1. MINUTES: Overview: Approval of the City Council minutes of the regular meeting held on December 30, 2013.

2. ORDINANCE NO. 7444: Overview: This is the first reading of an ordinance amending Chapter 16-3-1002, Traffic Schedule B, of the Amarillo Municipal Code. This amendment will make the following changes to the speed limits on Interstate 27 (Canyon Drive):
Interstate 27, Main Lanes from Washington Street to Hillside Road - 60 miles per hour
Interstate 27, Main Lanes from Hillside Road to Bell Street - 65 miles per hour
Interstate 27, Main Lanes from Bell Street to South City Limits - 75 miles per hour
The proposed changes are requested by the Amarillo Police Department and have been verified through a recent speed study and review by the Texas Department of Transportation. The Traffic Commission has reviewed and approved the requested changes.

ORDINANCE NO. 7443: Overview: This is the second and final reading of an ordinance changing the zoning of a 6.85 acre tract of unplatted land in Section 152, Block 2, AB&M Survey, Randall County, in the vicinity of Southwest 58th Avenue and Osage Street from Agricultural District to Agricultural District with a specific use permit for a manufactured home.

5. RESOLUTION CALLING A PUBLIC HEARING TO DETERMINE WHETHER CERTAIN CONDITIONS DESCRIBED HEREIN CONSTITUTE PUBLIC NUISANCES AT THE LOCATIONS STATED: Overview: This resolution sets the date and time for a public hearing on January 28, 2014 at 3:00 p.m. to determine if the properties at 1300 South Cleveland Street, 1945 Northwest 15th Avenue and 1328 Northwest 16th Avenue constitute public nuisances and thereby declared as dangerous structures. A copy of this resolution will be mailed to all interested parties providing ten (10) days notice of public hearing.

7. CONSENT AGENDA: Overview: It is recommended that the following items be approved and that the City Manager be authorized to execute all documents necessary for each transaction:

A. Purchase - Public Safety Radio Equipment:
Overview: Award to Motorola Solutions c/o WT Services on the Houston Galveston Area Council (HGAC) Cooperative Purchasing Contract - $271,125.00
This item approves the purchase of radio equipment for the Amarillo Police and Fire Departments and the Office of Emergency Management. This project includes 57 vehicular radios and 99 multi-key upgrades for existing mobile and handheld units to provide additional capability and interoperability. All equipment is compliant with the FCC mandated narrowband requirements and is capable of accepting firmware upgrades to allow use on a future digital radio network.
Funding for this purchase is from the FY 2013 State Homeland Security Program and the FY 2013 Law Enforcement Prevention of Terrorism Activities Program grants. No City funds are required for this purchase.

B. Award - Water and Wastewater Distribution Improvement Projects: Overview: Award to low responsive bidder: Perry Williams, Inc. -- $129,493.56 Overview: This item awards a construction contract for the first phase of the relocation of water and sewer mains currently within the TXDOT right of way for the expansion of Loop 335 (Hollywood Road) and Western Street. Funding for this project is available in two approved Water and Wastewater Collection Capital Improvement program budgets.

C. Award - Construction Sidewalks and Ramps: Overview: Award to low responsive bidder: Tri-State General Contracting Group, Inc. - $63,048.30
Overview: This item awards a contract for the construction of residential sidewalk and curb ramps along the east side of Alabama Street from Southwest 6th Avenue to Southwest 3rd Avenue. This project will improve ADA accessibility. The project was estimated at $75,000. Funding for the project is available from the 2013 approved capital improvement project.
