A. Award - Landfill Cell 10 Liner Installation Project:
Award to low responsive bidder - L.D. Kemp Excavating, Inc. -$788,410.20
Overview: This item awards a contract to perform the necessary excavation and installation for a multi-layer landfill liner. This project will encompass approximately 4.7 acres of liner installed on the floor and side slopes. Upon completion, the Cell 4 liner, installed in 1996, will be connected to the Cell 10 liner, installed in 2009. Collectively, this will enhance the use and lifespan of the landfill as a whole and will ensure compliance with the City's Texas Commission on Environmental Quality (TCEQ) landfill permit. Funding for this project is in the approved Solid Waste Improvement Fund Capital Improvement Program.
B. Approval - Emergency Medical Services Medical Director Contract:
Parties: Dr. Gerad Troutman, M.D. and the City of Amarillo

Overview: This item is the approval of a contract to secure the services of a Medical Doctor to serve as Medical Director for the City of Amarillo pre- hospital care system. The selected Doctor will provide oversight and control for the provision of emergency medical services to both the Amarillo Fire Department and American Medical Response d.b.a. Amarillo Medical Services (AMR/AMS). Employment of a Medical Director is required by state law and is a condition of the permit between the City of Amarillo and AMR/AMS. The contract includes medical oversight, direction and quality control and will ensure that medical protocols and practices for both organizations are mutually supporting and provide the highest level of care to individuals requiring pre-hospital medical services. Funding for this contract will be paid equally by AMR/AMS and the City of Amarillo.
