WHEREAS, ACCORDING TO THE STATE DEPARTMENT OF HEALTH AND HUMAN SERVICES, ALCOHOL IS THE MOST COMMONLY USED SUBSTANCE IN TEXAS, AND AN ESTIMATED 14.8 MILLION PEOPLE AGES 12 AND OLDER IN AMERICA ARE CLASSIFIED AS HAVING AN ALCOHOL USE DISORDER. AND WHEREAS, ACCORDING TO THE 2020 ALCOHOL OPINION SURVEY, OVER HALF OF THE RESPONDENTS AGES 19 TO 25 YEARS, 61.4% REPORTED USING ALCOHOL IN THE PAST MONTH. AND THESE USERS, 52.5% REPORTED BINGE DRINKING IN THE PAST MONTH. AND WHEREAS, ALCOHOL IS THE LARGEST CONTRIBUTOR TO THE LEADING CAUSE OF DEATH AMONG YOUNG PEOPLE IN AMERICA, ALCOHOL MISUSE STRAINS THE HEALTH CARE, THE CRIMINAL JUSTICE, AND THE SUBSTANCE ABUSE TREATMENT SYSTEMS, AND IMPACTS EDUCATIONAL AND WORKPLACE PRODUCTIVITY. THE MISUSE OF ALCOHOL CAN LEAD TO ALCOHOL POISONING, INJURIES AND CHRONIC HEALTH PROBLEMS. AND WHEREAS, SOCIAL PRESSURES AND CULTURAL NORMS HAVE CONTRIBUTED TO EXCESS ALCOHOL USE. AND WHEREAS, WITH COMMITMENT AND SUPPORT, THESE OTHER SUBSTANCE USE AND MENTAL HEALTH ISSUES CAN BE PREVENTED, WHEREAS THE FOCUS OF ALCOHOL AWARENESS MONTH IS TO ASSIST IN THE PREVENTION OF EXCUSE ME OF SUBSTANCE USE AND PROMOTE MENTAL HEALTH. AND WHEREAS, THROUGH ALCOHOL AWARENESS MONTH, PEOPLE FROM ALL WALKS OF LIFE ARE ENCOURAGED TO BECOME KNOWLEDGEABLE ABOUT WHAT THEY CAN DO TO CREATE A HEALTHIER TOMORROW FOR THEMSELVES AND OTHERS BY HELPING TO PREVENT THESE PROBLEMS TODAY. UNFORTUNATELY, PEOPLE DISTRIBUTING ALCOHOL TO OUR YOUNG ISN'T ACCEPTABLE. IT HAS TO CHANGE. PEOPLE KILLING A FAMILY OF FIVE LEAVING A BAR HAS TO CHANGE. SO ANDREA'S PROJECT STICKS TOGETHER AS A BOARD AND WITH THE COMMUNITY TO SAY THAT WE'LL BE EXAMPLE NOT ONLY FOR AMARILLO, NOT ONLY FOR THE STATE OF TEXAS, BUT FOR THE UNITED STATES TO SAY THAT WE'RE MAKING A DIFFERENCE BECAUSE WE'RE COMING TOGETHER AND IT TAKES BIG PEOPLE TO DO BIG THINGS. ALONG WITH THAT, IT WAS ALSO BETH DUKE MADE THE ANNOUNCEMENT THAT CENTER CITY WILL BE HOSTING A 5K MURAL RUN IN JUNE, ON JUNE THE FOURTH. SO THAT WILL BE THAT OUGHT TO BE QUITE A FUN LITTLE EVENT THROUGH DOWNTOWN AND SOME OF THE OTHER PLACES TO BE ABLE TO. COUNCIL MEMBER WE HAVE TAKEN A LOOK AT WHAT THE POTENTIAL IS FOR DOWNTOWN AND IN CLOSE NEGOTIATIONS WITH ALL OF OUR PRIVATE UTILITY PROVIDERS, FROM ATMOS TO XCEL TO AT&T ON THIS PROJECT, KNOWING WHAT COULD POTENTIALLY HAPPEN DOWN HERE. [00:20:02] SO THE DESIGN WAS REALLY TO ADDRESS THE NEW CITY HALL. IT'S VERY SPECIFIC TO THAT. BUT THE INFRASTRUCTURE IS ALSO PART OF THE DESIGN TO PICK UP ANY ADDITIONAL LOADS THAT SHOULD OCCUR IN THE FUTURE. THUS WE DON'T HAVE TO STOP AND START AGAIN. SO WHAT WE'VE DONE IS THE AS MR. MILLER POINTED OUT, WE'VE GOT TO GET OUT OF THE ALLEY. THAT'S THAT'S BEEN A PROBLEM ALL ALONG. ANYWAY, THE INFRASTRUCTURE THAT'S CURRENTLY IN THE ALLEY, IF YOU DRIVE BY THERE BEHIND WESTERN BUILDERS BUILDING, YOU SEE A UTILITY POLE THAT'S ABOUT READY TO BREAK. IT'S FALLING OVER THAT INFRASTRUCTURE NEEDED TO BE UPGRADED. THIS JUST KIND OF GAVE IT A KICKSTART TO GO AHEAD AND GET SOME OF THAT DONE. YOU'RE ABSOLUTELY CORRECT. WHEN WE WORKED WITH THE PRIVATE UTILITY GROUP ON THE [INAUDIBLE], WE LOOKED AT THE DOWNTOWN STRATEGIC PLAN. AND THAT'S REALLY WHAT'S DRIVEN US IN OUR DESIGN FOR THIS. NOW, THE COSTS THAT ARE REFLECTED IN THESE ITEMS ARE SPECIFIC TO CITY HALL, BUT IT GIVES US THE OPTION TO ATTACH TO THOSE UTILITIES AND MOVE FURTHER TO THE NORTH AND TO THE EAST IF IT IS DEEMED THAT IT IS NECESSARY. IT'S THERE. IT'S BASICALLY WE'RE CREATING A STARTING AND STOPPING POINT FOR ANY FUTURE GROWTH IN THAT AREA. SO JUST LIKE THOSE OVERHEAD LINES, DO THEY NOW, WILL THEY GO UNDERGROUND? IT WILL GO UNDERGROUND ONLY SPECIFICALLY FOR CITY HALL. THE OTHER LINES WILL REMAIN ABOVE GROUND BECAUSE WE DON'T WANT TO BITE OFF THAT PIECE. RIGHT. HE REALLY HAS HAD PERFECT ATTENDANCE THROUGHOUT THE ENTIRE PROCESS. HE'S AT THE PLANNING AND ZONING COMMISSION MEETING, AND UNFORTUNATELY, HE COULD NOT BE HERE TODAY. BUT I ALSO WANTED TO RECOGNIZE MR. KNOX. SO I THINK THAT YOU'RE ALL FAMILIAR WITH THE IMPORTANCE OF THE NEIGHBORHOOD PLANS. WE USE THESE AS A TOOL SO THAT WE CAN APPLY INNOVATION. [00:25:02] THIS IS COMING FROM THE BLUEPRINT FOR AMARILLO, THE STRATEGIC PLAN APPLY INNOVATION TO THE REDEVELOPMENT OF THE DISADVANTAGED AREAS OF OUR COMMUNITY SO WE CAN DO THINGS LIKE PAINT EMBLEMS ON WATER TOWERS AND TRY NEW INCENTIVE PROGRAMS AND THESE SMALLER NEIGHBORHOOD PLAN AREAS. AND THIS IS THE FOURTH OF THE ORIGINAL FOUR THAT WERE IDENTIFIED, AND THEY'RE ADOPTED AS AMENDMENTS TO THE COMP PLAN. THAT'S WHY WE'RE HERE TODAY TO PRESENT THIS TO YOU. AND I JUST WANTED TO REMIND ANYONE THAT'S LISTENING AT HOME THAT THESE ARE POLICY GUIDES. THESE ARE NOT REGULATORY. THEY'RE INTENDED TO HELP GUIDE FUTURE DECISIONS AROUND INVESTMENT. THEY BECOME PARTICULARLY IMPORTANT FOR GRANT APPLICATIONS LIKE WE SAW WITH THE BARRIO NEIGHBORHOOD PLAN. AND I THINK THAT MOST IMPORTANTLY, THEY RESULT IN AN ORGANIZED NEIGHBORHOOD ASSOCIATION IN PARTS OF OUR CITY THAT HAVE NEVER HAD A VOICE BEFORE. SO THE EASTRIDGE NEIGHBORHOOD IS THIS IS THE BOUNDARY. IT'S KIND OF HARD TO SEE, BUT IT'S GRAND ON THE EAST 24TH ON THE NORTH, WHITACKER ON THE WEST, AND THEN THE RAILROAD TRACKS ACROSS THE SOUTH. SO THE NEW AMAZON FACILITY ON THIS MAP IS JUST PROBABLY JUST OFF THE EDGE OF THE MAP TO THE EAST. AND SO THIS IS A PART OF AMARILLO THAT WE'RE SEEING A LOT OF INTEREST IN, ESPECIALLY FOR COMMERCIAL DEVELOPMENT. AND THAT'S A LITTLE BIT DIFFERENT THAN SOME OF THE OTHER PLANNED AREAS, LIKE WE ARE SEEING SOME GROWTH PRESSURE IN THIS PART OF THE CITY. SO ON PAPER. TRYING TO GET THE SLIDE TO ADVANCE HERE. EASTRIDGE LOOKS OKAY. THE MEDIAN FAMILY INCOME IS ABOUT 50,000. WE HAVE A HOME OWNERSHIP RATE OF 60,000. THE AVERAGE HOME VALUE IS HIGHER IN THE EASTRIDGE NEIGHBORHOOD AND OUR OTHER NEIGHBORHOOD PLAN AREAS. AND IT IS INCREDIBLY DIVERSE, AS I'M SURE YOU KNOW, WHEN WE STARTED THIS PROJECT, THERE WERE 38 LANGUAGES THAT WERE SPOKEN AT THE EASTRIDGE ELEMENTARY SCHOOL REQUIRING THE ASSISTANCE OF 19 DIFFERENT TRANSLATORS JUST TO WORK WITH THOSE STUDENTS. 41% OF THIS NEIGHBORHOOD IS FOREIGN BORN, AND THAT COMPARES TO 12% IN THE CITY OVERALL AND 17% IN TEXAS. SO, AGAIN, INCREDIBLY DIVERSE. AND IF YOU'VE BEEN OUT THERE, YOU'LL SEE THAT THE PHYSICAL CONDITIONS IN THIS NEIGHBORHOOD ARE NOT GOOD. AND REALLY, THAT'S OUR CHARGE WITH THIS PLAN, IS HOW DO WE IMPROVE THE PHYSICAL CONDITIONS. AND WHAT WE LEARNED AND I THOUGHT IT WAS WORTH SHARING IS REALLY INTERESTING THAT THE DETERIORATION IN THAT NEIGHBORHOOD IS RESULTING FROM SOME OTHER ECONOMIC AND SOCIAL CHALLENGES, ESPECIALLY RELATED TO THE MEATPACKING PLANT JOBS. AND SO WHAT WE SORT OF UNCOVERED THROUGH THIS PLANNING PROCESS IS THAT THERE'S THIS PERPETUAL CYCLE OF IN AND OUT MIGRATION AS A RESULT OF THOSE JOBS. THEY'RE GOOD JOBS. THEY HAVE HEALTH INSURANCE, THEY PAY PRETTY WELL. AND SO WHEN REFUGEES ARE RESETTLED HERE, THEY'RE HAPPY TO TAKE THOSE JOBS, BUT THEY'RE GRUELING. THEY'RE NOT GOOD FOR FAMILY LIFE. AND THEN THAT, COUPLED WITH SORT OF LACK OF A SUPPORT SYSTEM FOR OTHER SOCIAL SERVICES LIKE ENGLISH LANGUAGE, MEANS THAT THE RESIDENTS IN THIS AREA DON'T EVER HAVE ANY OTHER CHANCE FOR UPWARD ECONOMIC MOBILITY. AND SO THEY END UP LEAVING. AND WE JUST SEE THIS CONTINUAL CYCLE, LIKE I SAID, OF IN AND OUT MIGRATION. AND SO THEY DON'T FORM A CONNECTION TO THIS NEIGHBORHOOD, THEY DON'T REALLY FORM A CONNECTION TO OUR CITY AND LEAVE TO GO OTHER PLACES WHERE THEY HAVE BETTER OPPORTUNITIES. SO AT A HIGH LEVEL, THAT'S WHAT THIS PLAN IS TRYING TO DO, IS PROVIDE NEW ECONOMIC OPPORTUNITIES TO IMPROVE THE QUALITY OF LIFE SO THAT THEY FORM BETTER CONNECTIONS. AND WE CAN KIND OF BREAK THAT TREND AND PEOPLE FEEL MORE INVESTED AND MORE PROUD OF THIS NEIGHBORHOOD. SO THIS IS KIND OF THE FULL PUBLIC ENGAGEMENT SUMMARY. I'LL JUST TOUCH ON A COUPLE OF HIGHLIGHTS. LIKE ALL OF OUR PLANS, WE WORK WITH AN ADVISORY COMMITTEE THAT'S REALLY CRITICAL FOR THIS. THEY ARE THE ONES THAT HELPED US COMMUNICATE DIRECTLY WITH THE NEIGHBORHOOD, AND MOST OF THEM WERE ALREADY KIND OF IDENTIFIED LEADERS AND EASTRIDGE. WE DID A RESIDENT SURVEY WHICH WE ADMINISTERED AS A PAPER SURVEY. I MEAN, OFTEN WE DO ONLINE SURVEYS AND CALL IT GOOD, BUT WITH ALL THE DIFFERENT [00:30:04] LANGUAGES, WE HAD TO WORK EXTRA HARD. SO THAT WAS TRANSLATED INTO EIGHT LANGUAGES, EIGHT LANGUAGES. WE HAD THESE KIND OF MEDIATORS FOR US THAT WENT BACK AND FORTH BETWEEN THE LANGUAGE GROUPS AND THE CITY AND HAD A REALLY GOOD RESPONSE RATE. THOSE WERE PRETTY DETAILED SURVEYS ANNE MARIE CALLED THROUGH ALL OF THOSE TO TRY TO PICK OUT. SO I JUST WANTED TO EMPHASIZE LIKE THIS, THIS REALLY IS IT IS A NEIGHBORHOOD PLAN. IT'S BASED ON THE FEEDBACK THAT CAME DIRECTLY FROM THE RESIDENTS. AND I THINK WE DID AS GOOD A JOB AS WE COULD WITH COVID AND 38 LANGUAGES TRYING TO REACH THE PEOPLE DIRECTLY. THE OTHER THING I WANTED TO MENTION WAS THE SUCCESS WE HAD PARTNERING WITH THE EASTRIDGE ELEMENTARY, WITH THE FALL OPEN HOUSE, AND I JUST HAVE A COUPLE OF PHOTOS FROM THAT EVENT. AND SO WE AGAIN, WE DID THINGS DIFFERENTLY BECAUSE OF THE LANGUAGE CHALLENGES. SO WE RELIED A LOT ON PHOTOS. AND SO THIS WAS A VOTING EXERCISE AS PART OF THEIR FALL CARNIVAL WHERE PEOPLE COULD VOTE. WE HAD PLAY MONEY AND THEY COULD VOTE ON PROJECTS, SO WE WERE PRETENDING THAT IT WAS THE NEIGHBORHOOD IMPLEMENTATION DOLLARS. AND SO THEY HAD CERTAIN AMOUNTS THAT THEY COULD PAY FOR DIFFERENT THINGS. AND SO WE HAD ABOUT 150 PEOPLE PARTICIPATE IN THAT AND KIDS WERE ABLE TO PARTICIPATE SO THEY COULD SEE LIKE, WOW, IT'S POSSIBLE THAT WE COULD HAVE THAT IN OUR NEIGHBORHOOD. SO I JUST WANT TO SAY, SOCCER FIELDS FOR THE WIN AND STREETLIGHTS WAS ANOTHER HIGH PRIORITY. BUT WE WERE ABLE TO GET REALLY GOOD INFORMATION AS FAR AS HOW TO SPEND THOSE NEIGHBORHOOD IMPLEMENTATION FUNDS THROUGH THIS EXERCISE. SO I THINK WE'RE FURTHER AHEAD WITH THIS PLAN. LIKE WE ALREADY KIND OF KNOW WHAT THOSE PROJECT PRIORITIES ARE AND HOW THEY WANT TO SPEND THAT MONEY AND CAN JUST START RIGHT AWAY ON IMPLEMENTATION. THE GOALS ARE THERE, JUST FIVE OF THEM. WE HAVE TRIED AGAIN TO MAKE THIS REALLY SIMPLE AND USER FRIENDLY. SO ECONOMIC OPPORTUNITY AND HOUSING ARE WHAT WE IDENTIFY AS THE TRANSFORMATIVE GOALS FOR THE NEIGHBORHOOD. SO THOSE ARE THE MOST CRITICAL, HIGHEST PRIORITY. ALSO, CRIME REDUCTION, COMMUNITY BUILDING AND BEAUTIFICATION. I JUST WANTED TO CALL OUT A FEW OF THE KEY STRATEGIES FOR ECONOMIC OPPORTUNITY. ONE OF THOSE IS REALLY INTERESTING. IT'S THIS IDEA OF URBAN AGRICULTURE. ANOTHER THING WE LEARNED IS THAT THESE PEOPLE ARE COMING FROM ALL OVER THE WORLD AND HAVE SKILL SETS THAT THEY'RE NOT ABLE TO USE HERE. AND ONE OF THOSE IN PARTICULAR IS FARMING. SO THINKING ABOUT HOW COULD WE FIND WAYS FOR THEM TO USE THOSE SKILLS TO MAKE A LIVING, HERE IS A BIG PART OF THIS PLAN. AND THEN HOUSING THAT IS NOT SURPRISING. WE SEE THAT IN ALL OUR NEIGHBORHOODS, BUT IN PARTICULAR, THEY'RE REALLY INTERESTED IN NEW HOUSING CONSTRUCTION THAT WOULD SUPPORT COMPANIES AND WORKERS LOCATING IN THAT AREA. AND THEN FINALLY, THIS IS WHAT WE'RE CALLING THE VISION MAP. THIS IS ANOTHER KIND OF NEW ADDITION THAT THE OTHER PLANS DON'T HAVE. AND WE DID THIS AGAIN BECAUSE WE HAD THE BEST LUCK COMMUNICATING IN THIS NEIGHBORHOOD WITH PICTURES. AND SO THIS WAS THE EASIEST AND MOST CONCISE WAY FOR US TO SHOW WHAT COULD POTENTIALLY HAPPEN. SO THIS IS AGAIN, THIS ISN'T REGULATORY. THESE ARE ALL JUST POTENTIAL PROJECTS, BUT THEY CREATE A VISION AND HELP PEOPLE SEE THAT CHANGE IS POSSIBLE. SO AGAIN, SOME OF THE HIGHLIGHTS, URBAN AGRICULTURE, SO SPECIFICALLY SOME OF THESE RECOMMENDATIONS INCLUDE LIKE A LARGE LOT SUBDIVISION WHERE PEOPLE COULD LIVE ON 1 TO 5 ACRES AND FARM AND THIS WOULD BE WITHIN THE CITY LIMITS. SO THAT'S AN INNOVATIVE IDEA. WE'RE NOT DOING THAT ANYWHERE ELSE BUT TRYING TO TRY AND DEFINE AGAIN WAYS TO SOLVE THESE CHALLENGES AND NEIGHBORHOODS IN AN INNOVATIVE WAY THAT PAIRED WITH SOME SORT OF COMMUNITY EVENT CENTER WITH A BUSINESS INCUBATOR SIDE TO IT THAT WOULD FOCUS ON THESE AGRICULTURAL PROJECTS. THAT'S ONE OF THE CATALYST IDEAS. OTHER BIG PROJECTS INCLUDE LIKE A COMMUNITY PARK. THAT'S THE GREEN THAT'S KIND OF LINING WHITAKER ROAD. THAT WOULD SERVE AS A BUFFER FROM THE NEW COMMERCIAL DEVELOPMENT COMING FROM THE EAST HEADED WEST. ALSO BE AN AMENITY THAT COULD REALLY CHANGE THE PERCEPTION OF THIS AREA. AND YES, WE ARE WORKING WITH MICHAEL [INAUDIBLE] ON THIS AND THAT THAT TYPE OF LINEAR PARKWAY FEATURE COULD INCLUDE THE SOCCER FIELDS, MORE SPACE FOR URBAN FARMING, AND THEY [00:35:07] ALSO ARE INTERESTED IN SOME KIND OF WATER AMENITY. OTHER THINGS I WANTED TO HIGHLIGHT. SO WE HAVE THIS LIKE SAFE ROUTES AND TRAIL SYSTEM THROUGHOUT AND THIS HOPEFULLY WOULD TIE IN TO SOME OF THE CITY'S OTHER TRAILS AND NETWORKS. BUT THERE ALREADY ARE KIND OF THESE PATHS WHERE PEOPLE WALK THROUGHOUT THE NEIGHBORHOOD. SO THIS WOULD BE SORT OF MAKING THAT SAFER SO KIDS CAN GET TO SCHOOL MORE EASILY. THEY CAN GET TO THEIR PLACES OF WORSHIP MORE EASILY. ROUTE 66 GATEWAY IMPROVEMENTS. ANYONE TRAVELING THE HISTORIC HIGHWAY. THIS IS WHERE YOU ENTER AMARILLO THIS IS THE FIRST IMPRESSION OF THE CITY FOR ANYONE THAT'S HARDCORE INTO ROUTE 66, NOT A GREAT FIRST IMPRESSION. SO WORKING ON THAT. AND THEN ANOTHER MAJOR PROJECT, THE OVERPASS AT NORTHEAST 24TH. THAT'S A BIG PRIORITY. WE KNOW THAT IS A 10 MILLION PLUS PROJECT, BUT IT'S IN THE PLAN AND SOMETHING TO START WORKING TOWARDS AND VERY IMPORTANT TO THIS NEIGHBORHOOD. SO I THINK THAT'S ALL I WANTED TO CALL OUT ON THAT.
