1. MINUTES: Overview: Approval of the City Council minutes of the regular meeting held on June 3, 2014.

2. ORDINANCE NO. 7463: Overview: This is the first reading of an ordinance amending Chapter 8-4, Article II, Section 8-4-21 of the Amarillo Municipal Code regarding adding aircraft, watercraft and recreational vehicles to the definitions.

3. RESOLUTION - STATE SALES TAX FUNDING APPLICATION: Overview: This resolution authorizes the submission of an application to the Texas State Comptroller to seek state funds for the purpose of attracting and retaining events in Amarillo. The City of Amarillo, as the host community of the 2014 World Championship Ranch Rodeo and other eligible events, is eligible to receive a rebate of the lesser of half the sales tax generated by the event or half of the cost of hosting the event. If approved, the funds received will be utilized to provide local incentives to retain, pursue, and enhance the events that would be hosted in Amarillo. If this resolution is approved, subsequent approval of a participation agreement is consent agenda Item 7C.

4. RESOLUTION - PUBLIC HEARING: Overview: This resolution conducts a public hearing on and considers ordering the removal of a substandard structure located at 911 Southwest 1st Avenue.

5. RESOLUTION - PUBLIC HEARING: Overview: This resolution conducts a public hearing on and considers ordering the removal of a substandard structure located at 918 North Washington Street.

6. APPOINTMENTS - BOARDS AND COMMISSIONS: Overview: Appointment is needed for the following board:

7. CONSENT AGENDA: Overview: It is recommended that the following items be approved and that the City Manager be authorized to execute all documents necessary for each transaction:

A. Award - Fire Hydrant Installations and Valve Replacement:
Award to low responsive bidder: Amarillo Utility Contractors, Inc. -- $198,926.75
Overview: This item awards a construction contract for the replacement of a 24 inch water valve on Plains Blvd. and the installation of new three (3) new fire hydrants at school locations. The installation of the new hydrants will improve fire coverage for Eastridge, Will Rogers and Mesa Verde elementary schools. Funding for this contract is available from the approved FY 2013/2014 Utilities Division Capital Improvement Project budgets and the 2013 Water Expansion and Improvement Fund.

B. Award - Rehabilitation of Sanitary Sewer Mains:
Award to low responsive bidder: Amarillo Utility Contractors, Inc. -- $758,362.40
Overview: This item awards a construction contract for the rehabilitation of deteriorating six (6) to eight (8) inch sanitary sewer mains using the pipebursting method. The mains are in various residential additions including North Heights, Westlawn, Southlawn, Washington Center, Eastridge, and East Amarillo. Funding for the project is available in the Approved 2014 Utilities Division Capital Improvements budget.

C. Approval - Event Support Contract for 2014 World Championship Ranch Rodeo:
Overview: This item approves an agreement between the Working Ranch Cowboy Association and the City of Amarillo to secure eligibility for the possible rebate of the state portion of the sales tax attributable to the Working Ranch Cowboy Association event held in Amarillo. Funds received from any state sales tax rebate will be used to create a funding mechanism to support and promote events such as the World Championship Ranch Rodeo. This agreement relates to the resolution above in Item 3.
