INVOCATION: Gene Shelburne, Anna Street Church of Christ

1. MINUTES: Overview: Approval of the City Commission minutes of the regular meeting held on February 14, 2012.

2. ORDINANCE NO. 7319: Overview: This is the first reading of an ordinance changing the zoning of a 66.58 acre tract of unplatted land in Section 231, Block 2, AB&M Survey, Randall County, in the vicinity of Western Street and Farmers Avenue, to change from Agricultural District, Residential District 2 and General Retail District to General Retail and Residential District 2, respectively. This is recommended for approval by a 7:0 vote of the Planning and Zoning Commission.

3. PUBLIC HEARING - PROPOSED ANNEXATION: Overview: This is to conduct a public hearing on the proposed annexation of a 640.65+ acres of land in Section 63, Block 9, BS&F Survey, Randall County, in the vicinity of Soncy Road/Loop 335 and Hillside Road. The first reading of the ordinance authorizing the annexation proceedings will be held on April 17, 2012. This was approved by a 7:0 vote of the Planning and Zoning Commission.

4. APPEAL - DENIAL OF TAXICAB DRIVER PERMIT: Overview: Mr. Martin Louis Schumacher has been denied the issuance of a Taxicab Driver Permit by the Amarillo Police Department. Mr. Schumacher is appealing this denial in accordance with the Amarillo Municipal Code, Section 16-4-81. After receiving testimony and evidence, the City Commission may uphold the denial of the permit or order the application to be reconsidered.

5. CONSENT AGENDA: Overview: It is recommended that the following items be approved and that the City Manager be authorized to execute all documents necessary for each transaction:

A. Purchase - River Road Blower Motor Variable Frequency Drive:
Award to low responsive bidder: J&L Equipment Company -- $33,838.23
Overview: This item approves the purchase and installation of a variable frequency drive (VFD) unit for the River Road Wastewater Treatment Plant. This unit will be used to control a 300 horsepower electric motor that drives a large blower used in the treatment process. Funding for this project is available in the approved Utilities Division Capital Improvements Program budget.

B. Approval- Airport Window Cleaning Contract:
Award to sole bidder: Winco Window Cleaning Company -- $27,912.00 per year
Overview: This is the approval of a four (4) year contract to provide window cleaning for the terminal building, fire station and parking garage facilities at Rick Husband Amarillo International Airport. This contract provides for three separate window cleanings per year. The proposed contract is 8% higher than the current contract and the increase is partially attributable to the additional glass in the new concourse and boarding bridges. The contract is for one-year with up to three, one-year renewals. Funding for this award is in the approved FY 2011/2012 Airport Operating budget.
