES THAT WILL EMANATE FROM THAT BUILDING THAT I THINK ARE GOING TO BE VERY POSITIVE FOR ALL. SO I PROBABLY TAKE IT TOO MUCH TIME BUT I APPRECIATE IT VERY MUCH. WALTER THANK YOU FOR MAKING THE EFFORT BE A BEER. THANK ALL OF YOU FOR THE WORK THAT YOU'RE DOING. WE APPRECIATE IT. WE VALUE THE PARTNERSHIP THERE ARE NOT ENOUGH WORDS TO TELL YOU HOW MUCH WE VALUE THE PARTNERSHIP LET'S MAKE IT STRONGER. THANK YOU MADAM WE APPRECIATE IT. THANK YOU. I DIDN'T GIVE THE EXPLANATION RIGHT UP FRONT BUT THE WORK THAT WE'RE DOING TODAY AS A COUNCIL IT JUST INVOLVES US BEING ABLE TO SEE EACH OTHER'S FACES MAKES SUCH A HUGE DIFFERENCE AND SO IF YOU'RE WONDERING WHY WE'RE SITTING DOWN HERE INSTEAD OF SITTING UP AT OUR NICE FORMAL PLACES IT'S BECAUSE WHEN WE ALL SIT IN A LINE LIKE THAT AND WE TRY TO HAVE A CONVERSATION YOU JUST YOU CAN'T SEE PEOPLE. SO THE MAYOR THROUGH JARED [INAUDIBLE] EVERYTHING. SO BECAUSE THE WORK THAT WE'RE DOING TODAY WITH BOARDS AND COMMISSIONS INVOLVES SO MUCH DISCUSSION AND ANALYSIS BEING ABLE TO SEE EACH OTHER'S FACES AND NO YOU DON'T REALIZE HOW VISUAL CUES HELP YOU KNOW WHEN SOMEONE WANTS TO TALK NEXT AND THINGS LIKE THAT. SO I JUST THOUGHT IT MIGHT BE MORE EFFICIENT FOR US TO OPERATE DOWN HERE INSTEAD OF UP THERE. OK. SO THAT[C. Reports and updates from City Councilmembers serving on outside Boards: Beautification and Public Arts Advisory Board]
KIND OF BRINGS US TO THE NEXT THING ON THE AGENDA WHICH IS REPORTS FROM OUTSIDE BOARDS AND COMMISSIONS AND I THINK COUNCIL MEMBERS OUR BEAUTIFICATION AND PUBLIC ARTS ADVISORY BOARD HAS A REPORT. YES MA'AM. SO THE ADVISORY BOARD MET ON NOVEMBER THE 13TH AND IT WAS ACTUALLY A PRETTY IT WAS A GOOD MEETING AND IT WAS RELATIVELY QUICK.WE TALKED A LITTLE BIT ABOUT THE IMPACT OF THE SUNSET CLOSURE AND DISCUSSED ABOUT HOW THE CITY PLAYS A ROLE IN THAT AND HOW WHAT'S ACTUALLY ENDED UP HAPPENING. AND IT'S KIND OF AN INTERESTING THING THAT BASICALLY IT'S PEOPLE WERE BEGINNING TO ROUTES ARE SPRINGING UP ALL OVER TOWN WHERE THEY HAD BEEN BASICALLY CENTERED IN THAT ONE SPOT. AND THAT'S SOME OF THAT'S GOOD. SOME OF IT'S NOT SO GOOD BUT IT'S A TRANSITION AND IT SEEMS LIKE THAT THE TRANSITION IS BEGINNING TO WORK RELATIVELY WELL. WE TALKED ABOUT AFTER EVERYTHING THAT'S BEEN DONE WITH THE MURALS UP TO THIS POINT IN TOWN TIME WHETHER IT'S BEEN STUFF THAT THE ARTS AND BEAUTIFICATION HAVE HAD THE HONOR AND PLEASURE OF BEING ABLE TO MATCH GRANTS IS ALL THE OTHER THINGS THAT HAVE GONE ON OUTSIDE AND THERE ARE SO MANY MORE THAT ARE THAT ARE POPPING UP LIKE THE MURAL FESTIVAL THAT THEY DID. AND THERE WERE FIVE I BELIEVE OUT OF THERE. SO IT'S GETTING TO THE POINT NOW THAT WE'VE GOT ENOUGH MURALS THAT WE'RE TALKING ABOUT AND THINGS ARE BEING SET UP THROUGH CVC AND THROUGH CENTER CITY AND THROUGH SEVERAL DIFFERENT THINGS. I'M DEVELOPING A MURAL CRAWL CATALOG THAT WOULD THAT HOPEFULLY I THINK IT'LL BE ONLINE MAYBE BY ME. MM HMM. SO THE GOAL IS TO GET THAT UP SO THAT WHEN PEOPLE COME TO AMARILLO THAT'S A COMMON THING PEOPLE WANT TO SEE IS WHAT SOME OF THE ART THINGS THAT ARE GOING ON AND IF THEY CAN SEE ACTUALLY
[00:30:01]
WHAT HAS TRANSPIRED ALREADY WHICH IS PRETTY PHENOMENAL. I THINK THAT JUST KIND OF FURTHER ENHANCES TOURISM IN THE CITY AND BRINGS PEOPLE HERE AND LETS THEM GET A FLAVOR OF WHO WE ARE AND WHERE WE'RE HEADED AND WHAT WE'RE DOING AND I THINK IT'S REALLY PRETTY GREAT. AND I THINK THE WAY THAT THE MURAL PROJECT IS BEING SET UP TO GO FORWARD WHERE EACH ONE OF THE QUADRANTS AND THEN THE CITY SO THERE'S FIVE QUADRANTS BASICALLY WILL BE HAVE AN EQUAL AMOUNT SO THAT THESE ARE SPREAD OUT ALL OVER TOWN AND IN HOPES OF THAT IF WE HAVE PLENTY OF THESE ALL OVER TOWN NOW THAT WE'VE GOT PEOPLE THAT ARE COMING AND SEEING HIM MIRELLA AND THEY'RE GETTING A TASTE AND A FLAVOR OF EVERYWHERE IN TOWN WHICH WOULD BE A REALLY GOOD THING GOING FORWARD. WE'RE CONTINUING TO TALK ABOUT BEAUTIFICATION PROJECTS AND THE POSSIBILITY OF BY THE TIME BY NEXT FALL MAY BE HAVING SOMETHING ON THE LINES OF HOW THE FIRST PROJECT WAS WITH THE MURAL AT THE AIRPORT. SO WE'RE BEGINNING TO WORK ON THAT AND TRYING TO GET SOME THINGS LINED OUT AND HOPEFULLY GET THAT TO MOVE FORWARD BECAUSE IF WE EVEN HAVE PART OF THE MOMENTUM THAT THE MURAL PROJECT HAS HAD IT COULD BE A GREAT ADDITION TO THE CITY AND THAT'S REALLY PRETTY MUCH EVERYTHING THAT WE HAD TALKED ABOUT AT THAT POINT IN TIME. SO IT'S STILL EXCITING. IT'S A LOT OF FUN TO BE ON THERE. THERE'S A LOT OF BRIGHT MINDS THINKING CREATIVELY AND SO THAT'S PROBABLY ONE OF MY FAVORITE THINGS TO SIT IN ON.WELL WE APPRECIATE IT. APPRECIATE THE TIME YOU SPEND. ANY QUESTIONS. OK. ANY FUTURE
[D. Request future agenda items and reports from City Manager.]
AGENDA ITEMS THAT YOU WANT TO REQUEST OR REPORTS FROM THE CITY MANAGER. HEARING[2. CONSENT ITEMS]
NONE LET'S MOVE ON TO ITEM TWO THE CONSENT AGENDA IS ANYTHING THERE THAT NEEDS TO COME OFF FOR FURTHER DISCUSSION COUNCIL HEARING NOTHING NOT ENTERTAIN A MOTION MAYOR MOVE TO APPROVE THE CONSENT AGENDA AS PRESENTED CIRCUIT ALL OF THOSE IN FAVOR OF THE MOTION PLEASE SAY I I ANYONE TO POST THAT ITEM PASSES WITH THE 5 0 VOTE[A. CONSIDER APPOINTMENTS - BOARDS AND COMMISSIONS]
AND WE WILL MOVE RIGHT ON INTO THE BIG CHUNK OF WORK TODAY WHICH IS APPOINTING BOARDS AND COMMISSIONS IT'S JUST ONE AGENDA ITEM GIRARD SAYS YEAH BUT I'M VERY PROUD OF THIS I THINK THIS IS ONE OF THE THINGS THAT THIS COUNCIL WAS VERY INTENTIONAL ABOUT IT INCREASING TRANSPARENCY AND YOU KNOW WHEN YOU TALK ABOUT INCREASING INCREASING TRANSPARENCY IT DOESN'T NECESSARILY MEAN THAT SOMEONE'S MAKING AN INTENTIONAL EFFORT TO HIDE THINGS BUT SOMETIMES SYSTEMICALLY THE WAY YOU'RE GOING ABOUT DOING IT DOESN'T ALLOW FOR MORE PEOPLE TO BE AT THE INFORMATION TROUGH AND SO I THINK BY CONSOLIDATING THIS INTO WHERE WE TRY TO APPOINT THESE ONCE A YEAR AND WE MAKE IT AN EVENT AND IT'S SOMETHING THAT PEOPLE HEAR ABOUT IN THE NEWS AND WE PUSH OUT INFORMATION ABOUT HOW TO APPLY AND IT ALLOWS PEOPLE TO FILL OUT ONE APPLICATION FOR SEVERAL DIFFERENT BOARDS WE HAVE BROUGHT MORE PEOPLE TO THE TROUGH TO KNOW ABOUT BOARDS AND COMMISSIONS AND TO POTENTIALLY SERVE ON BOARDS AND COMMISSIONS. SO I WANT TO START THE CONVERSATION TODAY BY PATTING FRANCIS AND JAN ON THE BACK THEY DO A TREMENDOUS AMOUNT OF WORK. YOU'RE WATCHING US UNPACK UP HERE THESE GIGANTIC STACKS OF APPLICATIONS THAT ARE COORDINATED BY DIFFERENT COMMISSIONS AND I DIDN'T COUNT THEM ALL BUT WE'VE GOT SOMEWHERE BETWEEN AROUND THE NEIGHBORHOOD OF 40 TO 45 BOARDS AND COMMISSIONS THAT FRANCIS KEEPS UP WITH. AND JAN CERTAINLY HELPS ON THAT. SO THANK YOU FRANCIS. WE REALLY APPRECIATE ALL OF THE WORK THAT YOU AND JAN HAVE DONE TO BRING US TO THIS POINT. AND IF YOU HAVE SUGGESTIONS IF YOU WERE A CITIZEN WHO WALKED THROUGH THIS PROCESS OF FILLING OUT AN ONLINE FORM PLEASE GIVE US ANY FEEDBACK THAT WOULD MAKE THE FORM STRONGER FOR NEXT YEAR OR THAT WOULD MAKE THE PROCESS MORE SMOOTH FROM THE CITIZEN'S POINT OF VIEW BECAUSE THIS IS YEAR THREE AND WE DO FEEL LIKE OUR PROCESS HAS GOTTEN BETTER EVERY YEAR. BUT WE WANT TO KEEP IMPROVING IT SO WE WELCOME THAT FEEDBACK FROM YOU. AND THEN THE LAST THING I WANT TO COVER IS THAT I HAVE A DEADLINE OF THREE O'CLOCK THAT I WILL NEED TO TRY AND IN LEAVE. SO WE'RE GOING TO PUSH TOWARD THAT. BUT I GOT MY TRUSTY SIDEKICK HERE THAT I CAN PASS THE GAVEL TO. AND SO IF BY CHANCE WE DON'T FINISH AT THAT TIME THEN BIOLOGISTS KEEP PUSHING ON AND GETTING IT FINISHED AND I'LL HAVE TO SNEAK OUT AND HEAR ABOUT THE RESULTS AFTERWARDS. OK OK. KING OF SNEAKING OUT. YES. ANYONE WANTS TO SNEAK OUT NOW OF OUR VISITORS. ABSOLUTELY.THERE'S ONE OTHER ITEM THAT WE WILL BE. YEAH WE'RE GOING TO BE ON THAT SIDE FOR A LITTLE WHILE. AND IF YOU'RE IF YOU'RE A STUDENT AND YOU'RE HERE TO GET YOUR AGENDA SIGNED AT ANY TIME THAT YOU'RE READY TO LEAVE I WOULD SUGGEST YOU STAY FOR A LITTLE BIT BECAUSE SOME OF THESE BOARDS ARE REALLY INTERESTING. ALL OF THEM ARE INTERESTING IN THEIR OWN WAY SHAPE OR FORM. BUT WHENEVER YOU'RE READY TO LEAVE
[00:35:05]
FRANCIS OR MICHELLE WHICH I'LL BE WILLING TO SIGN THEIR AGENDA IS FOR THEM AND SO IF YOU JUST WANT TO PRESENT YOUR AGENDA TO THE POLICE OFFICER HERE AT THE FRONT THEN HE CAN HELP GET IT SIGNED EVEN WHILE THE MEETING IS GOING ON. WE DON'T NORMALLY DO IT THAT WAY BUT WE'LL DO IT THAT WAY TODAY. OH THAT'S FUNNY. THAT'S FUNNY. OK.DIFFERENT. OK. OK. SO LET'S GO AHEAD AND GET STARTED. I THINK EVERYBODY HAD THEIR PACKET ORDERED. DID WE GET TO EVERYBODY'S PACKET FRANCIS. OK GREAT. SO WE SHOULD BE STARTING WITH. THE. ANNUAL ECONOMIC DEVELOPMENT CORPORATION BOARD MEETING MY LIST. IT'S GOTTEN SHUFFLED IN UP HERE. HANG ON JUST A SEC. OKAY. THANK YOU. I WAS LIKE I HAD IT OUT THERE WE GO. OKAY GOT IT. YES. THE AC DC. OK. HOW DO WE WANT TO DO THIS IN YEARS PAST WE HAVE KIND OF JUST THROWN OUT A GROUP OF NAMES RATHER THAN START WITH EMOTION. IS THAT A SYSTEM WE ALL WANT TO KEEP WITH THIS YEAR COUNCIL OR DO YOU WANT TO CHANGE IT UP. I THINK THAT WORKS FOR ME. THAT WAY WE CAN HAVE A DISCUSSION. OK. AND THEN WHEN WE FEEL LIKE WE'VE GOTTEN TO A STOPPING POINT ON THAT THEN SOMEONE CAN MAKE A MOTION. SO LET'S START THEN WITH NAMES THAT YOU WERE INTERESTED IN DISCUSSING FOR THE ADC. WELL I WOULD LIKE TO REAPPOINT LAURA STRAIGHT TO THE BOARD FOR SURE BUT I DO NOT HAVE A RECOMMENDATION FOR A SECOND. UH FOR AN APPOINTMENT. ALL RIGHT. ANY DISCUSSION A LA. REAPPOINT OR. YEAH I THINK CERTAINLY SUPPORTS REALLY STRONG FOR THAT. OKAY WELL LET'S HAVE A CONVERSATION THEN ABOUT WHO WE DO HAVE TO REPLACE A BOARD MEMBER WHO'S INTERESTING TO YOU ABOUT THAT. THERE WERE TWO THAT INTERESTED ME ONE OF THEM WAS WIL MILLER AND THE OTHER ONE WAS ANDREW HALL.
YEP. I HAD BOTH OF THOSE GUYS ON MY LIST AS WELL. HOWARD I HAD SEVERAL IN THE NUMBER TWO SPOT I AGREE WITH MARA ST. PATRICK WILLIAMS. I'VE KNOWN HIM A LONG TIME. HE WAS AN EDUCATOR. HE MOVED UP THE LINE BEING PRINCIPAL OF SEVERAL SCHOOLS IN THE FORMER DIRECTOR AND HE WOULD TAKE VERY SERIOUSLY WHATEVER JOB HE GETS. ANDREW HALL WAS ANOTHER ONE GABRIELLE. THERE'S NO ONE NO I THINK IT WILL MILLER REACH INTO YOU. I LEARNED ABOUT FOUR LADIES ONE I WOULD ADD IS MATTIE MCCLAIN. I DID NOTICE THAT MATTIE DOESN'T LIVE IN A CITY. HE'S NOT. IS THAT WHAT. I THINK THAT'S WHAT I SAW. EXCEPT THAT HE LIVES TWO DOORS DOWN FROM ME. YEAH. NOW THAT I'M SAYING THAT THEY LIVE IN THE CITY. YEAH THEY DO LIVE IN THE CITY. THERE WAS A QUESTION ABOUT THAT THOUGH I SAW. YEAH I THINK THAT'S THAT'S PROBABLY WHERE I SAW A QUESTION MARK OR SOMETHING TO THE INFORMATION THAT I WAS READING THE CITY I THINK ON THIS COMMITTEE I'D WANT THEM TO LIVE. YES ME TOO BUT THAT IS A GOOD QUESTION TO JUST NO POLICY GUIDELINES OR RULES SO IF LIVING IN THE CITY IS A RULE OR KIND OF A GUIDELINE. FRANCIS CORRECT I THINK WITH THIS APPOINTMENT I THINK WE'VE TREATED IT AS A GUIDELINE ESPECIALLY BECAUSE IF THEY WERE A BUSINESS OWNER OR A PROPERTY OWNER IN THE CITY BUT NOT NECESSARILY A RESIDENT A RESIDENT REGISTERED TO VOTE IN THE CITY REGISTERED TO VOTE IS A REQUIREMENT. ISN'T THAT CORRECT FRANCIS. GUIDELINES ARE BOTH GUIDELINES. OKAY SO THEIR PREFERENCES NOT REQUIREMENTS. OKAY. SO MY CHOICE WOULD BE ANDREW HALL OK WELL I JUST WANT TO MENTION TWO OTHER NAMES ALBERTO RIOS IS A VERY STRONG CANDIDATE AND HE WOULD BE A GREAT FIT ON THE ADC ALTHOUGH I'M ALSO IN FAVOR OF ANDREW HALL WILL MILLER. SO I THINK WE PROBABLY HAVE A CONSENSUS AND WE'RE READY FOR A MOTION. BUT I WANTED TO AT LEAST POINT OUT OF ALBERTO AS WE CONTINUE TALKING HE'S A VERY STRONG CANDIDATE. YEAH. AND HE IS THE CEO HAPPY STATE BANK.
[00:40:05]
SO HE'S YOU KNOW HE'S NEW TO TOWN IN THE LAST TWO YEARS MOVED HERE BUT PLAYING AN IMPORTANT ROLE AT A STRONG BUSINESS AND SO I THINK THAT'S WHAT I WANTED TO POINT OUT. SINCE WILL MILLER AND ANDREW HALL WERE MENTIONED AS WELL ALSO. I'D LIKE TO HEAR KIND OF THE STRENGTHS WHY PEOPLE NOMINATED THEM AND HOW THEY SEE ONE STRONGER THAN THE OTHER WHAT THEY FEEL THEY BRING TO THIS BOARD. BECAUSE THIS IS A REALLY KEY. SO WHAT I WOULD SAY ABOUT IT I COULD TALK ABOUT PROBABLY BOTH OF THEM I'LL TALK ABOUT ANDREW. SO ANDREW FOR HIS YOUNG OF A MAN AS HE IS TO BE INVOLVED IN BUSINESS AND INVESTING IN GROWING THINGS AND STARTING THINGS AND ENTREPRENEURIAL KINDS OF THINGS HE GOT A PRETTY STRONG RESUME FOR HIS YOUNGER MAN AS HE IS. I WOULD EXPECT THIS RESUME TO BE IN A MAN THAT'S IN HIS OR A WOMAN EXCUSE ME I DON'T WANT TO MAKE THAT KIND OF ASSUMPTION OF SOMEONE THAT WOULD BE IN HIS LATE 40S MAYBE ACTUALLY IN HIS EARLY 50S. SO HE'S HE'S ALREADY HAS A WEALTH OF KNOWLEDGE AND HAS AN ABILITY TO GET THINGS DONE AND STARTED I MEAN OUT OF THE BLUE. HE'S ALSO ONE OF THOSE THAT WAS BEHIND THE HOODIE MURAL FESTIVAL. I THINK VENTURE TO SAY THERE WERE LOTS OF PEOPLE THAT PUT THEIR HANDS TO THE PLOW. BUT THE IDEA CAME FROM ANDREW. YEAH. SO THAT WOULD BE THAT WOULD BE MY THOUGHT. AS FAR AS ANDREW AND I CAN ADDRESS WILL BUT I'LL LET SOMEBODY ELSE IF THEY WANT TO TALK ABOUT WELL HOWARD BEALE IS A GENIUS. HE DOES LIVE IN KENYA. BUT HE IS AN EXECUTIVE OFFICER AT FIRST BANK SOUTHWEST AND HAS I DON'T KNOW HOW LONG HE'S BEEN AT FIRST BANK SOUTHWEST BUT HE'S SPENT HIS WHOLE CAREER IN BANKING MORE. YOU DON'T. YOU DO NOT IT IS A GUIDELINE IT ISN'T. I'M GLAD WE CLARIFIED THAT. AND THERE'S GONNA BE A NUMBER OF BOARDS AND COMMITTEES WHERE RESIDENCY IS NOT REQUIRED AND IT'S COMMON FOR ELIGIBILITY TO RESIDE AROUND HAVING A STAKE IN OUR COMMUNITY. AND IN SITUATIONS LIKE EDC WHEN YOU OWN BUSINESSES OPERATE BUSINESSES THAT ARE INTEGRAL TO OUR COMMUNITY THAT DOES YOU KNOW QUALIFY. OK. SO WE'LL JUST HAS I THINK ONE OF WILL'S STRENGTHS TOO IS THAT HE'S BEEN IN THE BANKING INDUSTRY FOR SO LONG. HE'S SEEN LOTS OF DIFFERENT DEALS.HE KNOWS HOW TO STRUCTURE DEALS. HE SEES THE RISK IN DEALS. HE KNOWS HOW TO CALCULATE A RETURN ON INVESTMENT. YOU KNOW HAVING SERVED ON THE ADC WITH A BANKER YOU JUST WATCH THEM THEY COME AT PROBLEMS DIFFERENTLY AND THEY THEY KNOW WHERE TO PUSH ON THINGS TO SEE IF IT'S SQUISHY OR NOT. AND SO I THINK IT'S WE DO HAVE A BANKER ON THE ADC BOARD RIGHT NOW BUT IN MY MIND BANKERS BRING A LOT OF BENEFIT BECAUSE THEY'RE GOOD AT SNIFFING OUT POTENTIAL PROBLEMS. THEY READ LOTS OF CONTRACTS THEY DO THEY THEY'RE JUST AROUND A LOT OF DEAL YOU'VE GOT TO UNDERSTAND CONTRACTS. IF YOU'RE GOING TO DO THIS WHEN THEY SEE PEOPLE TAKE RISKS AND GET GOOD RETURN AND THEY SEE PEOPLE TAKE RISKS AND NOT GET GOOD RETURN. AND SO THEY JUST HAVE A LOT OF YOU KNOW BUSINESS EXPERIENCE. BUT I THINK ANDREW HAS A UNIQUE ENTREPRENEURIAL EXPERIENCE AS WELL. AND THAT'S CERTAINLY A GOOD FIT FOR THAT BOARD TOO. DID HE HAVE ANYTHING YOU WANT TO ADD ABOUT NOW WILL OR ANDREW KIND. THEN I WOULD ENTERTAIN A MOTION. WE THINK WE'RE READY. OKAY. I DON'T WANT TO RUSH YOU WILLING TO FEEL LIKE YOU HAVE WHAT YOU NEED. WE CAN HAVE THE MOTION STILL HAVE DISCUSSION BUT THAT'S TRUE. WELL THAT THE TROOPS. WELL THEN I'LL MOVE. OH GO AHEAD MOVE. OH OKAY. AND THEN WE NEED TO REAPPOINT LAURA AND TO REAPPOINT LAURA DO YOU MIND ADDING THAT TO YOUR MOTION. NO YOU DON'T MIND. OKAY GOOD. SEE THIS IS WHY WE NEED TO SIT IN A CIRCLE. YEAH YOU DO ONE AT A TIME OKAY. SO DO WE HAVE A SECOND STREET. OKAY. SO IMPORTANT. ALL RIGHT. WE'RE GOING TO LA REAL QUICK. SO WE HAVE LA'S MOST ELEGANT AND SECONDED BY ALAIN ALL THOSE IN FAVOR OF REAPPOINTING LA STREET. PLEASE SAY I. OK. ANY OPPOSED. PASSES 5O NEXT MOTION MOVE. ANDREW HALL CIRCUIT. OK IT'S BEEN MOVED BY COUNCIL MEMBER SMITH SECOND ABOUT COUNCIL MEMBER SOUR TO APPOINT ANDREW HALL TO THE EMERALD ECONOMIC DEVELOPMENT CORPORATION. DO WE HAVE ANY FURTHER DISCUSSION ON THAT QUESTION. NO. YOU CAN BRING IT UP LATER BUT I WOULD LIKE TO HEAR MORE AND LOOK FOR AN OPPORTUNITY TO TO FIND A SPOT THAT
[00:45:12]
WOULD BE APPROPRIATE FOR MR. RIOS. HUH. OKAY. THERE'S JUST A LOT OF THAT DID JUMP OUT. I THINK THERE ARE A LOT OF STRINGS IN THAT AND SO JUST AS WE GO DOWN THE LIST IT'S ALWAYS HARD TO REMEMBER KIND OF. AND THAT'S WHY I KIND OF WANTED TO MENTION HIM ON YOUR TABLE. I WAS JUST REALLY IMPRESSED BY HIS DIVERSITY. I'M NOT TALKING ABOUT RACIAL OR ETHNIC. I'M JUST TALKING ABOUT YOU KNOW HE'S WORKED INTERNATIONALLY. AND SO WHEN YOU SEE THINGS LIKE THAT THEN YOU BRING THEM HERE. I THINK IT'S A GREAT CONNECTING POINT AND HE WOULD HAVE A VERY UNIQUE PERSPECTIVE I THOUGHT. MM HMM. SO.WELL IT IS AND I'LL THROW BACK AGAIN JUST ON THE APPRECIATION TO INDIVIDUALS LIKE MARTY MCCLAIN WHO THAT IS THEIR EXPERTISE. THAT'S THEIR JOB. AND HOW THEY MAKE A LIVING AND THEN THEY'RE WILLING TO COME AND JUST SHARE IT WITH OUR COMMUNITY FREE GRATIS IS IS QUITE A GIFT. AND SO I APPRECIATE MANDY'S APPLICATION. I DO TOO.
YES. THIS WHOLE STACK. OH WE HAD AN AMAZING STACK OF APPLICATIONS. I MEAN CITIZENS. THANK YOU. THANK YOU FOR APPLYING. THANK YOU FOR MAKING IT SO HARD. I THINK ALL OF US HAVE BEEN. I DON'T KNOW ABOUT Y'ALL BUT I'VE BEEN APPROACHING TODAY WITH SOME ANGST BECAUSE WE HAVE TO MAKE DECISIONS. AND THERE'S SO MANY PEOPLE THAT I WOULD LOVE TO HAVE AT THESE TABLES WHO HAVE THOSE INTERESTING PERSPECTIVES AND AMAZING TALENTS AND THEY'RE WILLING TO GIVE THEM TO US EXACTLY LIKE YOU SAID ALAIN. SO WE JUST HAD AN AMAZING GROUP OF PEOPLE APPLY TO SERVE ON BOARDS AND COMMISSIONS. AND I'M GRATEFUL. OK DID WE VOTE ON THAT SECOND MOTION. NO NO. ALL RIGHT. SO WHAT WE HAVE IS A MOTION ON THE TABLE TO APPOINT ANDREW HALL AND WE'RE READY TO CALL FOR A VOTE. AND I THINK YOU HAVE A SECOND TOO AS WELL. SECOND I DO HAVE A SECOND. SO WE ARE READY TO VOTE ALL THOSE IN FAVOR OF APPOINTING ANDREW HALL.
SAY I. I. ANYONE OPPOSED. OK ANDREW WE'LL TAKE THAT NEXT SPOT ON THE ADC AND ONE OF THE THINGS THAT THE STAFF IS WORKING ON NEXT YEAR THAT WE HOPE TO IMPROVE SYSTEMICALLY IS TO HAVE A ONE GIANT LIST OF EVERYONE WHO APPLIED SO THAT AS WE'RE WALKING THROUGH THIS PROCESS WE CAN KIND OF MARK PEOPLE UP WHEN YOU SEE SOMEONE LIKE ALBERTO AND YOU THINK OH HE NEEDS TO GO SOMEWHERE THEN AT LEAST YOU COULD KIND OF KEEP THAT LIST IN FRONT OF YOU. SO THAT'S SOMETHING NEXT YEAR THAT THEY'RE GOING TO TRY TO PULL TOGETHER AND IMPROVE AS FAR AS THE PROCESS BETTER IT'LL HELP A LOT BECAUSE THERE ARE SOME THAT ARE ALREADY ON POSITIONS. YEAH. I DIDN'T DISCOVER UNTIL LATER ON AND I THOUGHT OH THEY GO GOOD THERE AND THEN I COME UP LATER FIND OUT OH THEY'RE ALL ACTUALLY ALREADY SERVING ON THE BOARD RIGHT. YEAH.
SO WE'RE WE'RE WORKING OUT THOSE KINKS WE'RE GETTING BETTER THAN IN GENERAL THE PROCESS WAS SO MUCH SMOOTHER IT WAS TIME THE INFORMATION WAS SO MUCH EASIER TO GO THROUGH. SO FRANCIS ALL THE HOURS THE SOFTWARE. IT WAS A MUCH MORE STREAMLINED EFFICIENT PROCESS. THIS YEAR I WAS IN A TOWN OF TO START DIGGING AND YOU KNOW LOOK AT THE PILE AND IT'S LIKE OK. AND THE FEEDBACK FROM JUST INTERNAL AS WELL WAS VERY HELPFUL ON OPENINGS AND ALL THE ALL THE FEEDBACK FROM THE STAFF WAS VERY HELPFUL. AGREED. YES SIR. OK. MAYBE REPEAT WHAT YOU'RE SAYING. COME ON MOVE THE CITY FOR PEOPLE APPLY TWO POSITIONS. THESE ARE SEE 20 PEOPLE APPLIED. IT WAS TOUGH. ALL OF THEM. EXCELLENT. YES. ALL OF THEM EXCELLENT CANDIDATES IT'S HARD BUT I'M GRATEFUL. OK. LET'S MOVE ON AND DO THE CONVENTION AND VISITOR COUNCIL BOARD IT JUST I'M GOING TO STEP JUST A LITTLE BIT OUT OF THE NORM HERE. AND I'VE ASKED CASHIN TO JOIN US TODAY. CASHIN YOU WON'T COME UP TO THE PODIUM SINCE WE'VE HAD SOME CHANGE VERY RECENTLY AND IN A LITTLE BIT UNEXPECTEDLY AT THE CBC. I THOUGHT IT MIGHT BE A GOOD TOUCHPOINT FOR US TO HAVE CASH IN HERE TO TALK ABOUT IT AS WE'RE APPOINTING THIS BOARD. SO CASHIN JUST TELL US A LITTLE BIT ABOUT WHERE WE ARE AND WHAT THE NEXT LITTLE BIT OF THE PROCESS LOOKS LIKE. OK WELL THANK YOU FOR LETTING ME COME OUT FOR JUST A MINUTE. AND WE HAVE HAD A PRETTY BIG CHANGE IN THE OFFICE AND IT DID COME A LITTLE BIT ABRUPTLY. SO THE STAFF AS A WHOLE WE'VE BEEN REALLY COMMUNICATING ON HOW WE'RE GOING TO MOVE FORWARD AND MAKE SURE THAT NUMBER ONE THE HOTELS AND OUR OFFICE ARE REALLY CO-OPERATIVE AND MAKING DECISIONS TOGETHER. AND THAT IS ONE OF THE REASONS THAT I I FEEL THAT AND I KNOW THAT THERE WAS QUITE A FEW HOTELS THAT PUT IN FOR PLACEMENT ON OUR BOARD. I DO FEEL LIKE WE
[00:50:01]
SHOULD HAVE MORE HOTELS ON THE BOARD DURING THIS TIME TO REALLY MOVE US FORWARD AND MAKE SURE THAT WE ARE ALL ON THE SAME PAGE AND ALL FEEL LIKE WE'VE BEEN PART OF THE PROCESS AND COMMUNICATING WELL. SO YOU KNOW WE'RE LOOKING AT A TIMELINE THAT IS PRETTY LONG FOR REPLACING DAN'S POSITION AFTER SOME DISCUSSION AND WE DO HAVE A MEETING WITH HOTEL OWNERS TOMORROW NIGHT. SO THIS ISN'T SET IN STONE BUT SO FAR THE DISCUSSION HAS REALLY LEANED TOWARDS WAITING UNTIL AFTER THE BOND IN MAY TO MAKE SURE THAT THE JOB DESCRIPTION IS WHAT IT NEEDS TO BE AND THAT WE'RE COLLECTING THE RESUMES THAT WE NEED TO BE COLLECTING FOR WHERE THE CITY'S GOING TO BE MOVING.PAST THAT POINT IN TIME. SO SO FAR THAT HAS BEEN AGREED UPON WITH EVERY DISCUSSION THAT WE'VE HAD IN THE OFFICE AND WITH THE HOTELS AND THINGS LIKE THAT. SO THAT'S KIND OF WHAT WE EXPECT TO SEE WE'LL GET THE NEW BOARD IN PLACE PUT A HIRING COMMITTEE IN PLACE IN JANUARY AND REALLY START KIND OF HASHING THAT OUT. BUT NOTHING WILL ACTUALLY GO OUT UNTIL MAY. AND WE REALLY FEEL IT'S VITAL THAT THE HOTELS BE PART OF THAT CONVERSATION. AND IT JUST MAKES IT A LOT EASIER IF THEY HAVE VOTING MEMBERS ON THE BOARD. SO I'M JUST GRATEFUL FOR YOU STEPPING IN AND FILLING THAT INTERIM SPOT AT THIS POINT IN TIME. I THINK YOU'RE DOING A GREAT JOB. WELL THANK YOU. WE HAVE A STAFF THAT IS A COLLABORATIVE TEAM. I FEEL LIKE WE'RE ALL VERY STRONG IN WHAT WE DO IN SUPPORTING EACH OTHERS. SO IT WAS JUST NATURAL FOR ALL OF US TO REALLY JUST I MEAN COME TOGETHER AND AND MAKE THINGS HAPPEN WE JUST WANT TO MAKE SURE WE'RE MOVING FORWARD THE WAY THAT WE NEED TO. THANK YOU. WE ARE THANKFUL FOR YOU CASH AND I KNOW THAT BOY SOMETIMES LIFE GOES STEEP UPHILL QUICKLY AND I'M REALLY GRATEFUL FOR YOUR LEADERSHIP. I'M GRATEFUL FOR THE KNOWLEDGE BASE THAT YOU BRING TO THIS JOB AND THE EXCELLENCE THAT YOU HAVE YOUR STRIVING TO DO THINGS WITH EXCELLENCE AND THAT THAT WASN'T NEW YOU WERE DOING THAT BEFORE. BUT DEFINITELY WE'VE SET MORE THINGS ON YOUR SHOULDERS AND WE JUST WANT TO SAY WE'RE REALLY GRATEFUL. YES AND THANK YOU MUCH. THEY ALL HAVE ANY QUESTIONS FOR HER. I THINK IT'S VERY WISE. THIS IS A PLAN THAT CASH AND CRAFTED AND I THINK THERE'S A LOT OF WISDOM IN THE WAY THAT SHE HAS RECOGNIZED THAT THE VOTE THAT HAPPENS IF WE DECIDE TO PUT IT ON THE BALLOT IN MAY IS PIVOTAL FOR DEFINITELY FOR THE CITY BUT CERTAINLY FOR THE CBC. AND I'LL SPEAK TO THAT FOR JUST PSYCHOLOGICALLY AND SO YOU KNOW IF THIS PASSES WE WILL NEED SOMEBODY WHO IS VERY STRONG IN CONVENTION GROWTH. CONVENTIONS ARE DEFINITELY OUR MARKET FOR OPPORTUNITY AND THAT IS A MARKET THAT WE CAN GROW EXPONENTIALLY IN WITH A NEW FACILITY. IF THE BOND DOES NOT PASS THEN WE PROBABLY NEED TO LOOK AT SOMEBODY WHO IS MORE EXPERIENCED IN EVENTS AND LEISURE TRAVEL. AND IF WE MOVE FORWARD RIGHT NOW WHAT I'M AFRAID IS WE WON'T GET THE RESUME PHASE BECAUSE WE'RE KIND OF IN THAT LIMBO SPOT.
I THINK WE COULD END UP WITH ALMOST I HATE TO SAY MEDIOCRE BUT THOSE MIDDLE GROUND PEOPLE AND WHAT WE WOULD LIKE TO SEE ESPECIALLY IF WE'RE GOING TO BE GOING OUTSIDE OF AMARILLO AND LOOKING FOR RESUMES COMING IN WITH EXPERIENCE IS THAT EXPERIENCE IN WHICHEVER SITUATION WE END UP IN TO MAKE SURE THAT WE REALLY MOVE FORWARD FAST AS SOON AS THAT DECISION IS MADE. AND ANOTHER THING ON THAT I KNOW I DID MAKE A COUPLE OF SUGGESTIONS ON WHO I WOULD LIKE TO SEE GO INTO THESE SPOTS AND THEY WERE VERY THOUGHTFUL IN THE FACT THAT WE HAVE TWO MAIN OWNERSHIP GROWTH GROUPS HERE LOCALLY THAT OWN LARGE PORTIONS OF THE INVENTORY IN AMARILLO AND WE WOULD LIKE TO HAVE BOTH OF THEIR OPINIONS AT THE TABLE. AND THEN ALSO PHYLLIS NIGAM IS A RETIRED HOTELIER THAT VERY RESPECTED AND SPENT MANY YEARS IN OUR MARKET AND HAS WATCHED OUR MARKET GO THROUGH MANY CHANGES. SO NOT ONLY WOULD SHE ACT AS A HOTEL YOUR YOU KNOW WITH THE ADVISORY POSITION ON THAT BUT SHE ALSO IS COWGIRLS AND COWBOYS IN THE WEST. SO SHE IS AN ATTRACTION AS WELL AND HELPS KEEP THAT BALANCE ON THE BOARD. AND IS PHYLLIS GOING TO PLAY A ROLE IN THIS MEETING THAT YOU HAVE TOMORROW. SHE IS ACTUALLY MEDIATING THE MEETING. I ASKED HER TO COME IN AND MEDIATE. SO YES AND I'VE HEARD NOTHING BUT POSITIVE FEEDBACK FROM THE HOTEL YOURS ABOUT THAT THEY YOU KNOW THEY REALLY RESPECT AND ADMIRE HER. I WORKED FOR HER SHE'S A TOUGH LADY AND SHE'S SHE'S PURE BUSINESS. SHE DOESN'T BEAT AROUND THE BUSH AND YOU KNOW THAT MAKES THINGS EASY TO GET THROUGH. AND TO HAVE GOOD CONVERSATIONS AND MAKE SURE THAT PEOPLE ARE SAYING WHAT THEY NEED TO SAY WHEN YOU'VE GOT SOMEBODY JUST THAT IS AS DIRECT AS SHE I CERTAINLY HAVE WORKED WITH HER IN THE PAST TWO ON SEVERAL DIFFERENT EVENTS SO YOU CAN CERTAINLY SPEAK TO HER CHARACTER. I DEFINITELY ASKED HER FOR A REASON TO COME IN AND MEDIATE. I WANTED TO MAKE SURE WE GET TO THE POINT OF THINGS AND AND GET SOME GOOD CONVERSATION OUT AND MAKE SURE THAT THAT WE'VE GOT POINTS TO WORK ON MOVING FORWARD. SO I THINK THAT'S REALLY
[00:55:03]
IMPORTANT. I THINK WE ALL AGREE THAT THOSE RELATIONSHIPS HAVE TO BE KEY. YOU HAVE TO BE ABLE TO TRUST HIM AND HAVE THE RELATIONSHIP IN ORDER TO WORK TOGETHER. SO LET'S TAKE THE TIME IT TAKES TO BUILD THAT. ANY OTHER QUESTIONS FOR CASH AND COUNSEL. YES. SO YOU STARTED ANSWERING ONE OF THE QUESTIONS CASHING IN AND IT WAS LIKE OK THE MAKEUP OF OUR CURRENT BOARD I WAS THINKING ALL RIGHT ARE WE BUILDING TOWARDS THE CONVENTIONS WE'RE BUILDING TOWARDS ATTRACTIONS AND KIND OF YOU ANSWERED THAT IN RIGHT NOW WE'RE A LITTLE BIT LIMBO AND THAT BASED ON OUR CURRENT MAKEUP HOW MANY HOTELIERS DO WE HAVE VS. ATTRACTION NOW RIGHT NOW WHAT WE HAVE IS WE'VE GOT AT THIS MOMENT WE HAVE THREE HOTELS THAT ARE ON AND BOBBY LEE WOULD HONESTLY IN MY BOOK COUNT AS BOTH THE ATTRACTION AND HOTEL. I'M SORRY BUT ALSO COUNT HIM AS ATTRACTION ALONG WITH PUBLIC HART WITH WONDERLAND. SO TWO ATTRACTIONS THE REST COME IN FROM YOU KNOW RESTAURANT KEVIN HAWKINGS THERE'S DIFFERENT PLACEMENTS ON THE BOARD FROM DIFFERENT TYPES OF BUSINESSES. WE'VE GOT A COUPLE THAT ARE IN MARKETING WHICH OF COURSE IS KIND OF WHAT WE DO IS MARKET. SO THERE'S A GOOD BALANCE BUT REALLY AS FAR AS INPUT GOES AND WHETHER WE GET THE CONVENTIONS AND ARE NOT AS FAR AS OUR BOARD IS CONCERNED WE SHOULD ALWAYS HAVE A BALANCE OF HOTELS AND ATTRACTIONS. THE LEGISLATION FOR THE HOT TAX REALLY FOCUSES NOT JUST ON HOTELS BUT MARKETING OF THE ATTRACTIONS AS WELL. SO WE NEED TO HAVE THE VOICE OF BOTH IN THE ROOM. WHAT PERCENTAGE OF THE HOT TAX IS DRIVEN BY THE HOTEL BUSINESS IS DRIVEN BY. WELL OF COURSE ALL OF IT'S COLLECTED AT THE HOTEL. SO THAT IS SORT OF MY POINT IS THAT EVEN A ONE TWO. I MEAN MAYBE IN SOME SEASONS YOU COULD ARGUE A ONE TO ONE WOULD BE FINE AT THE TABLE THAT I THINK IN THIS PARTICULAR SEASON THEY WANT TO KNOW WHAT'S HAPPENING WITH THOSE HOT DOLLARS. THEY WANT TO KNOW THE STRATEGY BEHIND THEM AND THEY'RE THE ONES THEIR BUSINESSES ARE CARRYING IT. SO I SORT OF WANT TO TO POINT OUT THAT REALLY THE CVC BUDGET IS GENERATED ON THE BACKS OF THOSE HOTEL BUSINESSES. AND I THINK THAT IS A VERY IMPORTANT THING TO CONSIDER. IT IS IT'S THEIR CLIENTS THAT ARE BRINGING THOSE DOLLARS. AND YES ALL OF THE OTHER VOICES NEED TO BE AT THE TABLE. BUT RIGHT NOW THIS IS A SEASON OF REBUILDING TRUST WITH THE HOTEL COMMUNITY AND THOSE HOTEL OWNERS. AND I THINK THAT LOOKS LARGELY A FIRST STEP ON OUR PART IS TO GIVE THEM A VOTING VOICE AT THE TABLE.YES. YOU MENTIONED TWO HOTEL GROUPS. THERE WERE TWO THAT TWO GROUPS THAT OWN A LARGE PERCENTAGE. WOULD YOU NAME THOSE AGAIN AND THEN IF THERE ARE REPRESENTATIVES THAT WERE SO THERE IS ROOM HOTELS WHICH HAS BEEN A HOTEL. MEANING PATEL MM HMM. AND THEN THERE'S ROUTE 66 DEVELOPMENT WHICH IS THE ONE THAT HAD THEY ACTUALLY HAD THREE APPLICATIONS. DYLAN VB AND JASMINE AND I SUGGESTED JUST ONE OF THE THREE I'M DYLAN AND VITO ARE ACTUALLY MARRIED AND VIDEO AND JASMINE ARE DAUGHTERS PART OF THE FAMILY OF THE OWNERSHIP. GREAT BECAUSE THAT WILL BE SOMETHING. BE SURE THAT WE GET A REPRESENTATIVE FROM EACH OF THOSE. YES I THINK THAT'S AN EXCELLENT POINT BUT NOT NECESSARILY OVERLAPPING TWO OR THREE FROM ONE GROUP AND THEN WE WILL STILL HAVE MARCH SAFER A HOTEL YEAR AS WELL AS A CHAMBER APPOINTEE WHO WILL STILL BE ON THE BOARD AND THEN BEN VIC. YEAH I'M ALSO I WOULD LIKE TO SEE HIM REAPPOINTED. HE'S ONLY HAD ONE TERM ON AND THAT WOULD BEFORE. SO YES THAT WOULD BE TELLING. AND VIC IS VERY INVOLVED WITH THE ASIAN AMERICAN HOTEL OWNERS ASSOCIATION WHICH ALL OF THOSE LOCAL HOTEL OWNERS ARE VERY INVOLVED IN THAT ASSOCIATION. SO IN SOME WAYS I FEEL LIKE THIS IS SORT OF ALREADY THE REPRESENTATIVE VOICE FOR ALL THOSE OTHER HOTEL OWNERS WHO DON'T FIT INTO THOSE TWO LARGE GROUPS THAT YOU ALREADY MENTIONED ALAIN. SO I THINK VIC IS A GREAT NOT TO MENTION THAT HE STANDS ON HIS OWN AS HE'S REASONABLE HE'S A VISIONARY. HE HE SEES A LOT OF AND HE'S ALREADY BEEN ON THE BOARD SO HE BRINGS IN SOME KNOWLEDGE WITH I MEAN IT HAS BEEN ACTIVE WITH US IN YEARS PAST. BUT VIC JUST PRESENTLY BEING THERE IN THE MEETINGS BRINGS A BALANCE OF KIND OF THE NEW AND THEY'VE BEEN HERE FOR A MINUTE MOMENT TOO. SO IF YOU COUNT PHYLLIS THAT ACTUALLY GIVES US FIVE HOTEL YEARS ON THE BOARD. AND DO YOU KNOW IF BOBBY WAS INTERESTED IN SERVING AGAIN OR HOW MANY TERMS HE'S BEEN IN I HAVE BEEN IN THE
[01:00:02]
OFFICE FOR SEVEN YEARS. HE'S BEEN ON THE BOARD THE WHOLE TIME THAT I'VE BEEN THERE AND TO BE HONEST. BOBBY IS IS VERY GOOD AT COMMUNICATING WITH OUR OFFICE AND ALWAYS INVOLVED IN THE COMMUNICATIONS IN AND OUT OF THE OFFICE. HE HAS ASKED TO BE ON THE HIRING COMMITTEE WHICH WILL BE MADE UP PRETTY MUCH OF BOARD MEMBERS BUT CAN'T ALLOW FOR HIM TO BE PART OF THAT PROCESS AS WELL. SO THERE HASN'T BEEN ANY HE HASN'T REALLY SAID ANYTHING IT'S SORT OF PERFECT IF IF YOU WERE TO PUT PHYLLIS IN FOR BOBBY SHE'S BOTH JUST LIKE BOBBY'S BOTH ATTRACTION AND HOTEL SO IF WE WERE TO CONSIDER KEEPING RICK REAPPOINTING NOT RICK VIC I WAS LOOKING AT HIS LAST NAME AND THEN PUTTING PHYLLIS IN FOR BOBBY AND THEN PERHAPS TAKING DYLAN AND MAYBE MINA THAT MIGHT BE IN LINE WITH THE SLATE THAT YOU. YES. AND ELAINE I'M MAKING THAT COMPLETE ASSUMPTION THAT YOU WANT TO CONTINUE SERVING AND YOU AFFIRM THAT FOR US. OK. YOU'VE DONE A GREAT JOB AND WE REALLY DO APPRECIATE THAT. OK GOOD. THANK YOU. DEAN HELPED AS WELL. YEAH. YEAH I JUST. MM HMM. THAT WAS A GIVEN. THANKS FOR POINTING THAT OUT JARED OK. CAN I MOVE. UH ANY OTHER QUESTIONS FOR CASH IN. YES. OKAY THEN I WOULD DO THAT. OKAY. THAT'S OKAY. WE CAN DISCUSS IT. LET'S MAKE A MOTION.OKAY SO I WILL MOVE THAT WE APPOINT PHYLLIS NICOLE AND DYLAN PATEL AND MINA PATEL. AND REAPPOINT. ROGER. ROGER. ROGER. ARE YOU GOING TO BE A REAPPOINT ELAINE AS WELL. RIGHT. OH ABSOLUTELY. NO. TAKE THIS TO HOWARD. NO I JUST WANT TO MAKE SURE WE GET ALL OF THIS IN THE MAIL. WE HAVE IT. YOU ARE THE KEEPER OF YOUR POWER. YOU'RE MOST WELCOME. COULD YOU REPEAT THAT. I CAN. I MOVE THAT WE APPOINT PHYLLIS NICOLE DILLON PATEL. MINA PATEL AND REAPPOINT LANE HAYES AND VIC RAGO TO THE CBC BOARD. OKAY. COMMENTS. DID I DO IT WRONG. OKAY SO WE ARE REAPPOINTING A COUNCIL MEMBER ELAINE HAYES IN VIC ROW. THAT'S WHAT I SAID OKAY. YES. OKAY. THAT'S THE MOTION THAT HE INTENDED TO MAKE. AND THAT'S THE MOTION YOU INTENDED TO SECOND OR REAPPOINTMENT SEPARATE. I THINK THAT WOULD BE BETTER SOMEHOW. IT'S A YEAH. SO MAKE A MOTION JUST FOR THE REAPPOINTMENT PLEASE. OKAY YOU'RE GETTING PASSED A LITTLE TOO. NO I'M GOOD. I MOVE THAT WEIRD POINT. BIG ROGER AND A WAYNE HAYES TO THE CBC BOARD. THANK YOU EDDIE. OKAY GREAT. NOW SEE WHAT WE HAVE OUR APPOINTMENTS ON THE TABLE. ANY COMMENTS OR QUESTIONS ABOUT THAT REAPPOINTMENT APPOINTMENT. I KNEW SHE WAS BUT I KNOW I KNOW THE REAPPOINTMENT IS ON THE TABLE. OKAY. ALL RIGHT. ALL THOSE IN FAVOR OF THOSE TWO REAPPOINTMENT SIMPLY SAY I DO WE HAVE A SECOND HOWARD SECOND.
YES. THANK YOU. SO A MOTION BY EDDIE SECOND BY HOWARD TO REAPPOINT VIC HANDLING ALL OF THOSE IN FAVOUR PLEASE SAY I WANT A POST. OKAY. THOSE TWO REAPPOINTMENT WILL STAND AND THEN DO WE HAVE A MOTION WITH REGARD TO NEW MEMBERS OF THE COMMITTEE.
YES MA'AM. I MOVE THAT WE APPOINT PHYLLIS NICOLE DILLON PATEL AND MINA PATEL TO THE BOARD TO THE CBC BOARD TO HAVE A SECOND. OK IT'S BEEN MOVED BY COUNCIL MEMBER SAL OUR SECOND ABOUT COUNCIL MEMBER SMITH TO APPOINT THOSE SNAKE ON DILLON PATEL AND MAYNARD PATEL TO THE CBC BOARD. ANY FURTHER DISCUSSION QUESTIONS. I HAD A QUESTION FOR FUTURE THOUGHTS ON ATTRACTIONS. WOULD A REPRESENTATIVE FROM THE BASEBALL TEAM EVER BET ON THIS. THEY ARE A LARGE ATTRACTION IN OUR CITY. SO WOULD THAT BE AN APPROPRIATE PLACE. I THINK SO BECAUSE THERE'S SO MUCH WE COULD BE IMPROVING I THINK OUR CONVERSATION WITH THE BALL TEAM AND IF THEY WERE AT THE TABLE IN SOME OF THE INITIAL CONVERSATIONS I THINK IT WOULD BE DONE. THAT'S AN EXCELLENT POINT. SO MOVING FORWARD YEAH WE CAN DEFINITELY HAVE THAT DISCUSSION BEFORE APPOINTMENTS COME UP AND MAKE SURE THAT THEY'RE PUTTING IN APPLICATIONS AND LOOKING AT THAT AS A POSSIBILITY. THAT'S A VERY GOOD THOUGHT. OKAY. SO WE HAVE A MOTION ON THE TABLE AND IT'S BEEN SECONDED. ALL OF THOSE IN FAVOUR PLEASE
[01:05:03]
SAY I BY ANY OPPOSED. OKAY THAT PASSES WITH THE FIVE VOTE VOTE. THANK YOU. THANK YOU KATHERINE FOR MAKING TIME TO BE HERE TODAY. MOVING TO THE NEXT BOARD IS ADMIRAL HOSPITAL DISTRICT BOARD OF MANAGERS. BUT YOUR LAST STAND. IT'S A RIVETING. THE CONVERSATION IS SO INTERESTING. OKAY. UM ON THIS PARTICULAR BOARD I WOULD LIKE TO SEE MARY BEARD AND REAPPOINTED AS WELL AS UH WILLIAM BIGGS DEAN FREDO AND RODNEY YOUNG. AND THEN I WOULD LIKE TO APPOINT WITH WESTON K.. IS THAT WAS RIGHT. IT'S WESTERN RIGHT. WEST JENSEN RIGHT. OK. THANK YOU. IT'S LIKE OK WESTERN. RIGHT.ALL RIGHT MICHELLE THANK YOU THANK YOU. I APPRECIATE THAT. WORKING WITH THE HOSPITAL DISTRICT BOARD. I KNOW YOU HAD MENTIONED TO ME THAT ALL HAVE A LOT OF CONTRACT WORK COMING UP AND WORK THAT YOU THINK KIND OF LIKE WHAT WE JUST DID ON THE CBC BOARD WHERE WE'RE WE'RE SAYING WELL WHAT'S COMING UP AND WHAT DYNAMIC DO WE NEED REPRESENTED. DO YOU HAVE ANY THOUGHTS ABOUT THE WORK THAT'S COMING UP FOR THE HOSPITAL BOARD AND WHAT DYNAMIC WE NEED REPRESENT THE HOSPITAL HAS THE INDIGENT CARE CONTRACT WHICH HAS BEEN EXTENDED TO THIRTY SIX TWO THOUSAND THIRTY SIX BUT WORKING WITH THE HOSPITAL THERE CONTINUES TO BE SOME QUESTIONS ON THAT. SO HAVING SOMEBODY WITH THAT SKILL SET NEGOTIATING AND LOOKING AT CONTRACTS WOULD BE BENEFICIAL. AND THEN YOU WILL REMEMBER TWO YEARS AGO THE DISTRICT CREATED THE LOCAL PROVIDER PARTICIPATION FUND. SO WE'RE STILL WORKING THROUGH THAT NEW LEGISLATION IN 17 THAT CREATED THAT FUND. SO THAT WOULD BE ANOTHER ADVANTAGE OF SOMEONE THAT'S USED TO WORKING WITH LEGISLATION AND THEN THIS IS A NEW BASICALLY ENTITY THAT THE HOSPITAL DISTRICT ADMINISTERS. HOW MANY DOCTORS DO WE HAVE ON THAT BOARD. TWO DOCTORS ON THAT BOARD. AND DR. YANG AND DR. BIGGS WE HAVE SAM LOVELADY SERVING ON THAT BOARD AND DEAN FREE GO. AND THEN PATRICK WILLIAMS WHO IS A SEE SCHOOL ADMINISTRATOR AND WE HAVE. MARY BEARDEN WHO IS A HEALTH PLAN ATTORNEY NEWLY YOU NEWLY APPOINTED MARY. EARLIER IN THE YEAR AND THEN WE HAVE ANOTHER MEDICAL PRACTITIONER MINDY PERIMETER. SO THAT'S PATRICK WILLIAMS THAT YOU MENTIONED RIGHT. HOWARD YES. OK. SO THAT'S GREAT THAT WE HAVE HIM A STRONG PERSON ALREADY SERVING ON THAT BOARD. FRIEDA IS. TELL ME ABOUT WEST. I THINK I REMEMBER HE'S A LAWYER. YES HE'S AN ATTORNEY. SO YOU KNOW HAVING HIM AND MARY ON THE BOARD WOULD CERTAINLY BE I THINK HE WOULD BE A LITTLE BIT MORE OF A STRONGER CANDIDATE. I HEAD DOWN ON MY NOTES SO THAT WILL MILLER AND ANDREW HALL. DID I MAKE NOTES AT THE WRONG SPOT. I DON'T I THINK WILL MIGHT HAVE PUT DOWN FOR THAT TO. SO I WAS GLANCING BACK THROUGH HERE I DIDN'T SEE THEIR RESUMES SO HE WOULD I DON'T KNOW IF THEY HAD APPLIED FOR SOMETHING ELSE AND I. DON'T KNOW. HE SAID THAT YOU DIDN'T SEE HIM IN HERE WHEN YOU FLIPPED THROUGH. JUST NOW THAT I JUST I HAD IT I DON'T THINK WELL MILLER APPLIED FOR HOSPITAL DISTRICT NEVERMIND I THINK IT IS IT'S THE OVERLAP FROM THE EDC. OK. I CAN'T READ MY OWN HANDWRITING. HOWARD WHAT DO YOU THINK. I'M REALLY PROUD OF WHAT FRIDA SAID. I'M PRETTY GOOD AT THAT. FRIDA DO YOU MIND MAKING EMOTION THEN. SURE MAYOR. MAYOR I MOVE TO A POINT AND WE GET BACK ON THE RIGHT PAGE. HERE MAYOR I MOVE TO REAPPOINT MARY BEARDEN WILLIAM BIGGS DEAN FREDO AND RODNEY YEN TO THE EMERALD HOSPITAL DISTRICT BOARD OF MANAGERS. SO I GIVE YOU ONE RECOMMENDATION OR ONE THING WE MIGHT WANT TO CONSIDER IS EXTENDING THE TERM OF MARY BEARD TO THREE YEARS INSTEAD OF TWO YEARS AND SHE'S FILLING A PARTIAL TERM RIGHT NOW AND WE NEED WE'VE GOT FIVE GOING RIGHT NOW TO GO AND THE NEXT TIME THAT'LL GET US BELL AFTER AFTER THREE
[01:10:02]
YEARS THAT'LL GET US BALANCED WITH THREE ON ONE YEAR AND FOUR ON THE OTHER. AND I WAS GOING TO DO THAT IN A SEPARATE MOTION. THAT'S OK. I HAD THAT ON MY NOTES BUT I THINK I. SO WHAT WE'VE GOT HERE CANDIDATES TO REAPPOINT AND IT'S BEEN SECONDED. WHICH ONE OF YOU EDDIE SECONDED. I'D JUST LIKE TO KEEP ANY FURTHER DISCUSSION ON THAT MOTION ALL THOSE IN FAVOUR PLEASE SAY I I. ANY OPPOSED. OK SO THOSE FOUR CANDIDATES ARE REAPPOINTED BY AN COUNCILWOMAN. THEN I WOULD LIKE TO MAYOR. I WOULD MOVE TO EXTEND THE TERM OF MARY BEARD IN TO A THREE YEAR TERM. OK THAT'S BEEN MOVED BY COUNCILWOMAN PAL SECONDED BY COUNCIL MEMBER SMITH. ANY DISCUSSION ON EXTENDING THAT TERM SO THAT IT BALANCES OUT THERE BOARD BETTER. ALL OF THOSE IN FAVOUR PLEASE SAY I. ANY OPPOSED THAT PASSES WITH A 5 0 VOTE. AND THEN MAYOR I MOVE TO A POINT WITH THE WESTERN RIGHT TO THE ANIMAL HOSPITAL DISTRICT BOARD OF MANAGERS. SECOND OK SO IT'S BEEN MOVED BY COUNCIL MEMBER PANELS SECONDED BY COUNCIL MEMBER HAYES TO APPOINT WEST'S RIGHT TO THE HOSPITAL DISTRICT BOARD. ANY FURTHER QUESTIONS OR DISCUSSION. ALL THOSE IN FAVOUR PLEASE SAY I I. ANY A POST THAT PASSES WITH THE FIVE OVER. ALL NICE AND CLEAN. WHAT DO YOU SAY. ALL NICE AND CLEAN. WELL DONE. IT'S NICE LIST. THAT'S GOOD. YEAH IT IS. THAT'S BETTER. OKAY. MOVING ON TO THE EMERALD POTTER EVENTS VENUE DISTRICT BOARD OKAY. SO I'LL THROW OUT THREE NAMES THAT I LIKE. OKAY. AND THEN AND ACTUALLY I'VE GOT ANOTHER QUESTION. OH NO THAT'S ANOTHER BOARD.NEVER MIND. THAT'S. THAT WAS BEHIND IT. I WOULD THROW OUT MARK ZIMMER AND THE PATEL. DEEPAK DID YOU SAY DEEPAK SAID USE A VERY. OK. AND THEN THE OTHER ONE AND IT MAY NOT HAVE BEEN HERE BUT I THOUGHT ALBERT WAS IN THIS ONE TOO. CAUSE HE YOU KNOW I THINK WE JUST NEED TO JUST THROW IN IT. OH OK OK. OK. THOSE ARE THOSE ARE THREE STRONG NAMES. OK. AND THAT IS THAT DEEPAK APPLIED ALSO. I WOULD I WOULD ADD HIM TO THE MIX ACTUALLY ALBERT'S NAME WAS NOT ON THAT ONE. HE DID SAY HE WAS WILLING I NOTICED HE SAID I'M WILLING TO SERVE WHEREVER YOU WANT TO PUT ME. SO IF WE THOUGHT THAT WAS A GOOD SPOT FOR HIM. TELL US ABOUT MARK ZIMMER. IS THAT JILL'S HUSBAND. I THINK SO. YEAH. TELL ME A LITTLE BIT ABOUT THE BOARD THE BOARD MAKEUP AND WHAT WHAT THEY'RE BASICALLY TASK IS AND HOW MUCH IS FINANCIAL HOW MUCH IS VISIONARY CREATIVITY. MICHELLE WILL YOU JUMP IN ON THAT JUST A LITTLE BIT. DO YOU MIND. YES. THE FINANCIAL PIECE OF THIS BOARD WAS THE TWO ORIGINAL BOND ISSUES THAT FUNDED A PROJECT AND THE PROJECT WAS THE IMPROVEMENTS AT THE FAIRGROUND AROUND THE ANC CENTER AND THE EXPANSION OF THE EMERALD CIVIC CENTER FOR THAT. BASICALLY THEY ADD MORE MEETING ROOMS SPACE TO GO ALONG WITH EVENTS AND THE MAKEUP OF THE BOARD IS THAT THE CITY COUNCIL APPOINTS AND WE LOOK AT FRANCES TO CORRECT ME FOR IN THE POTTER COUNTY APPOINTS 30 IS THAT CORRECT. OK. AND SO IT'S MORE I THINK GOING FORWARD MAYBE VISIONARY ON WHAT THINGS THEY CAN DO AT THE FAIRGROUNDS TO IMPROVE THE FAIRGROUNDS AND POSSIBLY LOOKING AT FINANCING TO TO SUPPORT THAT AND I EVEN THINK THAT THERE I WOULD AGREE THEY'RE READY FOR VISIONARY IN DEVELOPING THAT WHOLE AREA. I MEAN THEY THEY NEED SOMEBODY NOW THAT THE BALLPARK HAS LEFT.
SO THEY'VE GOT TO PARTNER WITH POTTER COUNTY AND DEVELOP THE PLAN. THE SCHOOL DISTRICT OBVIOUSLY HAS A LARGE PRESENCE RIGHT THERE. I JUST I CAN SENSE THAT THAT IS ALL RIPE FOR ITS OWN DEVELOPMENT PLAN LIKE WHAT WOULD HAPPEN IF CITIZENS CAME AROUND THAT AND DEVELOPED IT AND THEY DID A STRATEGIC PLAN LIKE WE DID DOWNTOWN 15 YEARS AGO AND WE COULD FAST FORWARD 15 YEARS AND SEE HOTELS AND RESTAURANTS AND YOU KNOW BE ABLE TO SEE THAT IT'S GENERATING ECONOMIC ACTIVITY THAT WOULD HELP THEM RECRUIT MORE THINGS THAT WOULD GENERATE MORE ECONOMIC ACTIVITY AND THEN THE SNOWBALL IS ROLLING AND IT DOESN'T IT KIND OF SIT ON THE EDGE OF WHAT WOULD BE CONSIDERED THE BARRIOS. YES. IS IT IN THE TIERS ANDREW. OH. NO. OK. BUT THE INTERESTING THING IS IT KIND OF BRIDGES AS YOU MOVE EAST IT'S THE BRIDGE BETWEEN
[01:15:03]
THESE TWO YEARS. THEN YOU GOT THAT WHICH IS POTENTIALLY REALLY GREAT. THEN YOU MOVE INTO THE DOWNTOWN DISTRICT IT'S KIND OF LIKE IT WOULD BE IT WOULD BE REALLY GREAT FOR SOME REALLY GREAT VISION. YEAH. SO AGAIN TO CLARIFY THIS DISTRICT HAS A PERPETUAL FUNDING STREAM. THAT'S CORRECT. A LOT OF IT'S COMMITTED TO DEATH RIGHT NOW ISN'T IT. THEY HAVE THEIR FUNDING STREAM AS A TWO PERCENT HOTEL OCCUPANCY TAX AND A 5 PERCENT CAR RENTAL TAX SHORT TERM CAR ROUND AND DISNEY. THEY ALSO DO HAVE SOME DEBT SERVICE BUT THEY'RE ABLE TO. HAVE DOLLARS TO MAKE IMPROVEMENTS AS WELL. AND JUST TO REVIEW HEAR YOUR POTTER COUNTY REPRESENTATIVES YOU HAVE TWO OF THEM THAT HAVE A FINANCIAL BACKGROUND TERRY RIGHT. AND CLIFF BIGGER STAFF AND NELL WILLIAMS WHO IS WITH EXCEL RETIRED IS A POTTER COUNTY REP. AND THEN TODD MAYFIELD WITH NEWLY APPOINTED BY THIS BOARD LAST YEAR. AND HE'S A LAWYER. YES. VANCE REID OBVIOUSLY A STRONG BUSINESSMAN A LOT OF THOSE GUYS ARE CONNECTED THROUGH THE KURSK COWBOY CRUZ RANCH COWBOY ASSOCIATION AND SO THAT GROUP HAS A HEAVY PRESENCE ON THIS BOARD AND THEY ARE VERY PRESENCE. YES I WAS TO SAY THEY'RE VESTED OUT THERE.THEY'VE THEY SHOW UP AT THOSE EVENTS. THEY HAVE FINANCIALLY SUPPORTED WITH THEIR BUSINESSES. AND IT'S IT'S THEIR OUTLET FOR VOLUNTEERING BUT MANY OF THEM IN OUR COMMUNITY. BUT IT IS AN ALL MALE BOARD AND NOT A LOT OF DIVERSITY ON THERE EITHER JUST TO SPEAK FRANKLY ABOUT IT. I DON'T KNOW I KIND OF THINK FOR FROM NO EVERYBODY'S POINT OF VIEW I THINK I DON'T KNOW MAYBE DEEPAK WOULD BE BETTER THAN TO LAUNCH HER INTO WHO KNOWS MAYBE HUH. BUT YOU'RE PROBABLY RIGHT. I DON'T KNOW. I DO THINK THAT A A A STRONG VISIONARY VOICE. YEAH. ALMOST A RELENTLESS VISIONARY VOICE AND I THINK IF YOU LOOKED IN WEBSTER'S UNDER DEEPAK PATEL THAT'S MAYBE HOW HE'S DEFINED AND I MEAN THAT AS A COMPLIMENT. HE DOESN'T LOOK GOOD. HE DOESN'T LET GO IT WOULD BE INTERESTING TO SEE ALBERTO IN THAT MIX AS WELL. DO YOU THINK. ARE YOU THINKING THAT ALONG WITH YOUR FRIDA WHAT DO YOU THINK. I HAD ON MY LIST I HIT MARK ZIMMER AND THEN I HAD TO BELIEVE HIS NAME IS JOHN. NEVER IT NEVER READY. YEAH I HAD HIM ON THE LIST AND I CAN'T FIND MY NOTES THAT I HAD FOR HIM BUT I HAD THE I HAD THOSE TWO AND THEN THEY REAPPOINT REAPPOINTMENT OF VANCE REED. YEAH WE PROBABLY COULD TAKE A MOTION ON THAT. WHAT DO YOU ALL THINK ABOUT THAT. OKAY LET'S TAKE A MOTION ON VANCE'S REAPPOINTMENT. MAYOR I MOVE TO REAPPOINT VANCE REED TO THE ADMIRAL POTTER EVENTS VENUE DISTRICT BOARD OF DIRECTORS. IT'S BEEN MOVED BY COUNCIL MEMBER POWELL IS SECONDED BY A COUNCIL MEMBER SOUR TO REAPPOINT VANCE READ ANY FURTHER DISCUSSION ON THAT MOTION. ALL THOSE IN FAVOUR PLEASE SAY I.
ANY OPPOSED. THAT PASSES 5 0. NOW WE JUST NEED TO FILL ONE FILL 2 SPOTS ACTUALLY. SO WE HAVE TWO SLOTS. WE HAVE TWO SLOTS ANYTHING AT THIS TABLE ON THIS SIDE HOWARD OR ANY THAT YOU WANT TO SAY WHILE WE'RE THROWING OUT CANDIDATES DON'T WANT TO BE OKAY. THE MORE WE TALK ABOUT IT I DO THINK DEEP THIS WOULD BE A GOOD PLACE FOR HIM TO REALLY BE ABLE TO SHINE AND DO HAVE A BIG INFLUENCE. I KIND OF LIKE THAT ONE. I ALSO THINK ALBERT WOULD BE REALLY GOOD FOR THIS POSITION. ARE WE READY FOR MOTION THEN. I THINK IT'S LIKE JUST I SEE THIS IS ONE OF THE BIGGEST OPPORTUNITIES FOR SOME UNTAPPED POTENTIAL. I'VE JUST GOT A GOOD BASE NOW AND JUST FOR THE VISION IS SOME OTHER THINGS HAVE HAPPENED. I JUST WANT TO BE SURE THAT WE ARE TAKING ADVANTAGE OF TWO OPEN SLOTS TO GET THE MOST CREATIVE STRONG LEADERS IN THOSE SLOTS. AND SO I'M JUST LOOKING. STILL SHE'S SCANNING SCANNING I WILL SAY ABOUT ALBERTO SAID WHEN THE BANK HIRED HIM HE WAS HIRED AT AN EXECUTIVE LEVEL POSITION AND THAT'S HOW HE PERFORMED IN SUCH A SHORT PERIOD OF TIME. HE JUST. ROSE RIGHT TO THE TOP IS A REALLY GOOD LEADER AND SOMEBODY WHO COULD STRATEGICALLY SEE BIG PIECES THAT NEEDED TO MOVE IN AN ORGANIZATION. AND SO I MEAN HE WASN'T EVEN THERE. I MIGHT GET MY
[01:20:07]
TIMELINE WRONG 15 MONTHS AND THEY PROMOTED HIM TO CHIEF CHIEF OPERATING OFFICER OVER THE ENTIRE BANK. SO WHAT THEY HAD GIVEN HIM WAS BASICALLY A DEPARTMENT LEADERSHIP ROLE AND THEY SAW IMMEDIATELY WOW. SO I I FEEL REALLY STRONGLY ABOUT HIS. I LOVE THAT YOU SUGGESTED HIM. I DIDN'T HAVE HIM DOWN FOR IT. SORRY. TURNED IT OFF BUT THINKING ABOUT IT SPECIFICALLY. I THINK BOTH OF THOSE PEOPLE FIT THE ROLE THAT WE'RE DISCUSSING FOR THAT BOARD. BEEN HERE LONG. HE COMES IN WITH SOME OUTSIDE IDEAS. HE IS A NEWCOMER. YES REALLY. VIRTUALLY NEED BLOOD. SO MICHELLE CAN YOU GIVE US A LITTLE BIT OF BACKGROUND ON JOHN. NEVER READY. I DO NOT HAVE HAVE ANY BACKGROUND. HE'S ONE OF OUR RECENT APPLICANTS. I KNOW THAT YOU HAVE A EMAIL IN YOUR POCKETS FROM TERRY RIGHT. WHO IS THE BOARD CHAIR RIGHT NOW. OH OK. OK.THAT'S THAT'S WHERE THAT CAME FROM. OK. THANK YOU MICHEL. AND JUST STRINGS DIFFERENCES BETWEEN DEEPAK AND VITTI. I DO NOT KNOW VERY VERY WELL I KNOW HER JUST SOCIALLY. UP AND COMING. SHE IS UP AND COMING. I I JUST I LOOK AT THAT ROOM THAT'S ALREADY THERE AND I FEEL LIKE THAT'S A PRETTY INTIMIDATING ROOM TO WALK IN AS A YOUNG FEMALE. SHE'S UNDER 30 AND IT'S I JUST THINK DYNAMICALLY THAT MIGHT BE CHALLENGING. I'M GOING TO PUT HER IN THE CORNER FOR. YEAH. BUT I AM I AM VERY INTERESTED IN HER AND HER SISTER JASMINE IS IMPRESSIVE. ALSO I KNOW JASMINE A LITTLE BETTER THAN I KNOW BETTY BUT. AND I THINK IT IS KUSH. YEAH. CURSE AT THE CIVIC CENTER. I DON'T KNOW IF HE APPLIED ANYWHERE BUT VERY STRONG. HE DID APPLY A REALLY ACTIVE YOUNG MAN. I THINK. LET ME SEE WHERE I PUT HIM ON MY NOTES BECAUSE HE DID APPLY FOR SOMETHING. I SAW HIM. WE'LL FIND HIM WHEN WE GO THROUGH HERE I HAVE NO FURTHER QUESTIONS OR COMMENTS. I THINK WE'RE READY TO VOTE. SO WHAT I HEARD IN THE MOTION DID WE MAKE A MOTION. NO. BUT OK. NO. ALL RIGHT. THANK YOU. I MOVE THAT WE NOMINATE YOU'RE ON THE GROUND ALREADY UP HERE OR DOWN THAT WE NOMINATE DEEPAK PATEL AND ALBERT. RIOS REALS. I HATE IT WHEN NAMES FALL OUT OF MY HEAD AND THEY DO IT ALL THE TIME. THERE'S A MOTION SECOND AND SECOND ABOUT COUNCIL MEMBER HAYES. ANY FURTHER DISCUSSION ON THAT MOTION. ALL OF THOSE IN FAVOUR PLEASE SAY I I ANY OPPOSED. OK. GREAT STRONG. NO NO NO. OK. MOVING ON TO THE ZONING BOARD OF ADJUSTMENT SO CAN I THROW SOMETHING OUT THERE PLEASE. YOU GUYS ON THE ZONING BOARD OF ADJUSTMENT. WANT TO GO BACK TO THAT ON MY ORIGINAL WHERE I'VE GOT ALL MY MARKETING WRITTEN DOWN. SO THE ONE THING THAT I SO WE'VE GOT SEVERAL ON HERE THAT ARE UP FOR REAPPOINTMENT AND THEN TO FILL THE SPOT THAT MILDRED DARDEN ALSO HAD THE THING THAT I DID SEE WAS YOU KNOW TYPICALLY WE GIVE EVERYBODY A TWO TERM AND THEN WE GO ON. WELL CRAIG DAVIS IS ON HERE OR THAT DOESN'T COME UP UNTIL NEXT YEAR.
NEVER MIND CRAIG OR CHRIS RINEHART. DON'T COME OUT UNTIL 2020 IF YOU WANT. LET ME RUN THROUGH JUST SOME SOME BACKGROUND ON THIS ONE WE HAVE FIVE VOTING MEMBERS. WE HAVE FOUR ALTERNATES ARE UP TO FOUR ALTERNATES. WE DON'T HAVE TO HAVE FOUR FOR CONTINUITY. TYPICALLY WE'VE MOVED ALTERNATES TO VOTING POSITIONS WHEN THERE'S AN AVAILABLE POSITION AVAILABLE FOR THEM. WE HAVE THREE OPEN POSITIONS AT THIS TIME. WE HAVE ONE VOTING MEMBER TWO ALTERNATES OUR VOTING NUMBER THAT'S UP IS IS HAS ONLY SERVED ONE TERM. THEY'RE DOING A GOOD JOB. AND THAT'S CLAUDIA STEWART.
THE SAME IS TRUE OF OUR TWO ALTERNATES THAT ARE UP OUR PAST PATEL AND MATTHEW TAVERN BOTH OF WHOM ARE WILLING TO CONTINUE SERVING IN AN ALTERNATE ROLE.
OK. SO IT IT IS A POTENTIALLY SOMEWHAT CONFUSING. HOWEVER IT'S PRETTY STRAIGHTFORWARD THIS YEAR. IF COUNSEL IS COMFORTABLE WITH PEOPLE THAT ARE SERVING THOSE POSITIONS RIGHT NOW I JUST NOW NOTICED WHEN I WAS LOOKING THROUGH I JUST CAUGHT THAT FOURTH TERM AND I THAT'S MY BAD FOR NOT LOOKING ALL THE WAY AND SAYING OK IT'S ACTUALLY NEXT YEAR THAT THAT WOULD BE OK. SO I THINK WHAT I MIGHT HEAR YOU
[01:25:04]
POINTING OUT JARED IS THAT WE COULD PROBABLY PRETTY EASILY DO THREE REAPPOINTMENT IN ONE MOTION HERE. RIGHT. MAYOR I MOVE TO REAPPOINT CLAUDIA STEWART MATTHEW TAVERN AND AS US PLESCH PATEL TO THE ZONING BOARD OF ADJUSTMENT. AND SO DOES THAT MEAN THAT MATTHEW AND AL ARE STILL GOING TO CONTINUE TO SERVE AS ALTERNATES. YES. OK. AND IF WE WENT WITH THE PREVIOUS POLICIES IT WOULD BE THAT WE WOULD BE MOVING MATTHEW OUR AL PASH UP TO THAT VOTING IS MILDRED A VOTING POSITION THAT THEY WERE ALL SHE WAS AN ALTERNATE ALSO. I DON'T I DON'T KNOW ON THAT POINT BUT WE GOT THE SUBJECT MATTER EXPERT HERE. LORD KNOWS HE WROTE ALL THE NOTES I READ TO YOU JUST NOW. SO MY OWN COUNSEL MILDRED RESIGNED TO MEET THE ORDINANCE STANDARD OF FIVE VOTING MEMBERS AND FOUR ALTERNATES. SO OUT OF LAST YEAR WE HAD ONE EXTRA ALTERNATE SO WE DON'T NEED TO REPLACE ELDRIDGE. SHE WAS AN ALTERNATE.SHE WENT OK. SHE. HER POSITION JUST AS IT IS NICE GOING AWAY. SO. OK. WE DON'T HAVE TO DO SOMETHING. YES. SO IF YOU MEET THE THREE OPENINGS AND YES YOU DESCRIBED IT CORRECTLY WE HAVE ONE VOTING MEMBER AND TWO ALTERNATES. OK. AND NOW IF THERE WERE AN OPENING AT THE VOTING MEMBER THEN HISTORICALLY ONE OF THOSE ALTERNATES IS THE FIRST TO BE PERFECT. OK. SO THE MOTION AS IT STANDS HAS IT BEEN SECONDED. THAT'S OK. OK. SECONDED BY DR. SAUER. ANY FURTHER DISCUSSION ON THAT MOTION TO REAPPOINT THOSE THREE CURRENTLY SERVING ALL THOSE IN FAVOUR PLEASE SAY I I. ANYONE OPPOSED.
THAT MOTION PASSES WITH THE FIVE OVER THE NEXT BOARD IS THE AIRPORT ADVISORY BOARD LANE. THIS WAS ONE THAT I THINK I SAW MAYBE VERDI OR JASMINE OR JASMINE JASMINE WAS ON THIS ONE. WAS SHE ON THIS ONE OR AT LEAST I SAW JAZZ. OH YEAH. LET ME SPEAK ONE FOR JASMINE. AND AGAIN I DON'T KNOW THEM. I WAS JUST VERY IMPRESSED WITH COACH AT THAT MEETING AND HIS COMMENTS. YEAH. I ALSO WAS IMPRESSED WITH CHUCK SPEED IN THIS GROUP OF CANDIDATES AS WELL. I HAVE STEVE DOWN THERE. I'LL CHECK SPEED AND KEVIN GOLDEN. I DON'T KNOW EITHER THEIR RESUME STOOD OUT TO ME. I DON'T KNOW. YEAH KEVIN'S A GREAT GUY. I'VE KNOWN KEVIN FOR DECADES BUT AND WE ONLY NEED ONE. WE JUST NEED ONE TO MAYOR I MOVE TO REAPPOINT THOMAS DELVIN THOMAS HICKMAN JOHN DENTON AND BILL HARRIS TO THE AIRPORT ADVISORY BOARD. SECOND IT'S BEEN MOVED BY COUNCIL MEMBER PALIN SECONDED BY COUNCIL MEMBER HAYNES TO REAPPOINT THOSE FOUR GENTLEMEN TO SERVE AGAIN ON THE AIRPORT ADVISORY BOARD. ANY DISCUSSIONS ABOUT THAT MOTION ALL THOSE WAIT TO SEE. YEAH. BILL'S BEEN ON FOR TWO TERMS. HE HAS. HE HAS TO DO THAT. OH HE'S SUCH A GREAT CANDIDATE A GREAT GUY. BUT WE HAVE A LIST OF GREAT CANDIDATES HERE AND IF BILL WERE HERE HE WOULD SAY I LOVE SEEING SOMEONE ELSE SERVE. THANK YOU FOR POINTING THAT OUT EDDIE. SO THAT'S A GREAT POINT AND A GOOD DISCUSSION POINT SO WHAT WE HAVE IS A MOTION APPOINTING THOSE FOUR. AND IT'S BEEN SECONDED QUESTION. THESE ARE THREE YEAR TERMS. SOME OF OUR TERMS ARE 1 2 BUT THIS IS A THREE YEAR TERM. CORRECT. CORRECT. YEAH. 3 AND SO THAT MEANS IT'S BEEN SIX YEARS. IS MIKE HERE. I DID MIKE. ANY REASON WHY YOU NEED HISTORICAL KNOWLEDGE TO STAY IN A MEMBER LIKE BILL HARRIS AND FOR HIM TO SERVE ANOTHER TERM.
HE'S A STRONG MEMBER AND DOES A GREAT JOB BUT UNLESS THERE'S A SPECIFIC HISTORIC YOU KNOW SOMETIMES THE CONTINUATION ON THE BOARD OF A PIECE OF HISTORY THAT YOU'RE IN THE MIDDLE OF A PROJECT OR SOMETHING BUT I'M NOT SEEING THAT THAT'S NECESSARILY THE SITUATION HERE. OK SO ONE OPTION WOULD BE FOR THE MOTION TO BE AMENDED. OKAY OKAY.
YES I CAN AMEND MY MOTION TO UH REAPPOINT THOMAS DELVIN THOMAS HICKMAN AND JOHN DENTON TO THE ADVISORY. UM I'M SORRY TO THE AIRPORT ADVISORY BOARD. COUNCILWOMAN HAYES DO YOU WANT TO SECOND THAT MOTION SECOND OKAY. ANY DISCUSSION NOW ON THE AMENDED MOTION. ALL RIGHT. ALL OF THOSE IN FAVOUR PLEASE SAY I I ANY OPPOSED. EDDIE
[01:30:02]
I'M GLAD I CAUGHT THAT EYEBROW RAISE. I'M GLAD YOU SAID SOMETHING. AND BILL WILL UNDERSTAND BILL. OH WE APPRECIATE BILL'S SERVICE AND HE'LL KEEP SERVING. YOU'LL FIND OTHER PLACES TO SIR. OKAY SO NOW WHAT WE HAVE ARE TWO OPENINGS. CORRECT. OKAY SO IT SOUNDED LIKE A BIT OF A CONSENSUS ON CHUCK SPEED. YES I HEARD. WE'RE LOOKING FOR A SECOND. AND AGAIN AS I SAY KEVIN GOLDEN JUMPED OUT AT ME FROM HIS RESUMÉ AT THE TIME AGREED. SO MAYOR I MOVE TO APPOINT CHECKS B IN KEVIN GOLDEN TO THE AIRPORT ADVISORY BOARD CIRCUIT. JUST AS A. OKAY. SO IT'S BEEN MOVED BY COUNCIL MEMBER PALIN SECONDED BY COUNCIL MEMBER SAUER TO APPOINT CHUCK SPEED AND KEVIN GOLDEN TO THE AIRPORT BOARD. IN THIS STACK A LANE Y'ALL NOT THROUGH. THAT'S CUSHING'S WIFE. OKAY SO MAYBE THAT'S WHERE I SAW HIM. I DON'T KNOW. WE'LL KEEP LOOKING BUT MAYBE THAT'S WHERE I SAW THE CONNECTION. OK SO WE HAVE A MOTION. ANY DISCUSSION FURTHER QUESTIONS ABOUT THAT MOTION. ALL THOSE IN FAVOUR PLEASE SAY I I. ANY OPPOSED. THAT MOTION PASSES WITH THE FIVE VOTE VOTE ONTO THE BEAUTIFICATION OF PUBLIC ARTS ADVISORY BOARD TO START WITH NAMES. THIS ONE'S VERY POPULAR. ONE OF THE BIGGEST STACKS WE HAD TO GO THROUGH. WELL I'LL THROW OUT A COUPLE SO I'M LOOKING THROUGH THE RESUME. STERLING MCKINNEY REALLY STOOD OUT TO ME AND THEN I'M GOING TO THROW IN ONE THAT I HAVE TALKED TO HER SHE'S PUT HER NAME IN TWICE BUT SHE DIDN'T GET AROUND TO GETTING IT IN ON TIME THIS TIME AND THAT WOULD BE DENISE CHESTNUT. SO DENISE'S MASTER GARDENER SHE'S GOT AND SHE'S GOT SOME REALLY SHE'S ARTISTIC SHE'S GOT A LOT OF GREAT IDEAS. AND I ASKED HER WHY SHE HADN'T. AND SHE JUST SAID JUST GOT BY HER THIS TIME AND I THINK SHE WOULD BE SHE WOULD BE A GREAT ADDITION TO THAT BOARD. I KNOW SHE'S BEEN PART OF THE CONVERSATION EVERY YEAR AND JUST FOR WHATEVER REASON YOU KNOW IT JUST DIDN'T IT JUST DIDN'T HAPPEN. THE OTHER NAMES I HAD WESTERN RIGHT DID HERE AND WE DID HIM TO THE HOSPITAL BOARD. OK. SO HE DID. I SWEAR THAT HAVING THAT MASTER LIST WOULD BE SO HELPFUL. BUT I ALSO HAD STERLING AND I HAD STERLING AS WELL. OK. AND I'M. AND I'M GOOD WITH DENISE CHESTNUT BECAUSE I DIDN'T HAVE ANOTHER PERSON ON MY LIST. SO HOWARD STERLING OWNER RUSH HUDSON THERE A AGAIN A VERY DEEP BENCH OF PEOPLE THAT COULD SERVE. I EVEN LOVED SEEING AN APPLICATION FOR MADDIE BEING WHO LIVES IN MY HOMETOWN SPEARMAN BUT SHE DRIVES IN TO WORK EVERY DAY HERE IN AMARILLO. AND SO I JUST I LEFT THAT WE'RE DRAWING PEOPLE FROM THE PANHANDLE ARE INTERESTED IN WHAT'S HAPPENING HERE. AND SHE SHOWS UP SEVERAL TIMES. YEAH SHE DOES. YEAH. AND ALSO KARA CRAWLEY IS ALWAYS A STRONG CANDIDATE. SHE IS SUCH A STRONG MEMBER OF THE EMERALD COLLEGE TEAM. I WOULD LOVE TO FIND A PLACE TO PUT HER IN BUT I'M VERY HAPPY WITH DENISE AND STERLING. IF WE WANT TO GO EMOTION THAT DIRECTION. OK MAYOR I MOVE THAT WE APPOINT DENISE CHESTNUT IN STERLING MCKINNEY TO THE BEAUTIFICATION AND PUBLIC ARTS ADVISORY BOARD. SECOND IT'S BEEN MOVED BY COUNCIL MEMBER HAYES AND SECOND ABOUT COUNCIL MEMBER POWELL TO APPOINT STERLING MCKINNEY AND DENISE CHESTNUT. DO WE HAVE ANY FURTHER DISCUSSION ABOUT THIS MOTION. ALL OF THOSE IN FAVOR PLEASE SAY I I. ANYONE OPPOSED THAT MOTION PASSES WITH A 5 0 VOTE ONTO THE EAST GATEWAY TAX INCREMENT REINVESTMENT ZONE NUMBER TWO AND WE HAVE ONE POSITION HERE IS THAT RIGHT. THAT IS CORRECT MAYOR MAYOR MOVE TO APPOINT JOHN. SCUSE ME I MOVE TO REAPPOINT JOHN ATTERBURY TO THE EAST GATEWAY TAX INCOME INCREMENT REINVESTMENT ZONE. NUMBER TWO BOARD OF DIRECTORS. COULD SOMEONE GO FOR A BAND AID. YEAH. OKAY. OUCH. I'M SORRY THAT HURT SO BAD DREAM OUT BUT WORST IT DID HAPPEN LAST YEAR. WERE YOU THE ONE TO LAST YEAR. YES. AND IT BLED AND BLED AND PLAY DEAD. I MEAN IT WAS A WRAP IT UP. I THINK[01:35:02]
WE'RE GONNA HAVE TO GET HER SOME GLOVES. OH YES. YES. OR AT LEAST MAKE SURE CASEY STANTON'S IN THE AUDIENCE. YEAH SHE WILL. OH SHE IS STILL THERE. OH THERE SHE IS.OK. WE MAY NEED YOUR HELP CASEY. OK. SO WE HAVE A MOTION THAT'S ALL RIGHT. WE HAVE A MOTION FROM COUNCIL MEMBER POWELL AND A SECOND FROM COUNCIL MEMBER HAYES. WAS THAT RIGHT ELAINE. NO I DO NOT KNOW. WAS IT ANYBODY. OK. THANK YOU. OH GOSH. OK. FOR THOSE TO DENISE CHESTNUT AND STERLING MCKINNEY. NO NO NO. WE'RE ON A GATEWAY.
WE'RE JOINED NOW. SO THAT MOTION RACE POINT JOHN OUT A VERY THING RIGHT. ALL RIGHT. OKAY. ANY FURTHER DISCUSSION ON THAT MOTION. ALL OF THOSE IN FAVOR PLEASE SAY I BY ANY OPPOSED. SO THAT YES. WHO WAS THE SECOND ON THAT MOTION EDDIE. OKAY. DR.
S. ME. THERE'S A SECOND ONE TO REPLACE JEREMY YOUNG. HE'S GAY RIGHT. RIGHT. YES.
WE'RE GOING TO GET. YES. THANKS ANDREW. ANYTIME YOU THINK WE'VE MISSED SOMETHING DON'T HESITATE TO POINT IT OUT. OK SO NOW WE DO NEED TO REPLACE JEREMY YOUNG WHO HAS RESIGNED AND HE'S GOT THE REMAINDER OF HIS TERM LEFT. YOU AND I HAD I HAD JASMINE PIGTAIL. YES THERE'S A NAME. SHE WOULD BE A GREAT FIT BECAUSE HER HER BUSINESS INTERESTS ARE RIGHT THERE. MM HMM. ANY OTHER NAMES. THE ONLY OTHER ONE I'D SEEN WAS GUS TREVINO. YEAH. GUS WOULD BE GREAT TOO. AND I WANT TO BE SURE THAT WE'RE NOT FORGETTING THOSE APPLICATIONS THAT CAME IN LATE BECAUSE THEY'RE WORSE AND NOT NECESSARILY FOR THIS. BUT I KNOW I HAD MADE SOME NOTES ON JUST TO BE SURE IN THIS PILE AND THAT'S WHEN THEY'RE NOT RELATED TO THIS WAS IT. IF WE HAD ANY NAMES TO NOT FORGET THOSE MENTIONED GUS IS CURRENTLY ON TEARS NUMBER ONE OBVIOUSLY. WELL OK WELL THAT HELPS US THEN. THANK YOU. IT DOES. YES OK YOU READY FOR LET'S MAKE A MOTION THEN. OK. MAYOR I MOVE TO APPOINT JASMINE PATEL TO THE EAST THE GATEWAY TAX INCREMENT REINSTATE REINVESTMENT ZONE NUMBER TWO. BOARD OF DIRECTORS. IT'S BEEN MOVED BY COUNCIL MEMBER POWELL AND SECONDED BY COUNCIL MEMBER SAUER TO APPOINT JASMINE PATEL TO THE EAST GATEWAY TEARS AND A DISCUSSION ON THAT MOTION. ALL THOSE IN FAVOUR PLEASE SAY I I. ANY OPPOSED THAT PASSES WITH A 5 0 VOTE. NEXT IS THE ENVIRONMENTAL TASK FORCE. NAMES. OKAY MAYOR I MOVE TO REAPPOINT HOWARD SMITH BLAIR SNOW MICHAEL GRAHAM JOHN RYAN ZIMMER AND ROGER GLOW TO THE ENVIRONMENTAL TASK FORCE SECOND. KATE'S BEEN MOVED AND SECONDED TO REAPPOINT THOSE FIVE MEMBERS HOWARD YOU'RE STILL WILLING TO SERVE. THANK YOU FOR YOUR SERVICE ON THAT WE APPRECIATE THAT. ANY FURTHER DISCUSSION THEN OR QUESTIONS. ALL THOSE IN FAVOUR PLEASE SAY I I. ANYONE TO POST THAT PASSES WITH THE 5 0 VOTE THAT WE NEED THREE MORE SLOTS. THE THREE THAT JUMPED OUT TO ME WERE TIM DILLON ADAM SHEAR AND JOSHUA SHELTON. YOU CAN PULL ADAM CAUSE ADAM'S ALREADY ON ANOTHER COMMITTEE. HE'S ON THE TRAFFIC ADVISORY. HE'S ALREADY SERVING ON THE TRAFFIC ADVISORY COMMITTEE CAME. HE WAS AT THE TOP OF MY LIST TOO. DOES HE COME TO THOSE ENVIRONMENTAL TASK FORCE MEETINGS HOWARD BELIEVES HE WOULD BE SUCH A GREAT MEMBER ON THIS BOARD. I WOULD BEGIN WHEN I HAD GOTTEN TO THE TRAFFIC. YEAH WE COULD YEAH. I HAD A POINT THERE. I HAVE ADAM ON MY LIST AS WELL AS TIM DYLAN. I HAD TIM AND OUT IN BRANDON. YOU FRESHLY HERE TOO. AS A CITIZEN. HE HELPS WITH THE DISCUSSION. I GUESS YOU'RE RIGHT. WE COULD WE COULD APPOINT HIM THERE AND THEN JUST FILL HIS BODY. HE'S NOT UP.
I MEAN WE CAN JUST UNILATERALLY TAKE HIM OFF IF WE WANT TO AND PUSH HIM OVER THAT HE MAY BE WILLING TO SERVE ON BOTH. I MEAN I DON'T. FRANCIS CAN YOU QUICKLY LOOK UP AND SEE HOW MUCH TIME HE HAS LEFT ON HIS TRAFFIC ADVISORY TERM. PRETTY PLEASE. LAST YEAR. MM HMM. WELL THAT WOULD MEAN HE PROBABLY HAS TWO MORE YEARS. HOWARD DID
[01:40:10]
YOU HAVE ANYBODY THAT YOU WERE THINKING ABOUT SINCE YOU SERVE ON THAT COMMITTEE I THINK YOUR INPUT IS VERY VALUABLE. WELL SORRY TO DISAPPOINT YOU. OKAY. EDDIE YOU SAID YOU WERE THINKING ADAM TOO. I WAS BUT I HAVE ANOTHER ONE THAT I THOUGHT HAD A REALLY GREAT RESUMÉ ON THERE WAS DAVID MOODY. I DON'T KNOW HIM BUT I JUST ONE IS READING THROUGH THE RESUME. THIS MORNING I THOUGHT IT LOOKED LIKE A GREAT FIT.POSSIBLY. HEY SO A WHAT WHAT WAS HIS LAST NAME. DAVID MOODY M O D Y YEAH OKAY TO GO BACK AND LOOK THROUGH THERE AND SEE IF I CAN. NO THAT'S OKAY I REMEMBER. I REMEMBER SEEING AND I ALSO THOUGHT KARA CRAWLEY BECAUSE SHE WAS IN THAT STACK AS WELL.
AGAIN A GOOD STACK OF PEOPLE TO PICK FROM. SO IF WE TOOK THE ADAM. SO WE NEED THREE. YEAH ADAM AND TIM I THINK WE'RE THE TWO THAT WERE THAT WERE ALMOST CONSENSUS I DON'T KNOW. SO WE'VE REMOVED ADAM RIGHT. BECAUSE WE'RE I DON'T KNOW. YEAH. DO WHAT. I'M SORRY. SO ARE WE REMOVING ADAM. WE'RE SORT OF CHECKING. WE JUST GOT CONFIRMATION HE'S ON THE TRAFFIC ADVISORY BOARD. HIS TERM DOESN'T INTO DECEMBER OF 20 21. SO WE'VE GOT TWO YEARS LEFT ON THAT BOARD. SO ONE QUESTION ONE WAY OF DOING IT WOULD BE TO PUT HIM ON TWO BOARDS. THERE'S NOTHING THAT SAYS WE CAN'T DO THAT. OR WE CAN PUT HIM ON THIS BOARD AND PULL HIM FROM THE TRAFFIC BOARD EVEN THOUGH HE'S ONLY SERVED ONE YEAR THERE. HE'S OK. EITHER WAY I DON'T KNOW. WE HAVEN'T ASKED YOU. OH OK. HE SAID HE'S FINE. HE'S VISITING WITH HIM. OK. AND JUST KEEP IN MIND WITH THE TRAFFIC ADVISORY BOARD IT'S ON AN AS NEEDED BASIS. THEY DON'T MEET ON A REGULAR BASIS LIKE THE REST OF OUR BOARD'S ENVIRONMENTAL TASK FORCE BOARD DOES. HE'S JUST WHEN THE ISSUE COMES UP THEY NEED TO MEET. WE CALLED THE BOARD. OK THAT WE'RE EIGHT POINT EYES AT PR. THIS IS WHY THEY'RE HERE. THANK YOU REGULATORS FOR YOUR COMMENT ON TRAFFIC SINCE 2012. I MEAN I'M I'M GOOD WITH LEAVING YOUR MOM BOTH. I MEAN I'M OK WITH THAT TOO ACTUALLY. BUT I COULD BE BETWEEN THE TWO. IT SEEMS LIKE THIS IS THE BETTER PLACE BETTER FIT FOR HIM. THIS IS THE HIGHER PRIORITY BECAUSE IT IS A RECURRING. AND THE FACT THAT HE HAD HIS EXPERTISE. YES. AND THE FACT THAT HE ATTENDS AS A CITIZEN WHEN NOT REQUIRED THAT THAT SAYS A LOT TO ME. YEAH. AND HE'S BEEN GIVING A LOT AS FAR AS WHAT HIS BUSINESS DOES AND HOW THEY'RE TRYING TO.
ON WEEKEND CLEANUPS WITH BOB G ELLIMAN CHILI AND ALL THAT. OKAY. WOULD SOMEONE PLEASE CONSIDER MAKING A MOTION THAT WOULD APPOINT THREE PEOPLE PLEASE. OKAY DO WE TALK ABOUT THE THIRD PERSON YET OR DO WE HAVE A CONSENSUS. BECAUSE I THINK THAT THE TWO I HEARD WAS ADAM AND IN TEN SO FAR AS A CONSENSUS I WOULD LIKE TO CONSIDER DAVID MOODY IF WE GO BACK IN TIME. I'LL GO BACK AND PULL UP ADAM AND I WANTED TO HEAR MORE ABOUT KARA AND MAYBE KERRY'S A BETTER FIT SOMEWHERE ELSE NOW THAT I THINK ABOUT IT AND YOU SAID JOSH SHELTON WHICH I'D SURE LOVE TO GET JOSH ON A BOARD TOO BUT MAYBE THIS IS THE RIGHT SPOT FOR DAVID AND WE KEEP LOOKING FOR KAREN JOSH AND I'M GOOD WITH EITHER OF THOSE CHOICES. SO MAYBE ELAINE AND EDDIE Y'ALL KIND OF GIVE US SOME. I'M GOING TO WITHDRAW KARA AND LET'S KIND OF CONSIDER DAVID AND JOSH. WELL THIS IS ONLY GOING TO WANT TO GO BACK AND WHAT HE BASICALLY SAID YOU'RE INTERESTED IT'S IT'S SPECIAL KNOWLEDGE OR EXPERIENCE APPLICABLE 23 YEARS EMPLOYED BY CITY OF EMERALD PARKS AND ENVIRONMENTAL HEALTH REGISTERED SANITARIUM ORDER COUNTY HORTICULTURE COMMITTEE. YES DEGREE INVOLVEMENT SOUNDS PRETTY AWESOME. I DON'T KNOW BUT HE'S BREATHING. OK WELL QUALIFIED MAYOR I MOVE TO APPOINT. ADAM SCHEER TIM DILLON AND DAVID MOODY TO THE ENVIRONMENTAL TASK FORCE. SECOND KATE'S BEEN MOVED AND SECONDED TO APPOINT THOSE THREE GENTLEMEN TO THE ENVIRONMENTAL TASK FORCE. ANY FURTHER DISCUSSION ON THAT MOTION ALL THOSE IN FAVOUR PLEASE SAY I BY ANY OPPOSED. OKAY THAT MOTION PASSES WITH A 5 0 VOTE. NEXT IS THE LIBRARY ADVISORY
[01:45:04]
BOARD. NAMES. SORRY. SO HERE WE NEED TO HAVE OLGA MCALLISTER AND SEAN READ BEFORE WE DO THAT ACTUALLY. THIS WAS ONE THAT I HAD LOOKED AT AND NOTICED THAT BOTH OF THE LADIES JOY BRENNAN AND COLIN LUTZ HAD SERVED ONE TERM SO I WONDERED IF THERE WAS A REASON WHY WE WEREN'T REAPPOINTING AMANDA. AMANDA CAN COME ON UP AND ASK QUESTIONS. HER FAVORITE THING TO COME TO THE PODIUM. CONSIDER WHEELHOUSE. OH IT IS. BOTH LADIES ASKED TO BE WITHDRAWN FROM CONSIDERATION AND JOY IS ACTUALLY RETIRING FROM AC WITHIN THE NEXT FEW MONTHS AND WE WOULD LIKE TO TRAVEL. AND COLIN ACTUALLY SERVED PREVIOUSLY BEFORE HER REAPPOINTMENT THE LAST TIME AND SO SHE JUST THOUGHT IT WOULD BE A WASTE TIME. SOME NEW BLOOD. OKAY GREAT. THANK YOU FOR THAT AMANDA AND THANK YOU FOR BEING HERE TODAY. SEE HOW THAT'S HELPFUL SO HELPFUL LIKE THIS DEEP INTO THE INFORMATION. OKAY WELL THEN AS WE GO IT WILL BE EVERYONE'S HERE. SO NAMES THEN DO WE WANT TO START WITH NAMES. I THINK SO. I HAD OLGA MCCALLISTER AND SEAN REID K. I JUST WAS LOOKING AT KIND OF THE MAKEUP OF THE BOARD SEEMED MOSTLY FEMALE AND THOUGHT TOO WE WANTED TO ADDRESS THAT AS IN VOICES AT THE TABLE. YEAH I HAD SEAN READ THAT I DON'T KNOW SEAN READ A MALE OR FEMALE. AMANDA CAN YOU HELP US. I AM NOT ACQUAINTED WITH SOMEONE. YEAH. WELL THE LAST NAME IS REID BUT THE FIRST NAME. OH I DON'T THINK I GET IT. HE'S ALWAYS SO HELPFUL. IT'S GOOD SAYS COUNCIL IN FINE.OH I HAVE NEVER SAID THAT THIS TIME. EXCITING THINGS HAPPENING IN SOLID WASTE.
YEAH. I WILL NEVER FORGET THAT. HOW ABOUT AARON PAN. YEAH I HAD NOTICED THAT TOO.
IT'S. HE DOES SERVE ON THE CBC. OH HE DOES. YEAH. THAT'S AN ATTRACTION. CAUSE HE'S THE HEAD OF THE JOHN HERRINGTON DISCOVERY CENTER MUSEUM. HE HAD APPLIED WELL EVEN SERVE ON TWO OR THREE OTHER THINGS IS THERE HE DOESN'T. IS HE OUR APPOINTMENT ON THE CBC OR IS HE SOMEBODY ELSE'S A POINT APPOINTEE. I DON'T KNOW. IT WOULDN'T SURPRISE ME IF HE'S NOT OURS. IF MAYBE HE'S A CHAMBER APPOINTEE. I DON'T BELIEVE HE'S OURS. YEAH I DON'T THINK HE IS OURS. SO WHILE HE DOES SERVE ON THAT BOARD HE DOESN'T SERVE AS A CITY APPOINTEE AND HE I MEAN HE'S VERY HE HAS KNOWLEDGE IN POSITION MAKE HIM A VERY VALUABLE BOARD MEMBER TO THE CFTC BUT I THINK HE WOULD BE A VERY VALUABLE LIBRARY BOARD MEMBER AS WELL. HE IS ON THE CHAMBERS ON THE CHAMBER. THANKS FRANCIS. AND JUST AS FAR AS VISION PROGRAMS. YEAH. MARKETING AND CONNECTION. YOU KNOW THE VALUE THAT YOU WOULD GET AMANDA OUT OF BEING CONNECTED TO THE DISCOVERY CENTER INNER CIRCLE. YEAH. ALL. RIGHT. MM HMM MM HMM. I LIKE THAT IDEA. MM HMM. OKAY. SO WHAT WOULD THAT LOOK LIKE POSSIBLY. MAYBE SEAN AND DR. PAN AND I ALSO HAD OLGA AS WELL. OLGA COULD ALL OF THESE WERE NOT NECESSARILY IN AN ORDER. SOME OF THE REFERRALS INFORMATION IS IN ORDER SO I THINK ANY OF THOSE OFF OF THEIR OKAY. DO WE HAVE. DID WE COME TO A CONSENSUS OR EDDIE HOWARD WILL GIVE US A LITTLE INSIGHT INTO WHAT YOU'RE THINKING FOR WE MAKE A MOTION. MOST OF THE CONVENTION CENTER LEGAL COMMUNITY HERE BRIAN IMPRESSES ME. YEAH. I DON'T KNOW
[01:50:05]
HIM. ALL I KNOW IS I JUST READ HIS RESUME AND THINK I KNOW HIM. HIS WIFE WAS MY SON'S SECOND GRADE TEACHER AND SOMETHING WITH HIM ON THE CBC. HE IS A VERY HEAVY CONTRIBUTOR. HE SAYS HE'S SHARP HE'S VERY SHARP. HE'S GOOD. WELL I KNOW WE'RE GOING TO HAVE TO BE TO BE HEAD OF THE DISCOVERY CENTER SO YEAH. SO I THINK WE'RE HEARING CONSENSUS ON DR PAN AND THEN NOW WE NEED A SECOND APPOINTMENT SOME MORE THAN ONE PERSON MENTIONED OLGA MCCALLISTER. BUT THEN THAT WAS ALSO POINTED OUT THAT IT MIGHT BE NICE TO JUST BRING A LITTLE MORE MALE PERSPECTIVE ONTO THE BOARD SO ME ON RADIO. MAYBE ANOTHER POSSIBILITY BUT NO ONE KNOWS SEAN. AND EVEN JUST BY HAVING DR. PALIN ON THERE THAT KIND OF ADDRESSES ONE OF MY NOTES JUST SOMETHING NOTICING THAT IT WAS MAINLY FEMALE. AND SO I'M NOT SWAYING FEELING THAT BOTH APPOINTMENTS.FEMALE. OK SO MAYOR I MOVE TO APPOINT JUST A MOMENT HERE. I LOST MY PLACE. MAY I MOVE TO APPOINT SEAN REED AND DR. AARON PAYNE TO THE LIBRARY ADVISORY BOARD. SECOND IT'S BEEN MOVED BY COUNCIL MEMBER PALIN SECONDED BY COUNCIL MEMBER SMITH TO APPOINT DR. AARON PAN AND SEAN READ TO THE LIBRARY ADVISORY BOARD. ANY FURTHER DISCUSSION ON THAT. ALL THOSE IN FAVOUR PLEASE SAY I AM GETTING A POST THAT PASSES WITH THE 5 0 VOTE. NEXT STEP IS THE PARKS AND REC BOARD LOOKS LIKE WE'VE GOT. TWO POINT TWO SPACES. I HAD TIFFANY PODS SIMONE IN ANGELA. HARNEY. THAT'S EXACTLY RIGHT. THOSE ARE STRONG CANDIDATES. WELL THINK AHEAD. TIFFANY SOMEWHERE ELSE BUT THAT WOULD BE GREAT. OH I HAD HER FOR WHATEVER WE COULD DESTROY A BICYCLE SEAT.
I'M SORRY WOULD YOU SAY YOU'RE TOO LATE. MM HMM. ALL RIGHT. I HAD THOSE TWO AS WELL. ARE YOU KIDDING ME. OH THAT IS KIND OF WEIRD. YES. WAIT. THE ONLY OTHER ONE I WANTED TO POINT OUT I ALSO SAW BOTH OF THEM AND HAD THEM. BUT IN THE STACK THAT YOU POINTED OUT A LANE THE LATE APPLICANTS WAS DENNIS KRELL. I HAVE THAT AND THIS IS LIKE THE SPOT FOR DENNIS. I WISH WE HAD THREE SPOT SO ANGELA HARNEY IS CURRENTLY SERVING ON THE BIKE. SHE NEEDS TO BE ON PARKS AND REC. I'M TELLING YOU REALLY SHE REALLY NEEDS TO BE ON PARKS AND REC. SHE'S AVAILABLE. YEAH I AGREE. YEAH I AGREE. AND I THINK IT'S FINE FOR IT TO BE. TIFFANY I THINK BOTH OF THOSE WOULD BE GREAT. I JUST WISH WE HAD A THIRD SPOT ON PARKS AND REC FOR DENNIS BUT MAYBE WE NEED TO JUST SAY OKAY NEXT YEAR LET'S REMEMBER COME LIKE WE DID WITH DENISE CHESTNUT THIS YEAR. LET'S REMEMBER THAT MINUTE THAT DENNIS HAS A REALLY STRONG CANDIDATE FOR THAT BOARD.
OKAY THANKS FOR LETTING ME INTERRUPT. YOU'RE WELCOME. I'M SORRY I DIDN'T MEAN TO GET AHEAD OF YOU. OK. MAYOR I MOVE TO APPOINT TIFFANY POD SIMONE AND ANGELA HARNEY TO THE PARKS AND RECREATION BOARD. OK IT'S BEEN MOVED BY COUNCIL MEMBER PAL AND SECONDED BY COUNCIL MEMBER SMITH TO APPOINT TIFFANY PODS EMILY AND ANGELA HARNEY TO THE PARKS AND REC BOARD. ANY FURTHER DISCUSSION ON THAT MOTION. OKAY ALL THOSE IN FAVOUR PLEASE SAY HI. HI. ANY OPPOSED. THAT MOTION PASSES WITH THE 5 0 VOTE PEDESTRIAN AND BICYCLE SAFETY ADVISORY COMMITTEE OKAY. WHEN DID THE REAPPOINTMENT. YES MA'AM. MAYOR I MOVE TO REAPPOINT HOWARD SMITH TIM INGLES JOE CHRIS RODRIGUEZ STEVE ROGERS AND ED CUMMINS. OKAY LET ME LET ME JUST BACK UP FOR JUST A MOMENT. I THINK I HAD A NOTE HERE OF A QUESTION BECAUSE I DON'T KNOW IF ED CUMMINS IS STILL WILLING TO SERVE. DO WE KNOW THAT YOU KNOW THERE WAS SOMETHING YOU'RE RIGHT THERE. YEAH I KNOW I MADE A NOTE. YEAH I HAVE A QUESTION MARK BY HIS NAME AS WELL. SO IF WE COULD SAYS LIKE WE COULD KIND OF GET SOME CLARIFICATION ON THAT MR. CUMMINS HAS BEEN COMING TO THE MEETINGS BUT WE HAVEN'T BEEN ABLE TO CONTACT HIM DIRECTLY TO FIND IF HE WANTS TO CONTINUE ON THIS BOARD. BUT HE HAS BEEN COMING TO THE MEETINGS. OKAY. OKAY. THANK YOU. HE'S BEEN TO MORE THAN 75 PERCENT OF MEETINGS. EXACTLY. OKAY. SO MAYOR TO CONTINUE. SO THAT WOULD BE TO REAPPOINT ED CUMMINS AND THAT WOULD BE TO THE PEDESTRIAN AND BICYCLE SAFETY ADVISORY
[01:55:03]
COMMITTEE TO HAVE A SECOND. ALL RIGHT. IT'S BEEN MOVED BY COUNCIL MEMBER PALIN SECONDED BY DR. SAUER TO POINT TO REAPPOINT THOSE FIVE GENTLEMEN LISTED THERE. ANY FURTHER DISCUSSION ON THAT MOTION ALL THOSE IN FAVOUR PLEASE SAY I I. ANYONE OPPOSED. SO THAT MOTION PASSES WITH THE 5 0 VOTE. AND THEN WE HAVE ONE OPEN SPOT THAT WE NEED. SHOULDN'T THAT BE MICHAEL. YEAH YOU'RE RIGHT. SO MAYOR I MOVE TO APPOINT MICHAEL PDA TO THE STAFF POSITION CURRENTLY HELD BY DAVID SISKOWSKI. I SECOND THAT. WELL WE'RE MOVING. THAT'S LIKE OLD TESTAMENT RIGHT THERE YOU JUST YOU SAY IT CONFIDENTLY WHATEVER THE NAME WAS AND NOBODY KNOWS WHO IT IS. SIT UP TALL SAY IT LIKE ZIG LIKE YOU KNOW FOR SURE. EXACTLY AS WE WERE IN HIGH SCHOOL BEEN SWIMMING IN A POND OF WHICH WE USED TO WATCH IN THE WINTER OLYMPICS WE WERE LAUGHING ABOUT ALL THOSE GUYS NAMES LIKE LEMON MERINGUE IT YOU KNOW WE WERE COMING UP WITH ALL THESE FUNNY THINGS. OK. WE ARE WAY OFF ON A RABBIT TRAIL. COACH CHEF SKI. YEAH THOSE COMMERCIALS. OH THEY'RE SO BAD. YEAH.YEAH. OH MY GOODNESS. OK. WE'VE GOT A MOTION IT'S BEEN SECONDED TO PUT IN MICHAEL PDA. DO WE HAVING FURTHER DISCUSSION. ALL OF THOSE IN FAVOUR PLEASE SAY I I. ANY OPPOSED. ALL RIGHT. THAT MOTION PASSES WITH A 5 0 VOTE. I'M GONNA DO ONE MORE AT THE TRAFFIC ADVISORY BOARD AND THEN ONE MORE THING. YES SIR. NO JOE WOULD YOU THIS MAN MEETINGS ONLY TO HIS TERM. NO HE'S NOT. HE'S NOT MEETING THE ATTENDANCE REQUIREMENT. HOW DO WE FEEL ABOUT THAT. REALLY. PLEASE. I THINK WE DO. WHICH WHICH POOR DECISION ON THIS SAME BOARD TO IMPOSE CANCELLATION INSTEAD.
THAT'S LIKE A MIDTERM OPTION IF SOMEBODY WHY NOT ATTENDING. SO WE DON'T NEED TO DO THAT. NOW DO WE. WELL I THINK WE SHOULD. I THINK IT WOULD BE TIDY TO DO IT NOW. IF IF THE FIVE OF US FEEL LIKE AS A POLICY MATTER THAT SOMEONE WHO'S NOT MEETING THE ATTENDANCE RECORDS IT BRINGS THEM AUTOMATICALLY UP FOR CONSIDERATION FOR REAPPOINTMENT EVEN MID-TERM. OK. HOW DO YOU FEEL ABOUT THAT. IT WOULD BE A PARTIAL TERM FOR THE NEW PERSON TO FILL OUT THE REST OF. WE HAD THAN WE COULD WE AMENDED AND MAKE IT A THREE YEAR TERM SO THAT IT DOESN'T CHANGE THINGS OR DO IT. I THINK IF WE'LL LEAVE IT PARTIAL THEN IT WON'T CHANGE THINGS OVER SINCE. OR DO YOU SAY IF YOU FINISH THIS. YES. OH YES. I WAS LIKE OH WHOEVER WE APPOINTED TO FILL US WOULD FINISH THIS TERM. CORRECT. THAT'S WHAT WE THINK WE WOULD WE'VE REMOVED IT NOW AND PUT THE NEW PERSON IN FILL THE REST OF THAT TERM YES. WHAT ABOUT DENNIS CARL I DON'T KNOW IF HIS APPLICATION WE MIGHT HAVE TO GO BACK AND LOOK HE MAY HAVE HAD SPECIFIC AND NOT BE INTERESTED IN THIS. OH OH I'M SORRY. HOW ABOUT THE BACK TO OTHER TOPIC. JOE MCGINNISS THE TERM IS THE SAME WITH THIRTY FIRST OF 2021. HE'S GOT TWO YEARS LEFT BUT WHEN YOU LOOK AT THE APPLICANTS THAT ARE IN THAT PILE. PROBABLY THE ONE THAT STICKS OUT TO ME THE MOST WOULD BE THE. IT'S ANOTHER THING. TERRY. I HAD HER ON MY LIST INITIALLY BECAUSE I HAD A QUESTION MARK BESIDE ED CUMMINS SAID OK. I WOULD BE FINE WITH TERRY. SHE'S A NEW FACE. I THINK I WOULD RATHER SAVE DENNIS FOR NEXT YEAR. OH NO I DIDN'T THINK THAT YOU COULD DO THAT. WELL YOU EVEN THOUGH IT'S NOT A GUARANTEE THAT YOU WOULD GO ON THE PARKS AND REC BOARD NEXT YEAR.
I'D LIKE FOR HIM TO BE A CANDIDATE TO CONSIDER AND IF WE PUT HIM ON A BOARD THEN THEN THAT CHANGES THAT DYNAMIC. OK SO WE'RE GOING TO COME BACK LIKE A STRONG CANDIDATE. TERRY THAT'S RIGHT. AND THAT'S OUR HEADS LOOK I HAD HER ON MY LIST TOO JUST IN CASE. OK DO WE HAVE A MOTION FOR HER THEN. YES. MAY I MOVE TO A POINT
[02:00:03]
TERRY. GINGRICH TO THE PEDESTRIAN AND BICYCLE SAFETY ADVISORY COMMITTEE. IT'S BEEN MOVED BY COUNCIL MEMBER POWELL AND SECONDED BY COUNCIL MEMBER SMITH. DOES OUR MOTION NEED TO SAY REPLACING. THE TRAFFIC ADVISORY BOARD AND ON THIS PARTICULAR BOARD WE HAVE ONE MEMBER THAT IS RESIGNING. LET ME SEE HERE AND THAT IS THAT IS BARBARA RICHARDSON AND I KNOW SHE'S GOT SOME PERSONAL THINGS GOING ON SO I ACTUALLY SPOKE WITH HER PERSONALLY BUT SHE'S RESIGNING SO WE DO NEED AN APPOINTMENT THERE. SO UM I'LL ACCEPT A MOTION FOR THE REAPPOINTMENT REAPPOINT ALONZO TRAFFIC. DO I HAVE A SECOND SIR. IT'S BEEN MOVED IN SECOND THAT WE REAPPOINT ALONZO EVERHART TO THE TRAFFIC ADVISORY BOARD. ARE THOSE IN FAVOUR PLEASE SAY I. I'M OK THAT PASSES WITH A 4 0 VOTE. NEXT I WILL ACCEPT THE NAMES FOR CONSIDERATION FOR THE APPOINTMENT. THERE IS GOING. IT'S BEEN MOVE BY LANE HAYES IN SECOND BY HOWARD SMITH AND I PROBABLY SHOULD SAY THAT FOR THE LADIES OVER THERE SO THEY KNOW ALL THOSE IN FAVOUR PLEASE SAY HI. HI. HI. THAT PASSES WITH A 4 0 VOTE. OUR NEXT OUR NEXT BOARD IS THE ADVISORY COMMITTEE FOR PEOPLE WITH DISABILITIES WE READ OR HEAR ABOUT IT IN QUESTIONS. OK THANK YOU. OKAY ON THIS PARTICULAR BOY IT LOOKS LIKE WE HAVE TO REAPPOINTMENT AND ONE APPOINTMENT SO I WILL ACCEPT A MOTION FOR THE REAPPOINTMENT SURPASSED. MAYOR PRO TEM I MOVE THAT REAPPOINT RICHARD MOSLEY. I MEAN BRUCE MOSLEY TO THE BOARD. SECOND ARE THOSE IN FAVOR. HI. IT'S BEEN MOVED BY UH EDDIE AND SECOND BY A LANE THAT PASSES WITH A 4 0 VOTE NO. CANDIDATES FOR THE APPOINTMENTS. IT LOOKS LIKE WE HAVE TO. YEAH I LIKE ALLISON RAMOS AND JIMMY I HAD ALLISON WRITTEN DOWN AS WELL. YEAH I HAVE ALLISON
[02:05:02]
ALSO HOWARD. WELL I HAD PATRICK WILLIAMS YEARS ON ROAD BOARDS OR MAYBE FORGO HIM FOR NO. DID YOU HAVE ANY OTHER CHANNEL LIKE JIMMY KILMER. JUST BECAUSE. LET'S SEE IF I REMEMBER CORRECTLY I BELIEVE THAT HE IS. LET ME SEE WHAT DOES IT SAY ABOUT HIM. OH YOU KNOW WHAT HE. I THINK HE WOULD SIT THERE FOR COMMITTEE PEOPLE DISABILITIES. HE IS IN A POWER WHEELCHAIR HE'S PARAPLEGIC. HE HAS A SERVICE DOG. I THINK HE WOULD PROBABLY BRING SOME UNIQUE UNDERSTANDING TO POTENTIAL AND HE WAS.WHEREAS AT THAT HE'S A FACILITY MANAGER OUT OF PENN TECH'S LINE I HAD ALLISON I'M GOOD I APPROACH HIM. I MOVE THAT WE APPOINT ALLISON RAMOS AND JIMMY CLAMOR FOR THE ADVISORY COMMITTEE FOR PEOPLE WITH DISABILITIES. DO YOU HAVE A SECOND SURGERY. ARE THOSE IN FAVOR PLEASE I. OK. SEE OUR NEXT BOARD IS THE UH BY CITY COUNTY PUBLIC HEALTH BOARD. MAYOR PRO TEM I MOVE THAT WE REAPPOINT MELINDA TAYLOR.
SECOND ALL THOSE IN FAVOR OF POLICE SAY I DIE THAT PASSES WITH A 4 0 VOTE AS WELL.
OKAY LET'S SEE THE NEXT BOARD IS THE BOARD OF REVIEW FOR LANDMARKS IN HISTORIC DISTRICTS IN DOWNTOWN DESIGN AND BEFORE WE TAKE A LOOK AT THESE CANDIDATES I'M GOING TO ASK ANDREW FREEMAN TO COME UP AND GIVE US JUST A LITTLE BIT OF BACKGROUND ON THIS PARTICULAR BOARD AND ALSO SOME OF THE QUALIFICATIONS. YES. AHEAD OUT YOUR SPOTS. JUST LISTS LIST OF THE QUALIFICATIONS REQUIRED FOR THIS BOARD REGISTERED ARCHITECT WITH A MINIMUM OF 10 YEARS EXPERIENCE BUILDING CONTRACTOR WITH A MINIMUM OF 10 YEARS EXPERIENCE IN HOUSING CONSTRUCTION LAND USE OR PLANNING PROFESSIONAL DOWNTOWN BUSINESS OWNER OR MANAGER DOWNTOWN RESIDENT LICENSED REAL ESTATE BROKER REPRESENTATIVE THE BANKING OR SAVINGS AND LOAN INDUSTRY OWNER OR RESIDENT OF HISTORIC PROPERTY HISTORY TEACHER OR PROFESSOR OR HISTORIAN OR PRESERVATION CONSULTANT. I JUST GLANCED AT A FEW THE APPLICATIONS I THINK THREE OF THE FOUR PROBABLY QUALIFY MR. SAVING HAGAN GREG BLISS AND DORA MARONEY FOR THEIR DIFFERENT AREAS. TODD'S OF COURSE WORKS IN FACILITIES BUT SO HE WORKS DOWNTOWN. DORA OWENS HISTORIC PROPERTY IN ROUTE 66 AREA OF COURSE GREAT BLISS AS AN ARCHITECT I DIDN'T GET A CHANCE TO LOOK AT THE. I THINK THERE WAS A FOURTH LINE THERE TO SEE IF THEY QUALIFIED BUT JUST WANT TO MAKE YOU AWARE OF THOSE. AND THEN OF COURSE ALAN COX HAS SERVED AS AN ALTERNATE FOR A FEW YEARS NOW. ALL RIGHT. THANK YOU. SO COULD WE MOVE ALAN INTO THE STEVE PERRY'S POSITION. THAT WAS GOING TO BE MY RECOMMENDATION AS WELL. AND THEN TO FILL THE NEW ALTERNATE SLOT I HAVE GREG LIZ. SO FIRST I'LL ACCEPT A MOTION FOR THE REAPPOINTMENT THAN ALAN COX. SO IS IT A REAPPOINTMENT. SO I WOULD MOVE THAT WE TAKE ALAN COX AND APPOINT HIM TOO AS A VOTING MEMBER. I DON'T THINK IT WOULD BE A REAPPOINTMENT BECAUSE YOU'RE MOVING SLOTS. YOU WOULD GO TO A DIFFERENT CATEGORY RIGHT NOW AS A REALLY. SO REALLY IN OTHER WORDS WE HAVE TWO SLOTS TO FILL. OKAY. SHIFTING ONE UP AND THEN OPENING.
OKAY SO OKAY SO THIS WILL BE THESE WHEN I'M MOVING THAT WE OPPONENT POINT ALAN COX TO THE BOARD OF REVIEW FOR LANDMARKS HISTORIC DISTRICTS IN DOWNTOWN DESIGN.
OKAY. DO I HAVE A SECOND. OKAY. ALL THOSE IN FAVOUR PLEASE SAY I. I'M THAT PASSES WITH A 4 0 VOTE TO APPOINT UH. ALAN TO REPLACE STEVE PARE. OK. AND THEN UM FOR THE APPOINTMENT AND IF YOU ALL HAVE OTHER NAMES OUT OF THAT IS JUST GREG IS WHO
[02:10:01]
WORKED ON THE FIRESTONE SO HE WORKED WITH THE JENNINGS THERE WITH ARCHITECTURAL DESIGN FIRM AND THAT'S WON MULTIPLE AWARDS AND JUST REALLY VERY CREATIVE ARCHITECT.SO SOMEONE ELSE MAY STAND OUT TO YOU AS WELL BUT THAT WAS THAT REALLY STOOD OUT TO ME AT ALL. I WAS JUST TIRED STEPHEN HAGAN YOU KNOW HE'S BASICALLY JERRY'S RIGHT HAND MAN. SO HE'S A HE'S A HE'S A GOOD GUY TAKES IT ALL SERIOUSLY BUT I'M HAPPY EITHER WAY. OK. NOW. YOU'RE ASKING ME. LET ME MOVE BACK LET ME ASK A QUESTION. ALAN CAN'T REPLACE THE PAYOR JUST IN HIS POSITION HE'S CHAIRMAN BUT WE'RE NOT JUST AS A BOARD MEMBERS THEY'LL SELECT A CHAIR AMONGST THEMSELVES AT A FUTURE MEETING. SO REALLY THE MOTION WAS JUST TO APPOINT THE BOARD TO THE BOARD. SO NOW IF YOU HAVE ANY PREFERENCE BETWEEN GREGG OR SAY I'D STAY THIS WAY TODD AND I HAVE NO PREFERENCE NO. I DON'T KNOW THE ONE SO I DON'T MATTER. YOU JUST DON'T REALIZE IT BECAUSE IF YOU'VE BEEN AROUND JERICHO THEN YOU THEN YOU'VE MET TODD OK. I WILL ENTERTAIN A MOTION HOW WE MOVE WE IMPORTANT GREG BLAIR'S SECOND ALL THOSE IN FAVOR. I THINK THAT PASSES WITH A 4 0 VOTE. MAYOR PRO TEM WAS THAT AN ALTERNATE POSITION. THAT IS A GREAT QUESTION. YES MA'AM. THAT WOULD BE AN ALTERNATE POSITION IS THAT THE WAY BOARD. YES. YES THAT'S CORRECT. IT WAS SET UP TO STILL HAVE AN ALTERNATE IN THE AUDIENCE WHEN WE COMBINE THE BOARD. IT'S NOT GOING TO SAY GREAT CRITICISM. YES SIR. THAT IS CORRECT. THE NEXT BOARD IS GONNA BE THE CANADIAN RIVER MUNICIPAL WATER AUTHORITY BOARD AND I WILL FIRST ACCEPT A MOTION TO REAPPOINT WILLIAM BERG TO THE BOARD. TEM I MOVE THAT WE REAPPOINT WILLIAM HOWARD BERG TO THE CANADIAN RIVER MUNICIPAL WATER AUTHORITY BOARD. DO YOU HAVE A SECOND. OKAY. AND COUNCILMAN SMITH HAS SECOND. ALL THOSE IN FAVOR PLEASE SAY I HOPE THAT PASSES WITH A 4 4 0 VOTE. AND NOW I WILL ACCEPT THE CANDIDATES AND I HAVE ON MY LIST ROY A ROUTINE. YEAH YEAH.
MOVE. ROY BEING PUT IN THAT POSITION. OKAY. YOU. YOU PRONOUNCE WAS OKAY. SO DO I HAVE A SECOND SECOND. THANK YOU. IT'S BEEN MOVED BY COUNCIL MEMBER SMITH AND SECOND BY COUNCIL MEMBER HAYES FOR US TO APPOINT ROY A ROUTINE DAY TO THE CANADIAN RIVER MUNICIPAL WATER AUTHORITY BOARD. ALL THOSE IN FAVOR PLEASE SAY I I THANK YOU THAT PASSES WITH A 4 0 VOTE. OKAY. OUR NEXT. APPOINTMENT IS GOING TO BE THE CONSTRUCTION ADVISORY AN APPEALS BOARD. I MEAN I'M TAKING I'M TAKING I'M TAKING THOSE OUT OF ORDER BECAUSE YOU'VE GOT TO YOU'VE GOT TO BE A MEMBER OF THIS BOARD IN ORDER TO BE APPOINTED TO THE COMMUNITY DEVELOPMENT ADVISORY COMMITTEE SO THE CONDEMNATION SORRY THE CONDEMNATION APPEALS COMMISSION THANK YOU BUT WE'RE GONNA START WITH THE CONSTRUCTION ADVISORY AN APPEALS BOARD. GIVE ME JUST A MOMENT HERE. UNLESS THERE'S ANY OTHER DISCUSSION I WILL GO AHEAD AND ACCEPT A MOTION FOR THE REAPPOINTMENT ON THIS PARTICULAR BOARD. THEREFORE TIM I MOVE TO REAPPOINT JEFF BRYANT AND RICHARD CONSTAND SHOW TO THE CONSTRUCTION ADVISORY AND APPEALS BOARD DO YOU HAVE A SECOND. SECOND ALL THOSE IN FAVOR. I THAT PASSES WITH A 4 0 VOTE. OK. THEN THE NEXT BOARD THE NEXT BOARD IS GONNA BE THE CONDEMNATION APPEALS COMMISSION BOARD AND I WILL ACCEPT THE MOTION FOR THOSE REAPPOINTMENT AS WILL
[02:15:03]
MAYOR PRO TEM I MOVE THAT WE REAPPOINT FRANK WILBURN AND GEORGE COMING. WE HAVE A SECOND CIRCUIT. GO AHEAD. I'VE GOT A QUESTION LARRY. YEAH. ONE WE NEED TO RE APPOINT AS AN ALTERNATE AND OTHER IS RE APPOINTING AS A VOTING MEMBER IS THE WAY IT'S WRITTEN ON HERE. RIGHT. THAT IS CORRECT. OK. SO I'LL I'LL MODIFY IT SO I MOVE THAT WE REAPPOINT FRANK WILBURN AS A VOTING MEMBER OF THE CONDEMNATION APPEALS COMMISSION. SECOND OK IT'S BEEN THE MOTION HAS BEEN AMENDED. TO REAPPOINT GEORGE COMING AS AN ALTERNATE AND THEN ALSO FRANK WILBURN IS A REAPPOINTMENT TO THE CONDEMNATION APPEALS COMMISSION AND IT'S BEEN MOVED IN SECOND. ALL THOSE IN FAVOUR PLEASE SAY I'M FINE THANK YOU THAT PASSES WITH A 4 0 VOTE OKAY. OUR NEXT BOARD IS THE COMMUNITY DEVELOPMENT ADVISORY COMMITTEE AND I'M GOING TO ASK JULIANNA KITTEN TO COME UP AND JUST GIVE US A LITTLE BIT OF BACKGROUND ON THIS BOARD BECAUSE I KNOW THESE MEMBERS ARE SELECTED DEPENDING ON WHERE THEY LIVE WITHIN A CERTAIN QUADRANT OF THE CITY. THIS BOARD EXPERTS WELCOME. THANK YOU. GOOD PLACE TO BE WITH ALL OF YOU. OK. SO IN TERMS OF THIS BOARD WE HAVE TO HAVE SO WE HAVE TO HAVE TWO PEOPLE FROM EACH OF THE FOUR QUADRANTS AND THEY HAVE TO RESIDE IN AN AREA THAT'S 51 PERCENT LOW TO MODERATE INCOME THAN IT CURRENTLY. SO TO MY UNDERSTANDING READING OF THE CHARTER IS THAT IT IS IN THE CHARTER THAT THE ORDINANCE I APOLOGIZE IS WE CAN HAVE THREE PEOPLE AT LARGE. SO WE HAVE FIVE OPENINGS. NO WE DON'T. WE HAVE FOUR OPENINGS I APOLOGIZE. AND BUT IN TERMS OF PEOPLE AND WE ALREADY HAVE TWO PEOPLE AT LARGE IN TERMS OF PEOPLE THAT QUALIFIED BASED ON ZIP CODE. WE HAVE TWO RIGHT NOW FROM THE LIST OF NEW APPLICANTS. SO THAT IS EDNA NEAL AND CAITLIN KLINE. AND SO OF THE OTHERS THAT YOU HAVE I DON'T KNOW IF WE'RE LOOKING AT THE SAME E-MAIL OR NOT BUT THE OTHERS WHO ARE NOT QUALIFIED BY ZIP CODE BUT COULD QUALIFY FROM BEING AT LARGE I FROM REVIEWING THE APPLICATIONS LOOKED AT DANITA BYNUM HER EXPERIENCE BOTH COMMUNITY COLLEGE AND LOTS OF DIFFERENT WORKING WITH GRANTS AND GRANT COMPLIANCE I THOUGHT IT WOULD BE HELPFUL. SO THAT WOULD STILL LEAVE US THE ONE OPENING WHICH WE WILL NEED TO DO SOME RECRUITMENT AND GET SOMEBODY INSIDE THAT QUADRANT WHO FITS ALL THE CRITERIA FOR YOU. WE BRING THAT TO YOU AT A LATER DATE. MM HMM. OK. AND I DO HAVE AN INDIVIDUAL THAT'S FAIRLY FAIRLY NEW TO THE CITY OF AMARILLO IT WOULD BE REVEREND THOMAS SANDS AND HE'S APPROXIMATELY 30 YEARS OLD AND IN THE COMMUNITY AND WOULD LIKE TO WORK WITH THE CITY IN SOME CAPACITY AND THIS IS ONE OF THE BOARDS THAT HE HAS CHOSEN. OK SO DO YOU KNOW WHAT QUADRANT IF HE'D HAVE TO BE AN AT LARGE RIGHT NOW. I'M NOT EXACTLY FOR SURE BUT I BELIEVE HE LIVES IN THE SOUTHWEST QUADRANT QUADRANT. OKAY. AND THAT'S ONE THAT WE DO. HAVE AN OPENING FOR WHO ELSE QUALIFIES IN THE SOUTHWEST. EDNA NEAL OR SO WHO'S IN NORTH. RIGHT NOW. WE HAVE. WELL GINGER WHITE BUT SHE'S ACTUALLY AT LARGE BASED ON HER ZIP CODE. SO IN TERMS OF SOUTHWEST CAITLIN KLINE AND THAT'S THAT'S WHO WE HAVE. AND THEN I HAD ANITA BYNUM. AND THEN WHAT ABOUT BUDDY ANITA BYNUM IS SO WE'RE LISTING HER AS SOUTHWEST. BUT WHEN WE KIND OF DID A DOUBLE CHECK OF OUR TARGET AREA WHICH ACTUALLY THE TARGET AREA DID CHANGE IS PASTURE. BUT THAT'S NOT WHY THIS IS A LITTLE BIT OF AN ISSUE. SHE WOULD STILL HAVE TO BE AT LARGE. SO WE DO HAVE AN OPENING FOR SOUTHWEST. OK. AND THEN BUDDY POOL WHERE DO POOL IS LIVES IN THE SOUTHWEST BUT NOT WITHIN THE TARGET AREA. GOTCHA. OK. ALL RIGHT. SO QUESTIONS ON. SO ARE WE LOOKING AT ALL FOUR OF THESE RE APPOINTMENTS FOR THESE QUADRANTS. ARE WE[02:20:04]
LOOKING AT. THERE'S ONLY ONE THAT I'M SEEING THE SOUTHWEST I GUESS. LET ME REPHRASE THIS QUESTION WELL THE ONE AT THE BOTTOM MARIAH STRONG WORDS SAYS APPOINTMENT NEEDED AND THAT WAS SOUTHWEST. OK. SO I THINK WE MIGHT HAVE A DIFFERENT LIST. THAT PERSON RESIGNED. YES I COULD. IF YOU WANT. LET ME JUST GO THROUGH WHO'S CURRENTLY ON AND WOULD LIKE TO BE REAPPOINTED. OK. BECAUSE WE HAD SEVERAL RESIGNATIONS THROUGHOUT THE YEAR. NO ONE IS REALLY PRESIDIO IN NORTHEAST.MARY JANE NELSON SE LIDDELL HILL NE GLENDA GRISHAM NORTHWEST GINGER WHITE. SOUTHWEST SOUTHWEST BUT AT LARGE. SO NOT ZIP SOUTHWEST AT LARGE AT LARGE. SO NOT ZIP CODE QUALIFIED CAN WE CLARIFY GINGER WHITE HAS SHE RESIGNED. NO WE'RE NOT SHOWING HER TERM IS UP ON THE CITY SECRETARY'S RECORDS. OK WE ARE SHOWING THAT MARIAH'S STRONG WORDS HAS RESIGNED. SHE HAS RESIGNED IN FIVE OPENINGS BUT WITH THIS BOARD THERE'S MY UNDERSTANDING IS THERE'S THAT TERM LIMITS THAT CAN BE IF THEY WOULD LIKE THEY CAN CONTINUE TO BE REAPPOINTED. OK. SO MY QUESTION FIRST IS WITH EDNA NEAL AND YOU SAID THAT SHE IS IN NORTH EAST RIGHT. AND SO TO BE ABLE TO APPOINT HER WE WOULD HAVE TO EITHER NOT REAPPOINT RUDY OR LIDDELL I THINK WE NEED TWO INDIVIDUALS FROM EACH QUADRANT IF I UNDERSTOOD CORRECTLY. ONE SECOND. WHEN YOU FIRST SAID RUDY YOU SAID SE IS IT NE IS NE TOOK HER. AND SO BACK TO MY QUESTION SORRY EDNA NEAL. YES MA'AM. WOULD WE HAVE TO NOT REAPPOINT RUDY OR LIDDELL TO A POINT EDNA WOMAN HAS. WOULD YOU MIND REPEATING THAT ONE MORE TIME. NO IT'S A MINIMUM. RIGHT.
SO MINUS IS WE MUST HAVE TWO FROM EACH OF THE QUADRANTS. SO EVEN THOUGH WE SAID IF WE HAD THREE FROM THE NORTHEAST THAT'S OK AS LONG AS YOU KNOW WE HAVE TWO FROM EACH SO SINCE MARIAH IS SOUTHWEST AND SHE RESIGNED. THE ONLY SOUTHWEST APPLICANT I SEE IS CAITLIN CLINE. SO ARE WE RESTRICTED TO APPOINTING CAITLIN KLINE TO FILL MARIAH'S SPOT IN TERMS OF THE NEW APPLICANTS THAT WE HAVE. YES. WHAT IS THE NEED OF BOTTOM. SO SHE'S IN SOUTHWEST BUT HER ZIP CODE DOESN'T QUALIFY HER SO SHE WOULD BE AT LARGE. SAME WITH BUDDY POOL IN OK. SO HERE ARE MY STRONGEST CANDIDATES OF FROM WHAT I READ AND THEN YOU CAN SEE AND TRY AND HELP US FIGURE OUT IF THEY FIT ANYWHERE WITH OUR FORMULA. SURE. SO ONE WAS DANITA BYNUM. I WOULD DEFINITELY LIKE TO SEE HER SOMEWHERE ON HERE. I DON'T KNOW HOW TO GET HER ON. EDNA O'NEAL ALSO IS.
SHE WORKS WITH RUBY SLIPPERS GUYS AND SHE IS. AND SO HER SHE GOES TO CHURCH AND SAY JOHN BAPTIST CHURCH RUBY SLIPPERS IS HOME HEALTH CARE. SHE'S NEUROLOGY NURSE. YES SHE'S MADE HER RESUMÉ IS AND SHE IS REALLY STRONG. FULLY QUALIFIES. NOT JUST ZIPCODE ADDRESS EVERYTHING. AND SO THOSE ARE THE TWO I WOULD LIKE TO SEE GET ON TO THIS BOARD SOMEHOW BUT I DON'T KNOW HOW IT WORKS. THE EDITORS MAKE A MOTION. SO CAITLIN WHAT YOU KNOW DANITA AND EDNA OK BUT I DON'T KNOW IF THAT WILL HELP OR MULA. SO. OK. SO I HAD RECOMMENDED REVEREND THOMAS THESE SCENES. AND SO THAT WE WOULD NEED TO HAVE FOUR APPOINTMENTS AS THE WAY I UNDERSTOOD IT. AND SO MY MIND WOULD BE REVEREND THOMAS DE SANDS EDNA NEAL KAITLIN KLEIN AND ANITA BYNUM BUT WE'RE NOT SURE WHERE REVEREND SANDS LIVE SO WE DON'T KNOW IF WE CAN FILL HIM IN IN ONE OF THOSE SLOTS UNLESS WE TAKE UP THE AT LARGE SPOT WHICH WE KNOW DANITA BYNUM HAS TO HAVE THE AT LARGE BUT HOW MANY AT LARGE SPARSE SPOTS ARE WE ALLOWED TO HAVE THREE. WE HAVE ONE THAT'S AVAILABLE. YEAH. AND THEN WE STILL ARE GONNA HAVE TO
[02:25:10]
GO RECRUIT OR SE HIS NAME RIGHT OR WE REAPPOINT MARY JANE NELSON. NO BUT THAT THERE'S STILL A ONLY ONE FROM THE SOUTH. AND YET IN YEAH OK SO I'M GOING TO START FIRST OF ALL I'M GOING TO TAKE A MOTION FOR THE REAPPOINTMENT TO THE COMMUNITY DEVELOPMENT ADVISORY COMMITTEE. SO LET'S START THERE FIRST. WE FIND IT. WELL IT DEPENDS IF WE'RE GOING TO PUT IN EDNA NEAL IN ONE OF THE WE HAVE TWO NORTHEAST QUADRANTS ALREADY REPRESENTED AND ALL REPRESENTED SO THAT WE WOULD HAVE TO NOT REAPPOINT SOMEBODY TO TO PUT HER IN. YOU COULD HAVE A MINIMUM OF TWO. AND SO WE DON'T HAVE ENOUGH SLOTS. SO HOW BIG IS THE COMMITTEE. IT'S 11:00 IT'S 11:00 11:00.YEAH. HOW MANY. SO WE'VE GOT YOU HAVE FOUR REGARDLESS OF. WE HAVE SEVEN RIGHT NOW THAT ARE FULL. SO THAT LEAVES US FOR FOUR. I WILL SAY THAT I'VE DONE AND I DON'T KNOW IF THIS WILL HELP OR MAKE THINGS WORSE. I'VE DONE RESEARCH AND BASED ON SORT OF WHAT WE HAVE PUT IN FOR WHAT'S REQUIRED FOR THE SEA DECK IS MUCH MORE RESTRICTIVE THAN WHAT MANY PLACES AROUND THE COUNTRY HAVE. AND SO THAT'S SOMETHING I THINK THAT WE SHOULD LOOK AT. I MEAN OBVIOUSLY NOT NOW BUT MAYBE FOR NEXT YEAR SO THAT WE CAN HAVE A LARGER POOL OF PEOPLE AND HAVE OTHER PEOPLE FROM OTHER PARTS OF THE CITY INVESTED IN OUR TARGET AREA AND REALLY YOU KNOW FOCUSING AND HELPING THEIR SO ARE STRICT IN OURSELVES AS A CITY. YES HUD'S IS THE BROADEST AND THEN I LOOKED AT SEVERAL OTHER CITIES IN THE MORE RESTRICTED. I MEAN HUD IS SO VAGUE BUT MORE RESTRICTIVE. BUT CERTAINLY OURS IS COMPARED TO THE ONES THAT I LOOKED AT NARROW. YEAH I REALLY DON'T EVEN KNOW HOW TO GO FORWARD. SO IF WE GET THE JANITOR. SO WE NEED IN THAT WE NEED. WHICH QUARTERS DO WE NEED APPOINTMENTS AND SO WE CURRENTLY NEED APPOINTMENTS IN I'M SE. AND WE HAVE TWO IN THE NORTHEAST AND ALSO NORTHWEST. WONDERING HOW MANY ELIGIBLE PEOPLE DO WE HAVE. PROBABLY NOT BECAUSE OF AN ADDRESS AT LARGE. SO LET'S DO SO. SO YEAH. BECAUSE RIGHT NOW WE NEED THESE FOR RE APPOINTMENTS CORRECT. THESE ARE WHERE WE ARE. WE WANT MINTZ. WE NEED THOSE CORRECT. YEAH WE DO THAT WE DON'T HAVE ROOM FOR EVERYONE ELSE. OK. I MOVE THAT WE REAPPOINT RUDY PRESIDIO MARY JANE NELSON LIDDELL HILL GLENDA GRESHAM DISCUSSION.
ARE THEY ALL ELIGIBLE TO BE THE QUALITY REPRESENTATIVE THERE OK SO BASED ON THEIR ZIP CODE THEN WE COULD MAKE A LARGE LARGE. WE HAVE ONE OPEN AT LARGE APPOINTMENT. OH. NO NO. WE HAVE. WE'LL STILL HAVE THREE MORE TO FEEL. I DON'T THINK WE'RE ALL ON THE SAME PAGE YET. WHAT I'M TRYING TO GET US THERE. NOT ALL THE SAME INTO. CAN YOU GIVE US SOME FEEDBACK. WE HAVE THREE APPLICANTS FOR A NORTHEAST QUADRANT AND WE ONLY HAVE TWO SLOTS. SO COULD YOU GIVE US A LITTLE BIT OF BACKGROUND IN THE THREE CANDIDATES THAT WOULD BE RUDY LIDDELL AND EDNA. ARE THREE INDIVIDUALS VYING FOR TWO SLOTS. DO WE HAVE ANY ISSUES WITH ATTENDANCE. EDNA'S NOT. NO. NO. SHE'S A CANDIDATE. BUT SHE'S IN THE NORTHEAST. OK SO THOSE ARE THE ONLY TWO SLOTS THAT WOULD BE OPEN TO HER. OK SO. OK. WELL I'LL TELL YOU IS THAT. I HAVE GOT. AND YOU KNOW LISTEN. THE RUDY'S DONE AMAZING JOB. MS HILL HAS STEPPED UP WHEN WE DIDN'T HAVE A CHAIRPERSON AS THE CHAIRPERSON LEFT AND SO SHE STEPPED UP AND HADN'T DONE IT BEFORE AND REALLY GOT US THROUGH THE MEETING. I MEAN THEY'RE BOTH GREAT. I DON'T KNOW MS NEAL. I DO KNOW THAT HER APPLICATION IS GREAT AND I
[02:30:02]
THOUGHT SHE COULD ALSO BE A BIG HELP TO US. AND SHE ABSOLUTELY QUALIFIES IN TERMS OF THE GEOGRAPHIC ISSUE AND I THINK BRIAN CAN CORRECT ME IF I'M WRONG IF WE HAVE I THINK THE ISSUE IS HAVING NOT HAVING ENOUGH LIKE NOT HAVING TWO IN EACH QUADRANT. SO IF WE HAD THREE IN THE NORTH EAST THAT WOULD BE OK. SO WE COULD DO EDNA. I THINK THE QUESTION IS REVEREND THOMAS SANDS. WHERE WOULD HE FALL. OR DID NITA BYNUM PROBABLY OR DANITA. YEP. THE MOTION ON THE FLOOR IS SOMETHING WRONG WITH OK. OK. I TELL YOU WHAT GIVE ME THIS. THIS. JULIANA IT LOOKS LIKE IT'S GONNA BE A LOT MORE DISCUSSION AROUND THIS PARTICULAR BOARD. SO WHAT WE NEED TO DO IS IS MAYBE JUST TABLE THIS FOR NOW AND THEN WE COME BACK AND DO THE REAL REAPPOINTMENT AS SOON AS IT IS POSSIBLE. AND IT WOULD BE A LITTLE BIT MORE EXPLANATION FOR THE COUNCIL MEMBERS SO THAT THEY CAN UNDERSTAND THE APPOINTMENTS THAT ARE BEING MADE IN SOME OF THESE QUADRANTS. IT'S OK TO HAVE THREE INDIVIDUALS AND I'LL DO A MUCH BETTER JOB I APOLOGIZE THAT I DIDN'T MAKE THIS MORE CLEAR BUT I'LL AS I'LL MAKE A TABLE WITH A GOOD IDEA. I THINK THAT WOULD PROBABLY BE THE EXACT ADDRESSES AND I'LL PUT IT ON THE MAP FOR THAT AND MAYBE THAT I MIGHT. AND THEN IF THE COUNCIL MEMBERS COULD COULD PROBABLY HAVE THAT AHEAD OF TIME TO STUDY AND THEN IF THEY HAVE ADDITIONAL QUESTIONS THEY CAN COME TO YOU OR THE CITY MANAGER WITH THOSE QUESTIONS. CAN I THROW ANOTHER KINK IN THIS ONE. CAN YOU SIMPLIFY THIS COMMITTEE SIMPLIFY IT OUT RELY. IF WE'RE GONNA TABLE THIS I WOULD RATHER SIMPLIFY THIS COMMITTEE THEN BRING IT BACK UP UNDER A SIMPLE FORM BECAUSE THIS AND I DON'T MEAN THIS IN A IN A NEGATIVE WAY AT ALL. THIS IS THE MOST DIFFICULT ONE TO UNDERSTAND ALL THREE TIMES BY FAR. LET ME CLOSE. AND SO IF YOU'VE GOT A WAY THAT YOU COULD BRING IT. SO DOES IT HAVE TO COME BACK IN THE FORM OF AN ORDINANCE. NO. SO WE'RE GOING TO CHANGE THE WAY. YEAH. THAT'S FINE WE'D HAVE TO SIMPLIFY. IF WE'RE CHANGING THE DYNAMICS OF IT. YEAH THAT'S WHAT I'M SAYING. THERE IS AN ACCEPTABLE WAY TO SIMPLIFY THIS COMMITTEE. I WOULD ENTERTAIN THAT WE SIMPLIFY THE COMMITTEE AND POPULATE IT BASED UPON SOMETHING THAT GOING FORWARD IS EXTREMELY SIMPLE. IS THAT POSSIBLE. IT IS POSSIBLE AND WE DON'T HAVE. WE DON'T HAVE ANY BUSINESS FOR THE COMMITTEE FOR AT LEAST A FEW MONTHS THAT THEY WOULD HAVE TO DO SO WE WOULD. I MEAN I'VE NEVER CHANGED AN ORDINANCE I DON'T KNOW HOW LONG THAT TAKES OR WHAT THE STORY IS. SO JUST THE TWO READING DEAL AND WE CAN DRAFT UP THE MODIFICATION WILL WE'LL WORK ON BEST PRACTICES. WE'LL ALSO LOOK AT WHAT SOME OF THE MOST STREAMLINED EXAMPLES ARE FOR SEATAC AND WE WILL BRING YOU A RECOMMENDATION FOR ORDINANCE AMENDMENT ONCE WE AMEND THAT ORDINANCE THEN WE WILL BRING FORWARD A PROPOSAL ON HOW TO POPULATE THAT COMMITTEE UTILIZING PEOPLE THAT ARE ALREADY SERVING WHERE POSSIBLE AND YOU KNOW POPULATING THE REST HOPEFULLY WITH A GOOD LIST OF PEOPLE THAT ARE VOLUNTEERING AND APPLYING TO SERVE AND WE'LL LOOK TO HAVE THAT TO YOU KNOW SOMETIME IN THE NEXT HANDFUL OF MONTHS BEFORE THE NEXT MEETING. YEAH YEAH YEAH OF COURSE. I'M SORRY. NO WE DID NOT FOLLOW YOU. NO. THE MOST DIFFICULT FOR THESE THREE HERE IS IN ITSELF THIS WAS NOT CLEAR. IT'S IT'S HARD TO UNDERSTAND EXACTLY HOW IT'S SUPPOSED TO WORK OUT BUT MAYBE IT'S BEEN THE GLOBAL MISSION IS CERTAINLY YOU WANT TO HAVE MOST PEOPLE FROM THE AREAS THAT WE'RE WORKING WITH THE COMMUNITY DEVELOPMENT BLOCK GRANT. BUT I THINK IT'S ALSO HELPFUL TO GET OTHER PEOPLE FROM THE CITY TO GET INVESTED IN THOSE AREAS. ABSOLUTELY. SO YEAH I THINK THAT IF THIS REDESIGN OF THAT COMMITTEE ACTUALLY PROPELS US FORWARD IN THAT DIRECTION THAT I'M ALL FOR SOMETHING LIKE. THIS IS A GREAT OPPORTUNITY TO REDESIGN WITH A LARGER VISION. SO TO ME IT SOUNDS LIKE YOU'VE YOU'VE KIND OF GOT A BROAD SCOPE OF OPPORTUNITIES TO DESIGN IT AND LAY OUT SOME SUGGESTIONS. WHAT DO YOU THINK WOULD WORK BEST. YOU'RE THE PERSON WHO REALLY CAN DO THIS. NO DOUBT I HAVE.I'M VERY APPRECIATIVE. AND HOWARD SINCE WE'RE BOTH EMOTIONAL BEFORE I MOVE TABLE THIS UNTIL SHE COMES BACK WITH THE MAYOR PRO TEM I MOVE THAT WE TABLE SO THE APPOINTMENTS TO THE COMMUNITY DEVELOPMENT ADVISORY COMMITTEE UNTIL FURTHER NOTICE.
[02:35:02]
