INVOCATION: Davlyn Duesterhaus, Baptist St. Anthony’s Health Systems
1. MINUTES: Overview: Approval of the City Commission minutes of the regular meeting held on October 30, 2012.
2. ORDINANCE NO. 7370: Overview: This is the second and final reading of an ordinance annexing a 2.48 acre tract of land in Section 12, Block 9, BS&F Survey, Potter County.
3. ORDINANCE NO. 7372: Overview: This is the second and final reading of an ordinance approving and clarifying the assessment method for property located within the Redstone Public Improvement District (PID). The proposed assessment establishes a method to be an amount equal to the market value of the lot multiplied by the appropriating factor, which is currently $0.0017. Approval of this ordinance will ensure a more equitable assessment method across properties in the subdivision.
4. ORDINANCE NO. 7373: Overview: This is the second and final reading of an ordinance appointing a Presiding Judge for the City of Amarillo Municipal Court. This appointment will be effective January 1, 2013.
5. RESOLUTION - REFUNDING OF CANADIAN RIVER MUNICIPAL WATER AUTHORITY CONTRACT WATER REVENUE BONDS, SERIES 2005 (CONJUNCTIVE USE GROUNDWATER SUPPLY PROJECT): Overview: This resolution provides Amarillo's consent to the possible refunding of the Series 2005 Contract Water Revenue Bonds for the CRWA Groundwater Project as recommended by the Authority's financial advisor. As a member city, Amarillo consents to the refunding only if certain present value savings targets can be achieved as determined by the Authority's Board of Directors. The resolution must be approved to allow CRMWA and its financial advisor to proceed with the possible refunding of this issuance.
6. RESOLUTION - VINEYARDS PUBLIC IMPROVEMENT DISTRICT ADVISORY BOARD: Overview: This resolution amends the time period in which the composition of the Vineyards must be expanded from three members to five members. The threshold for expanding the Board will be at such time as 100 lots are platted. The change is recommended by the Vineyard Public Improvement PID Advisory Board.
