AND WHEREAS MORE PEOPLE COME IN CONTACT WITH MUNICIPAL COURTS THAN ALL OTHER TEXAS COURTS COMBINED AND PUBLIC IMPRESSION OF THE TEXAS JUDICIAL SYSTEM IS LARGELY DEPENDENT ON THE PUBLIC'S EXPERIENCE IN MUNICIPAL COURT. AND WHEREAS AS PART OF MUNICIPAL COURT WEEK THE CITY OF AMARILLO MUNICIPAL COURT IS RAISING AWARENESS OF DRIVER AND WORKER SAFETY AND CONSTRUCTION ZONES. AND WHEREAS IT'S APPROPRIATE THAT WE RECOGNIZE THE ACCOMPLISHMENTS OF THE AMARILLO MUNICIPAL COURT AND SALUTE THEIR CRITICAL ROLE IN PRESERVING PUBLIC SAFETY, DETERRING FUTURE CRIMINAL BEHAVIOR, AND PROTECTING THE QUALITY OF LIFE IN AMARILLO. SO WHAT THESE LADIES AND GENTLEMEN DO FROM OUR JUDGES TO OUR PROSECUTORS TO OUR BAILIFFS TO THE CLERKS IT'S AMAZING WHEN YOU THINK ABOUT WHAT THEY DO FOR THE QUALITY OF LIFE AND FOR PUBLIC SAFETY AND WORKING WITH ALL THE OTHER DEPARTMENTS FROM I.T. THIS HAS BEEN GOING ON FOR A COUPLE OF YEARS AT LEAST. AND THIS IS WHERE THE [INAUDIBLE] NEIGHBORHOOD ASSOCIATION WANTED TO SLOW DOWN THE TRAFFIC ON HARRISON AND [INAUDIBLE], 30 MILE PER HOUR SPEED LIMIT. PEOPLE ARE GOING UP 38 MILES PER HOUR. [INAUDIBLE] BE MADE. THERE'S GOING TO BE A PUBLIC MEETING ON THE 12TH FOR ANYONE IN THE NEIGHBORHOOD OR ANYBODY THE CITY THAT WANTS TO GO AND COMMENT ON THIS AND THERE'S BEEN A PROCESS TO IDENTIFY A PLAN THAT THEY THINK WOULD ACCOMPLISH THAT OF SLOWING TRAFFIC DOWN. BUT ONE LAST PUBLIC MEETING AND THEN SOMETHING WILL PROBABLY BE DONE. THIRD ITEM JULIEN BOULEVARD BIKE LANES AND CONNECTIVITY THERE ARE THREE PHASES FOR THIS. PHASE ONE IS JULIAN BLVD.. PHASE TWO JULIAN TO RAILS TO TRAILS. AND THE FIFTEENTH. PHASE 3 IS 15TH TO JOHNSON. PHASE ONE DOES NOT REQUIRE PUBLIC ENGAGEMENT AND WILL SOON BEGIN WEATHER PERMITTING. WHEN LOOK AT STREETS WE'RE GOING TO IDENTIFY IF THEY TOUCH THE EXISTING MASTERPLAN AND RE-EVALUATE VALUE THE STRIPING AND SAFETY ISSUES TO DETERMINE IF BIKE LANES ARE FEASIBLE AND PLAN ACCORDINGLY. AND THEN THE LAST THING THAT ONE OF THE MEMBERS BROUGHT. IN EVALUATING IT WITH GARVER WE HAVE DECIDED TO RECOMMEND COUNCIL THAT WE INCLUDE THAT AUTOMATED AUTOMATION FOR THE SWITCH GEAR WHICH WILL ALLOW US TO REMOTELY OPERATE THINGS LIKE GENERATORS AND THE [INAUDIBLE] SYSTEM AND OTHER THINGS WITHOUT SENDING AN ENGINEER OUT THERE TO OPERATE THE SITE MANUALLY. SO IN THAT EVALUATION FROM GARVER THEY IDENTIFIED THAT ONE OF THE KEY THINGS WE NEED TO DO IS SET UP A MORE AUTOMATED SYSTEM AT THE 24TH STREET PUMP STATION. SO OUT OF THAT PROJECT WE ALREADY HAD A PROJECT GOING AT 24TH STREET SO RATHER THAN WAIT, TRY AND REBID A PROJECT, WE ALREADY HAD A CONTRACTOR IN PLACE. WE DECIDED TO TAKE THE MONEY OUT OF THE GARVER PROJECT, MOVE IT OVER INTO THE 24TH STREET EXISTING PROJECT AND GO AHEAD AND DO THE UPGRADES AT TIME RATHER THAN RESTART THE PROCESS, WAIT, AND IT COULD BE A YEAR DOWN THE ROAD BY THE TIME WE WENT THROUGH THE BIDDING PROCESS GOT ANOTHER CONTRACTOR IN PLACE AND STARTED THE SYSTEM UP AGAIN. SO WE FELT LIKE IT WAS A BETTER WAY. IT WAS A MORE EFFICIENT WAY TO GET THE SYSTEM WHERE IT WAS IDENTIFIED THAT IT REALLY NEEDED TO BE. CAN YOU RUN THROUGH SOME SCENARIOS JARED OR MATT EITHER ONE OF YOU? WHY WE SOMETIMES CHANGE THESE CONTRACTS. I MEAN SOMETIMES YOU GET IN THERE. SOMETIMES THERE ARE THINGS THAT YOU KNOW YOU RUN INTO THINGS THAT WERE NOT ANTICIPATED. YOU MAY BE DIGGING AND RUN INTO ROCK THAT YOU WEREN'T ANTICIPATING ROCK TO BE THERE, SO SOMETIMES YOU GET CHANGE ORDERS FOR THAT KIND OF THING. BUT IN THIS CASE THIS IS ACTUALLY AN ADDED SCOPE TO THE PROJECT. BUT BECAUSE YOU HAVE A PROJECT THAT'S OPEN AND THAT PROJECT AS IT COMES ON YOUR RADAR SCREEN IS TOUCHING IT YOU CAN ADD IT TO THE PROJECT MORE EFFICIENTLY THAN IF IT WAS A STANDALONE. IIT'S AN INTEGRAL PART OF THE PROJECT. I MEAN IT COULD HAVE BEEN DONE WITH THE PROJECT ORIGINALLY, BUT LIKE WE SAID IT WAS JUST IDENTIFIED THAT AT THE TIME WE DIDN'T THINK THAT IT WAS CRITICAL IOU KNOW TO DO IT WITH THE PROJECT SO IT WAS LEFT OUT WITH A FURTHER STUDY DONE BY GARVER IT WAS IDENTIFIED THAT THAT WAS REALLY IT WOULD BE MORE EFFICIENT FOR THE SYSTEM IF WE WENT AHEAD AND DID ADDED THAT [INAUDIBLE] PROJECT TO IT AND THE AUTOMATED AND SWITCH GEARS TO IT. SO WHEN IT WASN'T LIKE IT AWS SEPARATE WORK, IT WAS JUST AN ADDITIONAL PART OF THE PROJECT THAT COULD BE ADDED TO IT. ONE OF THE REASONS WE USE CONSULTING ENGINEERS TO PREPARE BIDS SPECIFICATIONS AND TO MANAGE PROJECTS IN MANY CASES IS BECAUSE WE DON'T HAVE THE TIME OR STAFF PERSONNEL TO BE ABLE TO PREPARE ALL OF THOSE THINGS SO THAT'S WHY WE DO USE CONSULTING ENGINEERS EVEN THOUGH WE HAVE AN ENGINEERING DEPARTMENT WE'LL EVEN GO THROUGH THE YOU KNOW A LOT OF TIMES THERE'S NO P.C. OPINION OF PROBABLE COST. SO HOW OFTEN DO YOU THINK A CONTRACT CHANGE IS ACTUALLY TIED TO A MISTAKE OR LACK OF JUDGMENT OR ILL PREPARATION IN THE REQUEST FOR PROPOSAL? I'D SAY VERY VERY LITTLE AS FAR AS A MISTAKE. THERE'S VERY LITTLE. A LOT OF TIMES IT'S JUST THINGS YOU CAN'T ANTICIPATE OR A LOT OF TIMES IT ACTUALLY IS A CHANGE IN SCOPE OF THE WORK. SO A LOT OF WORK GOES INTO PREPARING THAT, A LOT OF TIME, A LOT OF HOURS, A LOT OF EYEBALLS, LOTS OF PEOPLE TOUCHING IT. YES, I MEAN YOU CAN'T LIVE IN A VACUUM WHEN YOU'RE LOOKING AT THESE PROJECTS. YOU CAN'T YOU KNOW YOU CAN'T JUST LOOK AT IT ONE PERSON AND THINK OH THEY'VE GOT IT ALL, IT'S ALL OK. SO MULTIPLE PEOPLE OVER MANY DAYS LOOK AT THESE THINGS BEFORE THEY GO OUT FOR BID. AND WOULD YOU SAY THAT SOMETIMES IT TAKES TWO TO THREE MONTHS TO DO A BID WHEN YOU GO THROUGH THE BID PROCESS? OH, THE BID PROCESS YES. TO START FROM THE START OF THE BID PROCESS TO GET A BID. YES ABSOLUTELY. IT COULD TAKE UP TO TWO MONTHS. AND THE FUNDING COUNCIL MEMBER HAYES. DID YOU WANT TO RESPOND TO THE FUNDING. THE FUNDING IS ACTUALLY COMING OUT OF ANOTHER PROJECT THAT WAS WE ACTUALLY TOOK IT OUT OF THE GARVER PROJECT AND MOVED IT OVER INTO THIS PROJECT. AND THEN WE HOLD A PRE CONSTRUCTION CONFERENCE INTERNALLY WHERE OUR ENGINEERS SIT DOWN WITH THE CONTRACTOR, WE GO THROUGH THE PROJEC, AND DISCUSS IT. AND THEN TYPICALLY THAT SAME DAY OR TIME VERY VERY CLOSE TO THAT DAY WE HAVE OUR PUBLIC MEETING ON THE CONSTRUCTION OF THE SAME PROJECT AND WE'LL ADVERTISE AND PUT THAT OUT. SO THE NEXT 25 TO 30 DAYS IF WE TAKE FULL TIMES BECAUSE WE DO ADVERTISE THOSE PUBLIC MEETINGS FOR A CERTAIN DEADLINE TOO, SO I WOULD SAY WITHIN THE NEXT 25 TO 30 DAYS WE'VE GOT A CONTRACTOR ON BOARD, ALL THE CONTRACTS ARE SIGNED, THEY ARE READY TO GO OUT FOR CONSTRUCTION AND THEN IT'LL JUST BE A MATTER OF MATERIAL DELIVERY AND TIMELINE. SO YOU'RE GOING TO SEE CONSTRUCTION COULD BE AS EARLY AS 30 DAYS. BUT JUST BEING MY CYNICAL SELF I'D SAY YOU'RE GOING TO SEE IT IN 60 DAYS. AND SO I'M VERY HAPPY TO RECOMMEND THEM AND THEY'VE DONE GREAT WORK FOR US IN THE PAST. THEY WILL BE ACTIVE IN THE PUBLIC ENGAGEMENT AND ACTIVE AS PART OF THOSE MEETINGS AND I'M EXCITED FOR THAT.
