1. MINUTES: Overview: Approval of the City Council minutes of the regular meeting held on August 5, 2014.
2. PUBLIC HEARING - DISCUSS AND CONSIDER PROPOSED TAX RATE: Overview: This item is to discuss and consider the proposed tax rate for maintenance and operation and debt service for the proposed 2014/2015 City of Amarillo fiscal budget.
3. ORDINANCE NO. 7467: Overview: This is the second and final reading of an ordinance changing the zoning of a 2.67 acre tract of unplatted land in Section 64, Block 9, BS&F Survey, Randall County, from Agricultural District to Moderate Density District, in the vicinity of Nancy Ellen Street and Hillside Road for residential development.
4. ORDINANCE NO. 7468: Overview: This is the second and final reading of an ordinance changing the zoning of a 2.12 acre tract of unplatted land in Sections 24 and 25, Block 9, BS&F Survey, Potter County, from Agricultural District to Office District 1, in the vicinity of Tascosa Road and Ravenwood Drive for various office related land uses.
5. ORDINANCE NO. 7469: Overview: This is the second and final reading of an ordinance amending Chapter 4-10, Division 6, of the Amarillo Municipal Code to provide comprehensive revisions to the landscaping requirements.
6. ORDINANCE NO. 7470: Overview: This is the second and final reading of an ordinance to amend Chapter 4-6, Article V, of the Amarillo Municipal Code to change the utility coordination meeting times to once per year.
7. ORDINANCE NO. 7471: Overview: This is the first reading of an ordinance adopting the 2014/2015 budget and five (5) year service plan, along with establishing and levying an annual property assessment for the Colonies Public Improvement District (PID). The Colonies PID is located within the Colonies Subdivision in Southwest Amarillo. This ordinance is recommended for approval by a unanimous vote of the Colonies Public Improvement District Board of Directors.
8. ORDINANCE NO. 7472: Overview: This is the first reading of an ordinance adopting the 2014/2015 budget and five (5) year service plan, along with establishing and levying an annual property assessment for the Point West Public Improvement District (PID). The Point West PID is located adjacent to the Amarillo Medical Center in West Amarillo. This ordinance is recommended for approval by a unanimous vote of the Point West Public Improvement District Board of Directors.
9. ORDINANCE NO. 7473: Overview: This is the first reading of an ordinance adopting the 2014/2015 budget and five (5) year service plan, along with establishing and levying an annual property assessment for the Tutbury Public Improvement District (PID). The Tutbury PID is located within the Tutbury Subdivision in Southwest Amarillo. This ordinance is recommended for approval by a unanimous vote of the Tutbury Public Improvement District Board of Directors.
10. ORDINANCE NO. 7474: Overview: This is the first reading of an ordinance adopting the 2014/2015 budget and five (5) year service plan, along with establishing and levying an annual property assessment for the Redstone (PID). The Redstone PID is located South of Coulter Street and Hollywood Road in Amarillo. This ordinance is recommended for approval by a unanimous vote of the Redstone Public Improvement District Advisory Board.
11. RESOLUTION -- CALLING A PUBLIC HEARING TO DETERMINE WHETHER CERTAIN CONDITIONS DESCRIBED HEREIN CONSTITUTE PUBLIC NUISANCES AT THE LOCATIONS STATED: Overview: This resolution sets the date and time for a public hearing on September 9, 2014 at 3:00 p.m. to determine if the property at 1506 Southeast 4th Avenue, constitutes a public nuisance and thereby declared as a dangerous structure. A copy of this resolution will be mailed to all interested parties providing ten (10) days notice of public hearing.
12. CONSENT AGENDA: Overview: It is recommended that the following items be approved and that the City Manager be authorized to execute all documents necessary for each transaction:
