1. CONSENT AGENDA: Overview: It is recommended that the following items be approved and that the City Manager be authorized to execute all documents necessary for each transaction: THE FOLLOWING ITEMS MAY BE ACTED UPON BY ONE MOTION. NO SEPARATE DISCUSSION OR ACTION ON ANY OF THE ITEMS IS NECESSARY UNLESS DESIRED BY A COUNCILMEMBER, IN WHICH EVENT THE ITEM SHALL BE CONSIDERED IN ITS NORMAL SEQUENCE AFTER THE ITEMS NOT REQUIRING SEPARATE DISCUSSION HAVE BEEN ACTED UPON BY A SINGLE MOTION.
2. PRESENTATION AND CONSIDERATION OF ORDINANCE NO. 7710: Overview: (Contact: Jared Miller, City Manager) This is the first reading of an ordinance to consider amending Ordinance No. 7700 to revise the guidelines for appointments to the Beautification and Public Arts Advisory Board.
3. RESOLUTION -- APPROVING THE AMARILLO CITY TRANSIT DRUG AND ALCOHOL POLICY CHANGES FOR 2018: Overview: (Contact: Marita Wellage-Reiley, Transit Director) The City of Amarillo receives federal funding from the Department of Transportation (DOT) Federal Transit Administration (FTA) and is thereby required to comply with 49 CFR Part 40 USDOT Drug & Alcohol Regulations. The new regulations became effective January 1, 2018. The revised ACT Drug & Alcohol Policy incorporates the City of Amarillo Substance Abuse Policy and the new DOT policy addendum. The most significant revision is the addition of four opioids to the drug testing panel. Because the rule implementing the policy was not finalized until November 13, 2017, DOT has given covered agencies a grace period in which to have the governing authorities approve the policy by the end of February 2018.

CONSIDER AWARD - 24" WATER MAIN EXTENSION IN SUNDOWN LANE FROM BELL STREET TO WESTERN STREET: Overview: (Contact: Kyle Schniederjan, City Engineer) Amarillo Utility Contractors, Inc. -- $911,550.00 This item is to consider award of the construction contract for the installation of a new 24-inch water main with corresponding appurtenances to facilitate initial infrastructure needs for future development in the area.

CONSIDER -- AIR SERVICE AGREEMENT BETWEEN THE CITY OF AMARILLO AND AMERICAN AIRLINES FOR THE PROVISION OF DAILY NON-STOP AIR SERVICE TO PHOENIX, ARIZONA: Overview: (Contact: Michael Conner, Airport Director) This item is to approve the air service agreement with American Airlines which will provide daily, non-stop, round-trip service between Amarillo and Phoenix (Sky Harbor International Airport).

An access ramp leading to the main entry is located at the southwest corner of the building. Parking spaces for individuals with disabilities are available in the south parking lot. City Hall is equipped with restroom facilities, communications equipment and elevators that are accessible. Individuals with disabilities who require special accommodations or a sign language interpreter must contact the City Secretary's Office 48 hours prior to meeting time by telephoning 378-3013 or the City TDD number at 378-4229.
