YOU KNOW, LORD, THAT 50 YEARS AGO OUR CITY'S ENTIRE ANNUAL BUDGET WAS LESS THAN SOME OF THE SINGLE ITEMS ON TODAY'S AGENDA.

COSTS JUST KEEP GOING UP.

BUT YOU'VE MADE SURE THAT WE ALWAYS HAVE ENOUGH.

THANK YOU FOR GIVING US SO MANY YEARS OF PROSPERITY.

BUT I WANTED TO GIVE YOU THE OPPORTUNITY TO ASK QUESTIONS AND FOLLOW UP, BUT I WANTED TO GIVE YOU SOME DETAILS AS TO WHERE WE WERE AT ON WATER PRODUCTION.

SO THE DROUGHT CONTINGENCY PLAN IS A DOCUMENT PREPARED THROUGH RESOLUTION THAT COUNCIL UPDATES EVERY FIVE YEARS.

IT HAS SPECIFIC CRITERIA IN WITHIN IT THAT DICTATES HOW WE MOVE FORWARD UNDER HIGH DEMAND RELATED TO WATER PRODUCTION.

SO THIS GRAPH HERE SHOWS THE ORANGE BARS OR THE RED BARS GOING UP ARE THE DAILY PRODUCTION NUMBERS AND MILLIONS OF GALLONS.

YOU CAN SEE THAT OVER ON THE LEFT SIDE.

I'VE GOT A COUPLE OF GRAPHS THAT WE GET.

WE'LL TALK SOME DATA AND THEN WE CAN JUST TALK QUESTIONS AND ANSWERS, BUT YOU'LL SEE THAT OUR DEMAND IS MUCH HIGHER THAN NORMAL DUE TO THE HOT, DRY WEATHER.

AND WE DON'T FORESEE AN END TO THAT HOT, DRY WEATHER.

HOPEFULLY THE FORECASTERS ARE RIGHT.

AND LATER THIS WEEK WE SEE SOME RELIEF.

BUT OUR TYPICAL AVERAGE IS ABOUT 70 MILLION GALLONS A DAY, MAYBE A LITTLE UNDER ON JULY.

AND YOU CAN SEE THAT CONSISTENTLY THROUGH JULY WE HAVE EXCEEDED THAT AMOUNT SIGNIFICANTLY AND PUSHING UPWARDS IN THE 80 MILLION AND CLOSER TO THE 90 MILLION MARK. OUR ALL TIME HIGH EVER ON A PRODUCTION DAY IS 92 MILLION.

SO THIS IS THE DROUGHT CONTINGENCY PLAN HAS PLANS FOR EMERGENCY BREAKDOWNS LONG TERM WATER DEMAND AND THAT'S WHERE WE'RE AT.

WE'RE NOT IN SOMETHING THAT'S BROKEN.

WE'RE IN A DEMAND A LONG TERM DRY PERIOD WHERE DEMANDS ARE JUST GOING EXTREMELY HIGH COMPARED TO NORMAL, THAT OUR SYSTEM IS VERY ROBUST. WE'RE VERY ABLE TO PROVIDE THE WATER.

WE HAVE WATER RESOURCES IN RESERVE.

AND I'LL SHOW YOU SOME OF THAT HERE IN A MINUTE, SO THAT I WANT YOU TO HAVE CONFIDENCE THAT OUR WATER SYSTEMS ARE IN VERY GOOD SHAPE.

BUT YOU SEE THE LAST THREE BARS WE WENT.

THE IMMEDIATE HIGH DEMAND GOING OVER THE 75 MILLION OR PERCENT LINE, THAT BLUE LINE AT THE TOP, THAT WASN'T WHAT CAUSED THE TRIGGER.

BUT OVER THE LAST SEVERAL YEARS, ONE OF THE BIGGEST BARGAINS THAT WE EVER GOT WAS AEDC GAVE $6 MILLION DOLLARS TO BUILD THE TECH PHARMACY SCHOOL.

WHAT A BARGAIN THAT WAS TO BUILD THAT BUILDING FOR $6 MILLION DOLLARS.

YOU CERTAINLY WOULD BE HARD TO GET A FIFTH OF A BUILDING RIGHT NOW FOR $6 MILLION DOLLARS, BUT THAT'S BEEN A HUGE PLUS TO OUR ECONOMY, HAVING THAT MAIN PHARMACY SCHOOL OF TEXAS TECH.

ALSO, THREE YEARS AGO, WE DID THE TECH VET SCHOOL FOR $69 MILLION DOLLARS.

THAT'S WE'RE STILL STARTING TO SEE AND REAP THE REWARDS FROM THAT INVESTMENT.

WELL, I WILL SAY IT'S A $76 MILLION DOLLAR ANNUAL ECONOMIC IMPACT INTO OUR COMMUNITY.

I THINK IT'S GOING TO BE LARGER THAN THAT.

BUT RIGHT NOW 76 MILLION.

WITH WEST TEXAS A&M, WE HELPED BUILD OR HELPED GET THE DOWNTOWN CENTER.

AND THAT WAS HOUSED IN THE TOWER, THE FIRST BANK SOUTHWEST TOWER FOR THE FIRST FEW YEARS OF THEIR EXISTENCE.

WE PAID THE RENT THE WHOLE TIME THAT THEY WERE IN THAT BUILDING.

AND THEN ALSO WE DID $3 MILLION DOLLARS TO HELP WITH HARRINGTON HALL.

THAT'S THE NEW DOWNTOWN CENTER FOR W.T.

IN DOWNTOWN AMARILLO.

SO AND THEN OVER THE YEARS, WE'VE GIVEN QUITE A BIT OF MONEY TO AMARILLO COLLEGE AS WELL.

ONE OF THOSE THINGS THAT WE DO WITH AMARILLO COLLEGE AND I DO WANT TO SAY KUDOS TO LAURA STORRS AND CHRIS SHARP AND I MET LAST SUMMER.

THERE WAS QUITE A FEW ITEMS THAT AMARILLO COLLEGE HAD OUTSTANDING WITH WORKFORCE GRANTS THAT WE HAD DONE FOR TRAINING WITH AMARILLO COLLEGE, THERE WAS ABOUT SIX OR SEVEN OF THOSE, AND SO WE CLEANED THOSE UP.

AMARILLO COLLEGE RELEASED THOSE FUNDS BACK TO AEDC SO THEY WEREN'T COMMITTED.

THAT WAS ARE ABOUT A LITTLE UNDER $500,000 THAT THEY RELEASED BACK TO AEDC WITH THE CAVEAT THAT WE WOULD HELP WITH IN THE FUTURE WITH THE INNOVATION OUTPOST.

SO JUST A LITTLE BIT OF HISTORY OF HOW AMARILLO EDC HAS HELPED WITH THE INSTITUTIONS OF HIGHER LEARNING IN OUR AREA.

THE ITEM THAT I BRING TODAY FOR YOU IS TO DISCUSS, CONSIDER AND TAKE APPROPRIATE ACTION ON JOB TRAINING FACILITIES AGREEMENT BETWEEN THE AEDC AND AMARILLO COLLEGE.

AMARILLO COLLEGE IS IN THE PROCESS OF RENOVATING THE EXISTING FACILITY AT 11TH AND POLK FOR THE CREATION OF A JOB TRAINING FACILITY KNOWN AS THE INNOVATION OUTPOST.

THEY ALSO RECEIVED AN ECONOMIC DEVELOPMENT ADMINISTRATION GRANT FOR THAT BUILDING.

BUT THAT BUILDING WILL THEIR MAIN PURPOSE IS FOR THE UPSKILLING AND CAREER ACCELERATION FOR PRIMARY EMPLOYEES. AND THAT'S ONE OF THE MAIN MISSIONS OF AEDC IS TO FOR THE JOB CREATION OF PRIMARY EMPLOYEES AND PRIMARY EMPLOYERS.

AND SO THE AGREEMENT WOULD ALLOW AEDC TO CONTRIBUTE 600,000 OVER A FIVE YEAR PERIOD, FIRST FOR A TOTAL OF $3 MILLION DOLLARS TO HELP AMARILLO COLLEGE WITH THAT FACILITY, WITH THE UNDERSTANDING THAT THEY WOULD USE THAT FACILITY FOR JOB TRAINING ON PRIMARY EMPLOYEES.

OUR BOARD YESTERDAY, THE AEDC BOARD VOTED FOUR ZERO ON THAT ITEM YESTERDAY AT THE BOARD MEETING ON 7-25 WITH THE UNDERSTANDING, THEY ADDED A CAVEAT IN THERE THAT WE HAVE A LETTER OF UNDERSTANDING THAT OUTLINES THE CURRICULUM THAT WILL BE TAUGHT AT THE INNOVATION OUTPOST.

SO THAT LETTER IS NOT PART OF THE AGREEMENT YET, BUT IT WILL BECOME PART OF THE AGREEMENT IN THE MOTION THAT THE AEDC BOARD MADE YESTERDAY.

I WOULD CERTAINLY ANSWER ANY QUESTIONS IF I COULD ON THAT.

BUT IN THE LETTER OF UNDERSTANDING, IT'S GOING TO HAVE THE EXACT CURRICULUM THAT WE ARE GOING TO REQUIRE AS PART OF THAT.

A LOT OF IT HAS TO DO WITH WHAT WE'RE DOING WITH THE GLOBAL FOOD HUB THAT WE'RE REALLY STARTING JUST NOW, STARTING TO ROLL OUT.

THAT WILL BE A LOT OF THE CURRICULUM AS FAR AS FOOD SAFETY.

WE'RE GOING TO AMARILLO COLLEGE IS GOING TO DEVELOP A FOOD SAFETY PROGRAM TO HELP WITH OUR LOCAL FOOD PROCESSING.

SINCE THAT, WE SEEM TO BE A HUB NOW FOR ATTRACTING FOOD PROCESSING COMPANIES.

SO THERE'S ABOUT TWO OR THREE ITEMS IN THAT GLOBAL FOOD HUB THAT THEY'RE GOING TO THEY'RE GOING TO AMARILLO COLLEGE, IS GOING TO DEVELOP CURRICULUM THAT WILL FIT THOSE FOOD PROCESSORS, SPECIFICALLY FOR EACH FOOD PROCESSING COMPANY THAT WE BRING IN.

SO WE'VE BROUGHT IN TWO OR THREE IN JUST IN THE LAST YEAR AND A HALF.

AND SO THE SKILLS THAT ARE VERY NEEDED.

SO EVERY TIME THEY COME IN WITH A NEW COMPANY WITH DIFFERENT NEEDS, WE CAN LIKE IMMEDIATELY IN A MATTER OF DAYS, CHANGE THE SPACE AROUND TO BE WHAT IT NEEDS TO BE.
