WHEREAS MAY 21ST, 2022 IS THE 12TH KIDS TO PARKS DAY, ORGANIZED AND LAUNCHED BY THE NATIONAL PARK TRUST, HELD ANNUALLY ON THE THIRD SATURDAY OF MAY.

WHEREAS KIDS TO PARK DAY EMPOWERS KIDS AND ENCOURAGES FAMILIES TO GET OUTDOORS AND VISIT LOCAL PARKS, PUBLIC LANDS AND WATERS.

WHEREAS WE SHOULD ENCOURAGE CHILDREN TO LEAD A MORE ACTIVE LIFESTYLE TO COMBAT ISSUES OF CHILDHOOD OBESITY, DIABETES, HYPERTENSION, AND HYPERCHOLESTEROLEMIA.

THAT'S A BIG WORD, KRISTIN.

AND WHEREAS, KIDS TO PARKS DAY WILL BROADEN CHILDREN'S APPRECIATION FOR NATURE AND OUTDOORS.

AND WHEREAS, KIDS TO PARKS DAY WILL BRING FORWARD THE IMPORTANCE OF RECREATING I'M SORRY, RECREATING RESPONSIBLY WHILE ENJOYING THE BENEFITS OF THE OUTDOORS.

AND NOW, THEREFORE, WE, THE MAYOR AND THE CITY COUNCIL MEMBERS OF THE CITY OF AMARILLO, TEXAS, DO HEREBY PROCLAIM MAY 21ST, 2022, AS KIDS TO PARKS DAY IN AMARILLO, GIVEN UNDER OUR HANDS AND SEAL OF OFFICE THIS 10TH DAY OF MAY 2022, SIGNED BY THE WHOLE CITY COUNCIL.

OKAY. SO WE'RE EXCITED ABOUT ANYTHING THAT ACTUALLY GETS KIDS OUTDOORS.

OBVIOUSLY, I HAVE FIVE KIDS, AND I LOVE THEM BEING OUTDOORS FOR A NUMBER OF REASONS.

IT SPARKS KIDS CURIOSITY, MAKES THEM TIRED, BUT MORE THAN ANYTHING, IT MAKES THEM THEIR OWN CREATIVE THINKERS, AND I THINK THAT KIDS, WHEN THEY EXPERIENCE THE OUTDOORS, THEY CARE ABOUT THE OUTDOORS MORE.

THEY BECOME STEWARDS OF OUR RESOURCES.

AND SO AS A PARKS LIAISON, I'M EXCITED ABOUT THE OPPORTUNITY TO ACKNOWLEDGE THAT KIDS SHOULD BE PLAYING OUTDOORS.

YOU KNOW, I KNOW AS A KID, I SPENT MOST OF MY TIME OUTDOORS.

I THINK THAT WAS MY BENEFIT OF MY PARENTS.

BUT I REMEMBER, LIKE MOST OF YOU, THAT WE STAYED OUT UNTIL THE STREETLIGHTS CAME ON.

AND SO THIS IS A GREAT OPPORTUNITY TO GET KIDS OUT TO REMIND THEM WHAT WE'RE DOING.

I JUST WANT TO SAY, FIRST AND FOREMOST, THANK YOU TO OUR COUNCIL FOR RECOGNIZING OUR CAPITAL NEEDS AND PUTTING MORE EMPHASIS ON IMPROVING THE INFRASTRUCTURE IN OUR PARKS.

AND THAT'S GOING TO LOOK LIKE 14 NEW PLAYGROUNDS IN THE NEXT YEAR.

OUR ATHLETIC FIELD LIGHTING IS SEEING SOME MUCH NEEDED LOVE AS WELL AS SOME OTHER CAPITAL NEEDS ARE BEING ADDRESSED.

AND SO THAT WILL JUST CONTINUE TO KEEP THE KIDS OUT IN THE PARKS, OUTSIDE, OUTDOORS, AND HOPEFULLY CONTINUE TO GROW THEIR APPRECIATION FOR WHAT THE OUTDOORS HAS TO OFFER.

SO WHEREAS OUR CITY INCLUDES A GROWING NAME, GROWING NUMBER OF OLDER AMERICANS WHO COMBINE THEIR STRENGTH, WISDOM AND EXPERIENCE TO OUR COMMUNITY. AND WE'RE AS COMMUNITIES, BENEFIT WHEN PEOPLE OF ALL AGES, ABILITIES AND BACKGROUNDS ARE WELCOMED, INCLUDED AND SUPPORTED.

AND WHEREAS, WE RECOGNIZE OUR NEED TO CREATE A COMMUNITY THAT PROVIDES THE SERVICES AND SUPPORTS OLDER AMERICANS NEED TO THRIVE AND LIVE INDEPENDENTLY FOR AS LONG AS POSSIBLE.

WE HAD SOME HIGH EXPECTATIONS GOING INTO EARTH DAY.

WE TOOK A FEW DIFFERENT APPROACHES GOING INTO EARTH DAY FOR SOME LESSONS LEARNED WHEN WE HAD THE NATIONAL DAY OF CLEANUP IN SEPTEMBER AND WE WERE RIGHT ON TARGET.

BUT I WANT TO GIVE CREDIT BEFORE WE GET INTO THE PRESENTATION TO THE TO THE CITIZENS OF AMARILLO WHO REALLY SHOWED UP AT THIS EVENT.

AND WHAT WE HAD SET AS A GOAL, WE SHATTERED IT.

AND IT WAS THANKS TO THEM.

NUMBER TWO, THANKS TO OUR COMMUNICATIONS DEPARTMENT.

THEY ROLLED OUT A COMMUNICATIONS PACKAGE THAT WAS JUST AWESOME.

EVEN TALKED ME INTO GETTING INSIDE OF A DUMPSTER AND POPPING UP OUT OF IT, WHICH I LOOK BACK ON THAT NOW AND SAY, I'M NOT DOING THAT, BUT I DID IT ANYWAY.

BUT WHAT THEY DID TO PUT THE MESSAGE OUT AND THEN WHAT STAFF DID TO SHOW UP AS WELL AND PUT THE EXTRA HOURS IN TO MAKE IT HAPPEN WAS REALLY GREAT FOR US.

SO WE GO THROUGH THIS THE FIRST THE FIRST SLIDE HERE, JUST TALK ABOUT WHAT WE HAD AS FAR AS EQUIPMENT, THE 24 NEW ROLL OUT CONTAINERS, THANKS TO YOU THIS COUNCIL FOR APPROVING THAT BACK IN OCTOBER.

IT HAS BEEN ALREADY A SUCCESS JUST WITH ONE EVENT, AND WE LOOK FOR MANY MORE WAYS TO USE THIS.

YOU SEE ON THE PICTURE THERE, THIS IS WHAT WE DECIDED TO DO THIS YEAR IS PLACE THEM IN ALL THE ALL THE FOUR QUADRANTS ON EARTH DAY LIKE WE DID IN SEPTEMBER.

BUT THE DIFFERENCE IS THAT WE PLATOON THEM ALL.

WE GROUP THEM ALL TOGETHER.

AS YOU SEE IN THIS PICTURE, THERE'S FOUR OF THEM LINED UP NEXT TO THIS PARK HERE AND IN EVERY LOCATION, THE SIX LOCATIONS WE PUT THEM IN, WE GROUPED THEM ALL TOGETHER INSTEAD OF PUTTING THEM OUT SEPARATELY IN SINGLE CONTAINERS.

IN THE FIRST EVENT WE HAD, OF COURSE, WE WERE USING PUBLIC ROLL OFF, BUT WE HAD PROBABLY ABOUT FIVE OF THEM OUT OF THE 24 THAT HAD ITEMS IN THEM.

WE HAD SIX KNUCKLE BOOM TRUCKS, THREE REAR LOADER TRUCKS, THREE BRUSH TRUCKS AND 37 EMPLOYEES ON THE CITY SIDE OF THAT TO WORK IN THE ALLEYS TO WORK WITH OUR BUS TRUCKS IN CONJUNCTION WITH WHAT WE WERE ASKING THE PUBLIC TO DO ON EARTH DAY ON THE 22ND.

WE ACTUALLY DID THIS ALL WEEK LONG.

WE STARTED ON MONDAY AND WE TOOK IT ALL THE WAY THROUGH THE ENTIRE WEEK.

THAT WAS ANOTHER LESSON THAT WE LEARNED.

WE COULDN'T KEEP UP WITH THE ROUTES DURING THE SEPTEMBER RUN BECAUSE THERE WAS JUST TOO MUCH OUT THERE TO DO IN A DAY OR TWO.

SO WE DID IT FOR AN ENTIRE WEEK.

EVERY ROUTE THAT WE PROJECTED TO COMPLETE, WE DID.

SO THAT'S THE EQUIPMENT THAT WE HAD.

AND WE START LOOKING AT THE NUMBERS.

JUST WANTED TO TELL YOU WHAT WE DID AS FAR AS THE ROLL OFF DUMPSTERS, THESE ARE THE 24 THAT WERE OUT.

THESE ARE THE NUMBERS ASSOCIATED WITH THAT.

WE HAD 8.3 TONS AT SAN JACINTO SCHOOL PARK, 6.6 AT THE SOUTHWEST LIBRARY, WHICH REALLY SURPRISED US.

WE THOUGHT THE SOUTHWEST LIBRARY WOULD PROBABLY HAVE THE LEAST AMOUNT BECAUSE THERE HASN'T BEEN THE LAST TIME THEY WERE EMPTY, COMPLETELY EMPTY, NEVER HAD ANYTHING IN THEM OVER THERE. BONES HOOKS HAD 3.3 TONS.

THE EAST LIBRARY HAD TON AND A HALF.

EAST RIDGE SCHOOL PARK, BIG NUMBERS THERE 8.3 THEY HAD A LARGE VOLUNTEER GROUP OUT AGAIN WORKING IN THAT AREA AND THEN 6.6 FROM THOMPSON PARK.

AND THAT WAS A VERY ORGANIZED EVENT THAT THE PARKS DEPARTMENT HAD THAT ADDED ANOTHER 6.6 TONS TO OUR EVENT.

SO THEY HAD A LOT OF VOLUNTEERS SHOW UP FOR THAT AS WELL.

BUT JUST IF YOU LOOK AT THESE INDIVIDUAL NUMBERS ON HERE, THE LAST CLEANUP, WE HAD A TOTAL OF A LITTLE OVER 11 TONS COLLECTED FOR THE WHOLE ROLL OFF PROGRAM.

WE HAD ALMOST THAT AT ONE LOCATION THIS TIME.

NEXT WOULD BE A AND BY THE WAY, I MEANT TO MENTION IN THAT LAST PICTURE THAT WAS SOME OF OUR HARD WORKING PEOPLE.

I WAS GOING TO TRY TO IDENTIFY THOSE AND AND POINT THEM OUT.

THAT'S ROBERT HERNANDEZ IN THAT LAST PICTURE.

THAT'S WITH THE ROLL OFF TRUCK THERE.

THE NEXT PICTURE HAS SOME OTHER HARDWORKING EMPLOYEES, SCOTT TILLERY RUNNING THAT TRUCK RIGHT THERE, ALONG WITH DEVONTE HARDAWAY AND NICK RENTERIA.

THEY ARE WORKING VERY HARD THAT WHOLE WEEK TO GET THE NEIGHBORHOODS CLEANED UP IN THE ALLEYS WITH THAT TRUCK THAT THEY'RE USING THERE.

AND YOU SEE WHAT WE COLLECTED AS FAR AS THE CITY CREWS WERE CONCERNED, 25 TONS IN EAST RIDGE, 31 IN NORTH HEIGHTS, 89 IN SAN JACINTO AND 10 IN THE BARRIO.

AND WHAT'S KIND OF ALARMING ABOUT THAT IS WE WENT THROUGH A COMPLETE CLEANUP IN SEPTEMBER AND WE GOT ALL OF THAT, ALL OF IT.

AND HERE WE'VE ALREADY REGENERATED AGAIN, THE GOOD NEWS IS THE INNOVATION TEAM IS WORKING ON JUST THAT.

ONE OF THE KEY PIECES THAT THEY'RE WORKING ON IS COMMUNICATION.

BECAUSE OBVIOUSLY WHEN WE LOOK AT THIS AND SAY, WELL, WE JUST CLEANED THE WHOLE AREA IN SEPTEMBER AND NOW WE OR ALL OF THESE AREAS, ALL FOUR OF THEM, AND NOW WE'VE ALREADY GENERATED THIS MUCH. THE WORD'S JUST NOT GETTING OUT.

THE PUBLIC NEEDS TO BE EDUCATED BETTER ON THAT.

AND THEY'RE WORKING HARD ON THAT AND THAT INNOVATION TEAM.

AND I THINK THAT'S GOING TO BE A GREAT ADDITION.

WE'RE GOING TO SEE THOSE NUMBERS GO DOWN.

WE HAD 24 CONTAINERS.

WE DID 34.8 TONS OR 69,600 POUNDS AS OPPOSED TO 11.9 TONS IN SEPTEMBER.

AND THEN OUR PERSONNEL AND EQUIPMENT DID 156.6 TONS OR 313,200 POUNDS AS OPPOSED TO 60 TONS THAT WERE DONE IN SEPTEMBER FOR A TOTAL OF 191.4 TONS, OR 382,800 POUNDS 72.6 IN SEPTEMBER.

SO JUST OVER DOUBLE WHAT WE DID IN THAT FIRST EVENT.

WE'VE LEARNED SOME THINGS 95.7 VOLKSWAGENS IS WHAT WE COLLECTED.

IF YOU LOOK AT THE WEIGHT OF VOLKSWAGEN, IT'S LIKE 3,900 POUNDS.

AND THE SAN JACINTO NEIGHBORHOOD, THROUGH THEIR NEIGHBORHOOD PLANNING PROCESS IDENTIFIED A POTENTIAL COST SHARE PROGRAM AS A HIGH PRIORITY PROJECT, IN PART DUE TO THE POOR CONDITION OF SIDEWALKS IN THE NEIGHBORHOOD.

AND THEN ALSO KNOWING THAT THOSE IMPROVEMENTS WOULD BE A BURDEN TO A LOT OF THE LOWER INCOME HOUSEHOLDS IN SAN JACINTO.

SO THE ORDINANCE AMENDMENT AS IT'S DRAFTED IS APPLICABLE TO THE NEIGHBORHOOD PLAN AREAS ONLY, AND FUNDING MUST BE MADE AVAILABLE FOR THE

OTHER NEIGHBORHOOD PLAN AREAS COULD CHOOSE TO DO THIS IF THEY WANTED TO.

THERE AREN'T ANY PLANS RIGHT NOW, OR IF THE CITY RECEIVES SOME GRANT FUNDS OR ANOTHER FUNDING SOURCE WE COULD RUN AROUND THAT WOULD BE OPEN TO ALL THE NEIGHBORHOOD PLAN AREAS. THE PARTICIPATION IS COMPLETELY VOLUNTARY BY THE PROPERTY OWNER, AND SO THE ORDINANCE PERMITS A 50% COST SHARE FOR RESIDENTIAL PROPERTIES, BUT IT ALLOWS A NEIGHBORHOOD ASSOCIATION TO ADOPT AN ADDITIONAL POLICY WHERE THEY COULD FURTHER DEFINE CRITERIA. AND THAT'S EXACTLY WHAT SAN JACINTO HAS HAS DONE.

AND I'LL SHOW THAT ON THE SECOND SLIDE.

THE PAYMENT AGREEMENTS ARE MADE THROUGH THE CITY FOR 12 OR 18 MONTHS.

THERE'S NO INTEREST THAT'S CHARGED.

THEY'RE JUST ABLE TO PAY THIS OFF OVER TIME.

AND IF AN UNPAID BALANCE EXISTS AT THE END OF THE PAYMENT PERIOD, LATE FEES WOULD BE ASSESSED AND THE AGREEMENTS ARE SECURED BY A LIEN AND RELEASED UPON FINAL PAYMENT. OUR CAPITAL PROJECTS AND DEVELOPMENT ENGINEERING DEPARTMENT WOULD OVERSEE A CONTRACT TO COMPLETE THIS WORK.

AND THEN ON THE SECOND SLIDE IS JUST HOW THE SAN JACINTO NEIGHBORHOOD HAS FURTHER PRIORITIZED PROPERTY USE.

SO THEY WANT TO TRY TO HELP OWNER OCCUPIED HOUSEHOLDS IN SAN JACINTO FIRST AND THEY'RE ACTUALLY GOING TO OFFER THROUGH THIS INITIAL ROUND COVERING 100% OF THE COST FOR VERY LOW INCOME HOUSEHOLDS.

SO THEY'RE GOING TO HAVE TO PROVE THAT THEY NEED THAT INCOME QUALIFICATION.

THOSE ARE BASED ON HUD'S AREA INCOME REQUIREMENTS.

BUT IF YOU DIDN'T WANT TO PROVE YOUR INCOME LIMITS, THEN DOCUMENTATION ISN'T REQUIRED AND YOU CAN STILL APPLY FOR THE 50% COST SHARE. AND THEN THEY WILL CONSIDER A TENANT OCCUPIED PROPERTIES.

BUT THEY WANT TO LIMIT IT TO PROPERTY OWNERS THAT OWN NO MORE THAN THREE IN THE NEIGHBORHOOD.

SO THEN IT WOULD BE THAT PERCENTAGE SCALE BASED ON.

WELL, I WAS JUST ASKING BECAUSE IT SAID A MAXIMUM OF $5,000.

SO I WAS JUST CURIOUS EXACTLY WHAT THE PLACEMENT COST ACTUALLY WAS GOING TO BE.

AS YOU'RE ALL AWARE, THE CITY COUNCIL HIRED GARFIELD PUBLIC PRIVATE LATE OR LATE LAST SUMMER TO WORK ON PUBLIC PRIVATE PARTNERSHIPS AND DIFFERENT OPPORTUNITIES TO FUND THE CIVIC CENTER PROJECT THAT WE'VE BEEN WORKING ON FOR THE LAST TEN, TEN OR SO YEARS.

AND PART OF THAT DISCUSSION IS THEY'VE BEEN EVALUATING THE DIFFERENT FUNDING OPPORTUNITIES AND DIFFERENT SOURCES OF FUNDING, AND IT WAS DISCUSSED WITH GARFIELD.

WHILE WE HAVEN'T YET GOTTEN THE FINAL REPORT FROM THEM, THEY HAVE LET US KNOW OF SOME OF THESE BARRIERS THAT WOULD PREVENT CITY COUNCIL FROM HAVING A FULL ARRAY OF FINANCING, TOOLS AND OPTIONS TO CONSIDER TO FUND THIS PROJECT MOVING FORWARD.

AND ONE OF THOSE IS THAT YOU REALLY NEED TO HAVE THE PROJECT LISTED IN ALL YOUR PLANNING DOCUMENTS.

BACK IN 2019, WE TOOK ACTION ON ONE OF OUR PLANNING DOCUMENTS, THE DOWNTOWN STRATEGIC ACTION PLAN THAT WAS ADOPTED IN 2008, PRIOR TO THE NEEDS ASSESSMENTS TAKING PLACE WITH THE CIVIC CENTER.

SO IN 2019, YOU CAN SEE THE LANGUAGE THERE ON THE RIGHT HAND SIDE OF THE SCREEN THAT WAS ADDED TO THE STRATEGIC ACTION PLAN.

AND DURING OUR DISCUSSIONS WITH GARFIELD, IT WAS RECOMMENDED THAT YOU ALSO NEED TO INCLUDE IN YOUR REINVESTMENT ZONE LANGUAGE TO INCREASE YOUR YOUR CAPABILITIES AND YOUR TOOLBOX FOR FUNDING THIS PROJECT.

SO WHAT HAS BEEN PROPOSED AND WHAT TIERS NUMBER ONE UNANIMOUSLY APPROVED AT THEIR MEETING LAST WEEK IS JUST A VERY SIMPLE CHANGE TO THE PROJECT PLAN COST

AND THEN THAT'S OTHER FURTHER EMPHASIZE LATER IN THAT SECTION WHERE IT SAYS THE TOTAL ESTIMATED COST, THE ABOVE PUBLIC INITIATIVES INTENDED TO BE FINANCED BY THE PROPOSED REVENUE OR FINANCED BY THE TIERS REVENUES DELETING PROPOSED IS NOT CHANGED.

SO THAT $34 MILLION NET PRESENT VALUE OR $102 MILLION GROSS THAT'S FROM THE ORIGINAL FINAL PROJECT PLAN FROM BACK IN 2006.

SO I BELIEVE CASIE'S IN THE HOUSE, BUT I JUST DON'T KNOW EXACTLY WHERE SHE IS.

SHE IS SHE'S IN THE OVERFLOW ROOM.

AND THE SAFE KIDS PROGRAM REALLY TARGETS ALL CHILDREN, PARENTS, CAREGIVERS TO PROVIDE EDUCATION ON CHILD PASSENGER SAFETY, FIRE SAFETY, HOME SAFETY, PEDESTRIAN SAFETY, WATER SAFETY, SUPPORT SAFETY, SAFE SLEEP, AND WHEELED SPORTS SAFETY.

SO REALLY TARGETING UNINTENTIONAL INJURIES.

SAFE KIDS WORLDWIDE HAS HELPED REDUCE THE US CHILDHOOD DEATH RATE FROM UNINTENTIONAL INJURY BY 57%.

SO HOPEFULLY OVER TIME WE'LL SEE INFANT MORTALITY GO DOWN CLOSER TO THAT STATE RATE OR EVEN BELOW.

THAT WOULD BE OUR GOAL.
