INVOCATION: Mark Love, Central Church of Christ

1. MINUTES: Overview: Approval of the City Commission minutes of the regular meeting held on September 6, 2011.

2. PUBLIC HEARING ON FISCAL YEAR 2011/2012 BUDGET: Overview: This budget will raise more total property taxes than last year's budget by $1,484,450 or 4.96%, and of that amount $496,381 is tax revenue to be raised from new property added to the tax roll this year.

3. ORDINANCE NO. 7238: Overview: This is the first reading of an ordinance adopting the City of Amarillo budget for the 2011/2012 fiscal year. This budget allows for the City to continue providing effective public services, programs and assistance to Amarillo residents in the upcoming year.

4. ORDINANCE NO. 7239: Overview: This is the first reading of an ordinance approving the City of Amarillo tax roll, setting an ad valorem property tax rate and levying a tax on all property subject to taxation within the City for the 2011 tax year. This ordinance establishes an ad valorem tax rate of $0.29230 per $100.00 property valuation for City maintenance and operations expenses and $0.02779 per $100.00 property valuation for existing debt expenses resulting in a total ad valorem rate of $0.32009 per $100.00 property valuation.
Overview: THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 3.51% AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000.00 HOME BY APPROXIMATELY $9.51.

5. ORDINANCE NO. 7294: Overview: This is the second and final reading of an ordinance re-appointing existing judges now serving in the City of Amarillo Municipal Court. These appointments are for a two (2) year period as follows:
Donna Clayton - Full-time Presiding Judge
Jennifer Cates - Part-time Associate Judge
Donald Conley - Part-time Associate Judge
Sonya Letson - Part-time Associate Judge

6. RESOLUTION - APPROVAL OF 2011/2012 AMARILLO HOSPITAL DISTRICT BUDGET: Overview: This resolution approves the 2011/2012 Budget and associated program of services for the Amarillo Hospital District. This budget is recommended for approval by the Amarillo Hospital District Board of Managers.

7. RESOLUTION - APPROVAL OF 2011/2012 AMARILLO-POTTER EVENT VENUE DISTRICT BUDGET: Overview: This resolution approves the 2011/2012 Budget for the Amarillo-Potter Event Venue District. This budget is funded through a 5% car rental tax and a 2% hotel occupancy tax. The Amarillo-Potter Event Venue District operates and maintains voter approved entertainment venues within the City. This budget is recommended for approval by the Amarillo Potter Event Venue District Board.
