THIS BILL PROHIBITS A MUNICIPALITY OR COUNTY FROM ADOPTING OR ENFORCING AN ORDINANCE ORDER OR REGULATION THAT REQUIRES A PERMIT FOR THE INSTALLATION OR USE OF AN APPLICABLE BATTERY CHARGE FENCE THAT IS IN ADDITION TO AN ALARM SYSTEM PERMIT ISSUED BY THE MUNICIPALITY OR COUNTY THAT IMPOSES CERTAIN INSTALLATION OR OPERATIONAL REQUIREMENTS FOR THE BATTERY CHARGE FENCE OR AN ALARM SYSTEM OR THAT PROHIBITS THE INSTALLATION OR USE OF A BATTERY CHARGE FENCE. AND SO AS WE WENT THROUGH COMMUNITY MEETINGS WITH THOSE STAKEHOLDERS AFTER THAT ORDINANCE WAS PASSED WE GOT SOME FEEDBACK THAT WE WOULD LIKE TO ADDRESS TODAY AND ANOTHER MODIFICATION TO THAT ORDINANCE. THESE ARE THE PUBLIC MEETINGS THAT WERE HELD. AS YOU CAN SEE WE HAD THREE THAT WERE BACK IN 2017 AND THEN WE MET THROUGH 2018 WITH YOU ALL PASSING THAT ORDINANCE IN THE MIDDLE OF THE SUMMER LAST YEAR. SUBSEQUENT TO THAT WE HAD SEVERAL MORE MEETINGS WHERE WE GOT MORE IN-DEPTH FEEDBACK AS THESE COMMERCIAL HAULERS REALLY DUG INTO WHAT THE FRANCHISE FEE LOOKED LIKE. AND SO BASED ON SOME OF THAT FEEDBACK WHAT WE'RE RECOMMENDING TODAY IS JUST CLEANING UP AND REALLY SPECIFYING SOME EXEMPTIONS FROM THIS PERMIT. AND SO THOSE ARE GOING TO BE CHARITABLE AND NON-PROFIT ORGANIZATIONS SO IF YOU THINK ABOUT HABITAT FOR HUMANITY OR COUNCIL FOR THE BLIND OR ANY OF THOSE PEOPLE THAT MAY BE PICKING UP THINGS TO RESELL. AND JUST IN THEIR LINE OF WORK FOR CHARITY.
