THE LEAGUE A NONPARTISAN POLITICAL ORGANIZATION WAS FORMED ON OCTOBER 19TH 1919 AT SAN ANTONIO IN ANTICIPATION OF THE IMMINENT PASSAGE OF THE 19TH AMENDMENT TO THE UNITED STATES CONSTITUTION GIVING WOMEN THE RIGHT TO VOTE. AND WHEREAS SINCE ITS INCEPTION THE LEAGUE HAS NEVER ENDORSED OR OPPOSED CANDIDATES OR POLITICAL PARTIES BUT HAS ALWAYS STUDIED ISSUES OF IMPORTANCE TO TEXANS AND CRAFTED POSITIONS ON THOSE ISSUES. AND WHEREAS AMONG THE ACHIEVEMENTS OF THE LEAGUE IN TEXAS ARE ENSURING A SECRET BALLOT IN TEXAS ELECTIONS 1949, ENABLING WOMEN TO SERVE ON JURIES. THAT WAS IN 1954. ONLY ONE OF THOSE HUNDRED PEOPLE WAS ALIVE TO SEE THAT HAPPEN IN 1920. SO 72 YEARS OF STRUGGLE RESULTED IN WOMEN GETTING THE RIGHT TO VOTE. IT'S SURPRISING SOMETIMES HOW LONG THINGS CAN TAKE AND HOW WHEN WE BEGIN A STRUGGLE WE MAY NOT BE AROUND TO SEE THE END OF IT.
BUT THE LEAGUE IN TEXAS WAS FORMED ACTUALLY BEFORE THE RIGHT TO VOTE WAS AVAILABLE BECAUSE TEXAS WAS THE FIRST SOUTHERN STATE TO RATIFY THE 19TH AMENDMENT. SO THE LEAGUE WAS FORMED IN ANTICIPATION OF THE RIGHT TO VOTE AND SINCE THAT TIME HAS WORKED TIRELESSLY TO EDUCATE NOT JUST WOMEN BUT ALL PEOPLE ABOUT THEIR RIGHTS AND PROTECT THEIR VOTING RIGHTS. WE STILL DO THAT TODAY AND HERE IN AMARILLO WE'VE BEEN DOING THAT FOR 69 YEARS. SO WE INVITE YOU THIS THURSDAY TO OUR OUR FORUM ON THE CONSTITUTIONAL AMENDMENTS. AND WHEREAS WITH A PROPER DIAGNOSIS INDIVIDUALS CAN BE TAUGHT APPROPRIATE SYSTEMATIC AND STRUCTURED METHODS OF LEARNING THAT ENABLE THEM TO EXCEL IN THEIR SCHOOL AND WORK ENVIRONMENTS. ABOUT FIVE YEARS AGO MY HUSBAND SUFFERED A NEAR FATAL ACCIDENT AND THROUGH THAT TRAUMATIC BRAIN INJURY ONE OF THE RESULTING INJURIES THAT HE HAS STRUGGLED WITH SINCE THEN IS ALEXIA. SO WHEREAS DYSLEXIA IS SOMETHING THAT YOU ARE ACTUALLY BORN WITH AND A LEARNING DISABILITY ALEXIA IS SOMETHING THAT CAN BE ACQUIRED PRIMARILY THROUGH TRAUMA. AND SO HAVING WATCHED THAT STRUGGLE THAT THERE ARE AS WITH DYSLEXIA EVEN THOUGH IT IS HIDDEN AND YOU DON'T SEE IT THE CHALLENGE IS THERE AND A LOT OF TIMES PEOPLE THAT ARE DEALING WITH THOSE DISABILITIES MAKE LIFE LOOK EASIER THAN IT IS. AND SO I JUST APPRECIATE THE WORK THAT THIS ORGANIZATION IS DOING TO BRING AWARENESS AND DIAGNOSIS AS WELL AS TREATMENT TO HELP ALL OF THOSE INDIVIDUALS OVERCOME THOSE CHALLENGES. AND NOW I'D LIKE TO INVITE TAMI JACKSON UP TO SAY A FEW WORDS. ALSO KNOWN AS [INAUDIBLE]. [LAUGHTER] I'M TAMI JACKSON A.K.A. PUFF [INAUDIBLE]. IF YOU GET TO IT EARLY AND DO SOME INTERVENTION THOSE STUDENTS CAN CATCH UP TO THEIR PEERS BUT WITHOUT THAT EARLY INTERVENTION THERE WILL BE A GAP IN THEIR LEARNING ALL THE WAY THROUGH. WHEN WE LOOK AT OUR PRISONS AND OUR JUVENILE DETENTION FACILITIES THERE IS ABOUT AN 82 TO AN 86 PERCENT OF THOSE WHO ARE INCARCERATED HAVE EITHER A LEARNING DISABILITY OR AN INABILITY TO READ. SO IF WE DO NOT GET THOSE KIDS AND WE DO NOT REACH THEM EARLY THEY'RE GOING TO USE THEIR INTELLIGENCE ONE WAY OR ANOTHER AND IT CAN EITHER BE IN A POSITIVE WAY OR IN A NEGATIVE WAY. SO ECONOMICALLY IF WE WILL JUST TAKE THE TIME TO GO AHEAD AND INVEST IN OUR STUDENTS NOW THERE WILL BE A LONG TERM PAYOFF IN THE END. WE DID A PIPELINE SURVEY AND WE THINK WE FOUND ALL THE BAD PIPE AND SO WE'VE REPLACED ALL THE BIG AREAS OF BAD, THE MEDIUM AREAS OF BAD AND NOW WE'RE WORKING ON THE SMALLER. AND SO WE DON'T EXPECT TO HAVE ANY FAILURES NOW BUT THAT IS A BIG PART OF WHAT WE DID THIS YEAR. WE HAD 12 CLAMP REPAIRS. WE HAD 18 BUDGETED BUT WE GOT INTO THE CARBON FIBER WORK. WHICH THIS WAS DONE UNDER A CITY STREET HERE IN AMARILLO BY AN ELEMENTARY SCHOOL. WE COULDN'T JUSTIFY DIGGING IT UP. SO WE DID THIS INTERNALLY AND IT CAUSED A LOT OF DOWNTIME AND THE CITIES JUST COULDN'T TAKE ANYMORE DOWNTIME. WE HAVE TO DRAIN THE SYSTEM TO DO THOSE CLAMPS. AND SO THAT'S WHERE WE ARE. THAT'S WHAT WE DID LAST YEAR WAS MOSTLY JUST CARBON FIBER AND THE 12 MAJOR CLAMP REPAIRS AND THEN OF COURSE OUR ROUTINE MAINTENANCE. BECAUSE WE DIDN'T GET TO AS MANY OF THE CLAMPS AS WE EXPECTED AMARILLO IS LOOKING TO RECEIVE ABOUT $117,000 REFUND THIS YEAR FROM OUR O&M BUDGET. THIS YEAR WE HAVE TWELVE MORE REPAIRS THAT ARE SCHEDULED AND WE'RE DOING SOME DEEP WELL ANODE BED REPLACEMENTS. WHAT THIS IS IS TO PROTECT THE PIPE FROM CORROSION. THIS IS WHAT CAUSED OUR PROBLEMS ON THOSE THAT WE HAD IN THE PAST. THAT TYPE OF PATH THAT WE HAD CAN'T BE CATHODICALLY PROTECTED. SENATE BILL 2 IS WHAT THE FIRST TOPIC WAS. WE GOT ALL KINDS OF DETAILS, A LOT OF DETAILS. VERY DIFFERENT FROM WHAT IT'S BEEN IN THE PAST.IT'S GONNA MAKE IT TOUGHER FOR US SETTING A BUDGET. ANYBODY IN THE AUDIENCE COULD ASK A QUESTION. THERE WERE SIX OR SEVEN ATTORNEYS FROM THE TEXAS MUNICIPAL LEAGUE AT THE FRONT AND THEY WERE CHALLENGING ANYBODY TO STUMP THEM. THEY OFFERED A $20 BILL IF THEY DID. BUT THEY DID GET STUCK SO THEY LOST THEIR $20. BUT THERE WERE ALL KINDS OF ISSUES THAT PEOPLE ASKED. AND THEN THE FOURTH SESSION WENT TO CULTIVATING COMMUNITY CAPITAL ONE BUILDING AT A TIME. AND I DIDN'T KNOW WHO WAS GOING TO BE SPEAKING UNTIL I GOT THERE. BUT KEVIN SHEPARD ONE THAT CAME HERE THANKS TO TIM INGLES. HE SPOKE SO I HEARD A SECOND VERSION OF THAT AND IT

THE LAST LINE WAS A MEETING WITH FREDA PRESIDED OR WAS A VOTING MEMBER WHERE ANYBODY ANY CITY COULD PRESENT SOME OPTION THAT THEY WANTED TO BE CONSIDERED BY TEXAS MUNICIPAL LEAGUE IN THE NEXT LEGISLATURE. SO ITEMS WERE MOSTLY PASSED UNANIMOUSLY BUT SOMETIMES THEY WERE REFERRED TO A COMMITTEE THAT WOULD STUDY ISSUES AND DECIDE WHETHER TO PUT IT IN THE NEXT PLATFORM FOR THE TEXAS MUNICIPAL LEAGUE. SO THAT WAS WHAT I SAW. GOOD SUMMARY. SO THE FIRST MEETING THAT I WENT TO WAS HOW TO HANDLE A. OH I CAN'T EVEN REMEMBER THE WORDS THEY USED FOR IT BUT BASICALLY WHAT IT WAS ABOUT WAS DEER PARK IN THE HOUSTON GALVESTON AREA WHEN THEY HAD THEIR TANK EXPLOSION ON THAT NAPTHA EXPLOSION. AND THEY WERE TALKING ABOUT HOW DOES A CITY BECOME PREPARED? AND THE REAL REALITY WHAT I GOT OUT OF THAT WAS THEY TALKED ALL AROUND IT. BUT THE REAL REALITY WAS YOU'VE GOT TO BE COMMUNICATING AND YOU'VE GOT TO BE COMMUNICATING A LOT.AND WHENEVER YOU'VE GOT TO BE COMPLETELY TRANSPARENT YOU CAN'T HOLD THINGS BACK YOU JUST PRETTY MUCH HAVE GOT TO LET EVERYBODY KNOW WHAT'S GOING ON. OTHERWISE IF YOU'RE NOT THEN OTHER ENTITIES THAT ARE IN YOUR SAME JURISDICTION COULD BE PUTTING STUFF OUT THERE THAT DOES NOT ACTUALLY REFLECT WHAT'S ACTUALLY GOING ON AND THEY HAD A BIG PROBLEM WITH THAT IN DEER PARK. ACTUALLY WITHIN THE FIRST COUPLE OF WEEKS WE WERE LIGHT YEARS AHEAD OF WHERE WHAT WE HAVE BEEN HELPED TO UNDERSTAND AND HELPED TO BE ABLE TO UNDERSTAND THE FINANCES OF THE CITY. SO I LEFT THAT. ENDED UP GOING TO ANOTHER ONE THAT WAS ON. WHAT WAS THAT ONE ON? I WENT AND LISTENED A LITTLE BIT MORE ABOUT THE TEXAS OPEN MEETING ACT AND HOW IT'S BEEN CHANGED AND REALLY THE BOTTOM LINE TO THAT IS YOU JUST HAVE TO BE CAREFUL WHAT YOU'RE DOING. AND SO IT WAS REAL INTERESTING. SO WHEN THE LEAGUE FIRST STARTED IT STARTED OUT WITH ABOUT 14 MEMBERS AND NOW IT'S GROWN TO OVER 16,000 MEMBERS AND APPROXIMATELY 1150 CITIES. SO IT HELPS US AS COUNCIL MEMBERS. WE GET TO LEARN GROW AND CONNECT AND IT'S AN OPPORTUNITY FOR US TO NETWORK BUILD NEW RELATIONSHIPS AND MEANINGFUL CONNECTIONS.AND WHAT YOU DO LEARN IS THAT EVERYONE THAT YOU COME IN CONTACT WITH IS VERY VALUABLE IN YOUR CIRCLE. AND SO AT THIS MEETING THIS WAS ONE OF THE LARGEST ATTENDED CONFERENCES BECAUSE THERE WAS MORE THAN 3,000 DELEGATES IN APPROXIMATELY 300 CITIES AND 400 EXHIBITORS THAT WERE THERE. A FEW OF THE THINGS THAT I WENT TO WAS THE 86TH SESSION OF THE TEXAS LEGISLATURE WHICH ENDED IN MAY 2019. AND SO THEY HAD HUNDREDS OF NEW LAWS THAT WERE TAKING EFFECT AND I THINK THAT MAY HAVE BEEN THE REASON FOR THE LARGE ATTENDANCE IS BECAUSE OF ALL THE THE LAWS THAT WERE CHANGING. AND I DID REPRESENT OUR CITY AT THE TML BUSINESS MEETING AND PARTICIPATED IN THE NEW RESOLUTIONS PROCESS. I ATTENDED SENATE BILL 2 WHICH PASSED. ALSO THE CONSTRUCTION ISSUES FROM THE 86TH LEGISLATURE AND THAT IS BILLS RELATED TO BUILDING PERMITS PLUMBING REGULATION BUILDING MATERIALS ETC.. SO WE WE LEARNED A LITTLE BIT MORE ABOUT THAT PARTICULAR PROCESS. AVOIDING LEADERSHIP TRAPS IN A NEW POSITION. PREPARING FOR THE 2020 CENSUS. AND THIS IS HOW CITIES COULD WORK TOWARD GETTING A COMPLETE COUNT BECAUSE THE COUNT IS VERY IMPORTANT FOR A LOT OF REASONS. ALSO I ATTENDED WHEN IS A CONVERSATION CRIMINAL? WHICH IS THE OPEN MEETINGS CONSTITUTIONAL PROTECTED FREE SPEECH AND THE NEW LAW ON WALKING QUORUMS. SO THAT WAS EXTREMELY INTERESTING. WE HAVE EVERY VETERAN THAT WE FOUND DURING THE COUNT AND OTHERS THAT WERE ADDED. WE HAVE THEM BY THEIR NAMES AND WE'RE GOING THROUGH EACH ONE SAYING WHAT NEEDS TO HAPPEN WITH THIS PERSON. SO LAST WEDNESDAY AND MANY OF THESE PEOPLE WHO COME TO THIS MEETING ARE IN THIS ROOM. LAST WEDNESDAY WE ACHIEVED WHAT'S KNOWN AS FUNCTIONAL ZERO.

SO I YOU KNOW IT'S VERY VERY CLOSE TO MY HEART AND TO EVERYBODY WHO COMES TO THAT MEETING EVERY WEDNESDAY AS ALL OF OUR HOMELESS NEIGHBORS ARE. SO JUST A QUICK UPDATE ON COMING HOME. WHEN I FIRST WAS TALKING ABOUT COMING HOME WE HAD BEEN ABLE TO GET SIX PEOPLE SIGNED UP SO WE'RE MAKING PROGRESS WITH THAT. TWO PEOPLE HAVE COMPLETED COMMUNITY SERVICES TO CLEAR FORMS AND WE HAVE THREE MORE THAT ARE IN THE PROCESS OF DOING THAT WHICH IS HUGE BECAUSE YOU CAN'T GET YOUR I.D. UNTIL YOU GET THAT CLEARED UP AND YOU CAN'T THEN GET A JOB IF YOU DON'T HAVE YOUR ID. SO YOU KNOW HOW IT GOES. WE'VE HAD A LOT OF PARTNERS FOR OUR COMING HOME, LOTS OF SUPPORT AND REAL HOUSING. FIRST CHRIST CHURCH CAMP, THE CIT OFFICER'S JUST BEEN INCREDIBLE. SEVERAL DIFFERENT PEOPLE DONATED THIS FIRST YEAR AND I'M ABOUT TO TELL YOU THAT WE'RE ABOUT TO EXPAND COMING HOME BECAUSE WE'RE ABLE TO RECEIVE THREE NEW GRANTS AND WE ACTUALLY HAVE A FOURTH ONE THAT WE WON'T HEAR ABOUT THOUGH FOR A FEW MONTHS. BUT AT THIS POINT OUR GOAL IS TO SERVICE 70 ADDITIONAL HOUSEHOLDS AND OUR FOCUS IS ON THE CHRONICALLY HOMELESS. THAT'S WHO WE WILL BE TARGETING AND CHRONICALLY HOMELESS WHO ARE CURRENTLY LIVING UNSHELTERED. WE NEED TO GET THOSE PEOPLE ON THE STREET WHO'VE BEEN OUT THERE FOR YEARS INTO HOUSING WITH SUPPORT SERVICES AND GET HIM CONNECTED WITH THOSE RESOURCES THAT THEY DESPERATELY NEED.WE'RE GOING TO SUSTAIN OUR FUNCTIONAL ZERO STATUS FOR VETERANS. WE ALSO RECEIVED A CAPACITY BUILDING GRANT FOR OUR HMIS BECAUSE WE KNOW THAT DATA. WE MUST HAVE GOOD DATA THAT WE CAN BE CONFIDENT IN AND I GOT TO TELL YOU OUR AGENCIES IN THE LAST COUPLE COC MEETINGS. IN A NUTSHELL THOUGH THIS IS A VERY ESSENTIAL PROJECT TO DESIGN NEW FILTERS AT THE OSAGE WATER TREATMENT PLANT. IT IS AND NOBODY WANTS TO HAVE A TIME PRESSING OR EMERGENCY TYPE OF PROJECT BUT THIS PROJECT WILL BE NECESSARY TO DESIGN AND THEN INSTALL THESE FILTERS AT OSAGE SO THAT WE CAN BE FULLY OPERATIONAL BY SUMMER. I'M HERE TO TALK ABOUT THE KSA ENGINEERING SERVICES PROJECT FOR THE EVALUATION RECOMMENDATION AND THEN DESIGN OF THOSE FILTERS THAT ARE AT OSAGE WATER TREATMENT PLANT. HERE IS AN AERIAL PHOTO OF THOSE FILTERS AT THE OSAGE PLANT. I JUST WANT TO DO A QUICK KIND OF A QUICK REVIEW OF THE INFRASTRUCTURE THAT GOES INTO THESE. THE FILTERS ARE JUST ONE STEP IN THE PROCESS OF OUR WATER TREATMENT PROCESS. AS YOU CAN SEE IN THE PICTURE EACH OF THESE FILTERS DOES HAVE LIKE A PERFORATED LATERAL. THOSE LATERALS ARE THE UNDER DRAINS AND THEN YOU ALSO HAVE THE MEDIA THAT SITS ON TOP OF THAT.THAT'S WHERE THE WATER WILL FILTER THROUGH AND IT TAKES THOSE LAST REMAINING PARTICLES OUT OF THAT WATER AND LOWERS THE TURBIDITY. AND THEN ALSO GIVES THAT WATER ITS CLEAR APPEARANCE. OUR OSAGE FILTERS. WE DO HAVE EIGHT FILTERS. IT IS THE NEXT TO THE LAST STEP IN OUR PROCESS. THAT DOES ALLOW US TO TREAT UP TO 70 MILLION GALLONS OF WATER THROUGH OUR PLANT. IT IS ESSENTIAL TO PROVIDING WATER TO THE CITIZENS. UNFORTUNATELY THE OTHER DRAINS THAT WE CURRENTLY HAVE ARE KIND OF SHOWING SIGNS OF NOT WORKING PROPERLY. WHAT WE DO KNOW IS THAT WE'RE SEEING SIGNS OF SOME LITTLE HIGHER TURBIDITY AND ALSO KIND OF THE MEDIA HAS BEEN MIXED IN A LITTLE BIT AND WE THINK THAT'S BECAUSE OF THE UNEVEN PRESSURES THAT THESE UNDER DRAINS ARE PROVIDING TO THESE FILTERS. JARED DID ASK ME TO GO THROUGH KIND OF A QUICK TIMELINE OF THIS PROJECT. IN 2015 THE CURRENT UNDER DRAINS WERE DESIGNED FOR OUR FILTER SYSTEM. IN JANUARY OF 2016 THOSE UNDER DRAINS WERE INSTALLED AND ABOUT A YEAR AND A HALF BETWEEN 17 18 WE DID START NOTICING THOSE FILTERS THAT WEREN'T PROPERLY FUNCTIONING. AND AGAIN THAT GOES BACK TO THE TURBIDITY LEVELS OR HEAD LOSS AND MIXTURE OF THAT MEDIUM. IN LATE 2018 AND JANUARY OF 2019 WE DID HAVE TWO OF THOSE FILTERS BLOW OUT AND IT RENDERED US. WE DID NOT HAVE USE OF THOSE FILTERS. THAT WAS WHEN IN APRIL I DON'T KNOW IF Y'ALL RECALL WE CAME TO Y'ALL WITH THAT TEMPORARY KIND OF EMERGENCY REPAIR THAT WE NEEDED TO GET THOSE REPAIRED IMMEDIATELY SO THAT WE COULD GET THROUGH THE SUMMER PROVIDING WATER FOR THE CITY OF AMARILLO. SO HERE WE ARE TODAY ASKING FOR APPROVAL OF THIS DESIGN OF THIS CONTRACT SO THAT WE CAN PUT THAT INFRASTRUCTURE IN PLACE SO THAT WE CAN YOU KNOW BE SURE THAT WE CAN PROVIDE THAT WATER FOR OUR CITIZENS OF AMARILLO FOR YEARS TO COME. THE ENGINEERING CONTRACT IS FOR $784,000 FOR KSA. THAT IS FOR THE STUDY AND THE REPORT OF LOOKING AT VARIOUS UNDER DRAINS. THERE ARE DIFFERENT TYPES OF DRAINS AND MODELS THAT YOU CAN PUT IN

THEY ALSO WILL HAVE AN INSPECTOR ONSITE DURING THE INSTALLATION OF THE UNDER DRAINS. THAT'S JUST TO ENSURE THAT THE UNDER DRAINS ARE INSTALLED PER SPECS AND PLANS. PREMATURE TO SAY EXACTLY WHAT THE NEXT STEPS ARE AND BUT WE WILL TAKE APPROPRIATE STEPS AS WE GO FORWARD. BUT YOU KNOW IT WOULD BE PREMATURE AT THIS POINT FOR ME TO SAY EXACTLY WHAT'S GOING TO HAPPEN THERE. BUT WE WILL TAKE ALL DUE DILIGENCE TO LOOK INTO HOW WE GOT HERE AND HOW WE CAN MAKE SURE IT DOESN'T HAPPEN AGAIN AND HOW WE CAN SEEK COMPENSATION IF APPROPRIATE. SO PART OF THAT THE GOOD NEWS FINANCIALLY IS WE DO HAVE THE FUNDS AVAILABLE TO DO THIS. THE BAD NEWS IS THAT IT POSTPONES OTHER PROJECTS THAT WE WOULD HAVE PREFERRED TO HAVE ON THE LIST SOONER.BUT I THINK IT IS GOOD TO CLARIFY THAT THE FUNDS ARE AVAILABLE FOR US TO PURSUE THIS. AND WE AS WE PUT TOGETHER THIS YEAR'S BUDGET WE WERE AWARE OF THIS. SO WE DID BUDGET ACCORDINGLY KNOWING THAT WE WERE GOING TO HAVE TO DO THIS. IF WE WEREN'T DOING THIS WOULD OBVIOUSLY BE USING THOSE FUNDS TO DO OTHER MAINTENANCE OR RENOVATION PROJECTS INSIDE THE WATER SYSTEM.
