1. MINUTES: Overview: Approval of the City Commission minutes of the regular meeting held on April 30, 2013.

2. ORDINANCE NO. 7406: Overview: This is first reading of an ordinance approving a negotiated settlement agreement on Southwestern Public Service Company's proposed increase in electrical rates. The agreement was negotiated and is recommended by the Alliance of Xcel Municipalities and the special counsel and consultants hired by the Alliance. If approved, the proposed settlement will result in an overall increase to all customer classes of $50.8 million rather than the requested $90 million. Impact to the average residential customer will be approximately a 6.6% increase.

3. ORDINANCE NO. 7405: Overview: This is the second and final reading of an ordinance changing the zoning of a 35.02 acre tract of unplatted land in Section 231, Block 2, AB&M Survey, Randall County, in the vicinity of Farmers Avenue and City View Drive from Agricultural District to Residential District 2.

4. RESOLUTION CALLING A PUBLIC HEARING TO DETERMINE WHETHER CERTAIN CONDITIONS DESCRIBED HEREIN CONSTITUTE A PUBLIC NUISANCE AT THE LOCATION STATED: Overview: This resolution sets the date and time for a public hearing to determine if this property constitutes a public nuisance and thereby declared as dangerous structure. A copy of this resolution will be mailed to all interested parties providing ten (10) days notice of public hearing.

5. APPOINTMENTS - BOARDS AND COMMISSIONS: Overview: Appointments are needed for the following board:

6. CONSENT AGENDA: Overview: It is recommended that the following item be approved and that the City Manager be authorized to execute all documents necessary for each transaction:

A. Purchase - Street Sweeper:
TYMCO, Inc. -- $228,565.00
Overview: This item approves the purchase of a TYMCO street sweeper from the HGAC purchasing agreement. This is new equipment for the Drainage Utility Department. This purchase represents a 4% increase since the last sweeper purchase in 2012. Funding for this purchase is available from the Municipal Garage Rolling Stock Fund.

7. PRESENTATION: 2013 EVERY DROP COUNTS: Overview: This presentation will provide an overview of Amarillo's water usage and the conservation goals and activities for the 2013 Every Drop Counts Campaign.
