1. MINUTES: Overview: Approval of the City Commission minutes of the regular meeting held on September 4, 2012.
2. PUBLIC HEARING ON FISCAL YEAR 2012/2013 BUDGET: Overview: This Budget will raise more total property taxes than last year's budget by $264,159 or 0.83%, and of that amount $459,443 is tax revenue to be raised from new property added to the tax roll this year.
3. ORDINANCE NO. 7363: Overview: This is the first reading of an ordinance adopting the City of Amarillo budget for the 2012/2013 fiscal year. This budget allows for the City to continue providing effective public services, programs and assistance to Amarillo residents in the upcoming year.
4. ORDINANCE NO. 7364: Overview: This is the first reading of an ordinance approving the City of Amarillo tax roll, setting an ad valorem property tax rate and levying a tax on all property subject to taxation within the City for the 2012 tax year. This ordinance establishes an ad valorem tax rate of $0.29276 per $100.00 property valuation for City maintenance and operations expenses and $0.02733 per $100.00 property valuation for existing debt expenses resulting in a total ad valorem rate of $0.32009 per $100.00 property valuation.
Overview: THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 0.79% PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $0.46.
5. ORDINANCE NO. 7365 Overview: This is the first reading of an ordinance approving the City’s participation in the Texas Municipal Retirement System (TMRS) updated service credits and five-year vesting programs. These items help insure that the City remains competitive in attracting and retaining quality personnel.
6. ORDINANCE 7366: Overview: This is the first reading of an ordinance amending Division 6, Chapter 16, Article IV, of the Amarillo Municipal Code. This ordinance enacts a ban on the use of hand-held wireless devices on the public streets in Amarillo. Use of a wireless device through a voice operated hands-free device is allowed by this ordinance.

ORDINANCE NO. 7360: Overview: This is the second and final reading of an ordinance changing the zoning of a 1.47 acre tract in Section 4, Block 9, BS&F Survey, Randall County, in the vicinity of Olympia Drive and Ventura Drive from Planned Development District 306, Residential District 1, and Residential District 3 to Moderate Density District for single-family attached and detached home sites.
8. ORDINANCE NO. 7361: Overview: This is the second and final reading of an ordinance vacating a 5 foot public utility easement in Lot 6, Block 21, North Highlands Subdivision in Section 157, Block 2, AB&M Survey, Potter County, in the vicinity of East Amarillo Boulevard and Hayes Street.
9. ORDINANCE NO. 7362: Overview: This is the second and final reading of an ordinance vacating a portion of Willow Creek Drive in Section 165, Block 2, AB&M Survey, Potter County, in the vicinity of Willow Creek Drive and Broadway Drive.
10. RESOLUTION - APPROVAL OF 2012/2013 AMARILLO HOSPITAL DISTRICT BUDGET: Overview: This resolution approves the 2012/2013 Budget and associated program of services for the Amarillo Hospital District. This budget is recommended for approval by the Amarillo Hospital District Board of Managers.
11. RESOLUTION - APPROVAL OF AMARILLO ECONOMIC DEVELOPMENT CORPORATION 2012/2013 BUDGET: Overview: This resolution approves the 2012/2013 Amarillo Economic Development Corporation (AEDC) Budget. This budget is funded by an existing one-half cent local sales tax and is utilized to attract and develop industrial, manufacturing and associated economic development enterprises as well as to retain and expand existing qualified business. These activities create employment and economic development opportunities for our community. This budget is recommended for approval by the Amarillo Economic Development Corporation Board of Directors.
12. RESOLUTION - PUBLIC HEARING: Overview: This resolution conducts a public hearing on and considers ordering the removal of a substandard structure located at 90 N. Florida Street.
13. RESOLUTION - PUBLIC HEARING: Overview: This resolution conducts a public hearing on and considers ordering the removal of a substandard structure located at 2202 Northwest 1st Avenue.
14. CONSENT AGENDA: Overview: It is recommended that the following items be approved and that the City Manager be authorized to execute all documents necessary for each transaction:
