1. MINUTES: Overview: Approval of the City Council minutes of the regular meeting held on March 24, 2015.

2. ORDINANCE NO. 7523: Overview: This is the first reading of an ordinance changing the zoning of 97.88 acres of unplatted land, in Section 231, Block 2, AB&M Survey, Randall County, from Agricultural District to Residential District 2, in the vicinity of Bismarck Avenue and Georgia Street. This is recommended for approval by a 5:0 vote of the Planning and Zoning Commission.

3. ORDINANCE NO. 7524: Overview: This is the first reading of an ordinance changing the zoning of 8.03 acres and 19.25 acres of unplatted land, in Section 40, Block 9, BS&F Survey, Randall County, from Agricultural District to Planned Development District 378 and Residential District 1, in the vicinity of Wesley Road and Liberty Circle North. This is recommended for approval by a 5:0 vote of the Planning and Zoning Commission.

4. RESOLUTION - CALLING A PUBLIC HEARING TO DETERMINE WHETHER CERTAIN CONDITIONS DESCRIBED HEREIN CONSTITUTES A PUBLIC NUISANCE AT THE LOCATION STATED: Overview: This resolution sets the date and time for a public hearing on April 21, 2015 at 3:00 p.m. to determine if the property at 1323 South Garfield Street, constitutes a public nuisance and thereby declared as a dangerous structure. A copy of this resolution will be mailed to all interested parties providing ten (10) days notice of public hearing.

5. RESOLUTION - EVENTS TRUST FUND: Overview: This resolution expresses the City of Amarillo's support for the Texas Events Trust Fund and encourages the continued operation of the program as a way for Texas cities to compete for and attract events to their communities that provide entertainment, quality of life and economic benefits to residents and visitors alike.

6. APPOINTMENTS - BOARDS AND COMMISSIONS: Appointment is needed for the following board:

7. CONSENT AGENDA: Overview: It is recommended that the following items be approved and that the City Manager be authorized to execute all documents necessary for each transaction:

A. Purchase - Truck with Pro Patch System:
Award on Buyboard to Freightliner of Austin -- $143,602.70
Overview:This item approves the purchase of a 35,000 GVW truck chassis with a mounted pothole patching apparatus. The purchase is unscheduled as the existing equipment is obsolete and replacement parts are unavailable. The cost represents a 19% increase from the last purchase in 2007. Funding for the purchase is available in the Municipal Garage Rolling Stock Fund.

B. Approval - Real Estate Purchase:
Parties: City of Amarillo and Cedar Springs Leasing
Purchase Price: $85,000
Terms and Conditions: As noted
Overview: This item approves the purchase of 76.99 +/- acres in the general area of S.W. 58th Avenue and Georgia Street. The property currently consists of 3 drainage lakes and undeveloped land within the base flood plain as shown on the attached map. The City will use this property to enhance and improve drainage and to support additional development in the associated drainage basin. Funding for this purchase is available in the Drainage Utility fund.

C. Approval - HIV Prevention Program Grant:
Texas Department of State Health Services -- $210,250.00
Overview: This item approves the submission of a grant application to the Texas Department of State Health Services for HIV testing, early intervention-counseling and linkages to care for high risk populations. The funding allocation reflects level funding. The contract period will be September 2015 through August 2016.

D. Dedications and Acceptances:
Overview: Dedication of 0.008 acres for public right-of-way purposes in Section 72, Block 2, AB&M Survey, Potter County, Texas for improvements on Centerport Boulevard.
