1. MINUTES: Overview: Approval of the City Council minutes of the special meeting held July 21, 2014 and the regular meeting held on July 22, 2014.

2. ORDINANCE NO. 7465: Overview: This is the second and final reading of an ordinance changing the zoning of Lot 3, Block 3, Amended South Side Acres Unit No. 12, in Section 230, Block 2, AB&M Survey, Randall County, from Office District 2 with Specific Use Permit 175 to Office District 2 with Amended Specific Use Permit 175A for operation of a sports club (baseball instruction facility).

3. ORDINANCE NO. 7466: Overview: This is the second and final reading of an ordinance renaming a platted private street right-of-way from Les' Street to Kingsridge Place.

4. RESOLUTION -- CALLING A PUBLIC HEARING TO DETERMINE WHETHER CERTAIN CONDITIONS DESCRIBED HEREIN CONSTITUTE PUBLIC NUISANCES AT THE LOCATIONS STATED: Overview: This resolution sets the date and time for a public hearing on August 26, 2014 at 3:00 p.m. to determine if the properties at 1427 Northwest 18th Avenue and 1433 Northwest 18th Avenue, constitute public nuisances and thereby declared as dangerous structures. A copy of this resolution will be mailed to all interested parties providing ten (10) days notice of public hearing.

5. RESOLUTION - PUBLIC HEARING: Overview: This resolution conducts a public hearing on a petition request for the dissolution of the Brennan Boulevard Public Improvement District (PID). A petition representing a majority of the Brennan PID property owner's signatures were submitted for this dissolution request. If approved, the City of Amarillo will assume the maintenance and operation of the Brennan Boulevard medians beginning FY 2014/2015.

7. CONSENT AGENDA: Overview: It is recommended that the following items be approved and that the City Manager be authorized to execute all documents necessary for each transaction:

A. Purchase - Real Property:
Grantor: Planet Cattle, Inc.
Grantee: City of Amarillo
Cost: $5,000.00
Overview: This item approves the purchase of Lot 14 and a temporary construction easement on Lot 15 for the installation, construction, maintenance, operation, replacement and upgrade of a 48-inch water pipeline along Spring Street to connect the 24th Avenue Pump Station to the Osage Water Treatment Plant. The deed allows the grantor to use the surface of the lot for most purposes that do not involve a building.

B. Award - Alley Improvements - Pilgrim Drive Alley:
Award to low responsive bidder: MH Civil Constructors, Inc. -- $114,979.71
Overview: This item awards a contract to reconstruct the Pilgrim Drive alley between Aberdeen Parkway and Cape Colony Drive. The project will include the installation of a concrete valley to improve the drainage in the area. The contract amount is 3.4% less than the project estimate. Funding for this award is available in the approved 2013/2014 Drainage Utility Capital Improvement Program.

C. Confirmation -- Appointment of Public Health Authority:
Roger Smalligan, M.D.
Overview: This item confirms the reappointment of Dr. Roger Smalligan, as the Health Authority for Potter and Randall Counties. The reappointment is recommended by the Bi-City County Board of Health. Once confirmed, Dr. Smalligan will appoint Dr. Shari Medford and Dr Ako Bradford as deputies to serve in his absence.

D. Approval - Agreement for Construction Services:
Southwestern Bell Telephone Company: $70,412.45
Overview: This item approves an agreement with Southwestern Bell Telephone Company for the relocation of telephone communication utilities between Buchanan and Pierce Streets from Southwest 5th Avenue to Southwest 9th Avenue and from Southwest 7th Avenue from Pierce to Johnson Streets. The agreement includes the removal of the overhead lines and poles. The relocation project is part of the downtown development project.
