A. Award - Medical Laboratory Testing Services:
Award to second low bidder - Physicians Preferred Laboratory (PPL) -- $185,548.17/year
Overview: This item awards a contract to provide medical laboratory testing services to the City of Amarillo and ratifies the provisions of these services by PPL during the contract termination process with the current provider. The original low bidder on this contract was Clinical Pathology Laboratory (CPL), who was awarded the contract on January 20, 2015. CPL has since failed to perform the contract per the specifications and their contract was terminated after the required opportunity to cure was offered. The second low bidder for these services was Physicians Preferred Laboratory, who has agreed to perform the needed services per their original bid.
Overview: These services are used by the City Public Health Department, CityCare Clinic, Fire Department, Risk Management Department and the City Health Plan throughout the year to provide needed medical tests to patients, prospective employees, health plan members, promotional and pre-employment screenings and others. The proposed contract is on the same terms as the prior contract with a one-year base term and up to four one-year extensions upon mutual consent. Funding for this contract is available in each department's approved FY 2014/2015 Operation Budgets.
B. Award - Software Maintenance:
Open Text eDocs Software Maintenance - $73,185.73
Overview: This item awards a contract to purchase the Open Text eDocs software maintenance renewals for existing licenses. The Open Text eDocs is the City's electronic document management software and the maintenance contract is proprietary. Funding for the purchase is available from the approved FY 2014/2015 IT Operations Budget.
C. Approval - 2015 Working Ranch Cowboys Association Support Agreement:
Overview: This item approves a support agreement between the Working Ranch Cowboys Association and the City of Amarillo. The purpose of the Support Agreement is to secure eligibility for the possible rebate of the state portion of the sales tax attributable to the Working Ranch Cowboys Association event held in Amarillo. Funds received from any state sales tax rebate will be used to create a funding mechanism to support and promote events such as the Working Ranch Cowboys Association National Finals. This agreement relates to the resolution above in Item 2.
D. Approval -Pre-Coated Aggregate Additional Purchase:
Award to current supplier: J Lee Milligan - $79,150.00
Overview: This item approves the purchase of additional pre-coated B4 Aggregate for the Street Department for the sealcoat program for residential streets. The current contract provides for the overage purchase of up to 25% at the contract price. Funding is available from savings within the current Street Department budget to purchase and stockpile an additional 1,000 cubic yards of P4 aggregate for the 2016 season. Stockpiling allows the pre-coasted aggregate material to cure and therefore perform better when applied to the street surface.
