THE BARRIO NEIGHBORHOOD GROUP HAS PUT SOME VOLUNTEER GROUPS TOGETHER. AND THE SECOND ONE I'LL TELL YOU ABOUT AS WE MOVE FORWARD IN THIS PRESENTATION. THE OUTREACH PROCESS WAS ROBUST. MORE THAN 9500 PEOPLE INVOLVED PARTICIPATING, LENDING THEIR VOICE TO THIS PLANNING PROCESS AND ANOTHER 13000 OR MORE KEPT INFORMED THROUGH THE AMAZING COMMUNICATIONS TEAM IN THE PARKS AND RECREATION DEPARTMENT. SO VIA SOCIAL MEDIA AND UPDATES ON THE PROJECT WEBSITE, PEOPLE KNEW ABOUT THE ISSUES AND CHALLENGES FACING PARKS AND RECREATION IN THIS COMMUNITY, SO IT ALLOWED THEM TO HAVE THE OPPORTUNITY TO SPEAK TO MANY OF THE ISSUES THAT WE RAISED. BUT EVEN MORE IMPORTANTLY, WE HAD SEVERAL ADVISORY COMMITTEE MEMBERS INVOLVED, INCLUDING, COUNCIL YOU ALL WEIGHING IN AT SEVERAL KEY POINTS OF THE PLANNING PROCESS TO ENSURE THAT THE PLAN YOU HAVE BEFORE YOU NOW IS THE RIGHT PLAN FOR THIS COMMUNITY. OUTREACH WAS CONDUCTED IN BOTH SPANISH AND ENGLISH TO ENSURE THAT PEOPLE HAD AN OPPORTUNITY TO WEIGH IN WITH REGARDS TO THEIR PRIORITIES. AND AS YOU SEE ON THE GRAPHIC, THAT'S ON THIS PAGE. CERTAINLY, MAINTAINING YOUR EXISTING PARK AND RECREATION ASSETS WAS A CLEAR PRIORITY TO COMMUNITY MEMBERS, AS WELL AS DIVERSIFYING OPPORTUNITIES TO HAVE A GREATER VARIETY OF RECREATION AND PARKS ACROSS THE SYSTEM. BUT MORE THAN THAT, THERE WERE SO MANY VOICES INVOLVED IN THIS PLANNING PROCESS THAT WE INCLUDED A SNAPSHOT OF THOSE IN THE GRAPHIC THAT YOU SEE THERE. THAT'S IN THE PLAN AS WELL, JUST TO REPRESENT THE VARIETY OF COMMENTS THAT WE HEARD FROM RESIDENTS AND THE CLEAR PRIORITIES FOR INVESTING IN PARKS AND RECREATION TO SUPPORT COMMUNITY LIVABILITY, TO SUPPORT QUALITY OF LIFE, TO PROVIDE OPPORTUNITIES FOR FAMILIES AND CHILDREN, AND EVEN TO BRING TEAMS TOGETHER THROUGH SPORTS. CERTAINLY, THE TOP PRIORITIES WERE AROUND IMPROVING PARK MAINTENANCE, BUT EVEN TRAILS AND WALKABILITY WERE KEY, AS ARE BRINGING ATTENTION TO OUR DESTINATION FACILITIES, SUCH AS THE THOMPSON POOL THAT RECENTLY REOPENED HERE WITH YOUR FUNDING AND INVESTMENT. THROUGH THIS PLAN, WE IDENTIFIED EIGHT GUIDING PRINCIPLES FOR THE PARK AND RECREATION SYSTEM. SO THIS PLAN PROVIDES INFORMATION NUMBERS AND COUNTS OF ALL THE AMENITIES IN YOUR SYSTEM, AS WELL AS THAT CLARIFICATION OF OWNERSHIP AND RESPONSIBILITIES. IT ALSO IDENTIFIES AS SHOWN ON THE NEXT PAGE A REPORT CARD FOR SERVICES AND THE SCORES THAT ARE ASSIGNED HERE ARE BASED ON NEEDS ASSESSMENT THAT WE DID. THAT WAS A TECHNICAL EVALUATION OF THE PARK SYSTEM AND SERVICES THAT ALSO WAS INFORMED BY THE PUBLIC OUTREACH AND ENGAGEMENT ACTIVITIES. THOSE VOICES FROM RESIDENTS ACROSS THE CITY AND WHAT THE SCORECARD SHOWS IS THAT THE CITY IS OUTSTANDING IN SOME AREAS, INCLUDING THE PROVISION OF PARKLAND, WHICH IS ACTUALLY MORE AND HIGHER THAN MANY COMPARABLE COMMUNITIES. BUT AT THE OTHER END OF THE SPECTRUM, IT IS POOR OR FAILING AT THINGS SUCH AS HAVING THE FUNDS FOR ASSET MANAGEMENT OR WAS WHEN WE STARTED THIS PLANNING PROCESS. SO THE PLAN REPRESENTS A SHIFT MAKING SURE THAT WE ARE IDENTIFYING WHAT WAS NEEDED FOR THE SYSTEM AND BRINGING THAT IN PLACE SO WE CAN USE THIS AS A METRIC TO IMPROVE AND ENHANCE THE PARK SYSTEM TO IMPROVE THESE SCORES GOING FORWARD. THE MAP THAT IS HERE ON THE NEXT PAGE IS ONE THAT YOU'VE SEEN BEFORE IS PART OF THE NEEDS ASSESSMENT. WHAT IT SHOWS IS THAT THERE ARE AREAS OF THE COMMUNITY ACROSS THE CITY THAT ARE NOT WELL SERVED IN TERMS OF PARKS AND OTHER AREAS THAT ARE. IT'S A DETAILED MAP. SO THE LONG AND THE SHORT OF IT IS THAT THE PURPLE AREAS SHADED IN EITHER A DARKER PURPLE OR THE LIGHTER COLOR INDICATE THE TRAVEL DISTANCE, HOW FAR PEOPLE HAVE TO WALK OR BIKE TO GET TO PARKS. SO THE AREAS THAT ARE SHADED IN PURPLE ARE SERVED BY PARKS WITH EITHER A HALF MILE OR A MILE WALKING DISTANCE OF PARKS, WHICH REPRESENTS THE CITY STANDARD FOR PROVIDING PARKLAND. THE AREAS THAT COME THROUGH IN YELLOW ARE THOSE AREAS THAT ARE ZONED RESIDENTIAL, WHERE PARK SERVICE IS NOT PROVIDED BY CITY PARKS, TRADITIONAL CITY PARKS. BUT WHAT THE OTHER INFORMATION CALLS ATTENTION TO THE BLUE RECTANGLES IS THAT SOME OF THOSE NEEDS WILL BE MET BY NEW GROWTH. THOSE ARE AREAS WHERE NEW HOUSES ARE BEING ADDED, AND SO THE PARKLAND DEDICATION THAT IS COVERED IN THIS PLAN IN THE APPENDICES WILL BE AN IMPORTANT WAY TO SERVE THOSE AREAS. AND THEN BEYOND THAT, THERE ARE AREAS THAT ARE ENCIRCLED IN ORANGE, WHICH SUGGESTS THAT THERE ARE SOME AREAS WHERE SCHOOL PARKS MAY CONTINUE TO HELP PLAY A ROLE FOR THE COMMUNITY MOVING FORWARD. SO THERE'S JUST A VERY QUICK WAY OF UNDERSTANDING WHAT ARE THE NEEDS AND WHAT ARE THE OPPORTUNITIES TO MEET THOSE NEEDS. SO THE PLAN INTRODUCES A VISION FRAMEWORK CONSISTENT WITH THOSE EIGHT GUIDING PRINCIPLES, WE'VE IDENTIFIED EIGHT GOALS FOR PARKS AND RECREATION ACROSS THE PARK SYSTEM, EVERYTHING FROM ASSET MANAGEMENT TO TRAIL CONNECTIVITY TO PARK ACTIVATION THROUGH PROGRAMS AND EVENTS. AND IT ALSO INDICATES THAT THE BUSINESS OF THE PARKS AND RECREATION DEPARTMENT, THEIR MISSION IS STILL INTACT. BUT WE PROVIDED A VISION TO CARRY FORWARD THE CITY THROUGH THE NEXT 10 YEARS AND THEN ALSO IN THE PLAN, IDENTIFIED OBJECTIVE STRATEGIES AND ACTIONS FOR EVERY SINGLE ONE OF THOSE GOALS. SO THE CITY HAS CLEAR DIRECTION, A CLEAR BLUEPRINT FOR HOW TO ACHIEVE THOSE EIGHT GOALS. AND THAT'S A LOT OF INFORMATION. AND WHEN WE SHARED IT WITH OUR PARKS AND RECREATION ADVISORY BOARD, THEY GAVE US SOME VERY IMPORTANT FEEDBACK. AND THAT IS, WOW, YOU KNOW, THERE'S A LOT TO DO HERE. AND WHILE WE APPRECIATE THE VISION AND GUIDANCE, WE NEED SOME SIGNIFICANT HELP ON THE IMMEDIATE INVESTMENT AND THE IMMEDIATE FUNDING NEEDS WE HAVE FOR ASSET MANAGEMENT AND THE SHORTAGE THAT WE HAVE IN TERMS OF TAKING CARE OF OUR EXISTING PARKS AND FACILITIES. SO WE WANTED TO CREATE AND GIVE YOU A MORE REALISTIC INVESTMENT STRATEGY. ALL THOSE GOALS AND OBJECTIVES ARE STILL PART OF THE PLAN. THEY'RE IN AN APPENDIX SO THAT WE THEN CAN START TO FOCUS ON THE LAST CONVERSATION WE HAD [00:40:01] WITH YOU, WHICH WAS WHERE ARE THE WAYS THAT PARKS DEPARTMENTS GENERATE REVENUES AND WHAT ARE THE THINGS THAT TRADITIONALLY THEY NEED TO SUBSIDIZE, SUCH AS PROVIDING CLOSE TO HOME PLAY SPACES AND UNDERSTANDING THAT KNOWING THAT SOME AREAS WILL EARN MONEY AND SOME AREAS YOU WILL NEED MONEY TO SUPPORT ALLOWED US TO CREATE AND IDENTIFY A LIST OF CORE SERVICES FOR THE DEPARTMENT. THOSE ARE THE SERVICES THAT THE CITY REALLY SHOULD PROVIDE TO MEET CRITICAL NEEDS AGAIN. CLOSE TO HOME PLAY SPACE SPORTS AND OPPORTUNITIES FOR HEALTH AND FITNESS ARE EXAMPLES OF THAT. THEN IT FURTHER ALLOWED US TO IDENTIFY WHAT WE CALL ANCILLARY SERVICES, THE SUPPORT SERVICES THAT WHILE IT'S NOT THE CORE, IT'S NOT THE OUTCOME WE WANT TO ACHIEVE. IT'S REPRESENTS THE THINGS THAT YOU NEED TO TAKE CARE OF, SUCH AS PARK MAINTENANCE IN ORDER TO HAVE A QUALITY PARK SYSTEM. AND THEN WE STARTED TO IDENTIFY WHERE ARE THOSE AREAS WHERE WE CAN WORK WITH PARTNERS, WITH BUSINESSES, WITH STAKEHOLDERS TO SHARE COSTS IN PROVIDING PARKS AND RECREATION, INCLUDING WITH PRIVATE ENTERPRISE? SO THOSE SHARED COST SERVICES ARE THINGS THAT THE CITY MAY WANT TO HAVE A ROLE IN, BUT SHOULD NOT BE SOLELY RESPONSIBLE FOR BY THEMSELVES. BEYOND THAT, WE IDENTIFIED ENTERPRISE SERVICES AGAIN, WHICH ARE USUALLY THOSE MAJOR FACILITIES THAT HAVE THE OPERATIONS AND STAFFING INVESTMENT, BUT ALSO THE CAPABILITY TO GENERATE REVENUE, SUCH AS YOUR GOLF COMPLEXES, FOR EXAMPLE. AND THEN FINALLY, WHAT ARE THE NON-CORE SERVICES THAT THE CITY SHOULD NOT BE INVESTING IN AT THIS TIME, RECOGNIZING WE NEED TO RIGHT SIZE A SYSTEM THAT EVEN WITH AN INCREASED INVESTMENT, WE WANT TO MAKE SURE YOU ARE INVESTING THAT MONEY IN THE RIGHT PLACES. SO WITH THAT, WE ENTIRELY REVISITED THE PARK CLASSIFICATION SYSTEM, STARTED SEPARATING PARKS INTO THOSE THAT SHOULD HAVE INCREASED INVESTMENT AND SHOULD BE GENERATING REVENUES SUCH AS YOUR LARGE COMMUNITY PARKS AND YOUR REGIONAL PARKS AT ONE END OF THE SPECTRUM. AND THEN ON THE OTHER END, RECOGNIZING THAT YOU HAVE A NUMBER OF SMALL NEIGHBORHOOD PARKS THAT ARE PROVIDING CLOSE TO HOME RECREATION OPPORTUNITIES AND THOSE COULD BE SCALED BACK. THEY DON'T NECESSARILY NEED ALL THE BELLS AND WHISTLES, SUCH AS A RESTROOM, SINCE PEOPLE WERE USING THOSE PARKS ARE USUALLY WALKING FROM HOME TO GET THERE. AND SO WE MADE IT CLEAR THAT IN THIS INVESTMENT SPECTRUM, WE KNOW WHERE INVESTMENT IS NEEDED AND ALSO WHAT AREAS CAN BE SCALED BACK AND THEN FURTHER LOOKED AT HOW THAT'S DISTRIBUTED ACROSS THE SYSTEM SO THAT THE DETAILED MAP THAT IS THERE AND THE POWERPOINT REALLY LOOKS AT HOW DO WE SPREAD OUT OUR EXISTING INVESTMENT TO MORE EQUITABLY ENSURE THAT EVERYONE HAS ACCESS TO PARK OPPORTUNITIES SO THAT WE'RE NOT JUST CONSOLIDATING OUR PARK INVESTMENT IN ONE SPACE, BUT THOSE PEOPLE WHO ARE DISADVANTAGED OR WHO CANNOT GET IN THEIR CAR TO TRAVEL TO A PARK STILL HAVE OPPORTUNITIES NEAR THEM. AND SO THIS MAP IS A COMPLEX WAY OF SAYING WE'RE STARTING TO SPREAD OUT THIS INVESTMENT AND REALLY FOCUS ON THOSE CRITICAL AREAS THAT NEED OUR SUPPORT. AND THEN BEYOND THAT, THE PLAN INTRODUCED SEVERAL STRATEGIES TO REALLY RIGHT SIZE THE PARK SYSTEM. SO THESE INVESTMENT STRATEGIES INCLUDED THINGS SUCH AS WHAT ARE THE NEW SMALLER NEIGHBORHOOD PARKS LOOK LIKE WHEN THEY'RE SCALED BACK AND IF THEY CAN'T PROVIDE EVERYTHING. HOW DO WE DIVERSIFY THEM? SO THE PLAN INCLUDES CONCEPTS FOR PERKS THAT MORE FOCUSED ON HEALTH AND FITNESS, SOME THAT ARE FOCUSED ON YOUR COMMUNITY'S HERITAGE, ARTS AND CULTURE, AND OTHERS THAT CAN BE FOCUSED ON CONNECTING PEOPLE TO GREEN SPACE IN NATURE SO THAT EVERYONE STILL HAS THAT DIVERSITY AND VARIETY OF OPPORTUNITIES MOVING FORWARD. IT ALSO STARTS A DISCUSSION AROUND SCHOOL PARKS. IT UPDATES THE DEDICATION REQUIREMENTS FOR NEW DEVELOPMENT AS PART OF THE CITY'S ZONING ORDINANCE THAT IS CONSIDERING. IT RECOMMENDS A NEAR NEW TIERED MAINTENANCE APPROACH AGAIN TO BE ABLE TO PUT THE RESOURCES WHERE MOST NEEDED TO TAKE CARE OF YOUR EXISTING ASSETS. AND THEN FINALLY, IT PROVIDES GUIDANCE TO FOCUS ON REVENUE GENERATION USING A VARIETY OF PARTNERSHIPS, SPONSORSHIPS, PROGRAMS, LEASES AND OTHER REVENUE GENERATING OPPORTUNITIES. WE WANTED TO MAKE SURE AT THAT POINT THAT WE WERE REALLY ON TRACK, WE HAD YOUR GUIDANCE, WE HAD THE GUIDANCE OF THE PARKS BOARD, WE WANTED TO HEAR FROM THE COMMUNITY. SO THIS IS ANOTHER POINT WHERE WE SLOWED DOWN THIS PLANNING PROCESS TO REALLY GET PEOPLE INVOLVED IN UNDERSTANDING THE CHALLENGES AND TRADE OFFS THAT THE PARKS DEPARTMENT WAS FACING AND WHERE AND HOW TO INVEST IN THE PARK SYSTEM. AND IN COMBINATION WITH THAT, WITH THE COMMUNICATIONS DEPARTMENT FROM PARKS AND RECREATION PUT TOGETHER A RED X CAMPAIGN, YOU ALL KNOW THAT RED HAS APPEARED IN [00:45:05] PARKS TO GET ATTENTION TO THE FACT THAT WE MAY NOT BE ABLE TO FUND EVERYTHING, AND THIS REALLY BROUGHT OUT A STRONG VOICE. MORE THAN ALMOST 70 PERCENT OF PEOPLE WERE INDICATING THAT THE INVESTMENT SHOULD BE INCREASED IN PARKS AND RECREATION. IT ALMOST COUNCIL A MANDATE TO SOME EXTENT, SAYING WE NEED TO DO SOMETHING TO SUPPORT OUR OUR ASSETS AND OUR QUALITY OF LIFE, WHICH WAS VERY STRONG. AND IN FACT, THAT PERCENTAGE BASED ON THE TYPE OF SURVEY THAT WAS WAS EVEN MUCH HIGHER THAN EVEN I EXPECTED TO SEE. IT WAS A FABULOUS TURNOUT THROUGH THE SURVEY AND THROUGH THE COMMUNITY SOLUTIONS MEETING, WHERE TWO HUNDRED AND SEVENTY PEOPLE CAME TO OFFER TESTIMONY ON THE IMPORTANCE OF THE PARK SYSTEM. SO WITH THAT, WE WENT BACK AND CREATED THE ACTION PLAN THAT IS IN CHAPTER FIVE OF THE PLAN THAT REALLY FOCUSES ON THOSE KEY ACTION ITEMS THAT ARE NEEDED FOR SHORT TERM TURNAROUND OF THE PARK AND RECREATION SYSTEM, WITH SOME ADDED INVESTMENT AND APPROVED FUNDING. AND SO THERE ARE SEVERAL ACTION ITEMS NOTED. THEY'RE REALLY JUST GOING TO CALL ATTENTION TO A COUPLE OF THEM THAT AREN'T SELF-EXPLANATORY. ONE IS WITH REGARDS TO EQUITY ENHANCEMENTS IN THE PARK AND RECREATION SYSTEM. AGAIN, WE WANT TO BASE IT ON YOUR DIRECTION, FOCUS ON PROVIDING CULTURALLY APPROPRIATE RECREATION AMENITIES SUCH AS FOOTBALL AND ETC., AND A VARIETY OF OPPORTUNITIES FOR DIVERSE RESIDENTS TO ENGAGE IN SPORT, PARKS AND RECREATION TO SUPPORT THEIR HEALTH. BUT THEN THINGS SUCH AS ADDING SHADE FOR SPORTS AREAS AND PLAY STRUCTURES AND EVEN PARKS AND UNSERVED AREAS, THOSE ARE ALL CRITICAL. AND THEN, OF COURSE, THE OTHER ONE, AS YOU ALL HAVE HEARD THROUGH BOTH THE ASSET MANAGEMENT PLAN AND THE UPDATES WE'VE GIVEN YOU, GIVEN YOU FOR THE PARKS AND RECREATION MASTER PLAN IS LOOKING IMMEDIATELY AT THE INVESTMENT NEEDED AND FAILING ASSETS SUCH AS SPORTS LIGHTING, FOR EXAMPLE, THAT REALLY NEED SOME ADDED ATTENTION AND OTHERS ACROSS THE CITY AND BEYOND THAT IMMEDIATE INVESTMENT, THEN LOOKING AT THE LONG TERM LIFE CYCLE AND INVESTMENT NEEDS OF PARKS AND FACILITIES ACROSS THE SYSTEM. SO WITH THAT, THAT ALLOWED US TO IN THIS PLAN WITH SOME CONCRETE DIRECTIONS FOR THE CITY TO MOVE FORWARD TO INCREASE REVENUES AT SAME TIME, WHILE AS INCREASING EFFICIENCIES TO FOCUS ON CORE SERVICES AND MAKE SURE THAT THE FUNDS THAT COUNCIL APPROVES AND THE COMMUNITY MAY APPROVE ARE INVESTED IN THE RIGHT PLACES TO ENHANCE THE PARK SYSTEM LONG TERM. HOWEVER, BUILDING WISE, IT WAS BY FAR THE FAVORITE OF MY PERSONAL OPINION. [01:00:05] BUT IT WAS COMPLICATED IN ORDER TO MAKE THAT WORK. I THINK YOU GUYS HAD DECIDED THAT WE'D HAVE TO RELOCATE A LOT OF THE USE AND THE SIMS BUILDING TO ZACHARY AND THEN RETROFIT THE SIMS BUILDING IN THE CITY HALL. AND I'M NOT SURE WHAT I'LL DETAIL YOU WANT. I MEAN, THERE'S A LOT OF CHALLENGES WITH THAT BUILDING. PRIMARY AMONG THEM WAS A EXCESSIVE DISTRIBUTION OF PERSONNEL AND RESOURCES ACROSS THE CITY. WHEN YOU'RE TALKING ADMINISTRATIVE FUNCTIONS, MEETINGS THAT HAVE TO TAKE PLACE AMONG CITY PERSONNEL, HAVING THEM DRIVE 20 MINUTES ONE WAY OR THE OTHER 15 MINUTES, HOWEVER FAR YOU WANT TO SAY IS FROM DOWNTOWN, BACK AND FORTH. THERE'S A LOT OF INEFFICIENCIES THERE. PLUS, FROM AN ENERGY STANDPOINT, IT'S WIDE OPEN BUILDING WITH LOTS OF GLASS. IT'S GOING TO BE EXPENSIVE TO OPERATE RUN, BUT NO MORE EXPENSIVE THAN SOME OF THE OTHER BUILDINGS THAT WE LOOKED AT. IT JUST HAD ITS OWN CHALLENGES. YEAH. AND AGAIN, MAYBE LOCATION WAS IT. BUT IT WAS A GREAT BUILDING. IF IT WAS SITTING IN THE MIDDLE OF DOWNTOWN, IT WOULD HAVE BEEN ABSOLUTELY PERFECT. I THINK ANOTHER CHALLENGE THERE WOULD HAVE BEEN IF WE HAD MOVED CITY RESOURCES AWAY FROM A CENTRAL LOCATION TO AND PEOPLE WILL HAVE WHATEVER OPINIONS THEY HAVE. BUT IF WE MOVED IT TO SOUTHWEST AMARILLO, THAT WOULD HAVE MADE A STATEMENT. AND I DON'T KNOW, THAT'S THE RIGHT STATEMENT AS WE'RE TRYING TO SERVE OUR ENTIRE COMMUNITY. YEAH. AND THE THING THAT I LIKED ABOUT IT IS IT WAS VACANT AT THE TIME AND IT'S NOT VACANT NOW. IT'S EFFECTIVELY FULL, ALMOST. IT'S NOT PHYSICALLY FULL, BUT LEASES ARE SIGNED AND CONSTRUCTION'S GOING. SO IT'S IT'S NO LONGER AN OPTION. IT'S NO LONGER A BUILDING THAT CAN BE PURCHASED FOR THIS USE. ANOTHER BUILDING WE LOOKED AT AND THIS IT DIDN'T FIT THE BILL AS MUCH, BUT IT WAS ON THE MARKET AT THE TIME. VERY NEAT BUILDING WAS THE EAGLE CENTER BUILDING OVER OFF TYLER STREET. LOCATION WAS DOWNTOWN. IT DIDN'T HAVE THE PARKING. YOU KNOW THE IF Y'ALL ARE FAMILIAR WITH THAT BUILDING, IT HAS A VERY TIGHT PARKING GARAGE. I THINK IT WOULD HAVE BEEN IMPOSSIBLE BUILDING TO RETROFIT. BUT AGAIN, IT WAS CONSIDERED AND I FEEL LIKE WE DIDN'T SPEND A TON OF TIME ON IT BECAUSE IT WAS JUST, YOU KNOW, WISH IT WOULD WORK, BUT IT'S JUST NOT GOING TO WORK. WHICH THEN BRINGS US TO THE BUILDING THAT WE, YOU KNOW, WE FOCUSED ON AND WE'VE SIGNED SOME I KNOW I'VE SIGNED CONFIDENTIALITY AGREEMENTS ON IT, BUT THE LOCATION WAS GREAT. THE BUILDING WAS GREAT. IT WAS, HOWEVER, ABOUT 85 PERCENT OCCUPIED, IF I RECALL. SO IT WAS ENCUMBERED BY TENANTS AND LEASES. IF I RECALL, THE CITY WAS THE PLAN WAS TO OCCUPY ABOUT HALF OF THE BUILDING WHERE WE'D HAVE TO THEN RELOCATE TENANTS WITHIN THE BUILDING KIND OF PLAY A GAME OF TETRIS. AND A LOT OF THE BUILDINGS HERE IN TOWN, EVEN THE THE NEWER ONES, YOU KNOW, SOME OF THE BRAND NEW CONSTRUCTION EXCLUDED, OBVIOUSLY, BUT MOST OF THESE BUILDINGS WERE BUILT IN THE 70S AND 80S. AND TO GO IN AND RETROFIT ONE, WHICH WHICH I'VE BEEN A PART OF DOING THAT WITH SEVERAL, YOU PRETTY WELL HAVE TO JUST GO DOWN AND CHECK ALL OF THE BOXES. AND BY THE END OF IT, YOU'VE PAID AGAIN, YOU KNOW, AT LEAST ANOTHER TIME OVER WHAT YOU PAID FOR THE BUILDING. AND I BELIEVE THAT I BELIEVE THE IDEA IS THAT'S WHAT WOULD HAVE BEEN THE CASE HERE. AND THE THING THAT I WAS THE MOST WORRIED ABOUT THAT WE DIDN'T REALLY GET TO BECAUSE WE NEVER WE NEVER GOT PAST THE POINT OF MAKING A DEAL. THERE WAS A LOT MORE COST IN AGAIN, RELOCATING THESE TENANTS, BUYING OUT TENANTS, HAVING AND I'VE HAD TO DO THIS BEFORE. IN OTHER BUILDINGS WHERE YOU HAVE TO RELOCATE A TENANT, YOU DON'T HAVE THE RIGHT TO MOVE THEM. YOU GET ANOTHER LANDLORD THAT HAS THE SPOT AND THEN YOU HAVE TO FINANCIALLY INCENTIVIZE THEM, WHICH IS BUILDING A SPACE, GIVING THEM FREE RENT. I MEAN, JUST THE COST ADDS UP QUICK, ESPECIALLY IF THEY KNOW THAT THEY HAVE THE LEVERAGE AND EVEN MORE IF THEY KNEW THAT THE CITY WAS NOW THEIR LANDLORD. YOU KNOW WHERE IT'S UNFORTUNATE. BUT A LOT OF TIMES IF PEOPLE KNOW THAT IT'S THE CITY YOU KNOW, OR THE PERSON THAT NEEDS IT, THE PRICE GOES UP FOR THEM. EVERYONE'S HEARD OF THAT. IS IT POSSIBLE TO HAVE SOME INFRASTRUCTURE ISSUES THAT WE WERE GOING TO HAVE TO DEAL WITH THAT ARE SOMEWHAT SIMILAR TO WHAT SITS IN THIS BUILDING CURRENTLY?
